A Study on Users' Perception of Specialized Services through Service Quality Evaluation of Public Libraries (공공도서관 서비스 품질 평가를 통한 특화서비스에 대한 이용자 인식 연구)

  • This study was intended to confirm the perception of the users for the public libraries specialized service through the difference in library service quality according to the availability of specialized services by utilizing 'LibQUAL+' that is a service quality assessment tool. As a results, there is difference in the minimum and perceived levels between libraries that provide assessment result specialized services for service levels and those that did not. And there was no difference in the expected level. The degree of service showed generally higher user perception in the Adequacy Gap and Superiority Gap than libraries that do not offer specialized services. Therefore, the users of public libraries recognize that libraries that offer specialized services are better served than libraries that do not.

  • This study attempts to suggest effective strategies for small library services in Busan metro area. There has been a steady increase of small libraries that provide user friendly services for local residents. Local governments that is interested in such roles as community spaces based on the familiarity and flexibility of small libraries keep building and operating small libraries in Korea. This study, in this regard, surveyed the small libraries established and operated by a specific local government and analyzed the significance and problems in managing small libraries. In this study, we obtained data from observations, dialogues with managers and users through actual visit surveys to find out the limitations and difficulties of local small libraries.

The Actual Management and Vitalization Plans for Small Libraries in the Jeju Region (제주지역의 작은도서관 운영실태 및 활성화 방안)

  • This study set out to examine the actual management of 21 small libraries in the Jeju region and search for their vitalization plans based on it with a survey among practitioners. For these purposes, the investigator examined the overall real conditions of small libraries in their management and work situations covering their service hours, program management, volunteer activities, facility expansion, exchanges with common public libraries, work-related education, job priorities, promotional activities, and service for vitalization. Based on findings, the study proposed to induce local residents' interest in small libraries, expand reading culture program, secure professionalism of management manpower, recruit more management manpower, expand budgets for the management of a small library, establish a set of criteria for the expenses of management manpower, build a support center for small libraries.

A Study of the Perception of the School Libraries in the Rural Area (농산어촌지역의 학교도서관 인식에 대한 연구)

  • The purpose of this study is to investigate the perception of the school libraries from the teachers who work for the school libraries in rural area. Data were collected by survey and interview. The results shows that the role of school libraries is the place of reading instruction and leisure. Students can expand their experience for social life through using information media. Also, it is emphasized that the school libraries in the rural area should have the role of cultural place with local residents. Finally, the study provides several programs: flexible library scheduling, academic achievement programs, liberal art programs, and cultural place programs.

A Study on Influence of Spatial Types Based on Public Library Spatial Characteristics (공공도서관 공간 특성에 따른 공간 유형 및 그 영향에 관한 연구)

  • The roles of public libraries have been diverse not only provision of information but also provision of cultural programs. According to this trend, the spatial composition of public libraries have been also changed to reflect the diverse roles. This study is conducted to explore the spatial characteristics in public libraries with two objectives: 1) to suggest spatial types in public libraries based on their physical characteristics, and 2) to explore the relationships between the spatial types and users' perception. To accomplish these objectives, we adopted observation and questionnaire survey as research methods. Consequently, three spatial types of public libraries are identified based on an investigation of several public libraries: divided, partially integrated, and integrated. Then, several statistical analyses, including one-way analysis of variance (ANOVA), are conducted with the questionnaire survey data. The results from the statical analyses show that there are significant differences in users' perceptions and behaviors between the spatial types. That is, the spatial type influences user's perceptions. This study is meaningful in terms of its first attempt to explore the relationships between spatial factors in libraries and users' perceptions. Based on this, it is suggested that libraries should consider their spatial structures for developing user's positive perception on the libraries.

A Study on Space Design and Space Uses of Community Based Small Public Libraries - Focused on the Cases of Ann Arbor District Library in the United States - (소규모 지역 공공도서관의 공간 구성과 이용 특성 연구 - 미국 앤아버 공공도서관 브랜치의 사례조사를 중심으로 -)

  • Today's public libraries in communities are on the processes of changes to integrate information and communication technology into traditional library system in order to support current users' demands for the new digital era. The purpose of this study is to examine the changing characters on space design and space uses of community based public libraries by conducting case studies of three branch libraries which were built after 2004 in Ann Arbor, Michigan in the United States. As the conclusion of this research, the findings of the case studies are utilized as basic data for planning and design guidelines for public libraries as community resources. The study summarizes the characteristics of space design and space uses in public libraries as follow; first, the floor plans of small-scale public libraries are open visually as well as spatially. The space organization of the libraries is arranged by potential noise levels, as placing noisy spaces near the entrance halls and quiet spaces at the back. Main book shelves are located in the middle of the library buildings, while seats are arranged along the window sides. By placing various kinds of furniture in open reading areas, library users can select different types of seats and tables for their comforts. Second. the survey of observation also finds that a large number of users often use library computers and personal computers to connect the internet at the libraries. These personal computer users who are new user group in community based libraries preferred to sit in casual study areas and individual tables with one or two seats only. Third, the libraries, in addition, develop and provide various programs and events for people in communities. Especially, the programs for children, the elderly and new comers from the abroad are well prepared, thus provide opportunities for them to visit the libraries in regular bases. The survey finds that family entertainment and leisure activities are the important parts of the program as well as renting music CD and movie DVD are also important reasons for people to come. Thus, the libraries prepare high quality children's space and CD shelves near the entrance hall.

A Study on the History of School and Community Libraries Movement in Korea (학교마을도서관 운동사에 관한 연구)

  • The purpose of this study is to analyze performance factors of the school and community libraries in its beginning, growth, development, and expansion to identify the assignment of the movement at the present stage. In this study, we performed interviews with those concerned with the school community and library movement and collected various relevant literature. The school and community libraries movement can be divided into five stages including beginning, growth, development, expansion, and turning point. Therefore performance and significance of school and community libraries shown in the history of the movement may be summarized as follows. First, school and community libraries were established mainly in areas isolated from cultural benefits, contributing to resolving problems such as a lack of public libraries and concentration of small libraries in certain areas. Second, the movement promoted the operation of school libraries by providing books for small-sized elementary schools in farming & fishing villages and mountain villages, libraries that were insufficient in books. Third, the movement utilized the minimal personnel, books, and spaces of school libraries to provide library services to community residents, securing permanence of library services, if nothing else. Fourth, school and community libraries played the role of local community-based libraries, intensifying the community spirit of residents and vitalizing communities.

The Effect of COVID-19 Pandemic on University Libraries: Forced on the Perception of University Librarians (코로나 19가 대학도서관에 미치는 영향에 관한 연구 - 대학도서관 사서의 인식을 중심으로 -)

  • COVID-19 has been affecting the library, not to mention society as a whole. Especially, there are many changes in the role and service of the university libraries as all the classes of the universities are turned into non-face-to-face and the use of the university libraries is restricted. The changes in users' use of information and communication behavior due to COVID-19 could be an opportunity for new utilization of human and material resources the university libraries have and for the development of services. However, on the contrary, the university libraries could face another crisis if they fail to respond appropriately to current changes. Therefore, it is necessary to grasp, analyze the impact of COVID-19 and plan how to respond. A survey on the effects of COVID-19 and the response of the university libraries and the perceptions of the university libraries found that most university libraries are responding appropriately to COVID-19. However, a survey on the perceptions of the present and future of the university libraries under COVID-19 showed that many survey respondents think COVID-19 would have a negative impact on the university libraries. This means that the changes caused by COVID-19 are causing a crisis and anxiety in the university libraries. Therefore, by working hard together, the university libraries need to present the university libraries' new role, service and direction in the post-COVID-19 era as well as responding to the current situation.

A Study on Issues and Policy Proposals of Specialized Libraries (전문도서관의 이슈와 정책제안에 관한 연구)

  • This study tried to suggest the revitalization plans for specialized libraries by referring to various issues regarding specialized libraries in the sense that the issue of specialized libraries can soon become an opportunity for the development of specialized libraries. Through literature analysis, problems and issues related to specialized libraries were derived, and the perception of librarians was investigated through surveys. The policy directions presented based on the results are as follows. First, the 'Library Development Plan' should strengthen the part related to the specialized library development plan. Second, topic maps for specialized libraries in Korea are needed.(Second, the topic map for specialized libraries in Korea is needed.) Third, it is also necessary to operate to configure multiple councils based on the distinction between the specialized library. Fourth, an analysis of the duties of specialized library librarians should be made. Fifth, professional information services that specialized libraries can perform need to be developed. Sixth, among the information resources owned by specialized libraries, it is necessary to find ways to establish and jointly utilize information resources that are valuable and shareable as national resources. Seventh, specialized libraries should allow every library to participate in library evaluation, and make improvement plans for specialized libraries based on the collected data. Eighth, it is also necessary to publish a collection of best practices for specialized libraries.
