A Model On Voluntary Activity in Library Services for Disabled People in Public Libraries (공공도서관 장애인서비스 자원봉사활동 모형 연구)

  • Recently, as voluntary activity has become more widespread, there have been some voluntary activity movements in the provision of library services for people with disabilities. This study aimed to develop a model on voluntary activity in library services for disabled people in public libraries. Survey data collected through three data collection methods showed that volunteer activities in public library services for the disabled were very poor, and recommended the training of library staff and volunteers serving disabled people, the management of educational programs for librarians about the disabled and the dissemination of standardized manuals. From the results of the survey, a voluntary activity model, based on three factors, the aims of library services, the types of the disabilities, and volunteer services including specific sub areas of services, was developed. Finally, this voluntary activity model will contribute to the theory development of library services for the disabled

  • As of 1988, Japan has 277 institutions that give Library and Information Science education, with most of them providing 19 credit Librarian Education Course prescribed by the Library Law. In this paper, the historical background and the current trends of Japan's Library and Information Science education, including those of these institutions will be studied for various angles. In addition, the curriculum of various types being provided by these institutions, as well as the teaching staff in charge of the education will be analyzed here. Finally, some of the present issues that face Japan's Library and Information Science education system will be pointed out, and its future tasks and prospect will be examined.

Establishing Guidelines for Implementing and Operating Makerspaces in Public Libraries (공공도서관 메이커스페이스 조성 및 운영을 위한 가이드라인 개발)

  • The purpose of this study is to recommend practical guidelines for developing and operating makerspaces in public libraries. Using the results of prior research, this study examines eight public library makerspaces across key elements, including space, size, staff, equipment, programs, and budget. This study finds that public library makerspaces should be built according to the library's size, budget, and purpose, and should also employ sustainable operating strategies. On that basis, this study suggests three models of guidelines for implementing and developing makerspaces in public libraries: the "craft" makerspace at the basic level, the "studio" makerspace at the intermediate level, and the "platform" makerspace at the regional level.

  • The purpose of this study is to provide the development direction and model for the 21 century public library. The 21 century public library should have the accessiblity for everyone and provide the satisfaction for all kind of information needs. For these, public libraries would be organized by the type of users and topics and share the resources with others. Staff should be hired by the certification based upon education, research, and experience. For the models of public libraries, there were divided to three types : metro, midium, and small rural type of libraries.

A Study on the Operating Status of the Public Library Steering Committee (공공도서관 운영위원회 운영현황에 관한 연구)

  • In this study, the current status of the public library steering committee, which is operated in accordance with Article 30 Paragraphs 2 and 3 of the Libraries Act, was examined and understood through a survey, and the direction of the promotion and policy for revitalizing the steering committee was sought moving forward. As a result of the analysis performed, the number of operations is once or twice a year, and the decisions of the steering committee meetings are reported to their supervisors, yet the reporting and disclosure of the meeting minutes are not mandatory in terms of regulations, etc., and while the importance was recognized, it turned out that the operation was carried out formally due to the lack of personnel in charge. The primary factors for revitalizing the operation were investigated as the structure of the committee, the responsibilities and authority of the committee, and the assignment of dedicated staff, etc. While there was a high perception that the enactment of a standard ordinance (proposal) was necessary, the concerns about the inhibition of autonomy were also mentioned, and hence, it is necessary to enact a standard ordinance(proposal) that sufficiently guarantees autonomy. To revitalize the steering committee, it is necessary to find various utilization and operational plans by considering holding regular meetings, supplementing systems and regulations that can reflect meeting decisions, establishing subcommittees, and assigning dedicated staff.

  • Recently there have been an increase in number of new library buildings and its users due to the demand of lifelong learning and cultural experiences of the local community and also the extension to their opening hours. At the same time there have been a growing number of problem users in local libraries. This seems closely associated with an increase in number of unemployment rates and their mental health issue. This causes a great challenge to the local libraries. in particular, to the front-line librarians. If these challenges are not dealt appropriately at all levels within the library organization the overall quality of services is likely to degrade leaving the general users dissatisfied and the staff adversely affected. Therefore in this study we propose a charter of library service and a library code of conduct to meet the aforementioned challenges and enhance the overall quality of library services.

A Study on Organizational Model Design for Organization Diagnosis and Operation Improvement of Public Libraries: The Case of Gimhae Public Library (공공도서관의 조직 진단 및 운영 개선을 위한 조직모델 설계 연구 - 김해시 공공도서관을 중심으로 -)

  • The purpose of this study is to design an organizational model to improve the operation of the Gimhae Municipal Library through diagnosis and analysis of its organization. For this purpose, a new organizational model for the Library was designed while reconstruction of the human resource of each unit library was proposed according to the reorganization through research methods such as literature research, case study, FGI survey, etc. The organizational model was eventually designed with three alternatives: an organization for integration of related tasks, one for enhancement of policy function and finally one for improvement of administrative efficiency. We have found that it is the most empirical to measure required number of personnel by 'comparison of benchmarked local governments' method as a result of calculating the required number of staffs of the Library based on macro and micro approach; thus the appropriate number of staff of each unit library was worked out.

  • After 1970s, because of an increasing peoples for higher education and graduate school-oriented education system, quantities of thesis were produced for short term and they began to be an important part of gift materials in university libraries. As an unpublished documents, thesis is narrow in subject, deep in content, irregular is page, incomplete in binding and produce limited-edition during short time simultaneously at most institutions. So most libraries are in difficulties for acquisition processing and circulation. Because of an increasing number of thesis will be produce and cutback of budget, shortage of staff, library service for user will be difficult and rational and efficient management is absolutely essential to library. In form and content, thesis is in distinction with other library materials, they must be handler as an independent item and library will seek an a n.0, ppropriate processing and using method of them. Analysis and synthesis of this study are summarized as follows. 1. In acquisition of thesis, it is desirable that they has an independent accession book with a simplified processing procedure and the binding of them is desirable together with subject field(major or department) by institutions. 2. In classification and cataloging of thesis, it is rational that library use the same classification scheme as other materials and expand in details. Simplified catalog will be reduce the time and/or personnel problem than using the traditional KCR or AACR. 3. As an retrieval tool, author, title, shelf and subject catalog must be prepared in thesis room. Index of thesis will be available for retrieval with the trend of union list and Korean periodicals index (National Assembly Library, Republic of Korea) must include the thesis. 4. Because of the nature and characteristics of thesis, library has to equip an independent room and open stack for the a n.0, ppropriate retrieval and frequent use. Qualified librarian must serve for the efficient circulation service.

  • The purpose of standards and guidelines of library service for people with disability is to provide libraries, governments and other stakeholders with a framework for developing library services for people with disability. This Paper is to Identify the constituents of standards and guidelines of library service for people with disability. These constituents are developed by analysis and investigation of foreign standards and are based on many people's advice such as members of the advisory committee. Extracted constituents of standards and guidelines of library service for people with disability are as follows: physical accessibility to library building and facilities, construction of alternative formats, access to services and programs. assistance engineering devices, web accessibility and universal design, training and staff development, cooperation and networking etc. Finally, we clarified main contents of each element to be included in standard.

International Trends in Public Library Performance Evaluation (해외 공공도서관의 성과평가 동향과 사례 연구)

  • The purpose of this study is to examine international trends in performance evaluation of public libraries. We examined major theoretical models for performance evaluation and its measurement guidelines and tools in the literature. We also conducted case studies to investigate actual practices in major regional public library systems in the United States. In-depth interviews with library staff were conducted in three large U.S. public library systems along with analyses of both internal and public documents. The results of the study inform that the most noticeable trend of performance evaluation was to assess the impact of public library in the lives of citizens and the society. Guidelines and methods to measure intangible impact were developed in both international and national levels. These efforts were also found at the local library levels. While the outcome and impact measures were found to be direct reflections of strategic goals of the library systems, actual impact measures have yet to be refined in actual library practices.
