A methodology of the IMO e-navigation strategy for the development of a new maritime ICT policy (신 해양정보통신 정책 개발을 위한 IMO e-navigation 전략 개발 방법론)

  • During the past several decades, the development of the maritime policy have been focused on the level of regulation based on the lessons from the individual accidents. Recently, the development of IMO e-navigation strategy has been discussed actively and has been focusing on the new frame and architecture based on the user requirements and definition of function and services for user requirements, which might produce the user-friendly policy, infrastructure and user service. For the new maritime ICT policy getting fusion of ICT and innovation of ship/ocean industry, the overarching methodology, as IMO e-navigation strategy, should be applied to primarily setup the architecture from the user requirements to technology. In this paper, we analyze the IMO e-navigation strategy procedure and provide the consideration and lessons for the strategic methodology to develop a new maritime ICT policy.

A study on the optimal geometrical placement of eLoran stations in Korea (eLoran 송신국 배치 최적화 방안 연구)

  • In the eLoran navigation system, the dominant deterioration factors of navigation accuracy are the TOA measurement errors on user receiver and the GDOP between the receiver and the transmitters. But if the ASF data measured at dLoran reference station are provided for users through the Loran data channel, it will be possible to correct the TOA measurement errors. The position accuracy can be determined by the DOP depending on the geometry of receiver-transmitters, and their optimal placement improves the navigation accuracy. In this study we determined the geometric placement in case of up to six stations, and evaluated the performance of position accuracy for the receiver-transmitter geometry set of eLoran stations. The proposed geometry of eLoran stations can be referred for the construction of eLoran infrastructure meeting the capability of HEA for maritime, and time/frequency users in Korea.

  • This report introduces a National Vessel Monitoring System(NVMS) within the General Information Center On Maritime Safety and Security(GICOMS) project and a national legislation system for ship's safety management in Korea. We also represent future directions of NVMS in terms of E-Navigation(E-Nav), which is the new study item for COMSAR and NAV that has been adopted from the Maritime Safety Committee(MSC) 81st session. It concludes the future E-Nav system, when it is built, that all functions of NVMS should be used by NVMS controllers as well as mariners, and we should also consider the existing NVMS infrastructure including S/W and H/W.

  • 본 논문에서는 한국형 e-Navigation에서 중요한 부분을 차지하고 있는 중소형 선박의 해양안전정보 서비스 개발에 앞서 소형어선의 운항환경, 항해장비 사용실태, 운항자의 해양안전정보에 대한 서비스 니즈를 조사하고 그 결과를 분석하였다. 어선 운항자의 수요분석을 통하여 한국형 e-Navigation의 중소형 선박을 위한 서비스 개발을 위해 제공되는 안전정보에 대한 충실성, 사용자 중심의 정보제공, 실시간 업데이트를 통하여 정보의 그늘에 위치한 어선 운항자에게 정확한 정보를 제공해야하며, 항해장비에 대한 체계적인 관리체계와 교육프로그램 개발, 지역별 맞춤형 해양안정정보서비스 개발 등을 제안하였다.

  • NAVWAR (NAVigation WARfare) such as an integral part of EW (Electronic Warfare) for making navigation systems malfunctioning expands rapidly in the future military warfare. First of all, Navigation systems of ground radio and satellite were investigated. And the definition of NAVWAR and vulnerability related to GNSS were analyzed. As a result, we propose the development direction for future navigation system such as constructing eLoran system, developing an integrated receiver, establishing alert steps of watch system, and so on.

  • To reduce maritime accidents and improve safety for domestic ships, the government has developed and is operating the Korean e-Navigation Service. The ship collision and grounding monitoring service and the route planning service were developed based on the experience of captains and navigators who navigated large ships. However, in Korea, small ships account for a large portion of the users of these services, so there are various difficulties and additional requirements for applying services based on large ships to small ships. To improve this, a data science-based algorithm model using maritime digital traffic information is being developed for small ships, and it is important to evaluate the performance of the developed model and compare its accuracy with existing services. In this study, we propose a performance evaluation method for the developed algorithm model and study how to compare and evaluate its accuracy with existing e-navigation services.

Study of Alternative Navigation Systems for GNSS in South Korea

  • As the GPS(Global Positioning System) vulnerabilities were introduced, alternative systems to GPS backup have been studied for several years. Enhanced Loran(eLoran) as the worldwide ground-based supplementary radio navigation system was recommended as the cost effective alternative to GPS backup. Many efforts on adoption of eLoran as GPS backup have been presented. The US has been the leading role and announced that 70% enhancement for eLoran was established last year. However, the Obama administration cut off the eLoran budget on the fiscal year 2010 budget proposal while GAO's reports submitted that GPS service gap would be possible just some years later. Besides the US's condition, there are still many positive opinions on eLoran to GPS backup. This paper introduces the historical and technical aspects of eLoran and Korea's research topics.

  • S-Mode is a concept involving a standardized navigation display with accompanying standardized functionality and interfaces for navigational equipment. It was proposed by the International Federation of Shipmasters' Associations at IMO NAV $54^{th}$ session in 2008. The IMO e-Navigation Strategy Implementation Plan(SIP) addresses, S-Mode and the IMO MSC at its $95^{th}$ session in 2015 approved an output 1 to develop S-Mode guidance. In this study, it has been carried out survey of user needs for adopting S-Mode guideline on ECDIS which is core navigational equipment. It is conducted with a questionnaire survey, targeting deck officers and masters who will be the primary users of the equipment related to the e-Navigation system. In this research, users' opinion survey regarding the necessity of development, the scope of standardization, and priorities was conducted. This survey result could be contributed to development S-Mode guideline and specify the concept of S-Mode. It would be derived from standardizing component through providing elements to be considered for its development.

  • Currently, maritime information service is provided by a variety of equipments such as satellites, radar and VHF devices with independent standards and protocols. However, the increase of vessel traffic and development of global marine industries need an infrastructure providing seamless information transfer for the safety, security and protection of the marine environment. Therefore, we propose features and requirements of future VHF data systems and equipments as a component of e-Navigation.

  • e-Navigation strategy IMO promotes is defined as it is necessary to network to provide various maritime safety information to in land and on board users, and it is expected to provide a large amount and diverse kinds of maritime spatial information services to them frequently. However, as there are some limits to transmit that by current mobile maritime communication technologies, it is required to simplify and optimize the information. In this study, tree node and convex hull method is applied to S-100 SD spatial information to generalize and we arranged the efficiency and effect of generalization by storing in XML form which can be used in general.
