A Study on the Qualitative Evaluation for the Program of Clinical Social Welfare Setting : Focused on Utilizing of Phenomenological Self-Evaluation Method (사회복지조직에서의 프로그램 질적 평가 연구 : 현상학적 자기평가의 활용을 중심으로)

  • The purpose of this study is to apply to the phenomenological self-evaluation method in the social welfare agency. It means that the phenomenological self-evaluation method accepts "the reality" which occurs in the social welfare setting, and functions for the social worker to play dual role of practitioner-evaluator. This paper examines two dimensions of social work evaluation theory and practice. Firstly, this study is to investigate a trend of evaluation in social work setting, and seeks theoretical aspect of phenomenological self-evaluation method, with emphasis on the strength and limit of the positivism evaluation methods. Although qualitative evaluation was suggested to make an alternative to the positivism by qualitative researchers, they did not suggest the specific methods and roles of the practitioner-evaluator. In this study, two directions of the phenomenological self-evaluation method are suggested to overcome the limitations. which are "environment-relation self-evaluation" and "program-oriented self-evaluation". Secondly, the result of phenomenological self-evaluation studies for the social welfare community center program and organization in kangnam district from June, 1994 (Program-oriented self-evaluation) to march, 2000 (Environment-relation self-evaluation) are presented. the phenomenological self-evaluation study showed the expected outcome such as; reflective self-training, making a practice knowledge, enhancing service quality, and reinforcing the identity of social welfare profession.

A Study on the Type of and Barriers to Social Network Interventions : Cases of the Social Workers in the Domiciliary Service Centers (사회적 관계망 개입의 유형과 장애요인 연구 : 지역사회복지관 재가복지센터를 중심으로)

  • This study attempted to identify the type of social network interventions and barriers to implement them. Few empirical studies have been conducted concerning social network interventions as professional activities. Although social support and social network interventions have been noted as important practice concepts, the existing studies ten us little about how social workers perceive and experience social network interventions. This study used seven types of social network interventions identified in the previous studies. And based on "obstacles to social network interventions scale" developed by Biegel, Tracy & Song (1995), a twenty-two item scale was developed by the authors. The results from this study show that social workers little implement social network interventions such as community empowerment, family caregiver enhancement, and support group, and that they perceive organization characteristics and profession-oriented culture as important obstacles to implement social network interventions. The findings from this study suggest various strategies to address these barriers.

The Impact of national fiscal decentralization on welfare fiscal expenditure (국가의 재정분권이 복지재정에 미치는 영향 : OECD 19개 국가를 중심으로)

  • This paper investigates the effects of fiscal decentralization on public welfare finance, focusing that welfare status experienced a post-industrial society has proposed decentralization as a response. The decentralization includes local government responsibilities and expanded roles under the background of fiscal distress of center governments and new social risks. For the analysis, the first theory is established to find out the effect of fiscal decentralization on social expenditure. Also, the second theory is set up for the relationship between the level of fiscal decentralization and composition of social expenditure. Findings indicate that the level of social expenditure of state would decrease as the level of fiscal decentralization increases. Also, the more the level of fiscal decentralization increases, the more the in-kind benefits among total welfare expenditure increase.

Factors on the Social Welfare Expenditures of the Local Governments (지방정부의 정부 간 관계가 기초지방정부의 사회복지비지출에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the effect of the intergovernment relationship on the local government's social welfare expenditure. The data of 230 local governments from 2003 to 2008 were analyzed with the PCSE(Panel Corrected Standard Errors) Model of Beck and Kats. The results were as follow. First, financial transfer from the higher governments increase the social welfare expenditure of the local governments. Second, the party structure, that is the political relationships among local, regional, and central governments, affect the social welfare expenditure of the local governments. Third, the local governments compete each other to expand the social welfare expenditure in Korea. These results suggest that the relationship of local governments with the higher ones as well as the community factors is important in Korea, where the centralization is still strong in the local autonomy system, to understand the development of social welfare.

The influence of Organizational Climates on Social Workers' professionalism in Social Welfare Centers (사회복지관 조직풍토 인식이 사회복지사의 전문성에 미치는 영향)

  • This study is on the influence of organizational climates on social workers' professionalism in Social Welfare Centers, based on measurements of the recognition levels provided by the organizational climates. I collected 570 samples from social workers who are presently working at social welfare centers, and analyzed the data using T-test, ANOVA and Hierarchical Regression Analysis. The results of this Study are: I researched the effect of organizational climates on the professional capability and ethical responsibility of social workers in the Social Welfare Centers. First, from theoretical considerations, I controlled for the general variables which affected the observed professional capability and ethical responsibility of social workers (Level 1). And then, I examined the explanatory results to see the effect of the organizational factors (Level 2). Through Hierarchical Regression Analysis, the level one analysis showed the effect of the general factors on professional capability (4.4 %) and ethical responsibility (3.3%). The level two analyses showed the added effect of the organizational factors on professional capability (21.4 %) and ethical responsibility (21.1%). By adding the organizational factors, the R2 of professional capability increases 17% and that of ethical responsibility increases to 17.8%. These results are statistically significant. The level two organizational factors significantly affecting professional capability were Autonomy, Supervision, Task Assignment, position and work place. Ethical responsibility was affected significantly by level two organizational subcategory factors of Autonomy, Supervision, Task Assignment, gender and education level and work place. Incentive didn't have any effect on the professional capability or ethical responsibility.

The Effect of Social Welfare Official's Perceived Professionalism on Job Attitude

  • The purpose of this study was to suggest the effective methods for human resource management of social welfare officials through empirical analysis on the relationship between professionalism and job attitude. This study came from the academic background that there have been few previous studies about social welfare officials' professionalism so far. To achieve this purpose, it empirically analyzed professionalism and job attitude through survey to social welfare officials. And as a result, it showed that the elements of professionalism have a significant effect on the variables of job attitude, such as job satisfaction, organizational commitment, and job commitment. Based on this result, it suggested theoretical and political implication that can improve the level of professionalism and job attitude of social welfare officials.

  • This paper addresses to the emerging issues for regional/global welfare issues, with special focus on the potentials and influences of the transnational advocacy activism for human and welfare rights. Part One of the paper outlines the emergence of transnational (cyber-)activism for global welfare. It is followed by a discussion of the incompatibility between economic globalization and regional/local deprivation, as well as the potentials for welfare promotion and empowerment. Part Four critically examines the contours and complexity of informational society. The last two parts delineate, respectively, the barriers against and prospects of global welfare activism.

A Comparative Study on Productive Welfare in the Three Worlds of Welfare Capitalism (세 가지 복지자본주의에서의 생산적 복지, 그 성적표 : 복지국가의 경제적 효과와 평등달성의 차이에 관한 체제론적 비교연구)

  • In general, every welfare state is to be productive. If not, the welfare state itself cannot be sustainable because resource for the development of welfare only comes from a sound level of economic development However, how to mix welfare and production differs from country to country. This article tackles this phenomenon as a starting point. Granted, contemporary studies of comparative welfare state often starts from the theory of welfare regime which has been suggested by Esping-Andersen. This article also regards the framework as an analytic tool to elaborate upon the concept of productive welfare and to categorize different types of conception of productive welfare. In liberal regime, the concept is so narrowly interpreted that they emphasize micro-efficiency of specific welfare programs. On the contrary, the other two regime types recognize the concept of productive welfare as relatively wide. Therefore, conservative and social democratic regimes underscore macro-efficiency of the welfare state as a whole. Empirical analyses of this article explores each regime's success and failure in terms of achieving fundamental goals of the welfare state, i.e. economic development and enhancement of equality. A series of evidence show that liberal regime fails in achieving both goals, while the other two regimes seem to be relatively successful. In conclusion, it may be pointed out that current tendency of neo-liberalism and anti-welfarism in Korea should be overcome, which must be the prime task of social welfare academia of this country.

A Study on the Residential Institution for the Disabled in Korea based on Welfare Rights - between Self-Reliance and Caring - (복지권 관점에서 본 한국 장애인 거주시설의 개선방안 -자립과 돌봄 사이-)

  • The purpose of this study is to examine the residential institutions for the disabled in Korea on the base of welfare rights, and to propose some actual ways for improvement. For this, we analyzed the attributes of the residential institutions for the disabled in Korea. The results shows that the residential institutions for the disabled in Korea are characterized by massiveness, isolation, inequality in power, and no choice. For improvement we suggested that the residential institutions for the disabled should be run by the principles of supplement, normalization, inter-reliance, and individualization. In order to achieve these goals, the government has to invest the needs for de-institutionalization of the users, run the institutions on the smaller scale and replace them in communities, and systemize the person-centered support and service provision processes. In addition to them, the managers of the institutions should try to socialize the institutions, and to increase the participation of the users in management.

A study of social welfare officials' recognition about improving 'National Basic Livelihood Security Program' (국민기초생활보장제도 개선에 대한 사회복지전담공무원의 인식 연구)

  • This research has analyzed the options of improving 'National Basic Livelihood Security Program' and factors influencing on them, focusing on the 345 social welfare officials' recognition and assessment of the program. As a result of the analysis, some difference has been identified in the assessment of respective options in accordance with how social welfare officials recognize and assess the program and its recipients. The assessments as to the options of improving restrictions on the able-bodied poors, implementation of the individual benefit method, and so forth were shown differently according to the age; years of service; amount of work; rationality of the criteria for selecting recipients; levels of payment by the 'National Basic Livelihood Security Program'; possibility of the recipients' exit from poverty; achievements of the self-supporting program; and evaluation of the program improvement efforts of the government. Based on this result of analysis, key tasks and improvement options for the 'National Basic Livelihood Security Program' have been explored on the occasion of the 10th anniversary of the program.
