A Study on the Applied Zoning System for the Preventing Reckless Developments due to Industrial Facility Construction -A Case Study on Hwasung- (공장 및 제조장 난개발 방지를 위한 지구제 적용방안에 관한 연구 -화성시를 사례로-)

  • This study aims to suggest the applied zoning system for preventing reckless developments due to individual industrial facility construction. According to the types of reckless developments which has been found in Hwasung, the applied zoning system including 4 kinds of districts can be proposed. Collective Inducement District can be designated to where many industrial facilities have already existed with poor infrastructure, and the other districts such as Residential Area Protection District, Reservoir-Around and Agricultural Area Protection District, or Landscape Protection District may be designated to the sites where reckless developments due to individual industrial facility construction may happen. This zoning system seems to be used as a guideline of new zoning of revised NLUPL(National Land Use and Plan Law) after the execution.

  • Based on previous research on ways of reducing an urban heat island phenomenon via an introduction of wind corridors, I conducted this study to see what influence a change in land cover arising of or going through urbanization has on wind corridors of urban space. As a target place, I chose Daegu city where is a representative extreme heat place in Korea and has been also largely expanded in size by incorporating its neighboring areas since the 1980s, expecially Dalseo District whose surface temperature gap is large. The population of Dalseo District has been sharply increased since its creation as a new administrative district in 1988. I studied on the urban microclimate change for a 20-year period by using satellite images on summer months in 1987, 1997 and 2007 in time frames. The finding of this study found that a reduction of natural land cover and an increase of artificial land cover serves as a disadvantageous factor for cold air creation and flowing and strikingly lowers the amount and height of cold air in the downtown area. It seemed that the cold air creation and flowing functions are influenced by land cover. In order to steadily create cold air and secure its flowing, it is thought that urban development or urban regeneration should be implemented by analysing the characteristics of the space surrounding the city. By doing so, a pleasant and healthy city could be formed.

A Study on the Block Structure of the Land Readjustment Project Districts Focused on the case study of Cheongju City in the 1970's (토지구획정리사업지구의 가구(街區)체계에 관한 연구 -1970년대 청주시 사례를 중심으로-)

  • This study examined the characteristics of a district through the concept of a block system in the physical aspect of the four land readjustment project districts of Cheongju City in the 1970s. The results of this study are as follows. First, the local road system for accessing the main road network and blocks was well established compared with the current urban development standards. On the other hand, since the access roads to the individual lots in the block were not equipped properly, it was difficult to improve a house. Second, according to the characteristics of the block, the Aspect Ratio of blocks was 1: 2 on average and most of those directions was east-west. The area of block from the 1st to 3rd districts was increasing, but districts 4 were decreasing. This also was changed to the shape of a contemporary block system. The larger the size of the block area, the lower the Jeobdoyul. Third, in terms of the characteristics of the lot array, blocks with a multi-row system of $4{\times}4$ or more were lots up to the 1st to 3rd district, but 4th district was improved greatly. Because blocks close a square shape have become excessively poor with Jeobdoyul, it was judged that it is difficult to improve the residential environment. Moreover, as the type of the residential development by the land readjustment project is standardized considerably and this type of land area is extensive, it can be an alternative to control the urban sprawl of suburbs if it finds the way to improve this type of the residential area considering this characteristic.

  • The current land development cost price system is classified as the creating land by construction price and composition changes that occur sporadically in the process of completion at the source of the factors by incurred cost price. Housing for land cost price system is a lack of objectivity which scheme of the such a gap due to the land in accordance construction and incurred cost price system so far. Therefore, in order to increase the objectivity of costing the costing of predictable surprises should be reflected in the process. Under such a background, this study defined the effective differential ratio as the predictable, estimated them for various characteristics of each business district to reflect. For this, set the properties category of five types to attributes and making the complex category and Look-up table. Which result of model validation is showed a high reliability. Therefore, Continuous accumulation of material in the future, when them to reflect the construction cost, will contribute to the bridge the gap the construction cost between incurred them.

  • 본 연구의 선행 연구에서는 시군구단위 도시쇠퇴를 진단할 수 있는 시스템을 개발하였다. 본 연구에서는 시군구 단위보다 더 세밀한 읍명동 단위 및 지구단위의 도시쇠퇴 현황을 파악할 수 있는 시스템을 개발하였다. 개발된 지구단위 쇠퇴진단 모듈을 기존의 도시재생 종합정보시스템과 통합하여 도시의 세밀한 쇠퇴현황을 파악할 수 있게 하였다. 개발된 시스템은 중앙정부차원의 도시재생 사업 의사결정 담당자뿐만 아니라 지자체의 도시재생 사업 담당자들이 사업을 계획하고 우선순위 대상지를 선정하는 업무 등에 활용 가능할 것으로 판단된다.

  • The district unit planning (DUP) in Korea is a planning instrument. One of the key methods is the incentive system focused on the mitigation of the financial charge of business proprietors with use of various planning deregulation. Here in this paper, it is examined whether the incentive system is indiscriminately applied not only in the metropolitan cities but also in the rural cities. The analysis is carried out with six indicators in relation to the effect on the incentive system on the market of Apartment Housing Development. The indicators are a. the building-to-land ratio(BLR), b. the floor area ratio(FAR) c. the publicly assessed value of land(PAVL), d. the sale price of land(SPL), e. the sale/lease price of apartment house(SLPH) and f. the ratio of housing subscription(RHS). The final result is that the incentive system has different effects between metropolitan cities and rural cities. One of reasons lies on the too high FAR in rural cities to be given basically. Another reason lies on the difference between the cost for purchasing public installation and the profit of the sale & lease price of apartment house. In rural cities their difference becomes much narrow. Finally, the low ratio of housing subscription(RHS) in rural cities makes the effect of the incentive system nearby meaningless.

  • This study aims to analysis the migration tendency according to the residents' lifestyle in a large residential estate development. The lifestyle of residents in the suburban area who make their life by agriculture is different from that in the inner city. It may affect on the migration tendencies of the residents. Sin-seo residential land development district is located in the suburban of Daegu is chosen as the case study. This study examines the characteristics of residents' lifestyle and their migration tendency and analyzes the correlation between them. According to the results, the appropriate countermeasures to support the migrants are drawn as follows; First, the people who want to resettle and continue to do farming in the same place should be compensated with housing lands near their farmlands. Second, the residents who want to carry on a small business should be provided with the housing land near to the commercial zones. Third, the size of the new neighborhood unit should be enough to preserve the existing social structure as the social relationship among the neighbors is one of the most important factors in rural communities. Fourth, the high level of housing attachment of the residents needs to remain by maintaining the names of villages and roads of the neighborhoods. It is required to consider the lifestyle of residents and active communities when large residential land development district is planed in the suburban.

  • It is focused on the desirable development alternations for sprawled unplanned on mountainous hilly areas in the residential areas development of the rural areas, mainly on the idyllic housing residential areas. The major research findings were as follows : (1) 85% of the idyllic housing residential areas of the suburban rural area was developed on the mountainous hilly areas. (2) For the desirable development on the suburban rural area, Environmentally Symbiosis Land Use Plan, diversification of Housing type such as Earthing Row House, diverse housing site planning techniques considering the conditions of mountainous hilly areas, for common space planning, land development, housing planing, hillside development, should be devised. (3) New regulations of strengthening construction permits, District Plan should be introduced in law and system management.

A Study on Car Ownership Forecasting Model using Category Analysis at High Density Mixed Use District in Subway Area

  • The Seoul Metropolitan Government is striving to minimize the amount of traffic according to the supply of apartment houses along with the solution of housing shortage for the low income people through high density development near the subway area. Therefore, a stronger policy is necessary to control the traffic of the passenger cars in a subway area for the successful high density development focusing on public transportation, and especially, the estimation of the demand of cars with high reliability is necessary to control the demand of parking such as the limited supply of parking lot. Accordingly, this study developed car ownership forecasting model using Look-up Table among category analyses which are easy to be applied and have high reliability. The estimation method using Look-up-Table is possible to be applied to both measurable and immeasurable types, easy to accumulate data, and features the flexible responding depending on the changes of conditions. This study established Look-up-Table model through the survey of geographical location, the scale of housing, the accessible distance to a subway station and to a bus station, the number of bus routes, and the number of car owned with data regarding 242 blocks in Seoul City as subjects.

Changes in Parks and Green Spaces Ratio According to Land Ownership Processing Method in Urban Development

  • The purpose of this study was to analyze land use plans of 61 residential complexes and identify the factors that caused the variation of urban parks and green space ratio depending on the land ownership processing method. The ratio of urban parks and green space of expropriation districts was higher than that of replotting districts. Within the same city and country as well as other regions, the parks and green space ratio of land expropriation districts increased higher than 7% compared to that of replotting districts. The variation of urban parks and green space ratio was mainly related to the ratio of road. Small housing complexes such as detached house and quasi-residential sites resulted to expand space for road construction, thus, the areas of urban parks or green space came to reduce. The average urban parks and green space ratio in the urban development by the expropriation method and replotting method are 24.5% and 16.8% respectively. In order to prevent the reduction of urban parks and green space ratio according to the preference of detached house sites or quasi-residential sites in development zones, it is necessary to make systematic adjustment such as adjusting the urban parks and green space ratio securing standard.
