This article aims to critically review recent U. S. RMA-centered theories of warfare having prevailed after the 1991-92 Gulf War upon which the current ROKA military transformation project, the Vision 2020, largely based. In order to evaluate validity as a universal warfighing theory of NCW (Network Centric Warfare) and EBO (Effects-Based Operations), this article reviews the intrinsic strength and weakness of the theories as well as results of several recent wars that the U. S. Army conducted based on doctrines derived form such theories, In addition, this article examines the impact of certain military technology or weapon system in some well-known historical wars to draw lessons regarding the relationship between technology(weapon system) and military victory. Historical examples has shown that victories in war were not achieved by new technologies alone in most cases. Rather military victories tended to owe to combination of new technology, original doctrine and well conceived organization. Although the U. S. Armed Forces showed brilliant records of operational successes anchored on the system of PGMs and NCW concepts in Iraq (1991-92; 2003) and Afghanistan (2001-02), it must be pointed out that the operational successes did not bring about political ones in cases of Iraq and Afghanistan. It reminds us of perils of too technologically tilted approach to the conduct of war. In sum, one ought to recognize that superior technology nowadays became a necessary condition of success but is not yet a sufficient condition, the ROKA needs to be abreast with development trends of military technologies and related theoretical concepts, it need not too be in a hurry in adopting cutting edged war-making technologies at the expense of large amount of budget. The essay recommends for the ROKA several basic requirements for coping with conduct of future wars as well as establishing a 'Korean style military thought'; (1) Recognition of importance of technology in conduct of war; (2) Imposition of officer self-study hours in working days; (3) Establishing a lifestyle of military professionalism in the Korean officer corps; (4) Setting up small or large groups of think-tanks that are specialized in army doctrinal formulation.
We compared the texts of the two types of military books, 『Mubiji』 and 『Yungsalyujeom (戎事類占)』. In this research, it is proved that Lee-Jema transcribed a segment on martial mantic in 『Mubiji (武備志)』 which is a book on military studies and named it 「Jipungjo (知風兆)」 since he had practical interest in military affairs. Lee-Jema had been serving as a military officer when his peculiar thought was beginning to unfold and maintained his interest in military affairs until his latter years. It is necessary to take a military studies based approach to comprehend Lee-Jema's thought since military affairs had great influence on his life.
The modern political scientist Liang, qi-chao (1873-1929), who insisted on the richness of China, was a major axis of Korean intellectuals in the nineteenth century. His patriotism for Chinese reconstruction oppressed by Western powers has greatly influenced Korea 's will to build a modern nation. There was military power and physical education at the center of Liang, qi-chao thought. He emphasized military strength through military strength with a strong stamina, so he mentioned the necessity of military and physical education. Based on the idea of this kind of Liang, qi-chao, the korean intellectuals believed that the Korean people should be born healthy through physical education. The initial introduction of physical education in Korea was integrated with the Military Sports. Purpose: This study was done to describe the return to work experience of military officers with cancer. Methods: Individual in-depth interviews with 15 participants were conducted between September 2013 and April 2014. Participants were interviewed 1~4 times; interviews continued until the data became saturated. Data were analyzed using Strauss and Corbin's grounded theory. Results: The core category emerged as "living a new life after enduring difficulties". The return to work process consisted of four sequential phases: chaos, positive thought formation, behavior practices, and reformation. Action/interaction strategies used by military officers with cancer to resolve enduring difficulties were controlling emotions, accepting reality, prioritizing health, making efforts to improve relationships, and looking for future jobs. Conclusion: These results will promote understanding of military officers' return to work experience following cancer survival, and will be helpful in developing more effective nursing interventions through enhanced perspectives and insights of practitioners.
Objectives : The purpose of this study was to perform researches and analysis on the use of dental institutions, oral health behavior, the actual conditions of oral health care, and the oral health knowledge according to the rank of soldiers and officers and then to provide the basic data for the contents development of an oral health education to the military. Methods : The subjects in this study were 380 soldiers serving in Gyeonggi, Gangwon and Chungchong provinces. Results : In terms of the use of dental institutions, the soldiers visit the dental clinics most(56.5%), and the officers visit the military dental clinics most(52.7%)(p<0.05). In the oral health behavior, the most of the soldiers(46.7%) and the officers(58.1%) answer that they thought to be in good oral health. Regarding the actual conditions of oral health care, it is investigated that the most of the soldiers brush their teeth twice a day(46.7%) and the officers three times a day(58.1%). With the oral health knowledge, the officers get a point of $2.89{\pm}1.36$, which is higher than the soldiers'($2.47{\pm}1.27$), and the person who have an experience to take an oral health education, getting a point of $2.83{\pm}1.22$, have higher level of the knowledge than the unexperienced with $2.48{\pm}1.31$(p<0.5). Conclusions : It is thought to be necessary to provide the military camps with an oral health education and to develop the contents of an oral health education customized to them.
We study a manuscript that includes 28 oriental constellations in the flags of barracks in Gangjin. According to the Joseon Chronicles, the constellation flags in the manuscript are thought to have originated from Seon-Pil Kim (金善弼) who first made 28 constellation flags for the barracks in 1878 during the Joseon Dynasty. Seon-Pil Kim was a commander and he used the 28 constellation flags for communications in a military camp. The flags also contain 28 animals and letter-like symbols with constellation maps. We examine the constellation maps in flags in terms of shapes and number of stars, and compare them with those of constellations in the Korean and Chinese star charts such as CheonSangYeolChaBunYaJiDo (天象列次分野之圖), Joseon-Butienge (朝鮮步天歌), Suzhou (蘇州) Star Chart, and Tang-Butiange (唐步天歌). Finally, we found that the shape of constellations in the flags might be similar to those in the Chinese Tang-Butienge. We also found several errors such as the shape, connecting pattern, and number of constellations drawn in the flags. It seems that the constellation flags were unofficially used in military camps in the late Joseon dynasty. Meanwhile, the 28 constellations are divided into four groups and each group has its own color and direction. We suppose that the constellation flags might represent the positions of military camps and each group of flags has their own color based on their cardinal points.
Shang Yang was a person who, as a representative of the former School of Law, not only had an effect of thought on Han Fei Tzu, but also put a cornerstone of Qin Shi Huang's great universal unification by placing small and weak Qin Dynasty in a border area in the rank of a newly rising powerful nation. He is especially regarded as a person who valued laws and established the theoretical framework of legalist thought of School of Law systematically. To begin with, this writing examines the contents of the enforcement of legal reforms relevant to the prerequisite of Shang Yang's legal thought in historical archives, and confirms that Shang Yang succeeded in accomplishing legal reforms twice and that the aim of the legal reforms was to realize national prosperity and military power for the universal unification. This writing also takes notice of the fact that Shang Yang's legal thought went through specific steps for unifying the legal authority and the power of the monarch. Especially this writing focuses on applying the three-step theory of norms that was presented in the western social and political norm theory to Shang Yang's legal thought and on examining the characteristic and meaning explicitly. In short, the social and political norms go through emergence, cascade, and internalization. This writing aims to confirm that Shang Yang's legal thought also went through these three steps and was specified. Specifying this critical mind, this writing is a result which discusses that Shang Yang's legal thought went though the steps of the selective prescriptivism of emergence, the monarchical absolutism through sever punishment, and the internal monarchism for national prosperity and military power, and that the thought was systemized. Finding that the contents of Shang Yang's legal thought correspond to the three-step theory of norms and produce the individual meaning is the independent characteristic of this writing. It is the aim of this writing that the system and meaning of Shang Yang's legal thought will be confirmed more explicitly through this contextual examination.
Foreigners who arrived in Korea after the age of enlightenment were Japanese, Chinese and 'Westerners' who were Europeans and Americans. The westerners were diplomats who visited Korea for colonization or for increasing their economical profits by trading after the spread of imperialism, and tourists curious of back countries, artists, explores and missionaries to perform their roles for their religious beliefs. They contacted with Korean cultural and educational people as missionaries and instructors during Japanese colonial period. In 1945, the allied forces occupied Korea under the name of takeover of Japanese colony after Japan's surrender and the relation between foreigners and Korean cultured men enter upon a new phase. For 3 years, American soldiers enforced lots of systems in Korea and many pro-American people were educated. This relationship lasted even after the establishment of the government of Korean Republic and especially, diplomats called as pro-Korean group came again after Korean War. Among them, there were lots of foreigners interested in cultures and arts. In particular, government officials under American Forces who were influential on political circles or diplomats widened their insights toward Korean cultural assets and collected them a lot. Those who were in Korea from the period of independence to 1950s wrote their impressions about Korean cultural assets on newspapers or journals after visiting contemporary Korean exhibitions. Among them, A. J. McTaggart, Richard Hertz and the Hendersons were dominant. They thought the artists had great interests in compromising and uniting the Orient and the West based on their knowledge of Korean cultural assets and they advised. However, it was different from Korean artist's point of view that the foreigners thought Korean art adhered oriental features and contained western contents. From foreigners' point of view, it is hard to understand the attitude Korean artists chose to keep their self-respect through experiencing the Korean war. It is difficult to distinguish their thought about Korean art based on their exotic taste from the Korean artists' local and peninsular features under Japanese imperialism. We can see their thought about Korean art and their viewpoint toward the third world, after staying in Korea for a short period and being a member of the first world. The basic thing was that they could see the potentialities through the worldwide, beautiful Korean cultural assets and they thought it was important to start with traditions. It is an evidence showing Korean artists' pride in regard to the art culture through experiencing the infringement of their country. By writing about illuminating Korean art from the third party's view, foreigners represented their thoughts through it that their economical, military superiority goes with their cultural superiority. The Korean artist's thought of emphasizing Korean history and traditions, reexamining and using it as an original creation may have been inspired by westerners' writings. 'The establishment of national art' that Korean artists gave emphasis then, didn't only affect one of the reactions toward external impact, 'the adhesion of tradition'. In the process of introducing Korean contemporary art and national treasure in America, different view caused by role differences-foreigner as selector and Korean as assistant-showed the fact evidently that the standard of beauty differed between them. By emphasizing that the basis to classify Korean cultural assets is different from the neighborhood China and Japan, they tried to reflect their understanding that the feature of Korean art is on speciality other than universality. And this make us understand that even when Korean artists profess modernism, they stress that the roots are on Korean and oriental tradition. It was obviously a different thought from foreigners' view on Korean art that Korean artists' conception of modernism and traditional roots are inherent in Korean history. In 1950s, after the independence, Korea had different ideas from foreigners that abstract was to be learned from the west. Korea was enduring tough times with their artists' self-respect which made them think that they can learn the method, but the spirit of abstract is in the orient.
This essay aims to examine Korean motion picture policy on the government censorship system from Jacques Derrida's thought associated with sense of ethics. Korean motion picture policy has focused on protection of domestic films to achieve a national goal from military dictatorship regime, so-called people unification or social stability. It also aimed to spread propaganda for despotic government. Thus, the government keeps tight control over all motion picture policy. It restricts not only freedom of choosing movies but also creativity from artist. Derrida used to talk about the justice and violence law. Derrida's thought is connected with the ethical consideration. This research concerned about the violence within film censorship policy of Korean government and explore possibilities of ethical censorship policy from Derrida's perspectives.
Shielding theory is to allow the construction of a structure that would be shielded by existing permanent structures even thought such structure extends above the height limits prescribed for such zones. This theory is mentioned as recommended practices in ICAO Annex, and is adopted, with modification, in the current Military Airbase Law, amended in August 26th 2002. However, the Military Airbase Law adopts shielding standard allowing 45 meters uniformly, which is a unique standard compared to other countries shielding guideline. The basic principle in applying the shielding theory is, after considering the circumstances of location of shielded structure, whether such structure has physical effect on aeronautical operations. Based upon the basic principle of shielding theory, the uniform application of shielding standard in the Military Airbase Law would undermine the safety of aeronautical operations. This article is to review subsection 2 of section 8 of the Military Airbase Law, which adopts modified shielding theory, and is to suggest better guideline. From a comparative analysis perspective, shielding guidelines of ICAO and other countries will be discussed. Based upon this discussion, the general problems of shielding theory and the specific problems in the Military Airbase Law will be examined. Finally, this article suggests the case-by-case application of shielding theory, considering circumstances of location, for the purpose of ensuring aviation safety.
