Sewer condition assessment involves the determination of defective points and status of aged sewers by a CCTV inspection according to the standard manual. Therefore, it is important to establish a reliable and effective standard manual for identifying the sewer defect. In this study, analytic reviews of the CCTV inspection manuals of the UK, New Zealand, Canada and South Korea were performed in order to compare the defect codes and the protocols of condition assessment. Through this, we also established the standardized method for defect code and revised the calculation method of assigning the condition grade. Analyses of the types and frequencies of sewer defects that obtained by CCTV inspection of 7000 case results, showed that the joint defect and lateral defect were the most frequent defects that occurred in Korea. Some defect codes are found to be modified because those did not occur at all. This study includes a proposed new sewer defect codes based on sewer characteristics.
In order to verify that the recently proposed two-parameters site classification system and the corresponding site coefficients are suitable for the local geological conditions in Korea, a comparison was conducted with current Korean seismic code, Eurocode-8, NYC DOT seismic code. The design spectrum of the current Korean seismic code is significantly amplified in the long-period range, whereas the other response spectra, including the proposed two-parameters approach, are significantly amplified in the short-period range, which is a typical geological condition in Korea. In addition, based on the results of site response analyses in the specific $10km{\times}10km$ area of Gyeongju, spatial distributions of site coefficients from site-specific seismic response analyses were compared with the proposed site coefficients, as well as those specified in the current Korean seismic code. The site coefficients ($F_a$ and $F_v$) from the current Korean seismic codes show significantly high spatial error distributions compared with those specified by the two-parameters site classification system. Therefore, the proposed system is suitable for regions of shallow bedrock including the Korean peninsula.
A new site classification system and site coefficients based on local site conditions in Korea were developed and implemented as a part of minimum design load requirements for general seismic design. The new site classification system adopted bedrock depth and average shear wave velocity of soil above the bedrock as parameters for site classification. These code provisions were passed through a public hearing process before it was enacted. The public hearing process recommended to modify the naming of site classes and adjust the amplification factors so that the level of short-period amplification is suitable for economical seismic design. In this paper, the new code provisions were assessed using dynamic centrifuge tests and by comparing the design response spectra (DRS) with records from 2016 Gyeongju earthquake, the largest earthquake in history of instrumental seismic observation in Korea. The dynamic centrifuge tests were performed to simulate the representative Korean site conditions, such as shallow depth to bedrock and short-period amplification characteristics, and the results corroborated with the new DRS. The Gyeongju earthquake records also showed good agreement with the DRS. In summary, the new code provisions are reliable for representing the site amplification characteristic of shallow bedrock condition in Korea.
A construction of Cartesian authentication codes over unitary geometry is presented and its size parameters are computed. Assuming that the encoding rules are chosen according to a uniform probability distribution, the probabilities of success for different types of attacks are also computed.
In case of applying the BIM method in the civil engineering of irregularly shaped structure, BIM method began to be introduced in the current building engineering area compared with the expected effects of the relatively high construction productivity has been recognized. In this paper, I have developed quantity calculation algorithms applying it to earthwork and bridge construction, tunnel construction, retaining wall construction, culvert construction and implemented BIM based 3D-BIM Modeling quantity calculation. Structure work in which errors occurred in range between -6.28% ~ 5.17%. Especially, understanding of the problem and improvement of the existing 2D-CAD based of quantity calculation through rock type quantity calculation error in range of -14.36% ~ 13.07% of earthwork quantity calculation. It's benefit and applicability of BIM method in civil engineering. In addition, routine method for quantity of earthwork has the same error tolerance negligible for that of structure work. But, rock type's quantity calculated as the error appears significantly to the reliability of 2D-based volume calculation shows that the problem could be. Through the estimating quantity of earthwork based 3D-BIM, proposed method has better reliability than routine method. BIM, as well as the design, construction, maintenance levels of information when you consider the benefits of integration, the introduction of BIM design in civil engineering and the possibility of applying for the effectiveness was confirmed. In addition, as the beginning phase of information integration, quantity document automation program has been developed for activation of BIM. And automatically enter the program code number, linkage and manual volume calculation program, quantity document automation programs, such as the development is now underway, and step-by-step procedures and methods are presented.

Nature-friendly river project has became common practice in Japan. In order to make it available for the conservation and rehabilitation of desirable water environment, water criteria for water environmental assessment must be established. Especially, the criteria estimating the effects on ecosystem in and around river should be constructed. In this paper, classification method for water quality has been developed using biological indices and applied to observed data in Honmyo River, Nagasaki, Japan. Modified PI method (BI') has been suggested and those of three most abundant species resulted effective estimate for an overall water quality with comparatively simple procedure. Extensive database management code was prepared for the comprehensive ecological monitoring of river basin, which includes various biota. That system enables easy access of all the ecological data for a dissemination of a sound and sustainable water environment. The result of this study could improve knowledge base, serve making consensus for citizens, and help river management plans. In Japan, citizen's realization and action are the most critical factor for nature-friendly river restoration project.

Recently, apartment designs are tend to be changed from the standard pattern by many causes and the beam-column structures are getting popular instead of wall structure system. Therefore, for the effective use of planed space the heights of apartment are tend to be higher and higher. According to Korea Building Code, earthquake resistance designs or seismic design for those high rise apartments must be more attentive and accurate, especially, dynamic periods of structures must be exactly measured, because those are very important for equivalent static analysis. The important subject of this study is to investigate the safety factors and seismic performance for natural period of high rise buildings by comparing the natural periods getting from ambient vibration method with those of Korea Building Code.
The fire resistance performance of 2 RC slabs after exposure to the ISO-834 fire standard without loading has been experimentally investigated. A Comparison is made of the fire resistance performance between RC slabs without PP(polypropylene) fibers and RC slabs with PP fibers. From the fire test results, the presence of PP fibers in RC slabs can reduce spalling and enhance their fire resistance. Until now, the determination of fire resistance of reinforced concrete(RC) slabs has essentially been based on tabulated data. According to ACI 216 code and EUROCODE 2, the design of concrete structures is essentially based on tabulated data for appropriate concrete cover and various fire durations. From the comparison between fire test results and codes, current fire design provisions of codes such as the ACI 216 and the EUROCODE 2 are unconservative for estimating mechanical properties of RC slabs at elevated temperatures.

In this study, to determine the shear properties, experiments on the shear behavior of plain concrete with the high volume fly ash cement by double shear test were performed. Test parameters are fly ash content and concrete compressive strength. Experimental results show the tendency that the shear strength similarly increases with an increase in the compressive strength as is generally known. The concrete shear strength formula proposed in the concrete structural design code of KCI shows a similar tendency to the experimental results, and It is expected that the shear strength of the high volume fly ash cement concrete can be applied with the formula given in the concrete structural design code of KCI. When considering the fly ash content ratio, the shear strength of high volume fly ash cement concrete according to fly ash conctent ratio shows as having a far greater correlation than if it is not considered to fly ash content ratio. So, even though existing code can be appliable for non consideration of the fly ash content ratio, we proposed a formula that is much more relevant than that of concrete structural design code of KCI.
The amendment of the Korea Civil Code will take place July 1, 2013. One of the most import issues related to adult guardianship system is a part. Though more than 100 new provisions, the revised Civil Code fundamentally reformed the guardianship system to establish a system to meet the diverse and complex needs of those who need a guardian and ensure due process. The new adult guardianship system intended to respect dignity and human right of mentally incapacitated adults, to guaranee their autunomy and to minimize the public interventions for assisting them. The new guardianship system for vulnerable adult has three kinds of legal guardianship system (adult guardianship, limited guardianship and specific guardianship). Mental patients forced the hospitalization of the mental health code and will be treated as an agreement incapable person. In principle an agreement incapable person has capacity of consent. The consent of the mental patients are admitted first. It is advisable to medical care only by the consent of the guardian when the the mental patient do not agree ability. If the mental patient do not agree with the mentally ill, but there should be a supervisory capacity for a guardianship of the couple guardian supervision. In conclusion, it not lost the capacity to consent to inpatient mental illness called. Therefore, we must discuss in detail the scope of the agreement for the mental patients. Mental Health Act amendments are necessary in accordance with the amended Civil Code.
