  • This paper is to evaluate the campus master plan, which is influenced by Korean educational policy and managing organization, with respect to land use and block plans of buildings. It uses a case study method to periodically know specific details to form a master plan. It is found, at first, that design method of master plan was influenced by some educational policies and managing organization of ministry of education. Secondly, design methods have been changed according to the change of the times. Any master plan was not formulated until the 1960s. Seoul National University formed a master plan adopting radiated sector pattern for land use and a block plan in the early years of the 1970s. Chungnam National University used a squared space style with a trouble of the learned from the SNU design methods in the year 1974. A concept of axis according to topography] in Andong National University and environmental preservation in Yiosu National University was used in the 1980s. Korean Athletic Educational University used a transportation model for facilitating efficiency to use university land and making pedestrian convenient by classification with fast and slow walker's way.

Development of Ridge Regression Model of Pollutant Load Using Runoff Weighted Value Based on Distributed Curve-Number (분포형 CN 기반 토지피복별 유출가중치를 이용한 오염부하량 능형회귀모형 개발)

  • The purpose of this study was to develop a ridge regression (RR) model to estimate BOD and TP load using runoff weighted value. The concept of runoff weighted value, based on distributed curve-number (CN), was introduced to reflect the impact of land covers on runoff. The estimated runoff depths by distributed CN were closer to the observed values than those by area weighted mean CN. The RR is a technique used when the data suffers from multicollinearity. The RR model was developed for five flow duration intervals with the independent variables of daily runoff discharge of seven land covers and dependent variables of daily pollutant load. The RR model was applied to Heuk river watershed, a subwatershed of the Han river watershed. The variance inflation factors of the RR model decreased to the value less than 10. The RR model showed a good performance with Nash-Sutcliffe efficiency (NSE) of 0.73 and 0.87, and Pearson correlation coefficient of 0.88 and 0.93 for BOD and TP, respectively. The results suggest that the methods used in the study can be applied to estimate pollutant load of different land cover watersheds using limited data.

A Study on the Usage Change of National Land in Keijo(京城) Focus on Surrounding Area Near #193, 2nd-Hwanggeum-Jeong(黃金町)

  • This study investigates the course of transformation of the capital city of the Korean Empire into a colonial city during the Japanese rule by focusing on state-owned lands at and near #193, 2nd jeongmok(丁目), Hwanggeum-jeong(黃金町) in Keijo(京城). The study reveals that although the colonial rulers had made it apparent that they acted in the benefit of the Korean Empire, in reality, they had taken dexterous and gradual steps to change the purpose of the lands in order to utilize them as desired. Briefly, the usage of the lands was changed several times from Daedong-gurakbu(大同俱樂部) to Gyeongseong Exposition(京城博覽會) and to Nongsanggongbu Office(農 商工部) up until the Japan-Korea Annexation Treaty. Following this, the lands were bestowed upon the pro-Japanese, including Guijokhoigwan(貴族會館), as a means of Japan's assimilation policy. The changes in the usage of the buildings on the lands and the land use show how the rulers' intentions were reflected in the space of the ruled.

A Study on Effective Management Scheme for Soil and Groundwater Contaminated by Radioactive Materials Due to Nuclear Accidents (원전사고에 따른 토양.지하수 방사성오염의 효과적인 관리 연구)

  • In this study, we suggested the management scheme of analyzing the national and oversea related policy against soil and groundwater contamination by radioactive materials due to nuclear accidents. In Korea, we need to remedy swiftly the contaminated land due to intensive land development demand. So, we need to develop more effective management scheme to recover actively the land contaminated by radioactive materials. We require to improve monitoring network, to expand media-specific monitoring system, to prepare management system for remediation of contaminated land, and to develop flow work for soil and groundwater remediation.

  • Land cover change detection is one of the most important trends in which remote sensing data could be used to assist strategists and the planners to decide the best land use policy. Two images of NOAA-AVHRR and SPOT vegetation acquired in November 1992 and 2002 were used to assess the changes of Agricultural lands in Egypt. A supervised classification together with two change images derived from classification result and NDVI were used to evaluate the trend and form of the change. It was found that agricultural areas increased by about 14.3 % during the study period in particular around the River Nile Delta and near the Northern Lakes of Egypt. The new cultivated lands were extracted mainly from the desert and from the salt marches areas. At the same time, parts of the agricultural lands were turned into non-cultivated land because of the urban expansion and soil degradation.

  • The purpose of this paper is exploring changes in land use pattern when considering environmental carrying capacity. A sustainable development requires a society to define sustainability constraints, environmental carrying capacity. Environmental carrying capacity can be defined as a level of human activity a region can sustain at a desired level of quality of environment. This concept of environmental carrying capacity can be applied to land use to explore sustainable land use pattern. Since land use pattern can affect environment in an important way, exploring sustainable land use pattern within the limit of environmental carrying capacity can suggest useful implications for a sustainable regional management and planning. For this purpose, this paper built the environmental carrying capacity land use model and applied it to the Metropolitan Area, Korea. System dynamics modeling methods was used to build the model. The model developed in this paper consisted of 6sectors; population, housing, industry, land, environment, and traffic sector. The model limits its main focus on the NO2 level as an indicator of quality of environment in Metropolitan Area. Box model was translated into system dynamics model and combined to urban dynamics model to estimate NO2 level, the maximum number of population, industry structure, housing and maximum amount of land use for industrial, housing, and green space that can sustain desirable NO2 level. Metropolitan area was divided into 16 areas and the model was applied to each area. Since NO2 is flowing in and out from each area, model was built to allow this transboundering nature of air pollutants. Based on the model estimation, several policy implications for a sustainable land use pattern was discussed.

  • GIS can be used on almost entire fields of the world, such as the national land management, environmental management, disaster management, enterprise activities, and general lives. GIS is called as an infrastructure of the knowledge information on the cultural society. For insuring the national power on the periods of the unlimited competition, it is very important to establish the national information infrastructure. Purpose of the NGIS project I is to development on living benefits of peoplethrough an efficiency of policy and rationalism of planning. In order to achievement of this purpose, the NGIS project I has been established using the national geographic information base planning. The NGIS project I consists of the master management part, the geographic information part, the technique development part, the standardization part, and the land Information part. These five GIS project parts are operated by four governmental ministers and related institutions, such as minister of transportation and construction, minister of science and technology, minister of information and communication, minister of administrative and home affaires. The NGIS I project is to establishment of the nation spatial information systems, such as various nationwide digital maps, GIS technique development, GIS education, GIS standardization, and GIS researches.

  • The Seoul's 2030 Youth-Housing is a policy to promote the development of private sector-built rental housing in a Station Influence Area (SIA). It is a representative policy to resolve a housing problem for the youth in Seoul. The Seoul Metropolitan Government has made continuous policy improvements to respond to earlier criticisms on the policy. In December 2018, the Seoul Metropolitan Government enlarged the possible spatial boundaries of the SIA that the private sector developer can carry out the housing development projects. This study attempts to assess the potential sites available in Seoul by considering the youth's demand. This study used the suitability modelling technique to evaluate the potential sites. In detail, we established three sub-models by reflecting rent, accessibility to living areas of the youth, and accessibility to living SOC for the youth's demand. According to the results, the Hanyang City Wall area, which was newly included by the recent policy revision, showed moderate scores to fit the housing projects, while some Gangbuk areas, which have high accessibility and relatively lower rents, showed the best scores appropriate for the projects. The age group of 20s preferred university districts, while the age group of 30s preferred to locate near Seoul's main office areas. We suggest that the Seoul metropolitan government develops better ways to guage and reflect the demand for differing youth groups and the demand by age groups.

A Study on the Policy Demand for Population Inflow in Population Reduction Areas (인구감소지역의 인구유입을 위한 정책 수요에 관한 연구)

  • This study empirically analyzes the policy demand for population inflow in Hongcheon-gun, a region that has experienced population decline over the past decade. The results of this study based on the multinominal logit model provide the policy implications as follows. First, due to the differing factors influencing the demand for population inflow policies among the young and the elderly, local governments should clearly define the policy targets for population inflow. Second, in the context of policy demand for population inflow through corporate attraction, we identify statistically significant and positive effects of the length of residence for both young and old people, and the level of formal education for the elderly. These results emphasize the importance of formulating population inflow policies distinctively targeted for the young and the elderly generations, respectively, thereby increasing population inflow in the population reduction area.
