In the late 1970s, the National Fisheries Research & Development Institute (NFRDI) started cetacean research to submit the Korean whale catch record to the International Whaling Commission. This continued until the moratorium on commercial whaling in 1986. The NFRDI resumed cetacean research with a pilot whale sighting survey in 1999. Subsequently, the NFRDI has conducted 53 cetacean sighting surveys within the Korean exclusive economic zone between 2000 and 2010. The surveys took a total of 760 days and cruising for 23,866 nautical miles. The finless porpoise Neophocaena asiaeorientalis was sighted most frequently (735 times), followed by the minke whale Balaenoptera acutorostrata (396 times), the long-beaked common dolphin Delphinus capensis (102 times), and the Pacific white-sided dolphin Lagenorhynchus obliquidens (27 times). Minke whales were distributed in the Yellow Sea and coastal area of the East Sea from spring to fall. Pacific white-sided dolphin sightings were restricted to the middle and upper coastal areas of the East Sea in summer. Common dolphins were sighted from east of the southern coast to the eastern coast of the Korean Peninsula from spring to fall. Finless porpoise occurred in all Korean coastal areas, except the middle and upper eastern coast.
This study used the commercial fishing data of Korean high sea bottom longline vessels in the South West Atlantic Ocean from 2013 to 2019 to identify the distribution of fishing grounds of Korean longline vessels. We estimated the CPUE of the Patagonian toothfish Dissostichus eleginoides and the changes in its stock status. The fishing grounds of Korean longline vessels were observed to concentrate on the exclusive economic zone (EEZ) boundary between Argentina, Uruguay, and Falkland owing to the high seas of 41-55 °S in the south and 49-60 °W in the west. A high intensity of fishing was seen in the middle area, which was horizontal from the 3.1 subarea. In all the three subareas, CPUEs have had the tendency to decline since 2013. Although the CPUEs in the 3.2.1-2 subareas were the highest in each subarea, there was no significant difference in each subarea (P>0.05). It is believed that the establishment of a regional fisheries organization or the strengthening of the management of FAO is necessary for the management of Southwest Atlantic fisheries and sustainable fishing, because the portion and scope of Korean longline vessels are very low in the Southwest Atlantic; however, the CPUE is estimated to have declined.

The countries are trying to expand the sea limit such as the territorial sea, fishing zone or the exclusive economic zone as far as the Law of the Sea permit to do for the benefit of their national interest. Especially, they are eager to claim the base point where it locates far from the coastline even if it is uninhabited island or reef under the sea. The baseline has been claimed to maximize the territorial sea. Another way to expand the sea limit is to lower the vertical datum to change the land limit. China claimed Dongdo which is located about 79 miles far from the coast as the base point. Japan also claimed many uninhabited island or the reef which is located very far from the coast such as Okino Dorishima. As Korea is the party who negotiate the maritime limit with Japan and China, we should be keen and sensitive on the issues claimed by neighboring countries in terms of base point and the baseline. This paper is to review the characteristics of the base points or baselines of neighboring countries and to suggest the views how to maintain and to relocate our base points. As western coast of Korean peninsula is one of the largest tide fluctuation zone in the world, with long tidal record to prove the vertical datum adjustment, Korea can find the way to lower the vertical datum especially in Yellow Sea. So, major and critical tidal station has to be set up along the western coast to verify tide fluctuation record which can be met with international standard.

The illegal fishery act committed Chinese fishing vessels have not been stopped and Korea Coast Guard(KCG) has been injured or killed by chinese fishing forces, even though the Korean Government has been trying to control the illegal fishery and repeated violent act committed by Chinese fishing vessels in our Exclusive Economic Zone. Moreover, some problems in relation to the control process of KCG to suppress the illegal foreign fishing vessels has been exposed in spite of extensive efforts of Korean Government. Improper law enforcement of KCG in relation to foreign fishing vessels would cause international dispute between related states, although the control process to the illegal fishing vessels at sea is in a way of due law enforcement process forming a State's power. To this end, this paper examines the problems raised during the control process which is including the visit and inspection of illegal Chinese fishing vessels and law enforcement process exercised by KCG and presents practical solutions through analyzing the related materials, professional's opinion and recent cases.
This study aims to face common threats from the depletion of fish resources, the decline of production and employment as well as the increase of life risk in East Sea Rim countries, North Korea, South Korea, Japan and Russia due to the Chinese fishing fleets entering East Sea. The recent competition in fishing among fishing vessels and fleets of national origin operating in the East Sea has induced a significant change in the ecological landscape of the fishing fleets cluster while having influenced production and employment in the fishing industries of South Korea and Japan as well as life threat on the fishermen in North Korea. It seems that the population organizational ecological theory can be applied to this change. It can be seen as the isomorphism of the selection process over the exclusive economic zone (EEZ) to avoid the environment in which these North Korean fishing vessels are pushed against the Chinese fleet in the North Korean part of the East Sea. To resolve the fishery disputes or conflict in the common waters in East Sea, first of all, Chinese fishing fleets will be required to put international pressure so as to solve the unfairness of the illegal fishing and overfishing by the International Fishery Organization or the UN violations of the sanctions against North Korea selling fishing rights to China. Although it is not easy for South Korea to cooperate with North Korea in the short term, South Korea will be able to support the fishery infrastructure in North Korea in the mid- to the long-term to prevent the loss of innocent lives for their fishermen and to raise their incomes.

R/V EARDO, commissioned in 1992, has successfully carried out ocean research campaigns in Korean jurisdictional and adjacent waters, including continental margins and coastal zones within the Korean Exclusive Economic Zone (EEZ), for 29 years. However, it will soon be reaching the end of its useful service life. A replacement for R/V EARDO is urgently needed to ensure the safety of vessel itself and its crews, and efficient ship operation and maintenance, as well as to meet modern scientific mission requirements (SMRs). Basic specifications for a replacement ship have been devised and reviewed over the past nine months. A test of the proposed hull form was also performed. The total tonnage of the proposed vessel is approximately 740 tons, and the overall length and width are 62.0 and 11.6 m, respectively. The new ship will thus be 73% larger than the current R/V EARDO; in particular, the research workspace will be 4.4 times larger. The major design priorities are the propulsion system, efficiency of radiated noise and vibration control, and the dynamic positioning system. An environmentally friendly emission system, meeting International Maritime Organization (IMO) Tier III regulations, will be installed in the third exhaust pipe. Various wet and dry lab spaces as well as 32 different scientific instruments have also been considered in the ship design.
This research examined the transformations of the fisheries relations between Japan and Russia since the establishment of the Exclusive Economic Zone (EEZ) system. The author reviewed the transformations with investigation on mutual fishing access to EEZ including salmon & trout catches. The Japan-Russia fisheries relations have evolved through multiple developmental stages, which include mutual fishing access to EEZ, the reductions of a fishing quota to balance catches of the nations, provision of financial and technical support, and a payment system of EEZ fishing access fee. The Japanese salmon industry also has done similar practices, continuing to catch salmon and trout in the Russian EEZ. Additionally, Japan and Russia have attempted to develop joint fisheries projects and to assure fishing operation safety around Kuril Islands. The case of Japan-Russia mutual fishing access shows that a country that has authority over crucial fisheries resources tends to establish specific conditions of mutual fishing access so that it maximizes its national interest. Thus, this case gives us implication what could be future directions of Korea-China-Japan multinational fishing access. The principle of same number of fishing vessels and quantities of catches has worked in existing mutual fishing access to EEZ among Korea, China, and Japan. However, it is expected that a nation that is endowed with abundant fisheries resources would limit counterpart's fishing access to its EEZ. Therefore, Korean fisheries administration should prepare for all possible situations like a dramatic cut in fishing quota and the termination of fishing access. International fisheries cooperation and payment of fishing access could be viable options for such a situation.
The pollution in the coastal sea is being aggravated because of frequent happening of red tide and oil leakage from tankers. The Exclusive Economic Zone is being drawn in the seas surrounding Korean Peninsula. Therefore, the fisheries in Korea is under a great change in their production base. On the other hand, the fisheries have been considered as a part of agriculture in policy making and financial support. The thesis compares agriculture with fisheries in the fund demands and financial supports. It tries to find a way in the efficient allocation of fund for the two industries. The fund demand of a typical fishing household is greater than that of a typical farm household. The fund used by a fishery household is more dependent on debt than that of a farm household. Therefore, the internal financing ability of a fishery household is weaker than that of a farm household. The repaying ability of a fishery household is weaker than that of a farm household because a fishery household's income is less than a farm household's. When we analyze the uses of fund, the fishing industry has some disadvantage in fund uses. The financial support for the fisheries' structural change is weaker than that for agriculture. The fishing industry has some disadvantage in the investment and subsidy rates. Also, the loan period for fisheries is shorter on average than that for agriculture. When we analyze the sources of the fund, the fisheries' banking sources are greater than the government's sources, which is relatively stable. Therefore, the fisheries will be more heavily affected by the liberalization of banking industry and system than the agriculture will. The government needs to change the shortcomings in the sources and uses of fund. First, it needs to use the fund, considering the characteristics of the industry and producers' financing ability. Second, it needs to adjust the sources of fund to the liberalization of financial system.

This paper describes a automatic video surveillance system(AVSS) with long range and 360$^{\circ}$ coverage that is automatically rotated in an elevation over azimuth mode in response to the TTM(tracked target message) signal of vessels tracked by ARPA(automatic radar plotting aids) radar. This AVSS that is a video security and tracking system supported by ARPA radar, CCTV(closed-circuit television) camera system and other sensors to automatically identify and track, detect the potential dangerous situations such as collision accidents at sea and berthing/deberthing accidents in harbor, can be used in monitoring the illegal fishing vessels in inshore and offshore fishing ground, and in more improving the security and safety of domestic fishing vessels in EEZ(exclusive economic zone) area. The movement of the target vessel chosen by the ARPA radar operator in the AVSS can be automatically tracked by a CCTV camera system interfaced to the ECDIS(electronic chart display and information system) with the special functions such as graphic presentation of CCTV image, camera position, camera azimuth and angle of view on the ENC, automatic and manual controls of pan and tilt angles for CCTV system, and the capability that can replay and record continuously all information of a selected target. The test results showed that the AVSS developed experimentally in this study can be used as an extra navigation aid for the operator on the bridge under the confusing traffic situations, to improve the detection efficiency of small targets in sea clutter, to enhance greatly an operator s ability to identify visually vessels tracked by ARPA radar and to provide a recorded history for reference or evidentiary purposes in EEZ area.

The Yellow Sea and the East China Sea are the most important fishing grounds for the fishing industry of Korea, China and Japan which are major coastal states of these Seas. But the fishery resources in these fishing grounds are almost exhausted and also the sea region is seriously polluted. Accordingly an international joint countermeasure is necessary to recover the fishery resources and to keep the fishery a continuous industry. The authors inspected the existing fishery policies and international fishery relationship of the three coastal states, and suggested rational conservation and management regime of the fishery resources in these sea regions. 1. At present the legal status of the sea region beyond territorial sea is the high sea, for that reason the international cooperation is urgently needed to establish common regime for conservation and management of the fishery resources. 2. A series of scientific research on ecological system of fishery resources must be carried out in the sea region first of all for that purpose. 3. The existing Korea-Japanese Fishery Agreement and Sino-Japanese Fishery Agreement should be reformed to coincide with the new legal order of the UNLOS Convention, and the Sino-Korean Fishery Agreement should be concluded newly on the identical line. 4. As a conclusion, a joint conservation and management regime through a regional fishery organization or a individual conservation and management regime through the promulgation of exclusive economic zone by each state can be suggested to resolve the fishery resources conservation problem in the Yellow Sea and the East China Sea.
