신발소공인 산업의 실태분석 및 정책지원 방향: 부산진구 범천동을 중심으로 (A Study for the Shoes Micro-sized Manufacturing Industry and the Development of the Government Policy: Surveyed on Beomcheon-Dong in Busan)

  • 우리나라는 그간 대기업 중심의 경제개발정책으로 인해 대기업과 중소기업 간의 양극화가 심화되고 있다. 소공인 산업이란 중소기업보다도 더욱 영세한 규모의 산업형태로써 다양한 업종에 걸쳐 분포되어 있으며 우리나라 경제의 뿌리산업 역할을 하고 있다. 소공인 산업기반이 붕괴하면 뿌리산업의 생산구조 전체가 무너지게 되어 우리나라 산업 전체의 위기를 초래할 수 있기 때문에 소공인 산업지원 정책은 중요한 정책과제이다. 소공인 산업은 제조업 전반에 걸쳐 다양한 업종에 분포되어 있기 때문에 본 연구에서는 연구범위를 신발산업으로 한정하고 주된 연구문제를 소공인 산업의 실태분석에 초점을 두고 수행하였다. 효과적 실태분석을 위하여 1차적으로 간접자료인 통계청 자료를 기반으로 하여 신발소공인 현황을 분석하였으며, 이 중 신발소공인이 가장 밀집된 부산지역을 대상으로 설문분석방법을 활용하여 직접자료를 수집하고 분석에 활용하였다. 수집된 자료는 SPSS 통계프로그램을 이용하여 빈도분석 및 기술적 분석 중심으로 이루어졌으며 주요 발견점은 다음과 같다. 첫째, 신발산업은 중소기업형 산업으로써 신발소공인이 해당산업 내에서 차지하는 비중이 매우 높다. 특히 신발업종에서 중소기업은 지속적으로 감소하고 있는 반면 신발소공인의 비중은 지속적으로 증가하고 있어 신발산업의 영세성은 갈수록 심화되고 있다. 둘째, 신발소공인의 기술숙련도는 높지만 노령화가 진행되고 있어서 기술의 차세대 전수를 위한 정부정책의 수립이 필요하다. 셋째, 대부분의 신발소공인 공장시설이 불안정하고 영세하기 때문에 아파트형 공장의 보급 등을 통해 영세하고 불안정한 생산기반을 안정화하고 현대화하기 위한 정부의 정책적 지원노력이 필요하다. 넷째, 특허 등과 같은 무형기술자산을 보유한 소공인이 매우 적으므로 소공인 특허출원 활성화제도를 구축함으로써 소공인 기술자산이 지속적으로 개발될 수 있는 기술환경 구축이 필요하다. 다섯째, 소공인들의 기업가 정신 및 협업마인드가 낮기 때문에 소공인에 대한 의식개혁과 함께 협동조합의 활성화가 이루어질 수 있도록 현행 협업지원제도의 보다 적극적 보완이 필요하다. 즉 협동조합을 통해 원가를 절감하고 공동브랜드 개발 및 공동판매를 통해 브랜드가치를 높이고 판로개척을 지원할 수 있는 정책적 지원노력이 수반되어야 할 것이다. 마지막으로 소공인은 기술 및 경영관리 역량이 취약하며 특히 국내에 한정된 판매망 및 주문자생산방식의 납품구조를 가지고 있으므로 마케팅 기능이 매우 취약하며 자사제품에 대한 생산 및 판매활동에 대한 계획수립이 거의 이루어지지 못해 적극적인 브랜드개발 및 시장개척 노력이 미흡한 것으로 나타났다. 본 연구의 한계점과 향후 연구방향 또한 논의되었다.

LMDI 요인 분해분석을 이용한 우리나라 제조업 전력화 현상에 관한 연구 (LMDI Decomposition Analysis for Electricity Consumption in Korean Manufacturing)

  • 그동안 우리나라 산업은 빠르게 전력화가 되어 왔는데, 특히 제조업에서 직접가열용으로 이용되는 에너지는 전체 에너지의 44.0%(2010년 기준)를 차지하면서 전력화가 많이 일어났다. 이 연구는 1992~2012년 기간 동안 우리나라 제조업에서 직접가열용으로 소비되는 전기사용량에 대해 로그 평균 디비지아 방식(Log Mean Divisia Index; LMDI) 분해분석을 이용하여 소비 특성을 분석하였다. 분해요인으로는 전기비중 효과, 직접가열용 비중 효과, 에너지원단위 효과, 부가가치 효과를 포함하였으며, 업종별 소비 양상도 비교하였다. 분석 결과, 우리나라 제조업에서 직접가열용 전기 소비가 증가한 것은 무엇보다 직접가열용 에너지의 전력화 현상으로 인한 영향이 가장 컸다. 업종으로는 석유 화학과 1차금속 업종에서 직접가열용의 전력화 현상이 가장 크게 나타났다.

가전유통구조(家電流通構造)의 문제점(問題點)과 개선방안(改善方案) (A Study of the Distribution System of Korea's Consumer Electronics Industry)

  • 본고(本稿)에서 필자(筆者)는 우리나라의 가전유통시장(家電流通市場)의 현황 정리 및 분석을 통하여 가전유통시장에 존재하는 문제점(問題點)을 파악하고 후생증진(厚生增進)을 기할 수 있는 정책대안을 찾아보고자 하였다. 본고(本稿)에서 밝혀진 주요내용은 다음과 같다. 가전유통시장(家電流通市場)이 가지고 있는 가장 큰 문제점은 가전(家電) 3사(社)에 의한 배타적(排他的) 대리점제(代理店制)이다. 가전(家電) 3사(社)의 배타적(排他的) 대리점제(代理店制)는 제조단계(製造段階)의 경쟁을 제한하고 제조단계에의 진입(進入)을 봉쇄(封鎖)하는 진입장벽이 되고 있을 뿐 아니라 중소기업(中小企業)의 성장과 전문화를 저해하고 있으며, 가전(家電) 양판점(量販店)의 성장을 가로막는 요인이 되고 있다. 따라서 가전(家電) 3사(社)의 배타적 거래는 공정거래법(公正去來法)의 '부당한 구속조건부 거래'에 해당하며 이에 대한 공정거래규제(公正去來規制)가 필요하다. 효과적인 규제를 위해서 공정거래위원회(公正去來委員會)는 차별적 대우 등 암묵적인 배타적 거래의 유지수단에 조사의 초점을 맞추어야 할 것이며, 손해배상제도(損害賠償制度)의 적극적 이용을 유도하는 것이 필요하다고 판단된다.

산업장 소음의 강도 및 주파수 특성에 관한 조사연구 (The Study on the Characteristic Sound Intensity and Frequency of Noise Exposure at Occupational Sites)

  • The present study determined the overall noise level and the distribution of sound pressure level over audible frequency range of noise produced at various work sites. Work-related noise greater than 80dBA produced from 98 separate work sites at 37 manufacturing companies and machine shops were analysed for the overall sound level (dBA) and frequency distribution. In addition, to determine the possible hearing loss related to work site noise, a hearing test was also conducted on 1,374 workers in these work sites. The results of the study were as follows ; 1. Of the total 98 work sites, 57 work sites(58.2%) produced noise exceeding threshold limit value (${\geq}90dBA$) set by the Ministry 01 Labor. In terms of different manufacturing industries the proportion of work sites which exceeded 90dBA was the highest for the cut-stone products industry with 6/6 work sites and lowest for the commercial printing industry with 1/13 work sites. 2. The percentage of workers who were exposed to noise greater than 90dBA was 19.8% (1,040 workers) 01 the total 5,261 workers. In terms of different industries, cut-stone products industry had the most workers exposed to noise exceeding 90dBA with 82.8%, textile bleaching and dyeing industry was next at 30.6% followed by fabricated metal products industry with 27.9%, plastic products manufacturing industry had the lowest percentage of workers exposed to 90dBA exceeding noise with 4.5%. 3. There was a statistically significant correlation between the frequency of noise-induced hearing loss and the percentage of workers exposed to noise exceeding 90dBA (P<0.05). 4. The frequency analysis of noise produced at the 98 work sites revealed that 44 work sites (44.9%) had the maximum sound pressure level at high-frequencies greater than 2KHz. In addition, significantly higher sound pressure level was detected at the high-frequencies at 90dBA exceeding work sites as compared to below 90dBA work sites (P<0.01). 5. The differences in sound level meter's A-and C-weighted sound pressure levels were analysed by frequencies. Of the 28 work sites which showed 0-1 dB difference in the two weighted sound levels, 20 work sites (71.4%) had significantly higher sound pressure levels at high-frequencies greater than 2KHz (P<0.01). Furthermore, there was a tendency for higher sound pressure levels to occur in the high-frequency range as the differences in the two weighted sound levels decreased.

공압 실린더 액츄에이터 위치제어 (Position Control of a Pneumatic Cylinder Actuator using PLC and Proximity Sensors)

  • The fluid power products are widely used in current industrial area such as automation of products and equipment assembly, high-tech machine tool, aircraft, train, and etc. As the development of industry is in progress, the development of the fluid power products is demanding and it is required in every industrial area. This research proposed a pneumatic system to evaluate displacement accuracy of the pneumatic actuator without external load and to analyze capability of integration of the valve system. The pneumatic system consisted of a combination of pneumatic actuator, four two-port valves, two three-port valves, two pressure valve, a check valve, two proximity sensors, and a program logic controller (PLC). The position controller is based on the PLC connected with the proximity sensors. The maximum air pressure applied for tests was $49.05N/cm^2$ and the displacement accuracy of a stroke was measured using a dial gauge. The supply- and discharge-side of air pressure and the length of the stroke of the pneumatic cylinder were varied The test of the position control of the pneumatic cylinder was carried out 50 times at each supply- and discharge-side air pressure of 24.53/34.34, 29.43/39.24, 34.34/44.15, and $39.24/49.05N/cm^2$ and replicated three times. The accuracy of the displacement of the pneumatic cylinder stroke increased as the supply- and discharge-side of air pressure increased with the stroke length of 133mm. Also the displacement accuracy increased as the stroke length increased with the fixed supply- and discharge-side of air pressure of the pneumatic cylinder as 34.34 and $44.15N/cm^2$, respectively. The most accurate displacement of the pneumatic cylinder was obtained at the supplyand discharge-side of air pressure of 39.24 and $49.05N/cm^2$, respectively, and strokes of 170 and 190mm.

통계자료에 의한 섬유산업의 이해 (Quantitative examination of the Korean Textile Complex)

  • The main purpose of this study was to examine the sectors of Korean textile complex based on various economic characteristics and performances. The sectors in the textile complex differed in many aspects. Man-made fiber industry showed capital-intensive characteristics even though most of the sectors in the textile complex were labor-intensive. Textile industry is composed of weaving and spinning, knitting, dyeing and finishing sectors and even within the textile industry, each sector had different characteristics from each others. Weaving and spinning sector seemed to require relatively high capital investment, while dyeing and finishing was very labor-intensive. Labor-intensive apparel industry has faced decrease in labor-productivity while wage has increased. Slow growth in labor productivity in Korean textile complex was shown to be a more problem than increase in wage or ratio of labor cost to value added. Apparel companies appeared to be in better financial states than the textile companies, even though the exports of apparel products have decreased in the 1990s. However, in overall the financial states of the Korean textile complex were not as strong as those of the other manufacturing sectors.

델파이 조사를 통한 직업적 소음 노출 규모의 추정 (Estimated Exposure Population to Hazardous Workplace Noise among Korean Workers)

  • Objective: The objective of this study was to estimate the numbers of employees occupationally exposed to noise according to their industry and size. Methods: A Delphi panel consisting of 15 occupational health experts estimated the exposure prevalence of noise in workplace. Data on Industrial Accident Compensation Insurance provided from Occupational Safety and Health Research Institute were combined to produce the exposure population. Results: In Korea, 16.0% of employees, 2,539,890 out of 15,838,926, was estimated to exposed to noise occupationally. The rate was 32.7% and 10.3% in manufacturing sector and non-manufacturing sector, respectively. The highest rate, 52.5%, was found in manufacturing industries of wood and of products of wood and cork(except furniture) and of other transport equipment. Sorted by their size of business, the rate was higher as the number of employee was larger in manufacturing sector. Conclusions: Compared to the same rate estimated in the US, 17.2%, the result of this study seems to be in a resonable range.

자동차 제조 사업장 근로자들의 석면 취급 이력 추정 (Estimation of the Asbestos Handling History of Workers in the Automobile Manufacturing Industry in Korea)

  • Objectives: This study was conducted to evaluate asbestos handling history of workers at automobile manufacturing plants in Korea. Methods: National regulations on asbestos and Korea Occupational Safety and Health Agency(KOSHA) database on the information of asbestos containing products were reviewed. We investigated asbestos related materials from one automobile manufacturing plant. Material safety data sheets(MSDS) collected in 2010, work environment monitoring results reported from 2000 to 2013, trade union reports and asbestos survey reports were reviewed. We also interviewed workers with long career and did walk-through survey. Results: The Ministry of Labor in Korea has permitted asbestos manufacturing since 1990. In 1997, the use of crocidolite and amosite asbestos were banned. In 2007, the Korean government announced a total ban on the manufacturing, importation and use of all kinds of asbestos, which took full effect in 2009. A total of 174 asbestos products information from KOSHA database was analyzed. Extruded cement panel for building, special brake for crane farm machinery, gasket, joint sheet and thermal insulator were produced until 2007. From automobile manufacturing plant survey, we confirmed that asbestos containing materials(ACM) such as gasket, heating induction materials have been used until 2011. Asbestos containing building materials(ACBM) such as bamlites, slate and ceiling tex were reported at 122 asbestos dismantling projects in 2014. Conclusion: Although the use of all kinds of asbestos were banned from 2009, ACMs and ACBMs installed before 2009 were still found at automobile manufacturing plant until 2011 and 2014 respectively. In particular, asbestos slates should be managed because most of slates had not been removed until 2014.

경구용 속방성 성형제품의 허가 후 변경사항을 다루는 SUPAC-IR에 대한 검토 (Scrutiny Made to SUPAC-IR Dealing with Postapproval Changes in Immediate Release Sold Oral Dosage Forms)

  • The objective of this study was to provide a better understanding of SUPAC-IR and its application in handling postapproval changes to immediate release solid oral dosage forms. Originally, SUPAC-IR was aimed at reducing the regulator burdern of the industry when they were making postapproval changes, but still at maintaining the formulation quality and performance of a drug product. The postapproval changes that were covered under SUPAC-IR included variations in the components ad composition of formulation, the site of manufacturing, batch size, manufacturing equipment, and manufacturing process. The guidance defined levels of changes, based on the likelihood of risk ocurrence and potential impact of postapproval changes upon the safety and efficacy of a drug product I suggested what a type of fing report should be submitted to the FDA for each level of change. Chemist, manufacturing, and control tests to be executed were also recommended for each change level The important tests specified in the guidance included batch release, stability, in vitro dissolution, and in vivo bioequivalence tests. However, there have been strong demands on revising the current SUPAC-IR in order to resolve some issues and to improve its usefulness in evaluating postapproval changes to immediate release solid oral dosage forms. In particular, the rigorous requirement of case C dissolution test and the definition of batch size were challenged by both academia and the industry. A revision work was in progress to reflect these inputs and to expand the utility of SUPAC-IR. As a result of these concerted efforts, an updated 2nd version of SPAC-IR would be likely to be issued ver soon to the public.

  • In manufacturing of ships, problems to be solved are improvement of productivity and stabilization of quality due to the shortage of skilled workers. Working environment, in particular welding environment, is also to be improved. One solution among these problems is to rationalize and automate these working. This paper is focused on the welding automation technologies in shipbuilding industry. The features of shipbuilding in the aspect of automation are described, and the main welding robot systems to be developed by SRI are introduced in each working stages.
