This article examines the continuity and change of Korean welfare regime during 1990s. Democracy, globalization and the financial crisis changed the landscape of Korean society as a whole and provided a catalyst for the change of the Korean welfare regime. In order to show how and what changed in Korean welfare regime, this study concentrates on the transformations of income maintenance programmes and social welfare services. The changed aspects are as follow: (1) The ratio of social expenditure to GDP has increased during 1990s and now stood at ten percent level. (2)Rather than backing up the company welfare, government strove to build and expand income maintenance devices for all citizens. (3) The poverty and inequality reduction effects of income maintenance programs are very weak in early 1990s, but they are gradually getting stronger impact on poverty and inequality. But, there are also continuance. (1) In spite of the relative development of income maintenance programs, social welfare services are still poorly designed as before. (2) The expenditure level of social welfare services shows sharp contrast to income maintenance programs and lagged behind the other OECD countries. (3) The expansion of social service sector employment are also not so salient. In 2002, social service employment is only at close to 2.5 per cent of the total employment. Accordingly, korean welfare regime is now characterized by a model which is to curb poverty and inequality by engaging in direct government provision of income maintenance programs, but refrain from expanding social service by relying on net welfare which encourage the provision of services within the family. A implication of our analysis is that the expansion of social welfare Korea saw after 1997 was not really an regime shift. According to the arguments of Peter Hall, first and second order changes in policy do not automatically lead to third order changes which imply regime shift. Policy changes which occurred during 1990s was not accompanied by a shift in policy paradigms. Family dependency in welfare is not yet changed.
The main purpose of this study is to obtain information on the factors influencing forest scenic beauty in order to make and manage scenic forest of recreation areas. 62 slides were taken for the study. Each photograph was independently judged by college students in 10 different major fields, with a total 264 observers after reliability test in the study. The ratings were scaled using a computer program developed by Brown & Daniel(1990). The results of rating scale analysis indicate that respondents' major field difference affects visual preference for forest scenic beauty. Similarly, with different sexual, forest visit frequency, and community type in childhood, people tend to rate their preference differently. The respondents' rating scale of relative scenic beauty of near-view forest scenes can largely be explained in terms of forest physical characteristics of forest landscape. Bare ground area and stash area are represented negative esthetic effects, while DBH, number of trees per hectare, sky area showed positive esthetic effects. These 6 variables in the model can be accounted for 74% of total variance in perceived forest scenic beauty. With this study result, it can be concluded that forest physical characteristics are significantly related to visual preference for near-view forest scenes.

The normalized difference in incident solar energy between a target surface and a level surface (overheating index, OHI) is useful in eliminating estimation error of site-specific maximum temperature in complex terrain. Due to the complexity in its calculation, however, an empirical proxy variable called northern exposure index (NEI) which combines slope and aspect has been used to estimate OHI based on empirical relationships between the two. An experiment with real-world landscape and temperature data was carried out to evaluate performance of the NEI - derived OHI (N-OHI) in reduction of spatial interpolation error for daily maximum temperature compared with that by the original OHI. We collected daily maximum temperature data from 7 sites in a mountainous watershed with a $149 km^2$ area and a 795m elevation range ($651{\sim}1,445m$) in Pyongchang, Kangwon province. Northern exposure index was calculated for the entire 166,050 grid cells constituting the watershed based on a 30-m digital elevation model. Daily OHI was calculated for the same watershed ana regressed to the variation of NEI. The regression equations were used to estimate N-OHI for 15th of each month. Deviations in daily maximum temperature at 7 sites from those measured at the nearby synoptic station were calculated from June 2006 to February 2007 and regressed to the N-OHI. The same procedure was repeated with the original OHI values. The ratio sum of square errors contributable by the N-OHI were 0.46 (winter), 0.24 (fall), and 0.01 (summer), while those by the original OHI were 0.52, 0.37 and 0.15, respectively.
Around the world, a lot of people are migrating to the urban areas, and new cities are continuously being constructed. Currently about 54 percent of the world's population live in the urban areas, and by 2050, it is expected to increase to 66 percent; thus, managing the urban areas is one of the most important challenges of sustainable development in the 21st century. The key to successful urban management is to preserve the urban green spaces, which provide aesthetic, psychological and health benefits to the urban citizens. However, the benefits of the urban green spaces are not fully appreciated within the societies due to the difficulty of economic valuation of the urban green spaces. This study examined whether the view of the Songdo Central Park has a positive influence on the prices of the surrounding apartments, using the hedonic pricing method. The results showed that a positive relation exists between the view of the Songdo Central Park and the price of apartment. The price of an apartment with the view of the Songdo Central Park was 5 percent higher than that of an apartment without the view. In addition, it was estimated that the proximity to the Songdo Central Park has an influence on the housing price as well.

Abandoned mines often cause environmental problems, such as alteration of landscape, metal contamination, and landslides due to a heavy rainfall. Geotechnical and rheological tests were performed on waste materials corrected from Imgi waste rock dump, located in Busan Metropolitan City. Debris flow mobility was examined with the help of 1-D BING model which was often simulated in both subaerial and subaqueous environments. To determine flow curve, we used a vane-penetrated rheometer. The shear stress (${\tau}$)-shear rate (${\dot{\gamma}}$) and viscosity(${\eta}$)-shear rate (${\dot{\gamma}}$) relationships were plotted using a shear stress control mode. Well-known rheological models, such as Bingham, bilinear, Herschel-Bulkley, Power-law, and Papanastasiou concepts, were compared to the rheological data. From the test results, we found that the tested waste materials exhibited a typical shear shinning behavior in ${\tau}$-${\dot{\gamma}}$ and and ${\eta}$-${\dot{\gamma}}$ plots, but the Bingham behavior is often observed when the water contents increased. The test results show that experimental data are in good agreement with rheological models in the post-failure stage during shearing. Based on the rheological properties (i.e., Bingham yield stress and viscosity as a function of the volumetric concentration of sediment) of waste materials, initial flowing shape (5 m, 10 m, and 15 m) and yield stress (100 Pa, 200 Pa, 300 Pa, and 500 Pa) were input to simulate the debris flow motion. As a result, the runout distance and front velocity of debris flow are in inverse propositional to yield stress. In particular, when the yield stress is less than 500 Pa, most of failed masses can flow into the stream, resulting in a water contamination.

The purposes of this study are to provide a guideline for the suitability of wind farm facilities in forest lands and to suggest improvement plans of policies and systems to minimize the damage of forest lands. First, we implemented a literature review and field surveys to examine and select factors for the suitability of wind farm facilities in forest lands. Spatial database for selected location factors of wind farm facilities in forest lands was constructed to develop the suitability model for locating wind farm facilities focusing on Gangwon-do. Data used in this study include wind power resource, legal mountainous preserved area, forest roads, developed areas, forest class, and other spatial data. In order to find specific-sized potential areas for a certain number of wind farm turbines, we used block statistics and focal statistics methods. As a result, the areas for potential wind farm locations were 1,261ha from a block statistics method and 1,411ha from a focal statistics method. Based on the outputs of this research, it is required to make an urgent solution for the prevention of forest disaster and to prepare reduction measures for the destruction of ridge landscape.
This study analyzed the globalization policy of ICT SMEs and ventures using cognitive map analysis and derived the priority to importance about action plans using AHP model, while the globalization paradigm has been rapidly changing in the ICT industry. Empirical results showed that policy tool variables should be needed to develop because policy goal variables are generally presented more than policy tool variables. In addition, this cognitive map could be characterized by a scarcity of feedback loops which means policy landscape for ICT SMEs and ventures' globalization is unilateral rather than cyclical to reach policy goal from policy tools. Another finding is that creative economy policy variable was not observed as policy tool variable but as policy goal variable. This means creative economy can be implemented through support for ICT SMEs and ventures' globalization. Finally, for detailed policy measures, installation of global start-up center, recruiting and utilization of global specialists, revitalization of ICT R&D international collaboration study, enlargement of global investment network, accompanied overseas advance of large enterprises and SMEs are presented in order in terms of the importance of policy priority.
Evaluation method of soil fertility by combination of soil color characteristics and survey data from soil map as well as chemical properties was investigated on total 35 field and pot experiments. Total 35 tobacco fields including 11 fields located at Cheonweon county in Chungnam Province, 9 fields located at Goesan county in Chungbuk Province, and 15 fields located at Youngcheon county in Kyongbuk Province were selected in 1984 to cover the wide range of distribution in landscape and soil attributes. Yields of tobacco grown on the plots of both the pot and field experiment which were not applied with any fertilizer were considered as basic fertility of the soil (BFS). The BFS was estimated by 32 independent variables including 15 chemical properties, 3 color characteristics, and 14 soil survey data from soil map. Twenty-four independent variables containing 16 quantitative variables selected from 24 quantitative variables by collinearity diagnostics and 8 qualitative variables, were classified and analyzed by multiple linear regression (MLR) of REG and GLM models of SAS. Tobacco yield of field experiment showed high variations by eight times in difference between minimum and maximum yield indicating the diverse soil fertility among the experimental fields. Evaluation for the BFS by the MLR including quantitative variables was still more confidential than that by a single index and that showed more improvement of coefficient of determination ($R^2$) in pot experiment than in field experiment. Evaluation for the BFS by MLR in field experiment was still improved by adding qualitative variables as well as quantitative variables. The variability in the BFS of field experiment was explained 43.2% by quantitative variables and 67.95% by adding both the quantitative and qualitative variables compared with 21.7% by simple regression with NO$_3$-N content in soil. The regression evaluation for the best evaluation of the BFS of field experiment by MLR included NO$_3$-N content, L value, and a value of soil color as quantitative variables and available soil depth and topography as qualitative variables. Consequently, it is assumed that this approach by the MLR including both the quantitative and qualitative variables was available as an evaluation model of soil fertility for tobacco field.
Since the suggestions on the paleo-glacial landforms in and around the northern high mountains of Korean Peninsula by some western and Japanese scientists in the early 1900s, the likelihood of the glacier existence in the Baekdusan over the Quaternary glacial period has been had in common among most of the Korean geomorphologists. In the other meaning, some have cast doubt on the likelihood the paleo-glacier in the Baekdusan because there has been no unequivocal evidences for the glacier such as striation, moraines, except morphologic characteristic landforms possibly related to glacier. Here we show some evidences for the existence of the glacier in the Baekdusan and their cosmogenic $^{36}Cl$ exposure ages over the late Quaternary and would put forward a model on the Quaternary landscape evolution of the Baekdusan, with a focus on the relationship of 1000 AD explosive eruption and the glacial landforms. The exposure ages constrained by cosmogenic $^{36}Cl$ abundances of the col surface of the western slope located below the glacier yield 46~26 ka, which is inphase with the last glacial period. Given all the evidences above, we can draw a conclusion that the glacier existed on the Baekdusan over the late Quaternary and the style of glaciation changed from extensive ice cap through valley glacier to restricted cirque.
This study was conducted to investigate the production of water-soluble carbohydrates (WSCs) by treatment of different amounts of rice straw with cellulase, hemicellulase, and xylanase. Treatment of high amounts of rice straw (100 g/l) with cellulase and hemicellulase resulted in similar production of WSCs. Reducing the amount of rice straw to 50 g/l decreased the production of WSCs by hemicellulase but had no effect on WSC production by cellulase. The interaction among rice straw amounts, and hemicellulase and xylanase activities was investigated using a Box Behnken design and a response surface model. An interaction was found only between hemicellulase and xylanase. An enzyme mixture consisting of 0.55 mg/ml of hemicellulase and 0.65 mg/ml of xylanase generated the highest amounts of WSCs, regardless of the amount of rice straw provided. Therefore, the activity of cellulase was higher than that of either hemicellulose or xylanase for WSC production from rice straw. The interaction observed for hemicellulase and xylanase indicates that a combined enzyme treatment could improve the production of WSCs from rice straw.
