A trial for the development of plan system and instrument on environmentally friendly urban design (환경친화적 공간계획체계 및 수단개발을 위한 실험적 접근)

  • With environmental problems and pollutions accumulated by continuous towns or cities developments events, it is becoming necessary to develop in consideration of environmental effects. This consensus leads to prepare a plan system and instrument for ecological city development, which can be a series of planning indicators. To develope a series of process for environmental friendly development, this study has three main goals as follows; development of policies and programs for environmental friendly development, suggestion of environmental friendly urban design models and standards, development of planning indicators and design guidelines Korean land use plan is operated by both zoning system and detailed plan system. But the available kinds of zoning type are too limited to apply to various and vernacular places. In addition to, the detailed plan is understood to be another regulation which constricts the freedom of building right. In this study, Plan System of Environmentally Friendly Space was studied for domestic affairs In German, Plan System of Environmentally Friendly Space is the field have been progressed before. so In this study, example of German was researched intensively, and Plan System of Environmentally Friendly Space was developed, applicable for the real state in domestic. This study was focused on methodology of landscape planning and planning for afforestation. Landscape planning is performed on condition detail investigation of existent state of nature and local characteristic, and Investigation of Planning for afforestation is more detailed than that of Landscape planning. In the basis of methodology of landscape planning and planning for afforestation, Plan for Environmentally Friendly Urban Habitation Model was developed. Plan for Environmentally Friendly Urban Habitation Model was applicable for state of land use planning. Site was selected Chuk-chun in city yang-in, taking the circumstances into consideration. So landscape planning correspond to land use planning was made out. Adjustment of Land use planning and Landscape planning was very important. Undergoing this process, Plan for Environmentally Friendly Urban Habitation Model was performed.

  • A method of improving the correctness and confidence in land use classification as well as urban spatial structure analysis of local governments using GIS and satellite imagery is suggested. This study also compares and analyzes LSAS (Land Suitability Assessment System) results using two approaches-LSAS with priority classification, and LSAS using standard estimation factors without priority classification. The conclusions that can be drawn from this study are as follows. First, a method of maintaining up-to-date local government data by updating the LSAS database using high-resolution satellite imagery is suggested. Second, to formulate a scientific and reasonable land use plan from the viewpoint of territory development and urban management, a method of simultaneously processing the two described approaches is suggested. Finally, LSAS was constructed by using varieties of land information such as the cadastral map, the digital topographic map, varieties of thematic maps, and official land price data, and expects to utilize urban management plan establishment widely and effectively through regular data updating and problem resolution of data accuracy.

  • As the city grows in population and size, land-use plan increasingly becomes a crucial element in developing a city-wide plan. In the process of developing the land use plan, identifying the present conditions and predicting the future conditions are the most important steps. That is, to understand the phenomena of land-use activities as well as to manage uses of the land efficiently require the comprehensive land use information system. This study intends to construct the land use database utilizing the Cadastral Map and Registered Building Data and to examine and suggest the application areas of the database. The database was constructed with those of Busan Metropolitan City. Using the established data, it shows how to use the database to identify the present conditions in Busan.

Development of a Recommendation Model for Development Area using Land Suitability Assessment (토지적성평가 결과를 활용한 개발지역추천모델 개발)

  • Land suitability assessment assesses development, farming, and conservation suitability, considering land's soil, location, and possibility for use. It also implement segmentation of management regions into production, conservation, and plan management area. It is evaluated as a very significant system in establishing a land use system of sustainable development and development after planning in the aspect that it can establish proper land use plan. This study developed a recommendation model for development in agent-based model that interacts with surrounding lands. It also tried to summarize the area characteristic analysis and the results of land suitability evaluation, targeting three ri's in Yesan-Gun, and analyze the model's applicability by selection results. In order to recommend area for development that considers the use of the surrounding lands, it calculated development possibility indices that considered the ratings of all the lands in the target areas for each parcel and simulated the model. As a result, selected three areas in target region were suitable areas for development in land suitability assessment. In detail, ratings of the recommended parcels were 3, 4, and 5 ratings. As a result of examining the land status, it showed that all the three areas were plan management areas, thus easy for development. It is judged that the model for recommending area for development suggested in this study can be used as important basic data for setting the direction for development when establishing a regional planning.

  • The problems of urban land use are becoming worse by the increase of population and facilities. Land use planning is the major part of comprehensive city plan¬ning. Understanding and forecasting the present and future conditions of land use are the main process of land use planning. In order to comprehend the various phenomena which occured on the land, collecting accurate land information is the most important thing for the effective management of land use. Therefore, it is necessary for us to establish the land information systems. In this study, theories of functions, objectives, components and applications of land information systems were investigated as the basis of this research. Case studies of Korea and Japan were examined, not only for the desirable selection of input data items, but also for the effective land use anslysis in land information systems. Through this kind of study, we can anslize and understand the changing patterns of land use over time, and we can also prepare a more desirable and adjustable land use plan-ning programs for the future.

  • This paper is to evaluate the campus master plan, which is influenced by Korean educational policy and managing organization, with respect to land use and block plans of buildings. It uses a case study method to periodically know specific details to form a master plan. It is found, at first, that design method of master plan was influenced by some educational policies and managing organization of ministry of education. Secondly, design methods have been changed according to the change of the times. Any master plan was not formulated until the 1960s. Seoul National University formed a master plan adopting radiated sector pattern for land use and a block plan in the early years of the 1970s. Chungnam National University used a squared space style with a trouble of the learned from the SNU design methods in the year 1974. A concept of axis according to topography] in Andong National University and environmental preservation in Yiosu National University was used in the 1980s. Korean Athletic Educational University used a transportation model for facilitating efficiency to use university land and making pedestrian convenient by classification with fast and slow walker's way.

  • Today, the availabity of usable pieces of land in urbanized areas is very limited. Specifically, it is very difficult to secure a piece of land to be used as a park for the public, mainly due to the high price of land in cities. However, the City of Seoul has carried out three action plans to secure land deemed for insufficient parks and to vitalize these small piece of land in downtown areas such as following: 1. Ssamzie-park(Korean version of a 'vest pocket park') Development Plan in 1990 through 1991. 2. Modernization Plan for Children's Parks since 1994. 3. Maeul-madang (Korean version of 'community garden')Development Plan since 1996. The purpose of this study was to present some design approaches for practical use of small urban spaces by articulating the concepts of Modernization Plan for Children's Park and Maeul-madang Development Plan of the winning entries and by describing how the concepts were actualized in reality.

  • Because of the limited land resources, an efficient land use management to reach the sustainable development policy has become an urgent call in Taiwan. A long-term project entitled 'National land use monitoring program-the establishment of a land use change detection system' has been jointly conducted by both National Central University and Ministry of Interior since year of 2001. The main aim of the project is to use the remote sensing images to detect the land use changes on a national scale. This plan has been put into practice and indeed provides an effective assistance for land management.

  • Rail station premise's unused land speaks unused space long period among that is station porter underwear space. Also, will may see that two is also unused land if is operated as inefficient occupying a lot of spaces unnecessarily. These space have used by profit making business and station development putting first past. But, necessity of more active business effort is brought ill efficiency side of land. Unused land's efficient practical use is method that can increase railroad property. Therefore, in this study, define shortly about composition of reciprocal space, and presents unused land's practical use plan in station.

Urban Land Use Planning with a PSS-based Land Use Change Projection Model

  • Planning Support System (PSS), an alternative framework of computer-aided planning system combining geographic information system (GIS), urban models, and visualization tools, has been actively researched and applied in many developed countries. This paper introduces a PSS-based land use change model, What if\ulcorner PSS, by applying it to Chongju City, Korea. This model application study used the spatial database, Restricted Development Zone (RDZ), and other hypothetical land supply- and demand-related policies of Chongju City. The collaborative PSS model supported land use planning process by helping users to speedily and easily create and test policy-oriented scenarios. The study found that the fully operational PSS model was readily applicable and useful to Korean local land use planning. The paper discusses the conceptual model framework, data requirement, application process, model output, and practical usage. This study would be considered as a prototypical approach of PSS-based land use plan making for Korean cities.
