In this study, the current state of the plastics industry has been examined. The direction of development and innovation is reviewed and commented. The technical statuses of various sectors such as thermoplastic resin, composite material, mold engineering, and simulation have been scrutinized. In addition, the industrial status of each sector has been reviewed. Then, the challenges that the plastics manufacturing industry has to deal with have been discussed. Especially, the situation in Republic of Korea has been elaborated in detail. Based on the discussion, an open innovation strategy has been suggested. It has been argued in this work that the open innovation strategy will enables efficient funding and development by avoiding resource consuming rent seeking.
In this paper, we test for allocative efficiency of productive inputs including electricity and measure the divergence between the actual and optimal level of electricity for the chemical products, which is a relatively highly electricity-intensive sector in Korean manufacturing industries, by estimating a shadow cost function. Supposing cost minimization subject to market prices was achieved, we derive the price elasticities of demand for each input and simulate the impact of a 10% increase in power rate on its demand and supply price by estimating jointly a cost function with an inverse supply relation. The null hypothesis of allocative efficiency of inputs is rejected over the period 1982-2006. On average, electricity is used more than optimal level by 98% per year. The demand for electricity decreases by 11.4%, and supply price, on average, falls by 0.08%, other things being equal.
The main purpose of this study was to examine the sectors of Korean textile complex based on various economic characteristics and performances. The sectors in the textile complex differed in many aspects. Man-made fiber industry showed capital-intensive characteristics even though most of the sectors in the textile complex were labor-intensive. Textile industry is composed of weaving and spinning, knitting, dyeing and finishing sectors and even within the textile industry, each sector had different characteristics from each others. Weaving and spinning sector seemed to require relatively high capital investment, while dyeing and finishing was very labor-intensive. Labor-intensive apparel industry has faced decrease in labor-productivity while wage has increased. Slow growth in labor productivity in Korean textile complex was shown to be a more problem than increase in wage or ratio of labor cost to value added. Apparel companies appeared to be in better financial states than the textile companies, even though the exports of apparel products have decreased in the 1990s. However, in overall the financial states of the Korean textile complex were not as strong as those of the other manufacturing sectors.

The role of the foreign direct investment is very crucial for the regional economic growth nowadays. The inward FDI in Korea has been increased since the Act of foreigner investment promotion in 1998. The municipal and national government have designated the special industrial zones and supported the diverse incentives for the foreign investment companies. The service sector had a large share of inward FDI. However, manufacturing sector overtook the service sector as the largest FDI in 2009. This study focuses on the greenfield manufacturing FDI, which was established from 1999 to 2012 in Korea. In order to find out the impacts of low-priced industrial electricity and loose environmental regulations on choosing Korea, this paper did in-depth interviews with MOTIE, Korea industrial complex, Korea Trade-Investment Promotion Agency, some FDI companies. Investment incentives such as low price of domestic industrial electricity strongly affect why manufacturing FDI companies choose Korea to invest. The Korean government has also acknowledges that low-price policy can internationally compete to attract FDI. There is a possibility that FDI energy-guzzling industrial companies may choose for Korea to use the low-priced electricity, raising the issue of supply-demand of electricity of Korea in the future.

This paper examines the changing geography of producer service industries in the 1980s. The foci of this study are to analyze the regional distribution of each producer services, and to reveal the spatial linkage of producer services. Further this paper asserts the potential role of producer services for reducing the potential endogenous development in the periphery. During the 1981-86 period, producer service industries grew more rapidly than other service sectors and manufacturing sector. The main reason of the raid growth of producer services is attributable to an increase in demand for intermediate services from manufacturing firms. In order to compete an increasingly complex business environment, firms have expanded the amount of effort devoted to activities such as planning, coordination and control, and consequently have increased their use of producer services. The most distinctive feature of the location of producer services is spatial concentration into Seoul and surrounding region. Especially the degree of the concentration o business services into the Capital Region has been accelerating during the 1990s. The pattern of employment growth and regional distribution of producer services show a clear core / periphery disparity. Much of the regional inequality in producer services is largely due to variation in demand associated with the pattern of corporation headquarters with the pattern of corporation headquarters and branch plants location with large manufacturing firms. The analysis of spatial division of labor reflects that producer services are related to the location of headquarters in manufacturing industry. Headquarters in manufacturing firms and business service firms tend to cluster each other. Most of the headquarters spatially separated from branch offices are clustered heavily in Seoul. Especially headquarters of business services and insurance services are overwhelmingly concentrated into Seoul. The firms whose headquarters are located in Seoul have a linkage pattern on a nationwide scale. It is viewed have little potential for generating local multiplier effects and regional development. In the light of the result of this study, producer services are not likely to disperse soon to peripheral regions. Consequently the absence of policies directed at enhancing producer sevice in the periphery, concentration tendency would continue to reinforce the core's dominance at the expense of peripheral regions. From a regional perspective, the quality of a region's producer service sector is a key determinant of economic growth, since manu industrial location decisions are influenced by the differential availability of producer services among regions. Poor performance of producer services in peripheral regions seemed to be linked to the region's manufacturing base. Low-wage, standardized branch plants are not likely to induce the growth in knowledge intensive services associated with high-technology corporate headquarters. Producer services may help to create and attract new business including manufacturing firms, and also to enhance the productivity and competitiveness of local firms. Therefore the provision of service producing activities would be lead not only to generate and retain endogenous development but also to attract external firms, especially small and medium sized firms which have a lower propensity of internalized services. Hence, it may be more efficient to create and expanse new locally owned producer services rather than to attract branch plants of mult-locational firms in order to make indigenous economic development.
This research aimed to explore strategies to develop the cashmere industry in Mongolia. Questionnaire consisted of questions regarding the necessity of development in different sectors in the cashmere industry, and areas of necessary competition for the development of Mongolian cashmere industry. In addition, characteristics of respondents and their companies were questioned. Surveys were distributed to people working in cashmere manufacturing companies in Ulaanbaator, Mongolia between July 25th, 2012 to September 3rd, 2012, and a total of 79 questionnaires were included in the final analysis using descriptive analysis, t-test, one-way ANOVA, and Duncan test. Results showed that respondents perceived design as the sector that needed the most improvement, and product related strategies such as product quality, product differentiation, and design were more important than distribution or promotion related strategies. The perceptions on the development strategies differed according to company size and their target markets (domestic vs. export). Overall, respondents working in smaller companies showed greater concern for most sectors, and also felt technology, product quality and design were more important than those in working in larger companies. Companies that targeted the domestic market showed greater concern for herding and scouring sector than companies that exported, while the latter evaluated government policy, network, distribution/export channels more importantly than the former in developing the Mongolian cashmere industry.

In these days global energy policy is changed from "supply" to "demand". In this regards, there are needs to analysis on effect of policy such as energy efficiency strategy, electricity rates. This study examines the relationship between energy consumption reduced by new energy policy and GDP growth for each industrial sector for Korea from 1970 to 2013. With respect to the direction of causality, energy use of 1th industry like agriculture and mining leads to GDP growth. On the other hand, GDP growth of 2nd industry, manufacturing, leads to energy use. And there is bidirectional causality in 3rd industry, service sector. These findings imply that the government policies aimed at reducing electricity consumptions and increasing energy efficiency should be progressed cautiously depend on status of each industry condition.
This paper estimate the $CO_2$ reduction potential that can be achieved by improving the technical efficiency of input factors in the manufacturing sector. Technical efficiency in each manufacturing firm was estimated using the DEA technique. Depending on the returns-to-scale assumption selected, average technical efficiency was estimated to be between 0.467 and 0.643. These estimates suggest that, when the efficiency of electricity consumption in the manufacturing sector is improved, the overall $CO_2$ emissions can be reduced by 17.1-25.5%. Recently, the Korean government has adopted a low-carbon-green-growth policy with the goal of reducing greenhouse gas emissions by 30% below the BAU level by year 2020. The analysis of the paper suggests that this goal can be achieved through improved efficiency of electricity consumption.

For the government of president Moon's AI SW HRD policy, he proclaimed AI democracy that anyone can utilize artificial intelligence technology to spread AI education for the people of the country. Through cognitive map analysis, this study presents expected policy outcomes due to the input of policy factors to overcome crisis factors and utilize opportunity factors. According to the cognitive guidance analysis, first, the opportunity factor is recognized as accelerating the digital transformation to Covid 19 if AI SW HRD is well nurtured. Second, the crisis factor refers to the rapid paradigm shift caused by the intelligence information society, resulting in job losses in the manufacturing sector and deepening imbalance in manpower supply and demand, especially in the artificial intelligence sector. Third, the comprehensive cognitive map shows a circular process for creating an AI SW ecosystem in response to threats caused by untact caused by Corona and a circular process for securing AI talent in response to threats caused by deepening imbalance in manpower supply and demand in the AI sector. Fourth, in order to accelerate the digital circulation that has been accelerated by Corona, we found a circular process to succeed in the Korean version of digital new deal by strengthening national and corporate competitiveness through AI-utilized capacity and industrial and regional AI education. Finally, the AI utilization empowerment strengthening rotation process is the most dominant of the four mechanisms, and we also found a relatively controllable feedback loop to obtain policy outputs.
Major countries are trying to expand the construction of smart factories by introducing ICT such as the Internet of Things, cloud, and big data into the manufacturing sector to secure national-level manufacturing competitiveness in the era of the 4th industrial revolution. In addition, Germany is pushing for Industry 4.0 to build a fully automatic production system through the Internet of Things, and China is pushing for the expansion of smart factories to enhance the country's industrial competitiveness through Made in China 2025, Japan's intelligent manufacturing system, and the Korean government's manufacturing innovation 3.0. In this study, considering the increasing security connectivity of smart factories, we would like to identify security threats in the external connection part of smart factories and suggest security enhancement measures based on domestic and international standard security models to respond to the identified security threats. Eventually the proposed method can be applied by accurately identifying the smart factory security status, diagnosing vulnerabilities, establishing appropriate improvement plans, and expanding security strategies to respond to security threats.
