  • The main purpose of the study is to analyze the features of state regulation of the labor market in a crisis. Structural shifts in the labor market are due to the transformation of public and economic relations in today's globalized world. Increasing competition, the development of the knowledge economy, information technology, changes in the content and forms of labor require updating the labor market regulation system. The research methodology implies the use of modern methods of analysis. The analysis of the features of state regulation of the labor market in crisis conditions is carried out.

Labor Market Regulation and MNE's Production: Evidence from OECD Countries

  • Purpose - This paper examines the impact of labor market regulations on FDI and the production of foreign firms. Design/methodology - We use an index of employment protection along with data on the FDI and production of foreign affiliates that are provided by the OECD. Findings - The empirical results show that strict employment protection discourages both the production and initial entry of foreign firms, with its impact on production being larger than that on the initial entry decision. The result is robust to various specifications in which instrumental variable estimations are used by applying a unionization rate and a severance pay for redundancy dismissal as instruments, respectively. Therefore, policymakers should not limit their focus to tax incentives, cash grants, and relaxation of market regulations, but they should also extend their attention to labor market deregulation and decreasing non-wage cost to attract more foreign firms into their countries. Originality/value - This paper attempts to answer the question on the impact of employment protection rules on the foreign firm's decisions regarding production as well as initial entry.

  • The article defines the problems of forming the models of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and services market development. The clustering models based on the optimal partner network cooperation were proposed in order to ensure the strategic development of territories, to attract budget leading enterprises and to support small businesses. A descriptive model of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and Covid-19 was determined.

  • The main purpose of the study is to analyze the information aspects of the impact of COVID-19 on the labor market in the EU and Ukraine. In addition to studying the key parameters of changes in the labor market under the influence of COVID-19, i.e. the unemployment rate and the share of the employed population, a thorough study of gender equality, labor migration and the impact on youth made it possible to characterize the effectiveness of the policy of stabilization and restoration of the labor market in the EU and Ukraine. The results obtained form the necessary information basis for modeling labor market regulation in the event of possible subsequent disturbances, in particular under the influence of global pandemics.

  • Purpose - The study aims to substantiate the approaches and principles of forming a model of social and labor relations adequate to the modern conditions of economic development. Research design, data, and methodology - The article deals with the issues of legal regulation of social and labor relations in the labor market of Kazakhstan; describes the current model of labor relations and its basic parameters; determines the external and internal factors; specifically, the influence of the new labor law on its further development in the direction of democratization and the establishment of social partnership as a regulatory institution in the labor relations field. Result - Result is the model of the system of social and labor relations proposed by the author, which allows us to cover the multifaceted nature of this phenomenon, to unite the influence of the external environment and the internal complex of their mutual relations and interdependencies. Conclusion - The creation of an effective model of social and labor relations should proceed from the multifaceted nature of their manifestation. This means that the theoretical and methodological basis for their formation should be a comprehensive approach to solving the problems of transformation and interaction of social and economic components.

영국의 시간제 근로: 기혼 여성의 일에서 보편적 유연근로로의 변화? (Part-time Work in the UK: From Married Women's Work to Universal Flexible Work?)

  • 이 글은 영국의 시간제 근로의 특징과 그 제도적 맥락을 분석하고 있다. 노동시장에 대한 규제와 여성의 노동시장 참여에 대한 지원이 낮은 영국에서는 시장주도의 시간제 활용이 일찍부터 발달했다. 시간제 근로는 영국 취업 여성의 40 퍼센트를 차지할 정도로 특히 기혼 여성들의 주요한 일자리이다. 시장의 역할과 개인의 선택이 강조되는 영국에서 시간제 일자리는 고용주 주도의 시장의 유연성에 기여하는 방식으로, 그리고 여성들이 일과 가족 사이에서 시간제 근로를 통해 여성들 자신의 노동시간을 조정하는 주요 수단으로서 작동했다. 그러나 1997년 이후 영국에서는 제도적 개입을 강화하는 변화가 있었고, 시간제 근로를 기혼 여성을 위한 제한적 일자리로부터 보편적 유연근로로 변화시키려는 법적, 제도적 노력이 있었다. 이러한 변화는 시간제 근로에 대한 불이익은 원칙적으로 시정할 수 있게 되었으나, 여전히 이해당사자들 사이의 집합적 해결방식보다는 개별 근로자와 고용주 사이의 개인화된 해결방식으로 영국이 접근함으로써 여성들의 고용패턴, 그리고 시간제 근로의 질적 성격에 큰 변화는 나타나지 않았다.

Socio-Economic Aspects of the Impact of Military Actions on the Labor Force

  • Ukraine has a significant in quantity and unique in quality parameters, in particular, the level of education, a resource - the labor force, which, along with natural resources, can serve as the basis for economic growth and the achievement of sustainable development goals. The study is aimed at a thorough identification of the main factors influencing the formation and use of the labor force in Ukraine, including by comparing with the indicators of the EU countries, before the start of the active phase of military aggression by the Russian Federation. It was found that until February 24, 2022, there were negative trends in the change in the quantitative and qualitative indicators of the labor force due to the demographic crisis, the transformation of the national economy and shortcomings in state regulation of labor market development processes. The military actions not only exacerbated pre-existing problems, but also led to the emergence of new ones. A significant number of refugees and internally displaced persons, with the termination of the activities of half of the economic entities, provoked a sharp increase in real unemployment and a decrease in wages. The specific problem of the labor market of Ukraine - the "labor crisis", which has and will have a significant impact on the labor force, is carefully considered.

월경취업 노동이동과 접경지역 노동시장 조절 -유럽연합 Grande R$\acute{e}$gion을 사례로- (Cross-border Flow of Workers and Regulation of Border Labor Markets: Focus on EU's Grande R$\acute{e}$gion)

  • 노동이동과 거주이전이 자유로운 유럽연합에서 접경지역간 월경취업 노동은 산업환경의 변화에 대응하여 노동 시장을 조절하는 구조적 요소가 되었다. 프랑스-벨기에-룩셈부르크-독일의 접경지역인 Grande R$\acute{e}$gion에서 월경취업 노동에 의한 노동시장 조절은 다음과 같다. 첫째, 월경취업 노동이동에 의한 접경지역 노동시장 조절은 오래 전부터 지리적 인접성과 유사한 문화 역사적 배경, 비슷한 산업발전 과정에서 형성된 조절의 규범과 실행에 바탕을 두고 있다. 둘째, 접경지역 노동시장에서 산업환경의 변화에 대한 충격과 대응의 지역적 차이로 발생하는 양적 질적 노동력의 잉여와 부족의 문제는 월경취업 노동이동에 의해 조절되었다. 셋째, 월경취업 노동시장은 접경지역간 분절된 일자리의 수요와 공급의 상호보완적인 관계에 의해 조절되었다. 넷째, 월경취업 노동시장은 시간직 및 임시직의 유연한 고용형태에 의해 조절되었다. 다섯째, 월경취업 노동은 거주지를 인접국가로 이전하고 기존의 노동지역에서 노동에 참여하는 비정형적인 월경취업 노동이 증가하였다.

  • 2000~2008년 한국노동패널 자료를 이용한 미시 노동공급 탄력성 추정치는 0.23으로 나타났다. 분석대상 기간 중의 주5일 근무제 확대나 개별 가구의 소득 및 자산을 포함할 경우에도 추정치는 강건성을 보인다. 근로자들의 노동시장 참여 여부를 포함한 거시 노동공급 탄력성 추정치는 미시 노동공급 탄력성 추정치보다는 큰 값을 갖지만, 통상적인 유의수준에서 통계적으로 유의하지는 않았다.

신국제노동분업의 재평가 (The New International Division of Labor:Re-evaluation)

  • As an exit to solve the economic depression of the development countries in the early twentieth century, the 'old international division of labor' developed. The economic crisis(i.e., under-consumption crisis) was due to the absence of the mode of regulation compatible with the extensive regime of accumulation(i.e., "Fordist" regime). The crisis was solved by the state intervention through the creation on institutions in order to increase the level of consumption. Until the late 1960s when "high Fordism" reached(i.e., a harmonious relation between the monopoly mode of regulation and the intensive accumulation of capital), the developed core countries enjoyed a remarkable economic growth. The external market was not a necessity for the economic growth because there were increases in labor productivity and proportional increases in real wages and thus increases in consumption level. In the 1970s, however, the core faced with economic crisis again. Due to the breakdown of the postwar "Fordist" regime of capital accumulation and the post 1973 world depression, the core needed the Third World as a solution for their internal and international economic crisis. Thus the 'new international division of labor'(NIDL) arose. The "Fordist" method of production(i.e., the divisions of production process) led to the territorial division of labor and to the detailed division of labor. The aim of the NIDL is to exploit reserve armies of labor on a world scale and thus to reduce production costs. According to the NIDL model, the Third World countries have been developing by the core countries' investment on mainly labor-intensive industries and thus have been playing an important role in the global economy. And the NIDL theorists argue that multinational corporations have increasingly invested in the Third World nations and contributed to the economic growth in those regions. Tables presented in the paper show that the global trend since the 1970s does not follow the argument exactly as the NIDL theorists predicted. On the contrary, the core countries focus on developing technology, adopting the automation of production process, and trading within the core countries rather than on investing in the periopheral countries. The continuing investment of multinational corporations into the periphery is not because of cheap labor force but because of the market potentials in the regions. Majority of corporations of the core tries to reduce production costs by investing in technological development more intensively and also by changing regional strategies (i.E., investment from metropolitan areas to medium - or small - size cities, focusing on agglomeration economy, boosting regional diversification, etc.) within their own countries.
