Welfare Effects of Publicly Provided Self-Insurance Against Unemployment (실직대비 공적 자가보험의 후생효과)

  • This paper examines the welfare aspects of loan-based self-insurance against unemployment, and discusses the scope of government intervention in its provision. This paper deals with these issues in a model where the individuals may experience unemployment shocks frequently to leave little savings for retirement, so that the government may have to provide them with unemployment and retirement insurance benefits during their unemployment and retirement, respectively. We identify the two interesting features in the model: the externality that the self-insurance exerts, upon other social insurances, and the incentive of private sector to provide loans that exerts the externality upon other social insurances. In particular, this paper shows that, although the inefficiency associated with private loan warrants the government provision of loans to unemployed workers, the over-incentive of the private sector to offer loans may reduce the scope of the government intervention. This paper also shows that, unless the inefficiency associated with private loans is high, the private incentive for loans would reduce welfare because of the externality generated by private loans.

  • The standard of agricultural mechanization is one of the important indicators for measuring the realized degrees of agricultural modernization in some regions. The Pearl river delta is most fertile, and thereby reputed as a land of fish and rice in the province. Studying the proceedings, profits and experiences of agricultural mechanization in the region obviously possesses the generally guiding significance for Guangdong to realize agricultural modernization by the year 2010. this paper involves these fields such as duainage, irrigation, harrowing, harvesting, transportation, processing and etc, in the Pearl River Delta, Results show as follows: (1) 80% work load in main production links has been mechanized ; (2) changed took place in traditionally agricultural production means and ways so took place in traditional agricultural production means and ways so that individual farmer in this region became commercial producer and then march toward commodity production of moderniza ion with high yields, good guality and high profits ; (3) further taping production potential to improve land output and labour productivity. Results also show that the degrees of agricultural mechanization in the Pearl River Delta are closely related to government' spolices, finance, moderate land scale management, rural industrialization and machine utility as well as talent training, shortage of which will surely; affect the proceeding of agricultural mechanization. Therefore, government must be urged to guarantee it by preferential policies and financial loan so as to greatly run rural industry, to create conditions for land scale management, to set up the socialized service system of agricultural mechanization, to actively train scientific talents and to introduce advanced equipments and technology from aborad in order to quicken the progress of agricultural mechanization in this regions.

Public Sector Reform and Industrial Relations: the case of Britain (공공부문 개혁과 노사관계: 영국의 최근 사례)

  • Britain's public services, especially health service and secondary education are in disarray. The current British government adopted the public-private partnership(PPP) as a major device to bring about public sector reform. In principle, PPPs could be used to outsource all sorts of public services, helping to raise standards by extending choice and competition. Up to now, however, they have been focused mainly on a relatively limited range of ancillary services related to new buildings and their subsequent operation. The unions, especially the unions covering the public sector employees are antagonistic to the PPPs. The unions have been opposing privatizing or resecting of any part of the public services, as these apt to lead insecurity of employment and degradation of working conditions of their members. Most of the union leaders consider that PPPs are 'privatization by stealth'. Even in Britain, which has a long history of trade union movements, to persuade the unions to co-operate to the reform policy has been extremely difficult. To succeed in public sector reform, the government, be it Korean or British, needs strong leadership, consistency in policies between various departments, and persuasive ability to overcome the opposition from the vested-interest group.

Statistical Discrimination in the Korean Labor Market (한국 노동시장에서의 통계적 차별)

  • Seoul/Kyungki-born workers have higher wages than other regions-born workers. In order to determine whether this difference is due to taste or statistical discrimination, an econometric model is suggested and a test is done with it. According to the test, the hypothesis that the difference is wholly due to taste discrimination is rejected: a part of the difference is due to statistical discrimination. Since statistical discrimination in this paper comes out in the process of a worker's wage being determined according to his productivity, it is no problem for the government to intervene in.

  • As Asia becomes increasingly integrated economically, opportunity particularly in managing financial flows, as bases to coordinate regional production networks, and as staging points for the penetration of new markets. The paper argues for a path-dependent logic to understanding the efforts of the Singapore State in hosting hub functions. As a city-state without a national economic hinterland, Singapore's response to increasing business costs and regional competition has been to create a set of policies designed to encourage multinational companies to keep administrative control functions in Singapore while moving the more labour and land intensive production functions to nearby Malaysia and Indonesia. An understanding of the competition among cities in the Asia Pacific for hub functions must also take into account corporate strategy within particular industry dynamics. The second half of the paper provides a number of case studies to show this interplay between corporate strategy, industry dynamic and government policy.

  • Attempts have also been made to locate security in the so-called 'policingdivision of labour' In order to understand this, it is necessary to identify some of the links which exist between public police organizations and the private security sector. Such links can be divided into six types : 1) Interpersonal links, 2) Joint operations, 3) Exchange of services, 4) Granting of special powers, 5) Public bodies hiring private personnel, 6) New organizational. Van Reenen provides a useful outline of the different dimensions of future Glibalization of policing. Developments, he suggests, are likely to proceed in four directions : 1) Co-operation : at this level, the nature and powers of national police systems are not required to change, co-operation occurring between self-standing forces. 2) Horizontal integration : this arises when officers obtain authority to operate in another country, or where government officials from one country get authority over the police in another country. 3) Vertical integration : this exists when a police organization is created which can operate within the area of the EC as a whole. 4) Competition : the internationalization of policing in Europe presents itself, more and more, as a market in which different policing systems trade their products.

  • This study aims to examine the status and problems of trade risk management of Korean companies in Incheon area trading with China and to suggest some improvement measures. On the survey with twenty five questions on company profiles, business process and transactions, claims and trade risks, etc. with Chinese trading partners, the following facts are found. In general, Chinese policies on foreign trade, finance, labour, investment, etc. and China's logistics system have caused great worries to Korean companies in Incheon area. This kind of risks from Chinese government policies and China's economic structure are beyond control of each company. Korean government should take more effective measures to negotiate with Chinese government. In the stage of contract, procurement and transportation, settlement, disputes resolution and etc. Korean companies in Incheon area also have many problems with relatively high risks with Chinese trading partners. Based on these survey results, some suggestions for better trade risk management are given.

Comparison of the Effects of Government Subsidies on Labor Productivity Improvement (정부 보조금의 노동생산성 향상 효과 비교)

  • This paper analyzes and compares the effects of various government subsidies to improve labor productivity. Laborers are differentiated in learning ability, and duopsonists in the labor market sequentially determine the quality levels and wages of employed laborers in a two-stage noncooperative game under perfect information. If a subsidy is given to the advanced firm in quality and productivity of labor, that firm will prefer to intensify wage competition due to strengthening its competitiveness in the labor market, and attempt to lower its quality in order to reduce the degree of differentiation in quality. At that time, the other firm wants to avoid competition because of its weakened competitiveness, and may have an incentive to lower the quality level to expand the differentiation. If the government subsidizes low-quality and low-productivity firm, it is motivated to increase its quality level to reduce differentiation due to the strengthening of competitiveness, and its competitor has an incentive to improve the quality to expand the differentiation. And there is no significant difference in whether payments are made to laborers or firms.

  • This study explores the characteristics of the delivery system of the New Deal, with a particular attention to the partnerships and welfare governance. The study analyzes the partnerships of the New Deal policy in Britain, which consist of two dimensions of partnerships. The results are: First, the method of the transformation of delivery in central government dimension is the unity of the governmental organizations, Another outcome of reform in the central government dimension is the establishment of the Jobcentre Plus. Second, the characteristic of delivery system in public-private dimension is the contract through competition, which means the introduction of market paradigm. Especially, the reform of the delivery system in the local dimension is to deliver integrated services through the introduction of labour market paradigm in demand-side. The central government also supports the reform in the local level. This study also explores the forms of welfare governance in these dimensions, This study suggests the importance of united services in the Korean welfare to work.

A Study on Economical Analysis of Yarding Operation by Cable Crane (케이블클레인을 이용(利用)한 집재작업(集材作業)의 경제성(經濟性)에 관(關)한 연구(硏究))

  • Since 1945, the periodical reforestation projects considered as the fundamental apparatus of the forest policy of the Government have been continuously carried out during last 40 years in Korea. As a result, some of the forests are ready to be harvested, especially in well-managed plantations as well as in the natural forests. This requires to pay more attention to harvesting the timber rather than planting trees. At the present, such timber harvesting operations such as cutting, felling, bucking, and skidding and yarding, particularly yarding operations in mountain areas with harsh terrains are in the most cases depend upon man power. However, the yarding operations should be more mechanized in the near future in Korea mainly because of the high cost of labour couppled with the lack of labour in forested areas. The Forest Work Training Center attached to the Forest Administration imported and tested the smallsized cable crane(K-300) with movable tower. The result of economic analysis of the yarding operation expenditures shows that the cable crane yarding costs more than the man yarding at the present time. As the labour cost will gradually increase and the efficiency of machine operation will improve, the results of the study indicates that the yarding operation by cable crane will be more cost-effective in the future.
