Cooperation between government agencies is important for disaster management, and a thorough and objective cause investigation is important to prevent the recurrence of similar disasters. In South Korea, individual laws are scattered by ministries according to the disaster type, and most are operated as non-permanent organizations that are employed when disasters occur. Although expertise is recognized for each disaster type, each government agency's operation method is different, so when a large-scale disaster involving multiple ministries occurs, there is a limit to the coordination of roles and integrated management between government agencies. In particular, whenever a large-scale complex disaster occurs, problems arise regarding the independence, professionalism, and fairness of the cause investigation. Therefore, to supplement this, reviewing the management methods and systems of disaster cause investigations in advanced countries is necessary. Thus, in this study, the organization status, manpower, organizational structure, and cause investigation work system of NTSB of the United States, JTSB of Japan, and SHK of Sweden are identified to improve the disaster cause investigation system in Korea and are compared and analyzed with Korea's GDCIG. Additionally, issues and problems for the advancement of Korea's disaster cause investigation system are considered and improvements are suggested.
최근 전 지구적으로 기후변화에 따른 기상이변으로 인해 지구환경재해 발생 건수가 급속도로 증가하고 있으며, 이에 따른 경제적 손실 및 인명 피해의 규모가 대형화되고 있는 추세이다. 또한, 도시화 및 산업화에 따라 이상기후의 출현 특성 및 규모가 과거와 다른 양상으로 더욱 복합적이고 대형화되고 있어 지구환경재해 대응 및 관리에 원격탐사와 인공지능 기술의 필요성이 더욱 증대되고 있다. 본 특별호는 원격탐사 및 인공지능 기술을 활용한 지구환경재해·재난 관측 및 관리 연구를 살펴보고, 부경대학교 i-SEED 지구환경교육연구단에서 진행하고 있는 가뭄 및 홍수, 대기오염, 해양오염 등 국내에서 발생되는 재해·재난 관련 연구들의 내용 및 결과를 소개하고자 한다. 본 특별호에서 국내 자연재해 관측 및 관리 기술에 대한 정보 공유를 통해 사전에 재해를 예방하고 피해를 저감시킬 수 있는 기술 발전에 기여할 수 있을 것으로 판단된다.
In recent years, the scale of damage from disasters such as earthquakes and large-scale fires and floods that are occurring in Korea is increasing. Accordingly, interest in urban disaster prevention that combines living infrastructure such as roads and parks is boosting, and it is urgent to prepare measures to reduce the damage scale of local cities. The purpose of this study is to derive implications for disaster prevention measures in areas where disaster prevention safety of local cities is weak through examples of disaster prevention safety of local cities in case of disaster. To this end, this study analyzed the regional characteristics, current status, and disaster prevention problems of regional cities in Japan, and selected disaster-vulnerable areas, and considered the distance relationship between disaster prevention bases through road network analysis. In addition, road closure simulation using ArcGIS Network Analyst was conducted to analyze disaster prevention safety in the area. As a result, the situation of the village which has a high possibility of isolation by natural disasters was grasped in advance. Through this, the suburbs confirmed the necessity of supplementing the disaster prevention function through transportation maintenance such as forest roads, and it was found that the city needs to prepare a risk management system. Furthermore, this study suggests the need for research on areas with a high possibility of isolation, especially in areas where disaster prevention functions are weak in local cities in case of disaster, and shows countermeasures for disaster prevention measures and resident education.
최근 국내 자연 및 사회재해가 증가하고 있으며, 코로나19, 싱크홀 등 새로운 재난과 자연재해와 사회재난이 결합된 대규모 재난이 빈번하게 발생하고 있다. 재난으로 인한 피해를 감소시키고 재난에 효과적으로 대응하기 위해서는 재난상황에 대한 인식과 기능적 대처과정을 숙지해야 하므로 재난안전교육의 중요성이 대두되고 있다. 행정안전부는 54개 전문 재난안전교육기관을 통해 재난안전 종사자를 대상의 재난안전교육을 실시하고 있으나 표준재난안전교육과정의 부재로 기관별로 다른 커리큘럼을 운영하고 있으며 기관별 교육내용이 중복되고, 재난안전체험시설도 부족하다. 이는 재난안전요원이 실제 재난현장에 대한 경험이 부족하여 재난에 효과적으로 대응하기 어렵게 만든다는 문제점이 있다. 또한 다른 교육 분야와 달리 재난안전교육 콘텐츠 분야와 인공지능(AI) 등 신기술 간의 연계가 아직 부족한 실정이다. 따라서 본 연구에서는 자연재난을 중심으로 국내 재난안전교육기관 및 내용의 현황과 문제점을 조사 및 분석하였다. 이를 바탕으로 통일된 재난안전 표준 교육과정 수립, 가상현실 기술 및 인포테인먼드 기술을 활용한 재난안전교육 체험 콘텐츠 제작 및 보급, 모바일 AI 튜터링 서비스 개발 등의 국내 재난안전교육 콘텐츠의 개선방안을 제시하였다.
Despite recent breakthroughs in deep learning and computer vision fields, the pixel-wise identification of tiny objects in high-resolution images with complex disturbances remains challenging. This study proposes a modified U-net for tiny crack segmentation in real-world steel-box-girder bridges. The modified U-net adopts the common U-net framework and a novel Self-Attention-Self-Adaption (SASA) neuron as the fundamental computing element. The Self-Attention module applies softmax and gate operations to obtain the attention vector. It enables the neuron to focus on the most significant receptive fields when processing large-scale feature maps. The Self-Adaption module consists of a multiplayer perceptron subnet and achieves deeper feature extraction inside a single neuron. For data augmentation, a grid-based crack random elastic deformation (CRED) algorithm is designed to enrich the diversities and irregular shapes of distributed cracks. Grid-based uniform control nodes are first set on both input images and binary labels, random offsets are then employed on these control nodes, and bilinear interpolation is performed for the rest pixels. The proposed SASA neuron and CRED algorithm are simultaneously deployed to train the modified U-net. 200 raw images with a high resolution of 4928 × 3264 are collected, 160 for training and the rest 40 for the test. 512 × 512 patches are generated from the original images by a sliding window with an overlap of 256 as inputs. Results show that the average IoU between the recognized and ground-truth cracks reaches 0.409, which is 29.8% higher than the regular U-net. A five-fold cross-validation study is performed to verify that the proposed method is robust to different training and test images. Ablation experiments further demonstrate the effectiveness of the proposed SASA neuron and CRED algorithm. Promotions of the average IoU individually utilizing the SASA and CRED module add up to the final promotion of the full model, indicating that the SASA and CRED modules contribute to the different stages of model and data in the training process.
Recently, the necessity of rapid response to social problems such as disasters and quarantine arising from the complex and diverse social structures has emerged. As the number of large buildings increases, large-scale human damage is expected in the event of a disaster such as fire. To solve this problem, efficient control must be achieved through interfacing with various equipment and facilities installed inside the building. In this paper, we intend to study the interface method for various facilities in the building for efficient control. In detail, the facility standard model is defined by examining the status and specification of building. In addition, we intend to design and propose a standard facility communication data frame to support the protocol applicable to this model.

During disaster response, prioritization of limited resources is one of the most important but challenging tasks. At the same time, it is imperative to timely provide to the rescuers with the adequate heavy equipment to facilitate lifesaving operations. However, supply of high demand equipment is usually insufficient during the initial phase of disaster response, challenging lifesaving operations. At the same time, resources outside of the disaster affected zone converge into the area to assist the response efforts, which is the effect of convergence that often made resource coordination challenging in large scale disasters. Meanwhile, the initial condition of the disaster is usually best known by civilians already at the area before and during impact of the disaster. The knowledge of the civilians is not always received and considered by the responding organizations. With the help of these civilians, critical information such as victim location, infrastructure damage, and risk condition could be better know before any response actions are taken. To efficiently collect information and utilize the converging resources, this paper proposes a geospatial information repository for initial condition reporting and update to guide search and rescue operations and deployment of equipment with safety considerations for the rescuers in large scale disaster response scenarios.

In respond to the Haiti Earthquake, spatial information of the geographic area was not sufficient to support the search and rescue operations in the early phase of disaster response. However, with the help of civilians, information such as road names, infrastructure damage, and victim locations were updated into the spatial data repository. At the same time, resource outside of the disaster affected zone converges into the area to assist the response efforts, which is the effect of convergence that often made resource coordination challenging in large scale disasters. To efficiently collect information and utilize the converging resources, this paper proposes a flexible data repository for information update for equipment utilization in large scale disaster response scenarios.
Recently, natural disasters happened to the Korea frequently. Disaster in the present society has been changed and increased it impacts and extent of danger as the society develops. So, Korean people feel uneasy about the unpredictable disaster. Therefore the capability of administration system, and cooperation and support between related organization become more necessary. This study aims to find out better ways of disaster management system which can protect people's lives and fortune from all sort of national disasters. To research policy reform, it is necessary to analyze disaster response organization(national disaster prevention countermeasures headquarters and so on), interorganizational relationship, law system etc. Especially, in this study, role appreciation of government was analyzed to get the rational policy reform measure. Suggestion : First, it is necessary Establishing a consolidated organization for disaster managing and united response organization is necessary such as Federal Emergency Management Agency(FEMA) which controls an over all aspects of disaster management. And it is necessary to develop Integrated Administrative Control System based on comprehensive plan. When the accidents happen, it needs to be many equipments and various specialized personnel. So, to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. Also, as soon as the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, All the citizens have to keep safety rules, and also to take a safe action in ordinary daily life.
Recently, large scale disasters have been occurred in rural areas. Most people suffering from the disaster live in the temporary containers. These could not provide the fundamental occupancy performances such as thermal insulation, ventilation and heating system. It is very important to rebuild the residence for sufferers quickly and safely. Because modular building system has some advantages such as short construction time, mobility, light-weight structure, modularity, flexibility and economical efficiency, it is expected that it could be easily applied to the disaster restoration. So, this research aims at developing the design model of modular building system for disaster restorations in fishing and agrarian villages. For this purpose, current counterplan for restoration was firstly investigated. Also the basic guideline was established through the investigation of current status of residence in fishing and agrarian villages. Finally, 2 types of design model such as single story residence and temporary accommodation facility were proposed. We could see that we could make the flexible building plan when applying the modular building system to the temporary housing for the sufferers.
