A Study on the Improvement of National Land Survey System (국토조사 체계 개선 방안 연구)

  • The national land survey is implemented for the purpose of accomplishing the basic goal called an effective development of national land through close survey on physical/social conditions and periodic/social requirements of national land. However, the situation is that there isn't much difference from other data because the data constructed at the local governments or other ministries are gathered to be processed and provided as national land index which is not a field survey while the situation is that the national land index are changed frequently according to domestic and foreign circumstances and transition so that the applicability is low because there is no data accumulated for a long period of time on the same index. Considering that most government offices and local governments are performing surveys out of their own unique necessity to construct the results followed by such survey as data which includes spatial data as a form of database since the importance of statistics data and map data has become highlighted recently, it is necessary to make a new approach in the aspect of investigating the current situation of national territory on the national level. Accordingly, this study has proposed a new national land survey system to prepare for unification of North and South Korea as well as to provide the decision making data necessary for setting up the policies for effective land development and value conservation of the national land.

Cost-Benefit Analysis of The National Land Census Project and Its Policy Implications (국토센서스 사업의 비용 및 편익분석과 시사점)

  • The National Land Census Project aims to survey the national land regularly to resolve the land category disagreement and reflect the actual land use. The objective of this study is to investigate whether not only the National Land Census Project but also related land and housing surveys bring about the improvement of social welfare in light of the invested budget, and to measure the project feasibility. The potential benefit after the National Land Census Project is not traded in the market. To determine the economic value of this potential benefit, the Contingent Valuation Method was used. This study utilized the single-bounded and double-bounded dichotomous choice models simultaneously to estimate the project feasibility of the cadastral system improvement. According to this study, cost-benefit ratio of the project was estimated larger than 1, which means that social benefits are larger than social costs.

The Impact Assessment of Urbanization on the Atmospheric Environment (도시화가 대기환경에 미치는 영향평가)

  • This paper demonstrates Environmental Impact Assessment (EIA) has to be applied for development projects with regard to the ecological, economical and social aspects before any decisions made in the project. Korea has confronted various environmental problems during the last fifteen years, even though EIA has been enacted since 1981. The role of impact assessment in planning and policy processes should be emphasized to investigate the magnitude and intensity of the adverse influences of economic development. In the Seoul Metropolitan Region, it is necessary to apply EIA all urban projects to reduce the adverse effects of urbanization. Special attention should be given to the climatological effects throughout the urbanization process in Korea to keep the urban area energy-efficient. This study intends not only to establish basic data for national-and regional-based land-use policy in the environmental aspects, but also to provide the basic data for the possible climate model (scenarios) that may provide spatial and temporal variability by analyzing the actual climatic record. There is a noticeable impact of urbanization on the atmospheric environment in the Seoul Metropolitan Region. In this sense, the climatic aspect must be taken into consideration in the process of EIA to mitigate the well-known climatic alterations of urbanization. Moreover, the techniques of assessment should be improved by developing geo-reference data sets to build models of the global climate in response to the man-made environmental change.

Incentive Structures in the Compensation for Public Expropriation (공공수용 보상에 관한 유인체계 분석)

  • We study incentive structures of public developers and land owners in the process of public expropriations using a sequential game model. In the model, we show that there is an incentive for the public developer to give more compensation than just compensation that are defined by law. Also the model shows that there is an incentive for the land owners to revolt strategically against the public expropriation. Then an ideal authority delegation model is introduced to resolve the problems, where an independent appraiser determines the compensation for the expropriation. In the real world, improving the independence of appraisal process is critical to make the system closer to the ideal authority delegation model. So this paper concludes by making a few policy suggestions to improve the current appraisal system.

Emergy evaluation of the optimum number of stories of new apartment buildings (아파트의 적정 건설층수 결정을 위한 에머지(emergy)평가)

  • The cost of the construction and management of new apartment buildings was evaluated using a monetary analysis and an emergy concept to provide a new perspective regarding the housing policy of Korea. The systems of analyses were typical apartment buildings with an area of $76.03m^2$ per household in Korea built on the same size of land area. Three apartment buildings with different stories were evaluated and compared; 5-story, 15-story, and 20-story apartment buildings. The durable years of those apartments were assumed to be 40 years. The total cost of the construction and management of an apartment building was divided into three categories of construction, land purchase, and management. A 20-story apartment showed the highest cost and a 15-story apartment the lowest in the monetary cost analysis. In contrast, the emergy evaluation revealed a different pattern in the cost of construction and management, the cost increasing from a 5-story apartment to a 20-story one. This means that the higher the apartment constructed, the greater the cost in terms of real wealth. This result suggests that new evaluation methodologies like the emergy analysis should be used together with the monetary analysis to provide better insights on the national housing policy.

The Evolution of Public Housing in the United States: Focusing on Social Services in Choice Neighborhood Initiatives (미국 공공주택의 진화: 초이스 네이버후드 계획의 생활지원서비스를 중심으로)

  • The purpose of this study is to introduce the design and early implementation results of Choice Neighborhoods(Choice) initiative, which is the most recent version of public housing policies in the United States designed and implemented under the Obama administration. The Choice initiative aims to support a wide range of strategies locally driven to address problems in disadvantaged neighborhoods with an emphasis on a comprehensive approach to transforming those neighborhoods. In this study, first, I briefly review the history of public housing policies since 1937, particularly focusing on limitations of HOPE VI(Housing Opportunity for People Everywhere) projects to understand the context behind the advent of the program. Second, I introduce the overall design of the Choice program and point out how this programs' design differs from previous public housing programs by reviewing the literature on federal guidelines for the Choice program. This study particularly focuses on introducing social services given to existing residents in public housing and their neighborhoods in redevelopment processes. These social services are intended to address poverty-related problems that public housing residents often confront, to help them break out of the cycle of poverty, and to minimize the negative impacts of relocation triggered by redevelopment. Third, to examine how this program has been implemented and has revealed limitations so far, I review an interim evaluation report based on five cities. This study ends with discussing policy implications for public housing providers and housing policy-makers in South Korea.

Estimation of Pollutant Delivery Load in Hydraulic and Hydrologic Aspects for Water Quality Modeling (수질모델링을 위한 유달부하량의 수리·수문학적 산정)

  • A hydraulically and hydrologically based estimation method of pollutant delivery load for water quality modeling is proposed. The proposed method works on grid basis and routes overland flows from one cell to the next following the maximum downslope directions. The method is able to consider spatially-varied data of source pollutant, topography, land slopes, soil characteristics, land use and aspects, which can be extracted from geographic information systems (GIS) and from digital elevation models (DEMs). Because of this feature, the proposed method can be expected to be used for evaluating the impacts of various practices on watershed management for water quality.

Mapping Vegetation Volume in Urban Environments by Fusing LiDAR and Multispectral Data

  • Urban forests provide great ecosystem services to population in metropolitan areas even though they occupy little green space in a huge gray landscape. Unfortunately, urbanization inherently results in threatening the green infrastructure, and the recent urbanization trends drew great attention of scientists and policy makers on how to preserve or restore green infrastructure in metropolitan area. For this reason, mapping the spatial distribution of the green infrastructure is important in urban environments since the resulting map helps us identify hot green spots and set up long term plan on how to preserve or restore green infrastructure in urban environments. As a preliminary step for mapping green infrastructure utilizing multi-source remote sensing data in urban environments, the objective of this study is to map vegetation volume by fusing LiDAR and multispectral data in urban environments. Multispectral imageries are used to identify the two dimensional distribution of green infrastructure, while LiDAR data are utilized to characterize the vertical structure of the identified green structure. Vegetation volume was calculated over the metropolitan Chicago city area, and the vegetation volume was summarized over 16 NLCD classes. The experimental results indicated that vegetation volume varies greatly even in the same land cover class, and traditional land cover map based above ground biomass estimation approach may introduce bias in the estimation results.

Identification on the Differentiating Characteristics of Determinant Factors on Commuting Mode Choice for the Single-Person Household Compared to the Multi-Person Household (다인 가구와의 비교를 통한 1인 가구의 통근수단 선택 결정요인의 차별적 특성의 파악)

  • The aim of this study is to empirically identify the differentiating characteristics of determinant factors on sing-person households' commuting mode choice compared to multi-person households' one in order to establish the customized police directions to decrease private car use in commuting. While the study use the 2% sample survey data on the population and housing in 2015, it employ multinomial logit models on relative choice probability of such alternative commuting modes as bus, subway or rail, and walking, rather than driving. As potential determinant factors, the study employs demographic, socio-economic, and housing and residential one for both models of single-person and multi-person households. The study finds that the behavior of commuting mode choice has distinctive difference by gender, marriage status, physical activity constraint, job type, residential period in current housing of the single-person household's workers compared to the multi-person households' ones. Based on the findings, the study deduce ten commuting policy directions customized for the single-person household.
