GSIS를 이용한 제주도 국토개발에 따른 환경변화에 관한 연구 (A Study on Environment Change According to Land Development Plan of Cheju Island Using GSIS Technique)

  • The purpose of this paper is to present the environment change of Cheju Island as land development process using GSIS(Geo-Spatial Information System) technique. We implemented the process based on the maps of soil color, underground water pollution points, land use, land development planning and land sight seeing supported by Cheju Province Office. To use the maps for GSIS data, first we transformed the picture data of the office into raster structured picture data using scanner. Second, the coordinate system was added to raster data using 1/50000 geographic map. Third, we estimated land planning process using GSIS technique(overlay and reclass technique). The results showed that land development effected the natural environment(forest, green field, farm land). However, the chemical pollution and land sight seeing was not so much effected by the land development that was found.

급속한 도시팽창과정에서 도시토지이용변동의 실증적 연구 (An Empirical Study on Urban Land Use Changing Patterns with the Rapid Urban Expansion)

  • The aim of this paper is to define major factors influencing land development of each of major uses (residential, commercial, industrial) in the process of rapid urban expansion. The main hypothesis of this study is that land use changing patterns are directed by supply side of land managed to public policies rather than demand side. The graphic analysis is applied to relationships between urban growth and land development process of each use and between land development project managed to public policies and land development process. Public and land development projects and zonning protection seem to be major roles of land supply and main determinants of urban spatial structure. Location factors for land development of each uses are selected in 23 variables. Factor analysis is applied to test correlation between variables in 1971 and 1981. Factor structure between two years is similar, but progressive processing of functional separation is derived such as intensive land use is grouped, different location between residential and industrial use is deep. Dependent variables are standardized to logarithm of land development of each use per unit vacant land in two periods, between 1971 and 1980 year and between 1981 year. Correlation analysis between 6 dependent variables and 23 location factors in each years are applied. Major factors of each use are selected in criteria such as high correlation with dependent variables, low correlation between independent variables and common application in two periods. As the result, major factors for residential land development are Land Readjustment Project (LRP), percent of total zoned area in residential zone, residential floor space density per available area, percent of total area in industrial use; for commercial development is distance to CBD, percent of total area in commercial use, residential floor space density per available area in each year, and volumn rate of industrial use; for industrial use is percent of total area of industrial use is percent of total area of industrial use, Industrial Estate Project (IES), LRP, and distance from CBD. Land development pattern of each use between two periods are slightly different. So 6 equation is derived from appling backward method of regession. Adjusted multiple R squares of all is more than 0.5 and those equation is statistically significant and valuable to assist urban land use forecasting.

  • Farm land is considered the most important production factor in farm production. Land is not only one of the most scarce resource but also the size of land holding is the key factor in determining the size of farm income in Korea. To increase farm productivity by accepting bio-chemical and mechnical technology, the qualitative improvement of farm land through land consolidation and on-farm development have been carried out by the Korean government. Land consolidation with water resource development makes possible the high-tech-capital intensive farming, internal expansion of farm land and hightening the rate of land intensity in connection with UR problems. This paper contained the present status of farm land base development, allocation of investment by types of farm land development and the econome-trical analysis on the effects of the investment on rice productivity during the past 27 years since 1965. The rate of irrigated paddy area had been increased from 42% in 1965 to 74% in 1991. Land consolidated area out of the total paddy area had been achieved 44.9% and the improved rate of poor drained paddy area was shown 43.5% in 1991. To carry out the above farm land base development projects, the government had procured financial budgets consisting of the G't subsidy, long term loan, foreign loan, the provincial G't subsidy, WFP counter fund and farmer's burden.

토지적성평가 체계의 개선방안 연구 (The Study of Land Aptitude Assessment System Improvement Plan)

  • The purpose of this study is to understand the appropriateness of land aptitude assessment system and to draw up the improvement of this method. The land aptitude assessment system is used to evaluate the effective demand of land development and land conservation. But, this assessment system has the technical problem of selection standards because the land development and the land conservation are against each other. In terms of the relation between development and conservation of land aptitude assessment system, development was increased rapidly as the economic pressure of local government. The application of the land aptitude assessment system using GIS methods was very useful for local plan. However, this system need to improve the selection standards of GIS parameters and statistical methods for the desirable land assessment system.

지역공공개발사업에 있어 민간참여 활성화 방안 연구 -택지개발 사례를 중심으로- (Strategies for Vitalizing Private Participation in the Land Development in Korea)

  • In Korea large scale land development projects have been initiated, in general, by public sector. Due to the on-going liberalization and deregulation trends, however, the need for the land development by private enterprizes is growing very fast. Nontheless, the present situation including institutional setting is not favorable enough for the private participation. The purpose of this study is to provide necessary strategies for vitalizing private participation in the land development. The main contents of this study are devided into four parts. First, the background logic of the private participation in land development is investigated theoretically through reference review. Second, the present situation especially in terms of institutional aspects in analysed and criticized. Third, similar experiences of foreign countries, such as Japan, Germany, France, England, are reviewed in short. Finally, some measures and strategies for improving the present institutional settings are provided and recommended. These include the simplification of the complicated planning system, alleviation of the restraints against private land development, diversification of land development methods and etc.

토지개발 및 토지가격에 대해서 정부 개발 정책의 영향 린이시 중심으로 (The Impact of Government Development Policy on Land Investment and Land Price: Evidences from Linyi)

  • 토지는 중국 정부의 중요한 자원이다. 부동산 토지 개발은 도시경제 발전의 중요한 부분이다. 이 논문은 중국 임기시를 중심으로 정부 개발 정책이 토지개발 및 토지 가격에 어떤 영향을 주는지 연구하였다. 정부는 도시계획, 신도시 개발, 경제 개발 특별구 설립하는 여러 가지 개발 정책을 통해서 토지개발 및 토지가격에 큰 영향을 준다. 이 논문은 린이 시에 있는 196개 토지개발 프로젝트과 관련 있는 데이터를 수집하였다. 수집한 프로젝트들은 세 가지 지역에 위치한다(린이시의 옛 구역, 신도시 지역, 경제 개발 특별구). 논문에 활용한 데이터는 개발토지의 투자액, 토지가격, 토지면적, 건설면적, 건설밀도, 토지위치 등이다. 부동산 개발의 투자액 및 토지가격은 종속변수로서 회귀 모형을 만든다. 토지개발 및 토지가격에 대한 영향 변수를 분석한다. 정부 개발 정책은 토지개발 및 토지가격에 미치는 영향의 합리성을 찾아서 향후의 개발 정책에 반영할 수 있는 의견을 제공할 수 있다.

토지개발허가제의 토지법적 의의 -「국토계획법」 제56조를 중심으로- (Land Law Meaning of the Land Development Permission System)

  • 전 국토에 대한 난개발을 방지할 목적으로 2002년부터 시행되고 있는 토지개발허가제는 재산권 제한의 한 유형으로서 의의가 있지만, 전통적으로 이해하고 있는 토지소유권의 내용에 대한 수정도 불가피하게 하고 있다. 그리고 토지의 개발금지를 해제하는 것은 토지개발의 자유를 회복하는 데 그치는 것이 아니라 토지개발권을 형성하는 원인으로 해석될 수 있으며 이를 물권(物權)으로 발전시켜야 한다는 것이 이 논문의 취지이다. 개발행위허가를 재산권 제한의 한 유형이라는 점에서 보면 헌법상 그 제한의 근거와 보상요부 문제가 발생하게 된다. 그러나 그 제한은 개발행위허가를 통하여 회복되거나 완화될 수 있으므로 보상 문제가 해소될 수 있다. 개발행위허가제에 의해 토지개발권은 토지소유권에서 분리되어 공유화되었으며, 토지소유권은 이제 토지의 현상이용권만 남아 있고 장래의 현상변경권은 원칙적으로 가지고 있지 못하므로 전통적인 토지소유권 개념의 수정을 불가피하게 하고 있는 것이다. 토지개발허가제는 토지소유권의 권능에서 개발권을 독자적인 권리로 분리할 수 있는 성질이 있어야만 그 정당성이 부여될 수 있다. 만약 이러한 성질이 없다면 토지개발허가제는 토지개발권의 사회적 필요성을 충족하지 못하고 토지소유권 제한이론의 범주에서 그 논의를 벗어나지 못할 수 있다. 현행 "민법"이나 토지규제법 체계 하에서 토지 개발권을 물권으로 일반화하기는 여러 가지 어려움과 한계가 있을 것으로 보인다. 따라서 사회법이념의 토지기본법을 제정하여 재산권이나 물권이론에서 토지권 이론을 특성화하고, 이곳에서 토지개발허가제나 개발권 이론을 독자적 체계적으로 연구 발전시켜야 할 것으로 생각된다.

미얀마 개발사업 추진시 토지권리 확보방안 : 외국인투자 및 토지제도를 중심으로 (Securing Land Rights in Myanmar Development Project : Focusing on Foreign Investment and Land System)

  • Despite the longing for democracy of most people, Myanmar has missed opportunities for social and economic development by military dictatorship. However, since 2010, the civilian government has gained new opportunities for reform. After turning to economic reform, developed countries such as the US and EU lifted the economic sanctions that they had taken in the past. As a result, it is growing rapidly compared to neighboring countries due to attracting foreign capital, tariff benefits on export items, and expansion of industrial infrastructure. Despite the increased investment value due to economic growth and democratization, the complex and customary land system of Myanmar must be an uneasy factor in securing stable land rights when entering overseas markets. Therefore, this study sought the method of securing the land rights in the development project through the analysis of the foreign investment system in Myanmar and the investigation of joint development cases. The results of this study are as follows. First, the acquisition of land use rights at the early stage of development can be considered through the foreign investment system. Under the Foreign Investment Law and Myanmar Investment Law, the land can be used for up to 70 years, and Under the Special Economic Zone Law, the land can be used for up to 75 years. Second, in relation to land compensation, it is required to establish a detailed resettlement plan for the indigenous people as the difficulty of land acquisition is expected due to the recent democratization trend and strengthening the voice of residents. Third, land use at the operational stage can be achieved by leasing the land from developers, and this will be the most realistic plan at present. In other words, the developer can directly develop the land created under the Foreign Investment Law and the Special Economic Zone Law, or Sub-lease and transfer the land use right to a third party.

GIS를 이용한 원격탐사영상의 변화탐지기법 개발 (The Development for Change Detection Technique in the Remotely Sensed Images by GIS)

  • The information about land use presents future development and vision being the basis of nation development; therefore, it is necessary to more active research that can detect wide land use and changes for the information and efficient management about land use. In this study, we wished to analyze effectively land use changes to Ansan city that is fast changing land use by the latest national land development and urbanization. this study executed land-cover classification using 4 year's Landsat TM images including Ansan city, and efficiently could manage the result of land-cover changes through Arc/Info GRID analysis. Especially, by using change detection system that is developed in this research, we could variously detect land-cover changes, and query and search easily past land-cover changes of pixels that correspond to specific region.

토지적성평가 결과를 활용한 개발지역추천모델 개발 (Development of a Recommendation Model for Development Area using Land Suitability Assessment)

  • Land suitability assessment assesses development, farming, and conservation suitability, considering land's soil, location, and possibility for use. It also implement segmentation of management regions into production, conservation, and plan management area. It is evaluated as a very significant system in establishing a land use system of sustainable development and development after planning in the aspect that it can establish proper land use plan. This study developed a recommendation model for development in agent-based model that interacts with surrounding lands. It also tried to summarize the area characteristic analysis and the results of land suitability evaluation, targeting three ri's in Yesan-Gun, and analyze the model's applicability by selection results. In order to recommend area for development that considers the use of the surrounding lands, it calculated development possibility indices that considered the ratings of all the lands in the target areas for each parcel and simulated the model. As a result, selected three areas in target region were suitable areas for development in land suitability assessment. In detail, ratings of the recommended parcels were 3, 4, and 5 ratings. As a result of examining the land status, it showed that all the three areas were plan management areas, thus easy for development. It is judged that the model for recommending area for development suggested in this study can be used as important basic data for setting the direction for development when establishing a regional planning.
