In this study, in order to confirm the relationship between technical innovation competence and corporate performance, the effect of technical innovation competence of small and medium-sized manufacturing companies on corporate performance was identified, and entrepreneurship, which plays a role as a driving force in triggering technical innovation competence, was analyzed to determine whether there is a mediating effect between them. To conduct the research, first, the research model was established by examining previous studies on technical innovation competence, entrepreneurship, and corporate performance. Second, an on-line and offline survey was conducted for employees in companies after constructing a questionnaire that can verify the hypothesis suitable for the research model. Third, the hypothesis was verified by performing validity and reliability analysis, correlation analysis, and regression analysis using a statistical program. Results of this study, first, it was found that R&D competence and technology innovation system, which are elements of technical innovation competence, had a significant effect on financial performance, and technology innovation system and technology accumulation capacity, had a significant effect on non-financial performance. Second, it was analyzed that entrepreneurship has a mediating effect in both R&D capability, technological innovation system and technology accumulation capability, which are elements of technical innovation capability, and financial and non-financial performance, elements of corporate performance.

This study examines the relationships between R&D investment and Market value of Firms using data of small and medium enterprises (SMEs) in the manufacturing sector of Korea. In particular, this paper investigates the role of technology innovation system in the impact of R&D investment on firm's Market value of Firms. Findings from the previous studies on the relationship between R&D investment and Market value of Firms are positive relationship. Main of the previous studies demonstrated a positive impact of R&D investment on Market value of Firms. On the other hand, some recent studies showed this is not the case. Those studies persisted that the technological innovation system for managing and efficiently utilizing R&D investment and capability has to be built in order for R&D investment to give rise to increases in Market value of Firms. According to the Oslo manual by OECD, it is assumed that a technology innovation system can becharacterized as three factors :capability for technological innovation, capability for technology commercialization, capability for technological innovation management. This study divides sample firms into two groups using the "Inno-Biz" certificate system of the Korean Small and Medium Business Administration (SMBA): Inno-Biz firms Vs. Not Inno-Biz firms. The system selects innovative SMEs denoted as "Inno-Biz" using the above factors as criteria. The results revealed that the technology innovation system has the moderating effect to R&D investment on Market value of Firms.

One of primary assumptions on DEA is that all DMUs for evaluation should be homogeneous. In comparative analysis among DMUs with relative efficiency measurement, it should be evaluated under identical conditions by ruling out external environmental influences. In this study, a measurement of innovation efficiency using the three-stage approach is performed. The approach employs DEA to measure relative efficiency and Tobit regressions to control external variables affecting innovation activity. The approach applied to firms in Korean Innovation Survey: Service Sector 2003 and 2006. Final efficiency scores of the approach represent net efficiency of the innovation. This study found that there is a increasing on technical efficiency of third stage, and it has difference with first stage significantly. Besides, a decrease on standard deviation of third stage is found. It means DMUs biased lower due to unfavorable condition and ones biased higher due to favorable condition are fallen into an identical operating environment through the approach. A measurement of net efficiency, excluding external effects, ensures the homogeneity of DMUs so that improves the reliability in terms of its analysis results. This study is expected to provide a direction and to be a valuable reference to further evaluation of innovation performance in Korean service sector.

Korea has many industrial Complexes all over the country. But most of them are composed of industries having low technology, low knowledge. So Korean industry are not able to innovation in technology. Especially, Korean Industries are not clustered in similar industry and they are not connected with research institute. Canada has los of clustered complexes in her country being able to innovation. So for the development of Korean industry, all the industrial park have to be quickly changed to the innovation clusters.

지난 2004년 이후로 정부는 지역의 내생적 자립과 발전을 위한 핵심역량과 성장동력을 창출하기 위해 지역혁신체계를 구축하기 위한 정책을 추진하였고 추진주체로서 산학연 전문가를 중심으로 구성된 지역혁신협의회를 만들었다. 당시 강원도의 지역혁신협의회 조직은 운영위원회와 사무국을 중심으로 기획조정분과, 전략산업분과, 문화관광산업분과, 지연산업분과, 지역인적자원개발분과 등으로 구성되어 지역혁신정책을 수립, 검토, 심의, 평가, 확정하는 업무를 담당하는 등 의욕적으로 추진되었다. 하지만, 기존 정부조직과의 역할차별화 문제, 균형발전위원회의 예산확보문제, 전략적 조직체계 문제, 의사결정구조 문제등으로 애초에 기획했던 지역혁신협의회의 기능과 역할과는 달리 미래지향적 전략설정과 혁신적 지역산업정책의 추진은 어렵게 되고 지역에서 기존에 추진하고 있던 산업과 연구자원에 근거하여 전략산업이 선정되고 예산배분이 결정되었다. 성공적이지 못한 결과에도 불구하고 오늘날과 같은 혁신사회에서는 지역의 혁신정책을 결정하고 심의, 조정할 수 있는 지역혁신협의회와 같은 조직의 역할과 필요성이 점점 중요해지고 있는 추세이다. 아마 차기정부에서도 비슷한 역할을 담당할 혁신과 창업의 추진체가 앞으로도 계속 출현할 것으로 예상한다. 본 논문의 목적은 지역혁신협의회의 조직구조를 분석하고 기존 조직의 전략과 조직구조에 대한 문제점을 도출하고 이에 대한 해결책을 제시함으로써 바람직한 혁신추진체의 역할과 모습을 재정립하는 것이다. 본 논문에서는 저자가 속한 강원도 지역혁신협의회의 조직구조와 분과의 역할을 체계적으로 분석하고 문제점을 식별, 논의하고 바람직한 추진체가 갖추어야 할 사항과 시사점을 제시하고자 하였다.

본 연구는 국내 제약 산업을 대상으로 실패경험이 기업의 혁신활동에 미치는 영향을 연구개발, 지식탐색 측면에서 탐구하였다. 기존 연구들은 실패의 원인을 규명하거나, 감소요건에 대한 고찰위주로 연구하였으나, 실패가 기업의 혁신활동에 미치는 영향을 분석한 연구는 드물다. 본 연구는 국내 제약 산업을 대상으로 10년간의 연구기간을 설정하여 실패가 혁신활동에 미치는 영향과 이러한 혁신활동이 급진적 혁신에 미치는 영향을 종단 분석하였다. 연구결과를 요약하자면 다음과 같다. 첫째, 기업의 실패경험은 탐험적 혁신활동을 촉진시키며, 이는 재무적 여유자본의 크기에 따라 차이를 보이는 것으로 나타났다. 둘째, 기업의 실패경험은 지식탐색 측면에서 유의하지 않은 것으로 나타났다. 셋째, 기업의 탐험적 혁신활동과 지식탐색범위의 상호작용은 급진적 혁신성과와 정(+)의 관계를 가지는 것으로 나타났다. 본 연구는 실패를 부정적 견해로 바라보던 기존의 연구와는 다르게 학습과 혁신에 긍정적인 영향을 검증하여 경험적 증거를 제시하였다는 점에서 의미가 있으며, 이러한 연구결과를 기반으로 향후 연구의 발전방향을 제시하였다.

와해성 혁신은 기존의 기술을 진부화시키는 새로운 기술에 의한 혁신을 말한다. 필름 카메라와 디지털 카메라, PC 와 노트북과 같은 와해성 혁신의 사례와 같이 제조업에 있어서도 CAE 기술이 와해성 혁신을 야기할 수 있는 와해성 기술이라고 볼 수 있다. 관련 기술의 발전과 더불어 급격하게 발전하고 있는 CAE 기술은 제조업에 있어서 설계와 검증과 관련된 프로세스를 혁신을 가져오고 있다. 이러한 혁신은 관련 시장의 판도를 변화시킬 수 있으며 관련 분야의 연구자와 기업, CAE 종사자들은 이와 관련된 다양하고 구체적인 노력을 기울여야 한다. 특히 기술의 발전뿐만 아니라 CAE 를 활용할 수 있는 인력의 양성에 대한 노력도 소홀히 해서는 안된다.

Biotechnology has strategic importance related to the development of start-up companies, industries and nations in the near future. Therefore, many countries have promoted and developed biotechnology. The United States has led the world in promoting biotechnology. American biotechnology policies are diverse, and thus no comprehensive systematic studies have been done on it. In our paper, we will discuss American biotechnology policy in detail. For effective analysis, we will rely on the concept of a national innovation system, which emphasizes the institutional settings of innovation actors and their interaction. This paper deals with the American national innovation system for biotechnology. We will analyze the role of major actors, academia, public research institutes, and venture companies and their interactions. The American biotechnological innovation system is composed of diverse actors and numerous start-up companies in the biotechnology industry. In addition, there are many diverse policy programs for promoting biotechnology. Because of country-specific frame conditions, every country has different institutional settings and policies for promoting biotechnology. Our paper will render meaningful implications for various countries. We also think that this paper will be of interest for international readers.

최근 지식환경의 변화에 따라 R&D 투자성과를 극대화하기 위한 기술개발 전략의 새로운 패러다임으로 개방형 기술혁신(Open Innovation)이 확산되고 있다. 국내에도 기술개발 비용의 증가, 제품수명의 단축 등으로 R&D 투자 효율성을 극대화하기 위한 기술개발 전략으로 개방형 기술혁신(Open Innovation)에 대한 관심이 고조되고 있지만 활용 실태 등에 대한 조사 발표는 미미한 실정이다. 본 사례연구는 기술 경영 관점에서 개방형 기술혁신이 신제품 개발에 적용되는 일련의 과정을 통하여 기업들이 개방형 기술혁신을 중요한 기술개발 전략의 일환으로 새롭게 실행하거나 강화하려고 할 때 어떤 점들을 고려하고 점검하고 준비해야 하는지에 대한 경영 실무적 측면에서 시사점을 제공해 준다고 할 것이다.
