Through the collection of herbarium specimens in Bhutan over the years, new plant species are discovered nearly annually. Thus, this paper reports two new genera and 19 new records of flowering plant species from Bhutan. The new genera include Eurycorymbus of the family Sapindaceae and Homalium of the family Salicaceae. The new records of plant species are Eranthemum erythrochilum (Acanthaceae), Hemidesmus indicus (Apocynaceae), Ilex umbellulata (Aquifoliaceae), Canarium strictum (Burseraceae), Ehretia acuminate (Boraginaceae), Vaccinium sikkimense (Ericaceae), Nothapodytes foetida (Icacinaceae), Machilus edulis (Lauraceae), Grewia asiatica (Malvaceae), Hibiscus fragrans (Malvaceae), Cipadessa baccifera (Meliaceae), Baccaurea javanica (Phyllanthaceae), Canthiumera glabra (Rubiaceae), Homalium napaulense (Salicaceae), Eurycorymbus cavaleriei (Sapindaceae), Acmella radicans (Asteraceae), Silene latifolia (Caryophyllaceae), Cleome rutidosperma (Cleomaceae), and Cuphea carthagenensis (Lythraceae). Morphological determinations of the genera and species were carried out at the National Herbarium (THIM) of the National Biodiversity Centre of Bhutan. Brief descriptions of the species, phenology, and photo plates are provided in this annotated checklist.

A taxonomic study on bdelloid rotifers collected from mosses and/or leaf litter at four different locations in Korea resulted in five new Korean records and a new species, Philodina wonkimi n. sp. Philodina wonkimi n. sp. is easily distinguished from its congeners by the very long antenna which is much longer than the height of the pseudosegment carrying a dorsal antenna in creeping. Among the five new Korean records, two species- and two subspecies-level taxa are new to Asia as well. Adineta rhomboidea Bērzinš, 1950 has been reported from only three European countries including the type locality, and is recorded outside Europe for the first time. Present study is the fourth record for Philodina eurystephana Schulte, 1954. In addition, a partial sequence of mitochondrial cytochrome c oxidase subunit I gene (mtCOX1) for P. wonkimi n. sp. is provided here.

The Korean Olethreutinae comprises 277 species. In this study, two species of Olethreutinae: Hedya corni Oku, 1974 and Epinotia salicicolana Kuznetzov, 1968, are reported for the first time from Korea. Our records of Hedya corni are based on three specimens in both sexes from Islands Bogildo and Geojedo. The Korean record of Epinotia salicicolana is based on one male specimen from Muan-gun. The present records of Hedya corni represent the first occurrence out of Japan. Hedya corni is similar to Hedya inornata (Walsingham) but differs from the latter in having the reddish brown forewings. Epinotia salicicolana is similar to Epinotia solandriana (Linnaeus) but differs from the latter in having the smaller dorsal patch on the forewing. Habitus and genitalia of the two olethreutine species are illustrated and briefly described. Their bionomics and distribution are summarized. With our new records, the species numbers of the Korean Hedya and Epinotia are increased to 11 and 23, respectively.

2013년은 한국에서 새 대통령이 국정을 운영하는 첫해이다. 한국에서 대통령이 바뀐 새 정권이 들어서면 정치 경제 사회에 큰 변화를 가져왔다. 새 대통령의 지향점과 스타일에 따라 정부의 조직과 운영 방식도 많이 달라진다. 오늘날 공공기록관리체제는 정부가 효과적으로 정책을 수립하고 집행하기 위한 핵심적인 업무 수단이며 민주주의의 핵심적 도구이다. 현대 민주주의는 굿 거버넌스 기록관리에 기반한다. 공공기록의 충분하고 완전한 생산과 보다 자유로운 공공정보의 이용을 보장하고 확대함으로써 정부와 국민 간의 의사소통과 국민의 국정 참여와 감시가 가능해지며 나아질 수 있다. 현 정부에서는 국민과의 소통이 단절되고 국민의 국정참여가 크게 제한되었다. 또한 공공부문의 기록관리는 전 정부와는 달리 크게 중요시되지도 않았고 따라서 지속적으로 발전하지 못했다. 어떤 정부가 들어서든 간에, 2013년은 새로운 행정부가 다시금 기록관리의 의미와 중요성을 제대로 인식하여 그간 후퇴했거나 간과되었던 공공기록관리체제를 본 궤도에 올려놓아야 할 시점이다. 2013년의 공공기록관리체제에서 해결되고 성취해야 할 주요 기록관리 쟁점으로 다음 여섯 가지를 들 수 있다. 첫째, 전자기록물 관리의 기술적 제도적 확실성 보장과 2015년 전자기록 대량이관의 안정적 실현, 둘째, 굿 거버넌스에 기반한 독립적인 국가기록관리체계의 수립과 운영, 셋째, 공공기관 기록관체제의 혁신 넷째, 지방기록물관리기관의 설립, 다섯째, 민간기록관리에 대한 공공 차원의 지원과 진흥, 여섯째, 기록전문직의 배치 확대 및 기록전문가 역량 등의 표준화 등이다. 이 글에서는 위와 같은 쟁점을 정리하고 그간 한국의 기록전문가들이 분석한 결과와 도출한 정책적 방안을 제시하고자 한다.

Rotifers collected from mosses, leaf litter, soil, and wetland at six different locations in Korea were investigated. Ten species belonging to six genera in four families of monogonont and bdelloid rotifers were new to Korea: Habrotrocha scepanotrochoides De Koning, 1947, H. tripus (Murray, 1907), Lecane opias (Harring and Myers, 1926), L. perpusilla (Hauer, 1929), Macrotrachela decora (Bryce, 1912), Otostephanos auriculatus auriculatus(Murray, 1911), O. torquatus amoenus Milne, 1916, Scepanotrocha corniculata Bryce, 1910, S. simplex De Koning, 1947, and Testudinella brevicaudata Yamamoto, 1951. Among these 10 Korean new records, Habrotrocha scepanotrochoides, H. tripus, Macrotrachela decora, Otostephanos auriculatus auriculatus, O. torquatus amoenus, Scepanotrocha corniculata, and S. simplex were new to Asia as well. The present study is the first report of the genus Scepanotrocha Bryce, 1910 from Korea. Here, diagnostic characteristics and photomicrographs are provided for each Korean new record. In addition, a partial sequence of mitochondrial cytochrome c oxidase subunit 1 gene (mtCOX1) for S. simplex is presented.

Rotifers collected from Duung and Gyeongpo wetlands in Korea were investigated. Five species belonging to five genera in four families of monogonont rotifers were identified: Cephalodella ventripes (Dixon-Nuttall), Dicranophorus grandis (Ehrenberg), Lecane undulata Hauer, Taphrocampa selenura Gosse, and Testudinella emarginula (Stenroos). All these species are new to the Korean fauna, even though they have very wide or cosmopolitan distributions. The present study is the first report on the genus Taphrocampa Gosse from Korea. The taxonomy and distribution of each new Korean record are briefly discussed here. The diagnostic characteristics, photomicrographs and the deposition of voucher specimen are provided for each new Korean record.

The bdelloids collected from various terrestrial habitats such as mosses, lichens, mushrooms on tree trunks, leaf litter and soil at four different locations in Korea were investigated. Five bdelloids new to Korea were identified: Macrotrachella inermis Donner, 1965, Macrotrachela magna Schulte, 1954, Macrotrachela oblita Donner, 1949, Habrotrocha eremita (Bryce, 1894) and Habrotrocha schultei Donner, 1965. All these rotifers except M. inermis are new to Asia as well. Remarkably, these five Korean new records included four rare species with poorly known distributions. M. magna and H. schultei are recorded outside their type localities for the first time. M. oblita has been reported only from five European countries, and M. inermis has been known from three European countries and Eastern Turkey before the present study. The taxonomy and distribution of each rare bdelloid are discussed here.

기록을 둘러싼 업무환경의 변화, 조직의 변화, 시스템의 변화 등은 기록에 대한 개념을 변화시켰다. 2001년도에 제정된 기록관리 국제표준인 ISO 15489 역시 이에 조응하기 위해 15년 만에 개정을 이루었다. 본 연구는 2016년에 개정된 기록관리 국제표준인 ISO 15489를 통해 급변하는 디지털 혁명 속에서 기록을 바라보는 개념의 변화를 살펴보고자 하였다. ISO 15489의 개정 배경 및 개정 전 후의 조항을 검토하고, 확장된 기록의 개념을 살펴봄으로써 구체적으로 개정판이 추구하는 바를 알아보고자 한다.

Two trochid shells of the genus Ginebis, G. crumpii(Pilsbry, 1893) and the genus Enida, E. japonica A. Adams, 1860, collected from the coast of Jeju Island in Korea are reported. Ginebis crumpii and Enida japonica are closely related to Calliostoma Swainson, but can be differentiated by the features of the aperture and umbilicus. These species are a new records to the Korean Molluscan fauna. At present, G. crumpii and E. japonica are the only species of the represented in Korean water. Including the new records in this study, the family Trichidae contains 30 genera and 57 species in Korean water.

본 연구는 기록관리 전문가를 교육 및 양성하는 주요 학문영역의 하나로서 문헌정보학의 교육과 연구의 현황을 분석하고 방향을 제시하고자 하였다. 이를 위하여 전국 35개 4년제 대학 문헌정보학과 교과과정과 기록관리학 분야 교과목의 변화를 검토하고 국내 문헌정보학과 기록관리학의 7개 학술지에 실린 문헌정보학 교수의 기록관리학 학술논문들을 대상으로 출판 동향을 조사 분석하였다. 문헌정보학의 한 영역으로서 기록관리학의 연구동향은 새로운 학문분야, 교과목 개설의 증가, 학회의 창설과 학회지의 창간, 관련 법률의 제정과 개정, 학문의 학제적 성격 등에 영향을 받는 것으로 파악되었다. 이를 기반으로 새로운 기록관리학 교과목의 개설과 융합적 연구, 그리고 타 학문 영역의 기록관리학 교육과 연구에 대한 조사 등이 필요함을 제언하였다.
