A Study on the Influential Factors of the Resilient Development of Green Belts in Beijing (베이징시 그린벨트의 탄성 발전에 영향을 미치는 요소에 대한 연구)

  • Green belts can help to set boundary for city growth, provide ecological protection system and enhance the resilience of Beijing. During the implementation period of the current overall city planning of Beijing, the proportion of green space varies much among the sub-districts, villages and towns involved in the two green belts in the research. With this as starting point, by researching the correlations of 'city system factors' and 'planning policy factors' with the change in the scale of green space, the paper discussed the influential factors of implementing the planning of green space of Beijing, and conducted quantitative research, with such possible influential factors classified into 'city system factors' and 'planning policy factors'. Through multiple linear regression model, the paper tested the correlations of city system factors and planning policy factors (independent variable) with the increment in the construction land in green belts (dependent variable). Through influence to population aggregation and the expansion force of construction land, city system factors such as mountain land and water, house rent of unit area, accessibility of public transport and the newly-defined state-owned construction land generate correlation with the change in the scale of construction land in green belts.

Utilizing Spatial Big Data for Land and Housing Sector (토지주택분야 정보 현황과 빅데이터 연계활용 방안)

  • This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

A Study on the Estimation of Environmental Carrying Capacity and Sustainability in National Land using the Emergy Synthesis (에머지(Emergy) 개념을 이용한 국토환경용량 산정 및 지속성 평가에 관한 연구)

  • This study was conducted laying the focus on finding the mutual action between the substantial ecological value and economic system in the national land, and calculating the environmental carrying capacity and sustainability of the national land using the emergy synthesis. Particularly, this study pays attention watchfully to the reality that the analytic framework to analyze sustainability is not arranged well, as the concept of sustainable development considering environmental carrying capacity, which becomes a widely discussed topic today, is defined differently according to the subjective views of respective researchers, and the situation which needs in-depth evaluation on the interaction between nature and economy which becomes the fundamental of sustainable development. This study also aims at groping for correct direction for the national land development by calculating the environmental carrying capacity and index value which is appropriate to the national land and providing the framework for preparing the policy to induce the sustainable use and management of the national land. The concept of emergy synthesis which is used for the evaluation of environmental carrying capacity and sustainability in the national land, as in this case, can notify the information on current situation of the national land as well as explain how the national land transforms according to time pass (the role of information synthesis), and gives knowledge if the national land policies advances toward the direction of sustainable development (the role of policy evaluation and observation). Emergy synthesis also can take role for selecting best policy on the process of decision making on the exploitation of the national land (the role on the process of decision making).

  • Because of the limited land resources, an efficient land use management to reach the sustainable development policy has become an urgent call in Taiwan. A long-term project entitled 'National land use monitoring program-the establishment of a land use change detection system' has been jointly conducted by both National Central University and Ministry of Interior since year of 2001. The main aim of the project is to use the remote sensing images to detect the land use changes on a national scale. This plan has been put into practice and indeed provides an effective assistance for land management.

  • This paper analyzes three theories for land degradation assessment and internationl/domestic methods for land degradation monitoring and assessment. Under the guidance of absolute degradation thought, this paper proposes the technological framework for monitoring and appraising cultivated land degradation based on the 3S technique. We can apply 3S technique and analyze the nature, the environmental, the social, and the economic elements which influence the land utilization and degradation synthetically, to set up the indicator system of the cultivated land degradation monitoring and assessment based on 3S technique; to propose the degradation information extraction methods based on 3S technique; to create the quantitative assessment model and method for land degradation; to analyze the ecological environment response of land use and degradation quantitatively; and to propose the measure, policy and suggestion for solving the land degradation problem from the point of view of land utilization.

  • Land Remote Sensing' is defined as the science (and to some extent, art) of acquiring information about the Earth's surface without actually being in contact with it. Narrowly speaking, this is done by sensing and recording reflected or emitted energy and processing, analyzing, and applying that information. Remote sensing technology was initially developed with certain purposes in mind ie. military and environmental observation. However, after 1970s, as these high-technologies were taught to private industries, remote sensing began to be more commercialized. Recently, we are witnessing a 0.61-meter high-resolution satellite image on a free market. While privatization of land remote sensing has enabled one to use this information for disaster prevention, map creation, resource exploration and more, it can also create serious threat to a sensed nation's national security, if such high resolution images fall into a hostile group ie. terrorists. The United States, a leading nation for land remote sensing technology, has been preparing and developing legislative control measures against the remote sensing industry, and has successfully created various policies to do so. Through the National Oceanic and Atmospheric Administration's authority under the Land Remote Sensing Policy Act, the US can restrict sensing and recording of resolution of 0.5 meter or better, and prohibit distributing/circulating any images for the first 24 hours. In 1994, Presidential Decision Directive 23 ordered a 'Shutter Control' policy that details heightened level of restriction from sensing to commercializing such sensitive data. The Directive 23 was even more strengthened in 2003 when the Congress passed US Commercial Remote Sensing Policy. These policies allow Secretary of Defense and Secretary of State to set up guidelines in authorizing land remote sensing, and to limit sensing and distributing satellite images in the name of the national security - US government can use the civilian remote sensing systems when needed for the national security purpose. The fact that the world's leading aerospace technology country acknowledged the magnitude of land remote sensing in the context of national security, and it has made and is making much effort to create necessary legislative measures to control the powerful technology gives much suggestions to our divided Korean peninsula. We, too, must continue working on the Korea National Space Development Act and laws to develop the necessary policies to ensure not only the development of space industry, but also to ensure the national security.

  • The purpose of this study was to analyze the school location decision direction for land use planning of public land development. And this research proposed the school location decision direction for urban amenity. So this research present the implication on urban planning and design for architecture, park-school complex. This study perform the relationship with land use planning out side environment of school land. This research proved the fact that the school land relationship with the park, the other school land etc. And this result will be used in decision-making-process of land use planning, public land development construction, urban design and city policy.

Land Tenure Reform and Its Implication for the Forest. Case Study from Oromia Regional State of Ethiopia

  • With consideration of proximate and intricate relationships among rural livelihood, farm land and forestry; this paper examined impact of land tenure reform on local peoples' forest dependency by taking Ethiopia as case study. The post 1975 major land tenure reform and associated activities such as land distribution and forest demarcation were found to be short of minimizing pressure on the forest as has been evidenced by percentage of new households established inside the forest and current level of dependency on the forest. With most of recently established households all making up the poor and very poor categories, together with overall of household composition which is dominated by dependent members coupled by current land tenure system that tie farmers with their land, future dependency on the already diminished forest seems to increase unabated. Reconsidering the existing land tenure system backed by policy for livelihood diversification, improvement in rural education and awareness on demographic issues can minimize future dependency on the forest.

Urban Land Use Planning with a PSS-based Land Use Change Projection Model

  • Planning Support System (PSS), an alternative framework of computer-aided planning system combining geographic information system (GIS), urban models, and visualization tools, has been actively researched and applied in many developed countries. This paper introduces a PSS-based land use change model, What if\ulcorner PSS, by applying it to Chongju City, Korea. This model application study used the spatial database, Restricted Development Zone (RDZ), and other hypothetical land supply- and demand-related policies of Chongju City. The collaborative PSS model supported land use planning process by helping users to speedily and easily create and test policy-oriented scenarios. The study found that the fully operational PSS model was readily applicable and useful to Korean local land use planning. The paper discusses the conceptual model framework, data requirement, application process, model output, and practical usage. This study would be considered as a prototypical approach of PSS-based land use plan making for Korean cities.

  • The purpose of this study was to suggest basic natural park planning guidelines which have to be considered before conservation plan. For this purpose, land potentiality was analyzed in the regional context. Natural parks in Tokyo Province were chosen as study areas because park systems in Japan and Korea are similar and lots of information are available in Japan. Land capabilities of study areas were analyzed, then the results were utilized to discuss how the natural parks. Land potentiality was analyzed by the degree of location quotient of land use allowance in homogeneous bio-physical land units, then comprehensive potentiality of bio-physical land units was revealed from existing and historical land use allowance. These 2 allowances, also, were utilized to find the limit of land use intensity, and the results were used for qualitative identification of the land potentiality and the land capability. As a results, the land use allowance and characteristics of 6 groups were identified as shown in Table 3 and Figure 6. Qualitative analysis of land potentiality in this study enabled to disscus the conservation and/or preservation of natural parks, based upon elements of land, and the guidelines of natural park conservation policy were suggested from the characteristics of land potentiality and regional relationship. This discussed land potentiality, and existing natural resources which were stressed from conservational view point need to be combined for comprhensive understanding of land resources.
