A Case Study on the Regional Activation Review on the Road Station in Japan (일본 미찌노에끼의 농촌지역 활성화 사례)

  • Since 2000, family tour has increased a lot by effect of five-day workweek in South Korea. So, it became much needed road station. however road station's facilities are lacking. Recently, there is a growing emphasis on rural regional activation. So the government is concentrating in rural policy. In Japan case study, Road Station(RS, Michinoeki) make regional activation by Road station service. Rs is rest area for motor driver in rural area. In general, it is construct at rural roads, not a highway. In this paper, we hope to take a lesson from the RS case study. 2015, 2016, in japan, we visited to 7 case study and interviewed to a staff. As a result, In Japan's Rs was offering convenient services to motor driver and raising farmers's profits by selling local produce. The aim of that this paper is to suggest to Korean Type's Rs. There are five results from this paper as follows : First, Japan Rs, it works well to improve in regional activation in rural area. Two, Also Rs has to community facilities attached to the culture, welfare, library etc. Three, 5 Korean Type Rs can sort out. There are Community type, Joint tourism type, 6th industrialization type, Urban-Rural Interchange type, Shopping center type. This RS is introduced to Korea hopes to contribute to the regional activation in rural area.

A Systematic Review on the Clinical Efficacy of Digital Therapeutics for Sleep Disorders: Subgroup Analysis by Control Groups (수면 장애가 있는 환자에게 적용한 디지털 치료기기의 임상적 유효성에 대한 체계적 문헌고찰: 대조군분류에 따른 하위 분석)

  • Background: The purpose of this systematic review was to investigate the effects of digital therapeutics for insomnia on sleep disorders and mental health improvement compared to the control group. Methods: Following the guidelines on systematic review(PRISMA, NECA), a literature search was conducted through PubMed, Cochrane Library, EMBASE, RISS, KISS, and KoreaMed using keywords. The Cochrane Risk of Bias Tool and Review Manager version 5.3 were used for risk of bias and effect size assessment. Results: Thirty eight RCT met criteria for inclusion. When compared against three control conditions, the digital therapeutics for insomnia was an effective intervention for improvement sleep disorders and mental health in comparison to waiting list and Patient-directed care with some intervention by medical staff. However, digital therapeutics for insomnia were no more effective than face-to-face CBT-I control group. Conclusion: The efficacy of digital therapeutics for insomnia was evaluated differently depending on the control group. Therefore, in phase 3 clinical trials for efficacy evaluation, it is necessary to review whether the control group has been properly established.

A Study on the Effective Utilization of Extra Classrooms of a School (저출산에 의한 학생수 감소에 따른 여유교실 활용방안 모색)

  • Our society is changing into the society of knowledge and information since the advent of 21st century. This may require that schooling need to have a new paradigm. Korea has already entered into the aging society with the help of various population control policies such as birth control from 1960s, and is expecting to go into the so called ultra- aging society. Elementary and middle schools have been facing the rapid decrease in the number of students since the mid-1980s, which high schools are now confronting with. The present study investigates how to effectively utilize extra classrooms at schools. The present study offers eight basic directions that may help establish the utilization planning of extra classrooms. One direction is offering an appropriate space utilization environment, another is to present a plan for having special classrooms. Others are having multi-purpose classrooms, management on the unified rooms for library and audio-visual teaching, securing facilities rooms for the school staff. And others are the planning of the diversion of living space for improving sanitation and the provision of meals, the necessity of the extension or rebuilding of school buildings for other uses according to school development schemes, the utilization planning for community residents to which each school belong.

Analysis of Factors Influencing the Performance Management of Public Libraries (공공도서관 성과관리에 영향을 미치는 요인 분석)

  • This study measures the efficiency of public libraries, library services, and management to contribute to the proposed model for efficiency analysis, reflecting the characteristics in public libraries. This analysis model of applying the empirical research pursues the solutions to provide efficiency. Although many attempts have been made domestically and internationally to study the measurement of the efficiency, mere application of analysis techniques used in the other public sectors has led to the inadequate measurement for characteristics of library services. In addition, there has not been any attempt made to deduce a general theory for the study from the measurement results. In this study, an analysis model that reflects the inherent characteristics in library services is suggested to be analyzed empirically, and this leads to the understanding of efficiency factors. The results of the study show that the efficiency of current public libraries can be increased on the basis of input and output. Therefore the commitment to increase the level of output to meet the current need shall continue by the amount, rather than by the commitment to reduce the level of input. Finally, the factors influencing the efficiency are the number of users, the physical environment, professional staffs, events planning, and electronic resources. After analyzing the five factors via multiple regression analysis, three factors such as the number of users, professional staff and events planning proved causal relationship with the efficiency.

The Effects of Motivation and Continuing Factors on the Satisfaction of Volunteer Activities and Marketing Intention for Volunteers in Public Libraries (공공도서관 자원봉사자의 참여동기와 지속요인이 자원봉사활동 만족도와 마케팅 의도에 미치는 영향에 대한 연구)

  • Volunteers in public libraries are recognized only as internal manpower, so their sustainability and effectiveness are limited because the motivation for volunteering is hardly considered. This study aims to explore the motivation for volunteering in public libraries and the factors to continuation of the volunteering, and to analyze how these factors affect volunteer satisfaction and marketing intentions. To this end, the variables in this studies including satisfaction and motivation was defined operationally based on the related research and a pilot study with several in-depth interviews. A questionnaire survey was executed with the defined variables and the survey data were analyzed statistically. The results showed that the factors of emotional and psychological motivation influenced the satisfaction and marketing intention rather than the managerial factors such as remuneration. The results indicate the need for a change in volunteer management to a relationship-oriented management method. This study is meaningful in that it expands the value of volunteers in public libraries from as managerial to as marketing resources for public libraries.

A Study on the Demand for and Creation of Policy Information Mentoring Service (정책정보멘토링서비스 수요분석 및 활성화방안 연구)

  • This study proposed to derive important aspects of developing a policy information mentoring service by analyzing the consumers' needs. To do this, we conducted a survey targeting civil servants in policy-related ministries, researchers at policy research institutes, and policy information service representatives, who will all participate in the policy information mentoring service. The results are as follows. First, the need for a policy information mentoring service the desire to participate was very high. Second, the policy information mentoring service requirements that must be considered during development were, by order of importance, the expertise of the policy information service, quantitative and qualitative improvement, and policy information sources. Requirements for a successful policy information mentoring service were to sign an agreement with organizations to participate in the service, and to then enable partner organizations to recommend their staff to act as mentors and mentees. Conditions required on the operator side of the service were securing a pool of mentors and mentees, training for both groups, financial support cooperation guarantee from the affiliated organizations for professional mentoring activities, and links to policy areas in related institution.

A Study on Urban Construction Archives Management Business of China (중국의 도시건설 기록물 관리사업에 대한 고찰)

  • This thesis concerns urban construction archive management business of China in the 20th century 12 items of state level construction archives, 11 categories of urban construction archives was initially studied. And studies on data collection method, obligations and range of service, etc. of urban construction archives center were conducted as well. Urban construction archive management business was aggressively pursued in terms of national policy, based on the state plan to construct medium-sized and large cities and Mao ZeDong(毛澤東)‘s direction regarding of urban construction archives. As a result, there happened to be various levels and types of 3,186 archive centers, as of 2003. And the archives centers of urban construction have been estavlished in 662 cities all over China so far, while the establishment of the urban construction archives centers was pursued only in 42 cities in 1960s. Another point to note is that staff members of junior college or higher educational background account for 70% - 80% of overall human resources of the archives center of urban construction, while 60 - 70% of them are technical level. This makes professional human resources represent at least 60% of the total human resources of the centers. This is a result of effort of China to enhance urban construction archive management business on both quantitative and qualitative level. And through the study on the situation of urban construction archive management business in Beijing(北京), it was learned that urban construction archives are being collected and managed in archives centers of the respective areas as well as in professional archives centers of urban construction. Some suggestions were also made regarding what kind of direction Korea should take to pursue the business of urban construction archive management.

A Study on the Recognition of Users and Librarians of Obstructive Factors in Online Reference Services (온라인참고서비스의 장애요인에 대한 이용자 및 사서의 인식조사 연구)

  • The purpose of this study is to analyze related studies and domestic/international online reference cases, extract obstructive factors present in online reference services, and reveal whether or not there are differences in perception between the university librarian and the users. The results with respect to the failure of the resources revealed that while the user considers the quantitative / qualitative shortage of content as the greatest obstacle in the online reference service, librarians see the lack of human resources (Specialist Librarian / trained staff) in this light. Users think this is the least of the problems. In addition, other obstacles that are the most highly evaluated by librarians are, in order, the limitation of service because of copyright issues, the difficulty of information retrieval and complexity of methods of use, and a general lack of information in the reference services menu and missing information in the main menu. For the users the other most important obstacles were similar with the limitation of service because of copyright issues being highest, followed by the difficulty of access because of the confusion over service names, and the general lack of information in the reference services menu and missing information in the main menu.

A Study on Improvement Plan of Teacher Librarians' Placement by a Comparison between Teacher Librarian and Other Teachers Not-teaching the Subject Matter (사서교사와 타 비교과 교사의 배치 비교를 통한 사서교사 배치 개선방안 연구)

  • The purpose of this study is to find a better way for placement of teacher librarians. So, the literature research is applied for the study. It is unreasonable to arrange one school librarian staff per 1,500 students, based on the criteria of the total number of personnel including that of teacher librarians and practice teachers and librarian, in accordance with the existing enforcement decree of Article 7. In fact, this clause, linked to other related regulations, makes it difficult to place teacher librarians. And the quota of teacher librarians is noticeably low as compared with that of other teachers who are not-teaching the subject matter. This operates disadvantageously to teacher librarians when it comes to assigning quota in secondary teacher selection test and the accumulation of this phenomenon gradually worsens the current situation. The roles of teacher librarians and librarians should be defined separately when amending the Enforcement Decree of School Libraries Promotion. And we should also take into consideration that the number of students per school is around 500. Therefore, Enforcement Decree of School Libraries Promotion Act should be revised toward placing teacher librarians depending on the size and number of schools. Predictability should be secured in teacher librarians selection test. In addition, flexibility should be granted to the training institute so that many people can prepare the teacher librarians qualification. Finally, it is necessary to increase the teacher librarian capacity for private schools. This study will be the basis of the theoretical foundation for stable teacher librarian placement.

  • Background: Though clinical practice guidelines (CPGs) for cardiac rehabilitation (CR) are an effective and widely used treatment method worldwide, they are as yet not widely accepted in Korea. Given that cardiovascular disease is the second leading cause of death in Korea, it is urgent that CR programs be developed. In 2008, the Government of Korea implemented CR programs at 11 university hospitals as part of its Regional Cardio-Cerebrovascular Center Project, and 3 additional medical facilities will be added in 2019. In addition, owing to the promotion of CR nationwide and the introduction of CR insurance benefits, 40 medical institutions nationwide have begun CR programs even as a growing number of medical institutions are preparing to offer CR. The purpose of this research was to develop evidence-based CPGs to support CR implementation in Korea. Methods: This study is based on an analysis of CPGs elsewhere in the world, an extensive literature search, a systematic analysis of multiple randomized control trials, and a CPG management, development, and assessment committee comprised of 33 authors-primarily rehabilitation specialists, cardiologists, and thoracic surgeons in 21 university hospitals and 2 general hospitals. Twelve consultants, primarily rehabilitation, sports medicine, and preventive medicine specialists, CPG experts, nurses, physical therapists, clinical nutritionists, and library and information experts participated in the research and development of these CPGs. After the draft guidelines were developed, 3 rounds of public hearings were held with staff members from relevant academic societies and stakeholders, after which the guidelines were further reviewed and modified. Results: CR involves a more cost-effective use of healthcare resources relative to that of general treatments, and the exercise component of CR lowers cardiovascular mortality and readmission rates, regardless of the type of coronary heart disease and type and setting of CR. Conclusion: Individualized CR programs should be considered together with various factors, including differences in heart function and lifestyle, and doing so will boost participation and adherence with the CR program, ultimately meeting the final goals of the program, namely reducing the recurrence of myocardial infarction and mortality rates.
