This study is a survey of collection development policies in the 40 university libraries among 42 in Korea as of 1984. The survey used a questionnaire with 36 questions concerning the basic elements of the collection development policy. The survey results revealed many problems demanding correction. The measures to correct the problems in the university libraries are as follows. 1. It is desirable that the libraries should have a collection development policy statement written and adopted for the systematic collection building. 2. It is advisable that the libraries should include a function of the materials selection among other various functions of the Library Committee for the purpose of informing administrators of the goals of the libraries and the validity of the budgetary allocation. 3. It is desirable that each library should organize the Collection Development Committee for minimizing the possibility of personal bias on the part of the individual selectors. 4. It is advisable that the primary responsibility for materials selection should be delegated as follows: for the materials for faculty research, to the faculty members; for the other collections, to the professional staff of each department; for the final review of whether or not to purchase, to the Collection Development Committee. 5. It is desirable for the purchase priority of materials to be set up in accordance with the order of 6 levels of collection development. 6. It is advisable that the libraries should, as top priority, purchase materials in direct su n.0, pport of the undergraduate and graduate academic programs, and in subject matter areas other than languages and literature, Korean materials should have not only the higher priority than the foreign language materials, but also maintain the comprehensive collection level. 7. It is desirable that the special collections should be purchased by special funds from the authority, and the special collections librarian should have the responsibility of the materials selection under the advice of the faculty members relating to the subject area. 8. It is advisable that duplicate copies should be bought only for high use items, but for reserve books, by the program enrollment, and textbooks should not be bought in general, except as su n.0, pplemental materials for course work in which they are necessary and heavily used. 9. It is reasonable that the material budget should be distributed as follows: by the ratio for distributing funds, about 60-70% for the library and 30-40% for departments; by the type of materials, about 50% for books, 40% for periodicals and 10% for other materials, or when not bought other materials, about 50-60% for books and 40-50% for periodicals. In addition, it is desirable that undergraduate class enrollment, graduate class enrollment, undergraduate majors, graduate majors, average book cost in the discipline, number of faculty, and use rate by subject should be considered as the factors for the allocation of funds by department, and special consideration should be given to newly-founded departments so the library holdings can be adequate to su n.0, pport them.
본 연구는 C대학교 문헌정보학과에 기개설된 <지역문화정보론> 교과목을 프로젝트 기반 학습법을 활용한 캡스톤디자인 교과목으로 구성하여 운영한 사례에 관한 연구이다. 해당 교과목에서는 지역사회 청소년 특화기관과 연계하여 지역 고등학생들을 대상으로 디지털리터러시 교육을 수행하고 휴먼라이브러리 콘텐츠를 제작하는 프로젝트를 기획하여 진행하였다. 프로젝트에 참여한 수강생 5명과 협력기관 업무담당자 3명과의 반구조화된 심층면담을 수행하여, 지역사회와 연계하여 프로젝트 기반 학습법을 적용한 캡스톤디자인 교과목 개발과 운영의 특징 및 성과를 보고하고 개선점을 제안하였다. 또한, 21세기 학습 프레임워크(P21)를 사용하여 수강생들과의 심층면담 내용을 분석하여, 프로젝트 참여를 통해 수강생들은 P21의 3가지 기술 영역 전반의 11가지 학습 기술-자기주도, 프로젝트관리, 다양한 팀과의 협력, 유연함, 책임감, 리더십(삶과 경력 기술 영역)과 의사소통과 협업, 문제해결력, 창의력, 비판적 사고(학습과 혁신 기술 영역), 그리고 미디어결과물생성 기술(정보미디어테크놀로지 기술 영역)-을 강화했음을 확인했다. 본 사례연구는 지역사회협력에 기반한 문헌정보학 캡스톤디자인 교과목의 개발과 운영에 참고할 수 있는 방향성을 제시하고, 프로젝트 기반 학습법의 적용을 통한 커리큘럼 개발에 관심있는 교수자 및 연구자에게 도움이 되고자 하였다.
이 연구는 한국의 도서관과 기록관이 자연 재난 대비 계획을 수립하는 데 참고해야 하는 핵심 요소 검토를 목적으로 진행하였다. 국내에서는 그간 도서관과 기록관의 자연 재난 대비 계획과 관련한 연구가 충분히 진행되지 않았기 때문에 국외에서 폭넓게 진행된 선행연구를 조사하고 분석하였다. 그 결과 국외 연구에서 공통으로 확인되는 재난 대비 계획수립을 위한 핵심 요소는 크게 6가지로 종합할 수 있었다. 먼저 재난 대비 계획의 시작을 위해서 '재난 대비 위원회가 조직되고 업무가 분담'되어야 하며, 재난에 취약한 '위험은 미리 평가되고 관리' 되어야 한다. 또한 모든 직원이 재난 발생 시 '즉각적으로 대응하기 위한 핸드북'이 마련되어야 하며, 재난 발생 후 재난 규모에 따른 전략적 복구와 업무 복귀를 위한 '복구 및 업무 연속성 계획'이 검토되어야 한다. 그리고 직원의 재난 대처 역량과 재난 대비 계획을 강화하기 위해서 '훈련'이 필요하며, 재난 대비에 관한 다양한 관점을 확보하고 대규모 재난 대응과 복구 대비를 위해서 관련 기관 간 '협력 활동'도 고려되어야 한다. 이 논문이 향후 국내 도서관과 기록관의 재난대비 계획수립 검토에 일조하기를 기대한다.
Purpose: To identify an associations between health care workers' uniforms and health care-associated infection. Methods: Electronic databases, including Ovid-Medline, the Cochrane Library, CINAHL, EMBASE, KMbase, and KoreaMed, were searched. The search terms included doctor, nurse, health care worker/staff/assistant, clothing, (white) gown, uniform, (neck)tie, and attire. Only papers published in English and Korean were included. Results: 16 studies were selected from 1,900 references screened. All of the studies were non-comparative studies except for one. Four were conducted with doctors, six with nurses, one with health care workers including physiotherapists and one for medical staff plus visitors in a neonatal intensive care unit. Doctors more frequently changed their uniforms than neckties; therefore, the degree of contamination was more serious in neckties. The cuff zone was more likely to be heavily contaminated than other areas of long-sleeve gowns. Coats become contaminated quickly once worn, and colony counts reached a similar level within the first few hours after wearing them. Wearing a plastic apron or protective clothing did not prevent the bacterial contamination of nurses' uniforms, and the best way to decrease the contamination was changing to newly laundered uniforms before starting every duty. Conclusion: Healthcare workers' uniforms are a potential source of health care-associated infection although there was no robust evidence. The government must establish standards for laundering of uniforms or a requirement for institutions to provide a laundering service for healthcare workers' uniforms.
Operations research has developed rapidly since its origins in World War II. Practitioners of O. R. have contributed to almost every aspect of government and business. More recently, a number of operations researchers have turned their attention to library and information systems, and the author believes that significant research has resulted. It is the purpose of this essay to introduce the library audience to some of these accomplishments, to present some of the author's hypotheses on the subject of library management to which he belives O. R. has great potential, and to suggest some future research directions. Some problem areas in librianship where O. R. may play a part have been discussed and are summarized below. (1) Library location. It is usually necessary to make balance between accessibility and cost In location problems. Many mathematical methods are available for identifying the optimal locations once the balance between these two criteria has been decided. The major difficulties lie in relating cost to size and in taking future change into account when discriminating possible solutions. (2) Planning new facilities. Standard approaches to using mathematical models for simple investment decisions are well established. If the problem is one of choosing the most economical way of achieving a certain objective, one may compare th althenatives by using one of the discounted cash flow techniques. In other situations it may be necessary to use of cost-benefit approach. (3) Allocating library resources. In order to allocate the resources to best advantage the librarian needs to know how the effectiveness of the services he offers depends on the way he puts his resources. The O. R. approach to the problems is to construct a model representing effectiveness as a mathematical function of levels of different inputs(e.g., numbers of people in different jobs, acquisitions of different types, physical resources). (4) Long term planning. Resource allocation problems are generally concerned with up to one and a half years ahead. The longer term certainly offers both greater freedom of action and greater uncertainty. Thus it is difficult to generalize about long term planning problems. In other fields, however, O. R. has made a significant contribution to long range planning and it is likely to have one to make in librarianship as well. (5) Public relations. It is generally accepted that actual and potential users are too ignorant both of the range of library services provided and of how to make use of them. How should services be brought to the attention of potential users? The answer seems to lie in obtaining empirical evidence by controlled experiments in which a group of libraries participated. (6) Acquisition policy. In comparing alternative policies for acquisition of materials one needs to know the implications of each service which depends on the stock. Second is the relative importance to be ascribed to each service for each class of user. By reducing the level of the first, formal models will allow the librarian to concentrate his attention upon the value judgements which will be necessary for the second. (7) Loan policy. The approach to choosing between loan policies is much the same as the previous approach. (8) Manpower planning. For large library systems one should consider constructing models which will permit the skills necessary in the future with predictions of the skills that will be available, so as to allow informed decisions. (9) Management information system for libraries. A great deal of data can be available in libraries as a by-product of all recording activities. It is particularly tempting when procedures are computerized to make summary statistics available as a management information system. The values of information to particular decisions that may have to be taken future is best assessed in terms of a model of the relevant problem. (10) Management gaming. One of the most common uses of a management game is as a means of developing staff's to take decisions. The value of such exercises depends upon the validity of the computerized model. If the model were sufficiently simple to take the form of a mathematical equation, decision-makers would probably able to learn adequately from a graph. More complex situations require simulation models. (11) Diagnostics tools. Libraries are sufficiently complex systems that it would be useful to have available simple means of telling whether performance could be regarded as satisfactory which, if it could not, would also provide pointers to what was wrong. (12) Data banks. It would appear to be worth considering establishing a bank for certain types of data. It certain items on questionnaires were to take a standard form, a greater pool of data would de available for various analysis. (13) Effectiveness measures. The meaning of a library performance measure is not readily interpreted. Each measure must itself be assessed in relation to the corresponding measures for earlier periods of time and a standard measure that may be a corresponding measure in another library, the 'norm', the 'best practice', or user expectations.
본 연구는 공공도서관 '메이커스페이스' 구성 및 프로그램 운영을 분석함으로써 현재 14개 국내 공공도서관 메이커스페이스 사례인 '무한상상실' 프로그램의 현황 및 한계점을 도출하고, 향후 해외의 메이커스페이스와 같이 확대되고 지속가능한 모형으로 발전하기 위한 운영 방안을 제시하고자 하였다. 이를 위해 국내외 메이커스페이스에 관한 문헌 및 사례조사를 실시하였고 국내 공공도서관 메이커스페이스 현황조사를 통해 메이커스페이스의 발전과정, 프로그램 유형, 지원 유형 및 서비스 성과를 분석하였다. 아울러 국내외 공공도서관 메이커스페이스 전담사서와의 심층인터뷰를 진행함으로써 메이커스페이스의 개념 변화, 필요성, 효과성, 한계점 및 향후 발전방안 등을 조사 분석하였다. 그 결과 메이커스페이스의 지속가능한 운영을 위해 시급히 마련되어야 할 정책방안으로 다양하고 안정적인 재원 확보, 전문 인력 배치 및 훈련, 적극적인 자원봉사자 활용 방안, 홍보전략 수립, 지역주민이 소통하는 공간을 넘어 신기술을 통한 교육과 창조의 공간, 지역 아카이브 생성의 '메이킹' 공간이 되어야 한다는 것을 제안하였다.
조직 커뮤니케이션은 하나의 사회적 체제인 조직에서 구성원의 정보전달 행위를 통해 공동의 목표를 달성하는 과정이며 조직구조의 한 요소이다. 목표달성의 정도와 서비스의 질을 포함하는 효과성, 만족도 등은 조직성과로 표현될 수 있으며 도서관 조직성과로 간주될 수 있는 서비스 품질은 $LibQUAL+^{TM}$ 모형을 통해 측정될 수 있다. 본 연구에서는 조직 커뮤니케이션을 공공도서관 조직성과를 향상시키는 조직요소로 $LibQUAL+^{TM}$ 모형에 따른 서비스 품질을 조직성과로 설정하고 이들의 관계를 통해 커뮤니케이션의 특성이 차원별 서비스 품질에 어떠한 영향을 미치는지 알아보는 것을 그 목표로 한다. 이를 위해 수도권에 위치한 8개 공공도서관의 사서 및 이용자 대상 설문조사를 통한 통계적 분석을 시행한다. 연구결과 도서관의 상향, 수평, 하향 커뮤니케이션은 품질의 3개 차원(서비스의 감성적 차원, 정보통제 차원, 도서관 공간 차원)에 영향을 미치는 것으로 나타났다.
We all know that we can not keep a proper social life without language. Yet language is so much a part of our environment that we hardly realize it is there. The purpose of this study is to provide an understanding of the linguistical aspect of communication process in order to carry out a successful human relations in the operation of libraries. Human development rests upon man's capacity to digest large quantities of knowledge and it is language which allows facts to be communicated, stored, and disseminated. An attempt was made in this study to illustrate the elementary meaning-of-words aspect of communication. In order to share the most commonly agreed meanings in interpersonal communication, a careful study of semantic noises is important. In a constant struggle to meet client needs, staff and administrators, librarian must understand communication dialogues, their messages and be able to read all level of meanings. In order to perform a successful function of the librarian, to act as a link-man or communicator and to cope with its ever growing information, it is suggested that the deep understanding of the following linguistical aspect of communication elements is essential. 1. Characteristics of Language: (1) Words have different meanings to different people. (2) Words vary in the degree of abstraction. (3) Language is incomplete by its nature. (4) Language reflects not only the personality of the individual but also the culture of man's society. 2. Noises in transmitting meanings: (1) Mechanical or Technical noises. (2) Semantic Noises (3) Noises caused by the psychological factors a. attention b. perception, sensation, cognition and perceptual field. 3. Linguistic Stratum Languages differ considerably in vocabulary by the physical and cultural environment setting as well as situation of individual living. There are seven different language stratum which reflects different region, sex, age, profession, special social stratum, academic and tabooed words.
정보기술 발달에 따른 기록관의 패러다임이 과거 기록물에 대한 보존 관리에서 이용 중심의 서비스로 전환되고 있다. 이에 본 연구는 기록정보 서비스 이용자의 만족도 제고를 위한 조직적 개선 노력을 위하여, 대학기록관 기록물관리 전문요원을 대상으로 대학기록관 내부마케팅 요소가 직원의 고객지향성에 어떤 영향을 미치는가에 대한 실증연구를 설문을 통해 진행하였다. 선행연구를 토대로, 내부마케팅의 요인으로 권한위임, 내부커뮤니케이션, 경영층지원, 교육훈련을 설정하고, 이에 대한 매개변수는 직무만족, 조직몰입, 종속변수로는 고객지향성을 설정하고 연구 변수 간 가설과 연구모형을 설정하고 통계시스템을 통한 분석을 시도하였다. 연구 결과를 종합하면, 내부마케팅의 요소는 직무만족 및 조직몰입, 고객지향성에 대해 모두 유의한 영향을 미치는 것으로 나타났으며, 대학기록관 직원의 직무만족과 조직몰입, 고객지향성 향상에 있어 내부마케팅 요인 중 경영층지원 요인이 가장 밀접한 관계가 있는 것으로 도출되었다.
이 연구의 목적은 광역자치단체에서 발행하는 정부간행물의 납본과 보존 관리의 필요성을 제기하고, 정부간행물의 납본과 보존 관리의 문제점에 대한 개선안을 제시하는 것이다. 이를 위해서 광역자치단체의 정부간행물 보유 목록을 파악하고, 기록물관리전문요원과 사서에게 인터뷰를 시행한다. 조사하는 동안, 정부간행물의 발행 목록 현황을 파악하는데 어려움이 있었고, 자치단체의 보유 목록과 국가기록원에 납본된 납본 목록이 일치하는 정부 간행물이 적었다. 이에 개선안으로는 정부간행물의 소장목록의 서식을 만들고, 정부간행물의 비공개와 부분공개의 요소를 구성하고, 정부간행물의 등록과 통보를 의무화하고, 기록물관리전문요원과 처리과 담당자의 업무분장에 정부간행물 관리를 명시하며, 정부간행물의 관리 교육을 받도록 권장한다.
