연안복합지형에서 바람폭풍의 진화 (Evolution of Wind Storm over Coastal Complex Terrain)

  • As prevailing synoptic scale westerly wind blowing over high steep Mt. Taegulyang in the west of Kangnung coastal city toward the Sea of Japan became downslope wind and easterly upslope wind combined with both valley wind and sea breeze(valley-sea breeze) also blew from the sea toward the top of the mountain, two different kinds of wind regimes confronted each other in the mid of eastern slope of the mountain and further downward motion of downlsope wind along the eastern slope of the mountain should be prohibited by the upslope wind. Then, the upslope wind away from the eastern slope of the mountain went up to 1700m height over the ground, becoming an easterly return flow in the upper level of the sea. Two kinds of circulations were detected with a small one in the coastal sea and a large one from the coast toward the open sea. Convective boundary layer was developed with a thickness of about 1km over the ground in the upwind side of the mountain in the west, while a thickness of thermal internal boundary layer(TIBL) form the coast along the eastern slope of the mountain was only confined to less than 200m. After sunset, under no prohibition of upslope wind, westerly downslope wind blew from the top of the mountain toward the coastal basin and the downslope wind should be intensified by both mountain wind and land breeze(mountain-land breeze) induced by nighttime radiative cooling of the ground surfaces, resulting in the formation of downslope wind storm. The wind storm caused the development of internal gravity waves with hydraulic jump motion bounding up toward the upper level of the sea in the coastal plain and relatively moderate wind on the sea.

  • 돌고래호 사건과 세월호 사건으로 인하여, 선박에서 발생하는 통신에 대한 육지와 구난 시스템과의 비상 통신 문제가 되고 있다. 3면이 바다로 되어 있는 우리나라의 입장에서는 해상 구난과 비상 재난을 위한 연계 통신 시스템에 대한 점검이 필요해졌다. 해상에서 항해하는 선박은 단독으로 재난을 처리해야 하므로 연계 통신 시스템이 보다 완전하게 갖추어 져야 한다. 해상에서 침수되어 침몰하는 선박과 잠수함에 대한 비상 통신에 대한 연구가 필요하다. 육지에서는 해상과 해저의 선박 및 잠수함의 비상 재난에 대비한 육상 연계 통신과 연계 통신 시스템에 대한 연구가 필요하다. 본 논문은 통신 프로토콜과 비상 재난을 대비한 위치 확인 및 육상과 통산을 위한 비행기나 인공위성과의 연계시스템을 연구한다.

  • 세월호 사건으로 인하여, 선박에서 발생하는 통신에 대한 육지와 구난 시스템과의 통신 연계가 문제 되고 있다. 또한 3면이 바다로 되어 있는 우리나라의 입장에서는 해상 구난과 비상 재난을 위한 연계 통신 시스템에 대한 점검이 필요해졌다. 해상에서 항해하는 선박은 단독으로 재난을 처리해야 하므로 연계 통신 시스템이 보다 완전하게 갖추어 져야 한다. 더불어 해상에서 침수되어 침몰하는 선박뿐만 아니라, 해저로 운항하는 잠수함에 대한 연계 통신에 대한 연구가 필요하다. 그리고 육지에서는 해상과 해저의 선박 및 잠수함의 비상 재난에 대비한 유상 연계 통신과 연계 통신 시스템에 대한 연구가 필요하다. 이를 통해 통신 프로토콜과 비상 재난을 대비한 위치 확인 및 육상과 통산을 위한 비행기나 인공위성과의 연계 시스템도 연구되어져야 할 것이다. 이를 위해 통합된 비상재난 통신 연계 시스템에 대한 연구가 필요하다.

새만금 가력배수갑문을 이용한 해류발전단지 (Ocean Current Power Parks using Garyuk Draining Sluices of Saemankeum)

  • Two ocean current power parks are suggested in the front and back of the Garyuk draining sluices of Saemankeum in Korea. They are characterized by installing a plurality of ocean current turbine generators which are arranged in five rows respectively in the land-side ocean current power park behind the Garyuk draining sluices and in the sea-side ocean current power park before the Garyuk draining sluices, generating electricity using the ocean current flowing through the Garyuk draining sluices in the ebbs and tides of Yellow sea. The potential energy of tidal difference of 2.611m at neap in Saemankeum can be converted into the kinetic energy of high speed ocean current via the Garyuk draining sluices which makes it possible to run the ocean current power parks on a large scale. The total facility capacity of two ocean current power parks that consist of 240 ocean current turbine generators with 4m diameter of turbine blades is about 134MW, and the expected total annual power output is about 586GWh.

  • The coastline of the Choa Phraya Rivermouth in the Upper Gulf of Thailand has been changed drastically. The western side especially at Ban Laem Sing was eroded for 400 meter in 26 years or with the rate of 15 meter per year on the average. The Metropolitan Electricity Authority has granted five years research project to us to study the efficiency of the electric pole fence as a mean to reduce the wave force and increase sedimentation rate inside for mangrove replantation. If the method works efficiently, it will be used to reclaim the coastal land loss in other areas in Thailand. The project was done since 2005 after the fence was constructed completely in October 2005. The oceanographic surveys were conducted before and after the construction in northeast monsoon season to study the impact of physical oceanographic forces on the coastline change. The sedimentation rates were measured each month. It is rather low about 2 cm/month. The subsiding rate from the load of deltaic sediment and groundwater withdraw using boring data is about 30 mm/year. The cumulative sinking rate is 55.8 cm from 1978 to 1995. We have tried to design the method of mangrove plantation in this area. The remote sensing data such as LANDSAT and aerial photos from 1987 to 2002 for 15 years were used to compute the rate of coastline change at each 50 m section along the western side of the rivermouth.

라오스 남칸(Nam Khane)유역분지(流域盆地)의 이동식화전농업(移動式火田農業)과 환경문제(環境問題) (Shifting Cultivation and Environmental Problems of Nam Khane Watershed, Laos)

  • 라오스 북부에 위치하는 남칸강 유역 분지는 석회암대지(1000m 전후)와 이를 둘러싼 급경사지(700-1000m), 넓은 산록 완사 구릉지(300-700m), 좁은 층적평야로 이루어져 있다. 대지 상에는 아편, 산록완사 구릉지에는 밭벼가 재배되고 있는데 이들 농업은 이동식 화전농업의 형태로 이루어져 삼림과 토양을 황폐시키는 심각한 환경문제를 일으키고 있다. 이 지역의 화전과 살밈의 분포 상태를 계량적으로 파악하고 환경문제를 검토하기 위하여 남칸강의 한소지류인 H.Khane 강 유역분지에 대하여 MOS-1외 위성영상을 분석하고 40지점에 대하여 토양 샘플을 채취하여 토성을 분석하였다. 삼림과 토지이용상태를 분류한 것이 사진 2이고, 이의 고도별 분포면적을 계산한 것이 <표 2>이며, 토성을 분석한 것이 <표 3>이다. 남칸강 유역분지의 과다한 화전활동은 식생적 측면에서 삼림의 면적을 축소시키고 교목위주의 1차림이 관목위주의 2차림으로 바뀌어 가며, 토양적 측면에서 토양침식을 활성화시켜 구릉지 토양은 척박한 산성토양으로 변해가고 있고, 완경사 구릉지면은 우곡(雨谷)(gully)침식에 의하여 심하게 개석된 악지역형(惡地地形)으로 바뀌어가고 있다. 이와 같은 환경문제의 해결을 위해서는 무엇보다도 농업을 정착시키는 것이 급선무이다.

우리나라의 잡초방제(雜草防除) 현황(現況)과 전망(展望) (Present Status and Prospect of Weed Control in Korea)

  • Weed is one of the problems in the crop land as well as in uncultivated land, raising the farm management costs. Therefore, the weed control is essential for effective agricultural management. The cost for weed control in Korea occupies on the average 27.6% of the total labor cost required. Agricultural policies since 1960 were transferring from yield increase due to land productivities to increase of income due to labor productivities. Therefore, the weed control by hand is also changed to weed control by chemicals. The weed control by chemicals has also brought about some side-effects and needs better, improved weed control methods. The present weed control situation and related problems were studied to present new approaches for agricultural development in the future. There were 458 species of weeds in 82 families which were growing in the crop land. The weeds to control, however, are 12 in paddy field and 9 in upland. So far weeds in paddy field are well under control, while weeds in upland are poorly controlled due to change in chemical efficiency and chemical damage in the upland. The administration, research and extension work for the efficient use of agricultural chemicals have been done by various institutions, such as Office of Rural Development, Office of Forestry, and chemical companies. The courses for agricultural chemicals were offered in the agricultural colleges. However, the efficiency of chemicals could not be maximized due to the poor relationships among related institutes. The newly established Agricultural Chemical Research Center at the Office of Rural Development and the Korean Weed Science Association are expected to contribute toward improving weed control in Korea. The Korean agriculture in the future will eventually be mechanized and the varieties resistant to high nitrogen application and to high plant density will be required for high yields. The rice will be transplanted earlier and the whole growing period will be extended. The application of organic matter will be increased for increasing soil fertility, and the use of agricultural chemicals will be continued. Under such a condition, the studies on the weed occurrence and its integrated control measures will be needed. Also weed controls in the newly exclaimed land, crop varieties, horticultural varieties, forage crops, and forests are also needed to study. Basic and practical researches for the weed control to improve the labor productivity will be also needed. In order to meet the all requirements for efficient weed control, weed control systems including all the academics, research and extension workers, administratives, farmers and companies should be established. Also securing researchers and education of personnels are pre-required and research funds for the chemical studies should be provided efficiently and timely.

도시개발 여건을 고려한 울란바타르 건설사업 참여방안 (Implementation of the Urban Development Projects in Ulaanbaatar)

  • 본 논문은 최근 지속적인 경제성장을 보이고 있는 몽골의 수도 울란바타르시를 대상으로 개발여건 검토와 이를 바탕으로 현지 실정을 고려한 효과적인 도시개발사업 참여방안을 제시하였다. 연구결과, 첫째, 몽골의 경우, 구리 금 등 풍부한 지하자원과 높은 교육수준이 장점인 반면, 도로 철도 등 기반시설 미비와 인구 260만명의 협소한 내수시장이 단점으로 나타났다. 울란바타르시는 지속적 인구유입으로 향후 개발압력이 높을 것으로 예상되는 한편, 도로, 상 하수도, 전력, 난방 등 기반시설의 개선 또한 시급한 것으로 나타났다. 둘째, 몽골의 토지제도를 분석한 결과, 몽골의 토지권리는 소유권 및 임차권, 사용권이 공존하고 있는 상황이며, 이에 따른 권리에 차이가 있었다. 셋째, 몽골에 진출한 우리나라 개발사업자의 사업방식을 검토하고, 이를 토대로 울란바타르시 개발사업에 참여하기 위한 현실적 방안으로서 부지조성 후 토지분양 방식과 부지조성 및 건축 후 직접분양 방식을 구체적으로 제시하였다. 더불어 사업참여시 고려해야 할 사항으로서 토지매각 가능성 제고와 수익성 확보를 위한 적정 매각가격 책정, 수익성 토지의 적정 매수자 발굴, 몽골 정부의 지분투자 및 원리금 지급보증, 몽골주택금융공사를 통한 분양안정성 확보 등을 제시하였다.

도시재생에 따른 주거재정착 결정요인 분석 (Analysis of Determinants on Residential Resettlement in Accordance with Urban Regeneration)

  • 본 연구는 부산시 19개 주택재개발사업구역의 7,396명의 표본을 대상으로 도시재생에 의한 지역주민의 주거재정착 여부와 그 비용에 대한 결정요인을 소유자 특성과 토지 및 건축물 특성, 단지특성, 입지특성 등의 변수를 통해 실증분석하였다. 도시재생에 의한 주거재정착과 주거재정착 비용에 대한 결정요인 분석결과를 정리하면 다음과 같다. 첫째, 도시재생에 의한 주거재정착을 결정짓는 요인으로는 소유자의 연령, 거주지, 부동산의 보유기간, 투자여부, 소유권외 권리 등의 설정 등의 소유자 특성과 해당 토지의 지목, 건축물의 용도, 토지와 건축물의 면적과 허가유무, 보상액 등의 토지 및 건축물 특성, 시공사의 브랜드, 조합원 할인액, 단지규모, 중대형 주택의 비율, 녹지율, 건폐율, 용적률 등의 단지특성과 대생활권을 나타내는 입지특성으로 구성된다. 반면, 단지특성에서는 시공사의 브랜드 가치, 중대형 주택의 비율, 용적률 등 주택의 가치를 향상시킬 수 있는 조건들이 주민들의 재정착을 유도하는데 중요한 역할을 하고 있음을 알 수 있었다.

황폐임야(荒廢林野)가 수해참상(水害慘狀)에 미치는 영향(影響) (천보산(天寶山)과 인접(隣接) 죽엽산(竹葉山)을 중심(中心)으로) (Influences of the devastated forest lands on flood damages (Observed at Chonbo and the neighbouring Mt. Jook-yop area))

  • 1. On 13 September 1964 a storm raged for 3 hours and 20 minutes with pounding heavy rainfalls, and precipitation of 287.5 mm was recorded on that day. The numerous landslides were occured in the eroded forest land neighbouring Mt. Chunbo, while no landslides recorde at all on Mt. Jookyup within the premise of Kwangnung Experiment Station, the Forest Experiment Station. 2. Small-scalled Landslides were occured in 43 different places of watershed area (21.97 ha.) in which the survey had already been done, in and around Mt. Chunbo (378 m a.s.l.). The accumulated soil amount totaled $2,146,56m^3$ due to the above mentioned landslides, while soil accumulated from riverside erosion has reached to $24,168.79m^3$, consisting of soils, stones, and pebbles. However, no landslides were reported in the Mt. Jook yup area because of dense forest covers. The ratio of the eroded soil amount accumulated from the riversides to that of watershed area was 1 to 25. On the other hand, the loss and damage in the research area of Mt. Chonbo are as follows: 28 houses completly destroyed or missing 7 houses partially destroyed 51 men were dead 5 missing, and 57 wounded. It was a terrible human disaster However, no human casualties were recorded at all, 1 house-completly destroyed and missing, 2 houses-partially destroyed. Total:3 houses were destroyed or damaged, in The area of Mt. Jookyup 3. In the calculation of the quanty of accumulated soil, the or mula of "V=1/3h ($a+{\sqrt{ab}}+b$)" was used and it showed that 24, 168.79m of soil, sands, stones and pebbles carried away. 4. Average slope of the stream stood 15 at the time of accident and well found that there was a correlation between the 87% of cross-area sufferd valley erosion and the length of eroded valley, after a study on regression and correlation of the length and cross-area. In other works, the soil erosion was and severe as we approached to the down-stream, counting at a place of average ($15^{\circ}1^{\prime}$) and below. We might draw a correlation such as "Y=ax-b" in terms of the length and cross-area of the eroded valley. 5. Sites of char-coal pits were found in the upper part of the desert-like Mt. Chunbo and a professional opinion shows that the mountain was once covered by the oak three species. Furthermore, we found that the soil of both mountains have been kept the same soil system according to a research of the soil cross-area. In other words, we can draw out the fact that, originally, the forest type and soil type of both Mt. Chunbo (378m) and Mt. Jookyup (610m) have been and are the same. However, Mt. Chunbo has been much more devastated than Mt. Jookyup, and carried away its soil nutrition to the extent that the ratios of N. $P_2O_5K_2O$ and Humus C.E.C between these two mountains are 1:10;1:5 respectively. 6. Mt. Chunbo has been mostly eroded for the past 30 years, and it consists of gravels of 2mm or larger size in the upper part of the mountain, while in the lower foot part, the sandy loam was formulated due to the fact that the gluey soil has been carried and accumulated. On the hand, Mt. Jookyup has consitantly kept the all the same forest type and sandy loam of brown colour both in the upper and lower parts. 7. As for the capability of absorbing and saturating maximum humidity by the surface soil, the ratios of wet soil to dry soil are 42.8% in the hill side and lower part of the eroded Mt. Chunbo and 28.5% in the upper part. On the contrary, Mt. Jookyup on which the forest type has not been changed, shows that the ratio in 77.4% in the hill-side and 68.2% in the upper part, approximately twice as much humidity as Mt. Chunbo. This proves the fact that the forest lands with dense forest covers are much more capable of maintaining water by wood, vegitation, and an organic material. The strength of dreventing from carring away surface soil is great due to the vigorous network of the root systems. 8. As mentioned above, the devastated forest land cause not only much greater devastation, but also human loss and property damage. We must bear in mind that the eroded forest land has taken the valuable soil, which is the very existance of origin of both human being and all creatures. As for the prescription for preventing erosion of forest land, the trees for furtilization has to be planted in the hill,side with at least reasonable amount of aertilizer, in order to restore the strength of earth soil, while in the lower part, thorough erosion control and reforestation, and establishments along the riversides have to be made, so as to restore the forest type.
