Forecast and verification of perceived temperature using a mesoscale model over the Korean Peninsula during 2007 summer (중규모 수치 모델 자료를 이용한 2007년 여름철 한반도 인지온도 예보와 검증)

  • A thermal index which considers metabolic heat generation of human body is proposed for operational forecasting. The new thermal index, Perceived Temperature (PT), is forecasted using Weather Research and Forecasting (WRF) mesoscale model and validated. Forecasted PT shows the characteristics of diurnal variation and topographic and latitudinal effect. Statistical skill scores such as correlation, bias, and RMSE are employed for objective verification of PT and input meteorological variables which are used for calculating PT. Verification result indicates that the accuracy of air temperature and wind forecast is higher in the initial forecast time, while relative humidity is improved as the forecast time increases. The forecasted PT during 2007 summer is lower than PT calculated by observation data. The predicted PT has a minimum Root-Mean-Square-Error (RMSE) of $7-8^{\circ}C$ at 9-18 hour forecast. Spatial distribution of PT shows that it is overestimated in western region, while PT in middle-eastern region is underestimated due to strong wind and low temperature forecast. Underestimation of wind speed and overestimation of relative humidity have caused higher PT than observation in southern region. The predicted PT from the mesoscale model gives appropriate information as a thermal index forecast. This study suggests that forecasted PT is applicable to the prediction of health warning based on the relationship between PT and mortality.

A Characteristic of Wintertime Snowfall and Minimum Temperature with Respect to Arctic Oscillation in South Korea During 1979~2011 (1979~2011년, 북극진동지수 측면에서의 겨울철 남한지역 신적설과 최저 온도 특성)

  • A characteristic of snowfall and minimum temperature variability in South Korea with respect to the variability of Arctic Oscillation (AO) was investigated. The climatic snowfall regions of South Korea based on daily new fresh snowfall data of 59 Korea Meteorological Administration (KMA) stations data corresponding to the sign of AO index during December to February 1979~2011 were classified. Especially, the differences between snowfalls of eastern regions and that of western regions in South Korea were seen by each mean 1000hPa geopotential height fields, which is one of physical structure, for the selected cases over the East Asia including the Korean Peninsula. Daily minimum temperature variability of 59 KMA station data and daily AO index during the same period were investigated using Cyclo-stationary empirical orthogonal function (CSEOF) analysis. The first CSEOF of wintertime daily AO index and that of minimum temperature of 59 KMA stations explain 33% and 66% of total variability, respectively. Correlation between principal component time series corresponding to the first CSEOF of AO index and that of temperature at the period of 1990s is over about -0.7 when that of AO index leads about 40 days.

Current Status and Future Direction of the NIMS/KMA Argo Program (국립기상과학원 Argo 사업의 현황 및 추진 방향)

  • In order to improve the predictability of marine high-impacts weather such as typhoon and high waves, the marine observation network is an essential because it could be rapidly changed by strong air-sea interaction. In this regard, the National Institute of Meteorological Sciences, Korea Meteorological Administration (NIMS/KMA) has promoted the Argo float observation program since 2001 to participate in the International Argo program. In this study, current status and future direction of the NIMS/KMA Argo program are presented through the internal meeting and external expert forum. To date, a total of 264 Argo floats have been deployed into the offshore around the Korean Peninsula and the Northwestern Pacific Ocean. The real-time and delayed modes quality control (QC) system of Argo data was developed, and an official regional data assembling center (call-sign 'KM') was run. In 2002, the Argo homepage was established for the systematic management and dissemination of Argo data for domestic and international users. The future goal of the NIMS/KMA Argo program is to improve response to the marine high-impacts weather through a marine environment monitoring and observing system. The promotion strategy for this is divided into four areas: strengthening policy communication, developing observation strategies, promoting utilization research, and activating international cooperation.

Characteristics of Air Stagnation over the Korean Peninsula and Projection Using Regional Climate Model of HadGEM3-RA (한반도 대기정체의 특성 및 지역기후모델 HadGEM3-RA를 이용한 미래 전망)

  • Not only emissions, but also atmospheric circulation is a key factor that affects local particulate matters (PM) concentrations in Korea through ventilation effects and transboundary transports. As part of the atmospheric circulation, air stagnation especially adversely affects local air quality due to weak ventilation. This study investigates the large-scale circulation related to air stagnation over Korea during winter and projects the climate change impacts on atmospheric patterns, using observed PM data, reanalysis and regional climate projections from HadGEM3-RA with Modified Korea Particulate matter Index. Results show that the stagnation affects the PM concentration, accompanied by pressure ridge at upper troposphere and weaken zonal pressure gradient at lower troposphere. Downscaling using HadGEM3-RA is found to yield Added-Value in the simulated low tropospheric winds. For projection of future stagnation, SSP5-8.5 and SSP1-2.6 (high and low emission) scenarios are used here. It has been found that the stagnation condition occurs more frequently by 11% under SSP5-8.5 and by 5% under SSP1-2.6 than in present-day climate and is most affected by changes in surface wind speed. The increase in the stagnation conditions is related to anticyclonic circulation anomaly at upper troposphere and weaken meridional pressure gradient at lower troposphere. Considering that the present East Asian winter monsoon is mainly affected by change in zonal pressure gradient, it is worth paying attention to this change in the meridional gradient. Our results suggest that future warming condition increase the frequency of air stagnation over Korea during winter with response of atmospheric circulation and its nonlinearity.

  • The National Institute of Meteorological Sciences in Korea has developed the Weather Modification Hybrid Rocket (WMHR), an advanced system that offers enhanced stability and cost-effectiveness over conventional solid-fuel rockets. Designed for precise operation, the WMHR enables accurate control over the ejection altitude of pyrotechnics by modulating the quantity of oxidizer, facilitating specific cloud seeding at various atmospheric layers. Furthermore, the rate of descent for pyrotechnic devices can be adjusted by modifying parachute sizes, allowing for controlled dispersion time and concentration of seeding agents. The rocket's configuration also supports adjustments in the pyrotechnic device's capacity, permitting tailored seeding agent deployment. This innovation reflects significant technical progression and collaborations with local manufacturers, in addition to efforts to secure testing sites and address hybrid rocket production challenges. Notable outcomes of this project include the creation of a national framework for weather modification technology utilizing hybrid rockets, enhanced cloud seeding methods, and the potential for broader meteorological application of hybrid rockets beyond precipitation augmentation. An illustrative case study confirmed the WMHR's operational effectiveness, although the impact on cloud seeding was limited by unfavorable weather conditions. This experience has provided valuable insights and affirmed the system's potential for varied uses, such as weather modification and deploying high-altitude meteorological sensors. Nevertheless, the expansion of civilian weather rocket experiments in Korea faces challenges due to inadequate infrastructure and regulatory limitations, underscoring the urgent need for advancements in these areas.

Survey of System Architectures of Meteorological Satellite Image Processing System for Building NMSC Image Processing Systems (국가기상위성센터 영상처리 시스템 구축을 위한 국내외 기상위성 영상처리 시스템 아키텍처 분석)

  • In this paper, we have surveyed the existing architectures of the image processing systems for several meteorological satellites and identified issues which are taken into consideration to construct the advanced meteorological satellite image processing system that is being developed by NMSC(National Meteorological Satellite Center). Most of the existing systems provide the functionalities of the image acquisition, the image processing, the data management, and the data dissemination. Those systems have some common problems with respect to system integration and system maintenance. To solve these problems, NOAA, NWS and ESA suggest new system architectures to improve the existing systems. This paper introduces domestic and foreign approaches to build the satellite image processing systems and studies some issues and strategies for developing those systems.

A Study on an Algorithm for Typical Meteorological Year Generation for Wind Resource of the Korean Peninsula (한반도 바람자원의 TMY(typical meteorological year)구축 알고리즘에 관한 연구)

  • This study suggests an algorithm for generating TMY(typical meteorological year) for the Korean peninsula, and generates the TMY based on the algorithm using 11 years(1998~2008) wind data observed at 77 sites of Regional Meteorological Offices(RMO). The algorithm consists of computing TMM scores based on the various statistics defined by the Fikenstein-Shafer statistical model and, in turn, generating TMY based on the TMM scores. Also the algorithm has two stages designed to yield the best representation of the regional wind characteristics appeared during the 11 years(1998~2008). The first stage is designed for the representation of each of 77 regions of RMO and the second is for the Korean peninsula. Various comparison studies are provided to demonstrate the properties of the TMY like its utility and typicality.

Prevention Meteorological Database Information for the Assessment of Natural Disaster (자연재해 평가를 위한 방재기상 DB 정보)

  • In order to reduce the amount of damage from natural disasters, we needs prevention meteorological database classified into the cause of disaster, damage elements etc. For this, we have analyzed four data, such as Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration and Recently 10 years for natural disaster damage and Statistics Yearbook from the Ministry of Government Administration and Human affairs. Through the analysis of disaster data, we have selected input variables, such as causes and elements, occurrence frequencies, vulnerable areas of natural disaster, etc. In order to reduce damage from natural disaster, the prevention activities and forecasting based on meteorological parameters and damage datas are required. In addition, it is necessary to process meteorological information for disaster prevention activities. Through these procedure, we have established the foundation of database about natural disasters. This database will be used to assess the natural disasters and build risk model and natural disasters mitigation plan.

Study on Solar Constraint in the Operation of COMS Meteorological Imager

  • Communication Ocean Meteorological Satellite (COMS) for the hybrid mission of meteorological observation, ocean monitoring, and telecommunication service is planned to be launched onto Geostationary Earth Orbit in 2008 according to the Korea national space program. A feasibility study on the solar constraint in the operation of the COMS meteorological imager (MI) is performed using the GOES imager hardware operation characteristics. The Earth observation areas of the MI are introduced and the observation time of the MI observation area is calculated. The sun light can enter into the MI optical system around the local midnight and impinge on the performance of the MI. The solar eclipse viewed from the satellite occurs near local midnight around the equinox. This study discusses the restriction of imaging operation time that should be considered in order to avoid the solar intrusion about local midnight and to keep acceptable image quality for the MI observation areas. This study could be useful to build the operation concept of the MI during the development of the MI.

  • The vertical exchange of trace gases and aerosols in upper regions of the atmosphere is primarily controlled by the atmospheric conditions. The study of the vertical and temporal variation of the upward transport of $H_2O$ and the downward transport of $O_3$, NO$_2$, CO and other long-lived trace species will enable a better understanding of these transport mechanisms.
