A New Experiment or Institutional Subsumption? The Outcomes and Tasks of Contingent Worker Center for Korean Labor Movement (노동운동의 새로운 시도 혹은 제도적 포섭? 비정규노동센터의 성과와 과제)

  • To reduce labor market discrimination, there are lively discussions about the role of extant labor regime based on labor unions. It includes both the critical perspective on extant labor movement and the necessity of new actors for resolving discriminations within labor market. Among new actors, the present study focuses on contingent labor centers. Specifically, we have investigated on the development and identity of contingent labor centers as coalition of local government-labor organization. The core content of this study is to reconstruct the activities and strategies of contingent labor centers throughout the longitudinal approach. From many evidences, we can confirm that contingent labor centers have evolved via three phases such as differentiation, de- politicizing, and networks. This finding also provides insights about inside relationships between contingent labor centers and outside tensions between contingent labor center and extant labor organizations. We finally discuss on the theoretical implications of contingent labor center as new actor for contingent worker movement.

Recommendation of Occupational Exposure Limit through occupational hazard assessment of PHMG-Phosphate (PHMG-Phosphate의 직업적 유해성평가를 통한 노출기준 제안 연구)

  • Objective: This study was performed to propose a domestic occupational exposure limit(OEL) following a health hazard assessment, calculation of a non-carcinogenicity reference concentration worker($RfC_{worker}$) value, and examination of international agencies' exposure limits. It also recommends legal management within the Occupational Safety and Health Act for PHMG-Phosphate(CAS No. 89697-78-9), It is a humidifier disinfectant that generated many lung injuries. Methods: We have investigated the recommendation or guidelines of foreign OEL for PHMG-Phosphate and the actual state of legal management in Korea. To examine the procedures and methods for recommendation OEL. Toxicological hazard and health hazard classifications were examined and a non-carcinogenicity $RfC_{worker}$ value was calculated for PHMG-Phosphate. An OEL and the necessity of legal management were recommended as well. Results and Conclusions: The OEL for PHMG-Phosphate is recommended to be $0.01mg/m^3$. The recommended OEL is close to 10 times the RfCworker value of $0.000833mg/m^3$ calculated from the chemical dose-response hazard assessment, which is a 2017 study. The CMIT/MIT(3:1) mixture, which was a social issue as a humidifier disinfectant substance, was also exposed to the same ratio in March 2018, establish the OEL. It is recommended to establish OEL for PHMG-Phosphate to prevent worker health hazards and for chemical safety management.

The Monitoring System for Location of Workers Inside a Thermal Power Plant Boiler (화력 발전기 보일러 내부 작업자 위치 모니터링 시스템 개발)

  • There are regularly planned overhaul periods in thermal power plants, which involve the maintenance of the boiler of the power plants. However, thermal power plants workers are always exposed to risk during overhaul periods owing to the narrow space and significant dust inside the boiler. Therefore, it is essential to develop a safety monitoring system that is suitable for operating in this type of environment. In this study, we developed not only a worker three-dimensional (3D)-location monitoring system that can monitor and record the entry/exit of workers, their 3D-location, and fall accidents but also a method to secure the working environment and operation efficiency. This system comprises of a worker tag, which was equipped with an inertial measurement unit, a barometric pressure sensor, and a Bluetooth low energy (BLE), and the tags were given to each worker. In addition, the location of workers inside the boiler was measured using a pedestrian dead reckoning (PDR) method and BLE beacons. The location data of the workers tag were transmitted to the integrated database (DB) server through a gateway, and to the administrator monitoring system. The performance of the system was demonstrated inside an actual thermal power plant boiler, and the accuracy and reliability of the system were verified through a number of repeated tests. These results provide insights on designing a new system for monitoring enclosed spaces.

A Study on the Awareness of Safety and Health for Practical Application of Risk Assessment in Construction Industries -Focused on Worker- (건설업 위험성평가 실무적 적용을 위한 안전보건 인식도 조사 연구 -근로자를 중심으로-)

  • On the basis of the guideline "2012-104(2012.9.26.)" notified by the ministry of employment and labor, this paper provided the baseline data and the improvement proposal in applying risk assessment to a construction site by group interview & survey of construction workers. The worker's awareness and action plan of safety and health were investigated by numerical analysis. From the result of group interview and the survey of construction workers, it was found that most of construction workers feel the danger during the work. The results also shows that risk assessment can help to change & raise the awareness of safety and to reduce the industrial disaster. In addition, simple safety management activity such as TBM & active education of safety will be necessary for safe workspace and the active TBT(tool box talk) which combines TBM & the education of safety will be also effective.

A Study on the Job Stress of Small and Medium Sized Industry Workers (중소규모 제조업 근로자의 직무스트레스 분석)

  • The purposes of this study were to develop a job stress measurement tool and to identify the job stress according to the characteristics of worker and work condition at the small and medium-sized plants. Data were collected through face-to-face survey for April-May, 1997. Subjects were 180 workers at 36 small and medium-sized plants located near Seoul. Data were analyzed by item analysis, factor analysis, and ANOVA. The results were as follow : 1, Number of items of job stress measurement were 33 and Cronbach's $\alpha$ was .9262 except 13 items with low values of Cronbach's coefficient. Factor analysis was done in order for construct validity and 8 factors were extracted and cumulative percent of variance was 65.6%. 2. The job stress scores of male, the younger, 2-shift workers, and over-time workers were significantly higher than those of female, the older, 1-shift workers, and 48 hour workers per week. 3. There were no significant difference between job stress scores and the groups by number of worker, and the types of manufacturing. The stress measurement tool is valid and very reliable to measure worker's stress. Furthermore, the job stress managent program for health promotion of the workers at the vulnerable work condition is needed more and more.

A Meta-Analysis of Effects of Job Stress Management Interventions (SMIs) (직무스트레스관리중재 효과에 대한 메타분석)

  • Purpose: This quantitative meta analysis sought to determine the effectiveness of SMIs. Method: Forty-six experimental studies with a randomized or nonequivalent control group pre-post test design were included in the analysis. The selected studies were classified according to the sample characteristics, the types and methods of the interventions, and the types of outcome variables. Six intervention types were distinguished: cognitive-behavioral intervention(CBT), relaxation techniques(RT), exercise(EX), multimodal programs 1 and 2(MT1, 2), and organization-focused interventions(OTs). Effect sizes were calculated for the 4 outcome categories across intervention types: psycho-social outcome, behavioral-personal resources, physiologic, and organizational outcome. Results : Individual worker-focused interventions(ITs) were more effective than OTs. A small but significant overall effect was found A moderate effect was found for RT, and small effects were found for other ITs, The effect size for OTs was the smallest. The interventions involving CBT and RT appeared to be the preferred means of reducing worker's psycho-social and organizational outcomes. With regard to physiologic outcomes, RT appeared to be most effective. CBT appeared to be most effective in reducing psycho-social outcomes. The effects of OT were non-significant, except for the psycho-social outcomes. Conclusions: SMIs are effective. Interventions involving RT and CBT are more effective than other types.

  • The Aerial platform Truck is widely used for work in high place with the aerial platform. The most important thing is that worker's safety and worker must be able to work with trustworthiness so it needs to be verified its stiffness, deflection of boom, and dynamic condition concerned with a rollover accident. It should have an analytical exactitude because it is directly linked with the worker safety. In this point, we are trying to develop a proper CAE analysis model concerned with a rollover safety, bending stress and deflection for load. The Aerial platform Truck have a dynamic characteristics by load and moving of boom in the work field, so its static and dynamic strength analysis, structural mechanics are very important. Therefore, we evaluate the safety of each boom to calculating its stress, deflection. A computer simulation program is used widely for doing applying calculation of stiffness and structural mechanics, then finally trying to find a optimum design of the Aerial platform Truck.

Workers' Experiences in Shift Work (근로자들의 교대근무 경험)

  • Purpose: The purpose of this study is to explore and understanding the nature of the shift workers' experience in industries requiring 24 hours-a-day service provision and support. For the Purpose, the present researcher made a research Question, "What are workers' experience in the shift work?" Methods: In the study, 5 male shift workers, 3 female shift worker and a woman (key informant) whose husband is a shift worker participated. Then profound interviews with the participants were made after their agreement. Results: The researcher classified the significant statements under 6 theme clusters, 1) sense of difference; 2) worries about health; 3) draining of emotion; 4) anxiety; 5) sadness; and 6) being comfortable. Conclusions: Shift work which is inevitable in modern society may have severe influences on shift workers' physical, mental and psychological aspects by causing their work cycle rhythm to be unbalanced. Finally, the researcher hopes that the results of the study would help understand workers' life and increase social concern and support to the workers.

Risk Assessment for Hazardous Construction Work Recognized by Workers (건설위험직종 작업자의 위험체감도 평가)

  • This study is to investigate the related materials such as domestic law regulation, research paper, research report, and the other material, and to suggest suitable counter measures, to find out hazard degree for its works of workers and work place through direct survey, in order to determine risk score of each hazardous work which is designated by the Government, without consideration of labour's consciousness against risk level at a site. Therefore, a new questionnaire survey related to the decision of risk level are made and distributed to find out what risk level each worker recognizes. Also, the authors tried to approach reasonable conclusions after discussing reasonability of qualification standard and improving ideas of worker at hazardous work places with worker, faculty member, H&S manager, labour union. And the results show hazard degrees by each work kind of the above: 3.75 for working with machinery, 3.7 for steel structure, 3.5 for operation of tower crane, 3.51 for retaining wall, 3.85 for form work, 3.46 for scaffolding are obtained. This quantified risk can be applied to establishing a reasonable system to keep safe against hazardous works.

A Case Study on the Release Characteristic and Removal Efficiency of Vinyl Chloride in the Poly Vinyl Chloride Extrusion Process (PVC압출공정의 염화비닐 발생특성과 작업환경개선에 관한 사례연구)

  • This study was carried out to investigate characteristic of vinyl chloride emissioned from poly vinyl chloride extrusion process and to evaluate the efficiency of local exhaust ventilation system. Before local ventilation facility was constructed in poly vinyl chloride extrusion process, the average worker exposure to vinyl chloride was 3.15 ppm, which exceeded Threshold Limit Value of American Conference of Gorvernmental Industrial Hygienists (ACGIH-TLV), 1 ppm. lt is possible that vinyl chloride residues in the poly vinyl chloride resin was released or degased due to extrusion heat. The larger the width of vinyl tube become, the higher worker exposure to vinyl chloride was. It is estimated that vinyl chloride from vinyl chloride resin increased as amount of poly vinyl chloride resin extruded in the extrusion process increased. Canopy hood was an appropriate type for poly vinyl chloride resin extrusion process. This local exhaust ventilation has fan static pressure of 7.65 inch wg($190mmH_2O$, total volumetric flowlate of 4,796 CFM ($135.8m^3$/min) and fan power requirement of 12 hp (8.952 Kw). After this local exhaust ventilation was constructed there, the average concentration of worker exposure to vinyl chloride was reduced to be 0.46 ppm, which was below the Threshold Limit Value, 1 ppm. Also, the removal efficiency rate of vinyl chloride attained by local exhaust ventilation was 85.3%. It was a statistically significant (p<0.01).
