A Review on Fire Safety Engineering: Key Issues for High-Rise Buildings

  • This paper presents a state-of-the-art review on the design, research and education aspects of fire safety engineering (FSE) with a particular concern on high-rise buildings. FSE finds its root after Great Fire of Rome in 64 AD, followed by Great London Fire in 1666. The development of modern FSE is continuously driven by industry revolution, insurance community and government regulations. Now FSE has become a unique engineering discipline and is moving towards performance-based design since 1990s. The performance-based fire safety design (PBFSD) involves identification of fire safety goals, design objectives, establishment of performance criteria, and selection of proper solutions for fire safety. The determination of fire scenarios and design fires have now become major contents for PBFSD. To experience a rapid and positive evolution in design and research consistent with other engineering disciplines, it is important for fire safety engineering as a profession to set up a special educational system to deliver the next-generation fire safety engineers. High-rise buildings have their unique fire safety issues such as rapid fire and smoke spread, extended evacuation time, longer fire duration, mixed occupancies, etc., bringing more difficulties in ensuring life safety and protection of property and environment. A list of recommendations is proposed to improve the fire safety of high-rise buildings. In addition, some source information for specific knowledge and information on FSE is provided in Appendix.

기업의 규모별 환경친화적 물류 활동의 변화에 관한 연구 (Change of Environment-Conscious Logistics Practice according to Business Scales)

  • The purpose of this study is to examine the actual condition of environment conscious logistics system which is essential to make material recycling economic society. Environment conscious logistics management which means simple recycling tends to promote material reduction, reuse and recycling. We have made some case studies about advanced environment conscious logistics system. To examine Korean companies,' environment-conscious logistics practices we made a survey form which contains 81 questions and asked companies to respond. Thus we have the analysis from the survey responses. As a result of this study, we propose the way of constructing environment conscious logistics system in Korea.

국내 연구실 사고 발생 기관의 특성 분석 : 법이행 사항과 기관규모를 중심으로 (Characteristic Analysis of Laboratory Accidents in Korea : Focusing on the Implementation of the Law and the Size of the Institution)

  • This study was conducted to provide basic data for establishing safety management measures, which facilitate accident prevention, in the institutions that were subject to the regulations that pertain to the maintenance of a safe laboratory environment. The data was collected between 2018 and 2020, and it was analyzed to establish the effectiveness of the laboratory safety management measures that focus on universities, research institutes, and business-affiliated research institutes. Consequently, the level of compliance with the regulations and the size of the institution influenced the accident rate. More specifically, the accident rate increased when an institution was subject to risk factors, or when the institution failed to conduct routine and regular inspections. Furthermore, it was observed that institutions where accidents occurred exhibited a lower level of completion in regard to safety education for laboratory directors and research workers than those in which no accidents occurred. Finally, it was observed that the number of researchers, laboratories, in-depth safety inspection laboratories, and the level of safety management expenses were higher in the institutions where accidents occurred than in the institutions in which no accidents occurred.

연구실 사고분류 체계 개발 (Development of Accident Taxonomy for Experimental Laboratory)

  • The goal of this study is to analyze accidents occurred at experimental laboratory and to suggest hierarchical taxonomy applicable to prepare countermeasures reducing the experimental laboratory accidents. Recent 5 years accidents were analyzed and classified according to their primary cause, facility or human. Then in case of facility, the accidents were further classified whether they can be fixed by organization or by individual. In case of human factor, they were classified into physical, chemical, or biological to prepare precise measures. Depending on the adequacy of appropriate practice, several measures were suggested such as; whether to improve training of laboratory workers, or to improve training the system, or to improve or prepare practice substantially. A new taxonomy for laboratory accident was suggested complying other governmental agencies' classification such as KOSHA and KGS. Additionally, two kinds of possibilities were suggested such as possibility of major accident and possibility of disaster which can be defined as laboratory accident causing large scale of harmful consequence to residential area or environment by fire, explosion and/or toxic release of hazardous chemicals and/or microbiology.

대학 연구실 안전을 위한 일상점검 개선방안에 관한 연구 - 델파이 조사를 기반으로 - (A Study on the Improvement of Daily Inspection for the Safety of University Laboratory - Based on Delphi surney -)

  • 본 연구는 대학 연구실 사고 예방을 위해서 실험 전 이루어지는 형식적인 일상점검을 보다 실효성 있는 일상점검표를 제시하는데 목적이 있다. 이를 위해 현재 실시중인 일상점검표와 선행연구자료를 재구성하여, 이를 토대로 2차에 걸친 전문가 델파이 조사로 연구를 실시하였다. 그 결과 연구실 정리정돈 등 일반안전 4개, 기계 및 공구 조임부 이상여부 등 기계기구안전 3개, 전기분전반 주변 적재금지 등 전기안전 3개, 유해인자취급 및 관리대장 비치 등 화공안전 6개, 소화기 점검 등 소방안전 3개, 가스용기 점점 등 가스안전 5개, 손 소독기 관리상태 등 생물안전 1개, 기타 1개, 총 26개 항목을 일상점검표로 제시하였다. 관련 전문가들의 의견을 종합해 보면, 실질적인 일상점검을 위해서는 쉽고 간소화 된 일상점검표가 필요한 것으로 나타났다.

ETA를 통한 연구실험실 콘센트회로의 전기재해 분석 (Analysis of Electrical Accident for Outlet Circuit of Laboratory on ETA)

  • This study is intended to identify issues on the basis of investigating the actual state of laboratory environment and outlet circuit, and derive end states by expressing sequences from the initiating event of disaster to accident in leakage current, poor contact and overload through ETA(event tree analysis). To this end, this study investigated the actual state of electric equipment of laboratory at universities in all parts of country. And it is shown that most of them are failure in electric work and user negligence in the investigation of actual state. It is found that there is earth fault and defect in wire diameter in the failure of electric work and the problem of partial disconnection due to wire bundling and poor contact in user negligence. Outlet-related component, failure rate and initiating events are composed of a total of 41 initiating events, i.e., 30 internal initiating events and 11 external initiating events. And end states are composed of a total of 15 parts, i.e., 3 electric power parts and 12 safety parts. Earthing class 3 is the most important safety device against leakage current (initiating event). And in case of poor contact, it is necessary for manager to check thoroughly because there is no safety device. In case of overload/overcurrent, when high-capacity equipment is connected, a molded case circuit breaker, safety device, worked. However, in most cases, it is verified that this doesn't work. This study can be utilized as electric equipment safety guide for laboratory safety manager and managers.

'연구실 안전' 관련 정부연구개발사업 동향 분석 (Status of Government Funded Projects for "Laboratory Safety")

  • Objectives: This study was conducted to analyze the trends of government R&D (R&D) projects related to laboratory safety over the past 20 years. Methods: We collected publications from various databases(DBs) with words such as laboratory(ies), lab(s), researcher(s), laboratory worker(s), safety, environment, hazard(s), risk(s), and so on. Selected publications were analyzed by the research funds and the number of projects according to the investment subject and research characteristics. Results: About 93% of the total R&D budget went to government policy projects, not scientific research. Second, from the perspective of 'safety management activities', most of the research is related to management and inspection at the organizational level. Issues that need to be discussed at the national level like policy governance are not included. Third, focusing on the 'safety management cycle', there were few studies related to 'prediction' or 'post-response'. Fourth, when an analysis framework combining the perspectives of 'safety management activities' and 'safety management cycle' is applied, most of the budget is spent on infrastructure such as digital management systems, whereas basic knowledge for prevention and production of evidence was very few. Conclusions: In order to prevent policy planning without policy evaluation, implementation without strategy, and evaluation without evidence, it is necessary to expand investment in empirical research on risks, research on the effectiveness of current application methods, and research on theory development. The government budget for laboratory safety-related projects should be managed separately from the R&D budget for scientific research. Although less than 5% of the budget allocated to scientific research is the total budget, an optical illusion occurs because both the project budget and the scientific research budget are counted as R&D budgets.

연구 실험실 사고의 근본원인분석 Map 개발에 관한 연구 (A Study on Development of Root Cause Analysis Map In Laboratory)

  • 연구실험실 사고 방지를 위하여 2005년 연구실 안전환경조성에 관한 법률이 법제화되어 국내 대학 또는 국공립출연연구소나 기업부설 연구소 실험실에서는 안전관리시스템을 구축하고, 안전점검과 정밀안전진단을 실시하고 있음에도 불구하고 폭발, 화재 등 각종 대형 사고가 지속적으로 발생하여 연구 활동 종사자의 인명 피해와 재산 손실이 상당한 수준에 이르고 있다. 또한 연구실험실에서 발생하는 사고는 유사한 내용으로 반복적으로 발생되고 있으므로 이러한 사고의 원인분석과 재발 방지를 위한 안전관리 대책이 시급하다. 따라서 본 논문에서는 국내 해외 대학 또는 국공립출연 연구소나 기업 부설 연구소 실험실에서 발생한 사건 사고에 대해 Root Cause Analysis 기법을 이용하여 사고원인 조사 결과를 보여주고, 이에 따른 실험실 사고원인 조사 분류 Map과 개선사항을 제시하여 연구실험실의 안전관리를 향상시키고자 한다.

Recent Development of Laboratory-made Solid-phase Microextraction Fibers on the Application of Food Safety Analysis

  • Solid-phase microextraction (SPME) has gained widespread acceptance in sample pretreatment due to its solvent-free and easy-to-operate properties. SPME fibers are considered as a key part of SPME technique, since it primarily determines the extraction performance of the method including sensitivity, selectivity, and reproducibility. Generally speaking, target analyte with different chemical property requires fiber coating that has the best affinity towards it. Due to the lack of varieties of commercial fibers available currently, considerable efforts have been recently made to develop tailor-made fibers to fulfill increasing demands of different analysis. This paper concisely classify some SPME fiber preparation approaches such as sol-gel technology, physical deposition, molecularly imprinted technique, and their respective application in food safety analysis.
