Justification on engine information in maritime service portfolio for effective implementation of e-Navigation

  • This paper proposes to include engine information in Maritime Service Portfolio (MSP) for effective implementation of e-Navigation. Even though engine information is one of most important element to e-Navigation, MSP consists of mainly about navigation and communication information not included engine information. Furthermore, in reality, engine information sent from ship side such as mainly noon report and Planned Maintenance System (PMS) is too limited to make e-Navigation possibly. Therefore, Remote diagnostic structure receiving and sending data of engine information must be included in MSP for implementation of e-Navigation. Also, it has to be designed, and developed by Software Quality Assurance (SQA).

  • IMO는 e-navigation을 구현하기 위한 전략이행계획에 따라 e-navigation 소프트웨어 품질보증 가이드라인을 개발하였고 이는 IMO의 회람문서로 등재되었다. 이 가이드라인에서 e-navigation 설계 시 고려해야 하는 품질 특성으로 사이버보안에 대해 언급하고 있다. 2016년 6월 MSC 96차 회의에 미국과 BIMCO 등 주요 IMO회원국 및 기구에서 제출한 사이버보안 가이드라인을 주요 의제로 다룬다. 본 논문에서는 데이터 품질 관점에서 IMO 사이버보안 가이드라인과 e-navigation 소프트웨어 품질 가이드라인의 연계방안을 제시하고자 한다.

  • This paper proposes an international trend and its implementation for an E-Navigation that can utilize of existing and new navigation tools, in particular electronic tools, in a holistic and systematic manner. IMO develops a broad strategy for incorporating the use of new technologies in a structured way to ensure that their use is compliant with the various electronic navigational and communication technologies and services that are already available. Implementation of this new strategic vision might require modifications to working methods and navigational tools, such as chats, bridge display equipment, electronic aids to navigation, communications and shore infrastructure. E-Navigation will reduce navigational accidents errors and failures by developing standards an accurate and cost effective system.

  • IMO introduced e-Navigation concept to improve the efficiency of ship operation, port operation, and ship navigation technology. IMO proposed sixteen MSPs (Maritime Service Portfolio) applicable to the ships and onshore in case of e-Navigation implementation. In order to meet the demands of the international society, the system implementation work for the Korean e-Navigation has been specified. The Korean e-Navigation system has five service categories: the S2 service category, which is a ship anomaly monitoring service, is a service that classifies emergency levels according to the degree of abnormal condition when a ship has an abnormality in ship operation, and provides guidance for emergency situations. The navigation safety module is a sub-module of the S2 service that determines the emergency level in case of navigation equipment malfunctioning, engine or steering gear failure during navigation. It provides emergency response guidance based on emergency level to the abnormal ship. If an abnormal condition occurs during the ship operation, first, the ship shall determine the emergency level, according to the degree of abnormality of the ship. Second, an emergency response guidance is generated based on the determined emergency level, and the guidance is transmitted to the ship, which helps the navigators prevent accidents and not to spread. In this study, the operational concept for the implementation of the Korean e-Navigation system is designed and the concept is focused on the navigation safety module of S2 service.

  • Development of e-navigation strategy which was proposed by seven member states coordinated by United Kingdom in MSC committee of IMO has been conducted for user needs definition, gap analysis cooperating with NAV, COMSAR and STW sub-committee. After prominent progress of development was done in Correspondence group, MSC 85 has approved the result of the group and conducted the development of e-navigation implementation plan to be finished in 2012. It is necessary to prepare the strategy and plan of our country identifying and perceiving the core objects and basic concept of e-navigation developed in the international community. This paper presents the progress of e-navigation development work until this stage and gives some recommendations for the domestic plan to cope with e-navigation.

  • This paper proposes the implementation plan of information network for an E-Navigation. Firstly, It configures to the network system based on E-Navigation information network using information and communication technology. And then, it builds on the total port network and tuning up the maritime traffic support system. It will expect to the efficiency through information network between ship to ship related pen operator. Building of information network for the E-Navigation, it is to build on the wireless internet infrastructure for the port logistics and traffic safety.

  • eLoran refers to a terrestrial navigation system using high-power low-frequency signals. Thus, it can be regarded as a positioning, navigation and timing (PNT) system to back up a global navigation satellite system (GNSS) or an alternative to GNSS. South Korea is vulnerable to interference such as GNSS jamming in particular. Therefore, South Korea has made an effort to develop an independent navigation system through eLoran system. More particularly, an eLoran testbed has been developed to be used in the northwest sea area and research on applicability of eLoran in South Korea has been underway. The present study analyzes expected performance of eLoran according to locations of newly built eLoran transmitting stations as part of the eLoran testbed research. The performance of eLoran is analyzed in terms of horizontal position accuracy, and horizontal dilution of precision (HDOP) information was used since it affects accuracy significantly. The target service areas of the eLoran testbed are Incheon and Pyeongtaek Ports, and the required target performance is positioning accuracy of 20 m position within 30 km coverage of the target service area.

  • IHO has established S-100 Standard profiled from ISO 19100 GIS standards for standardization and improvement of hydrographic data and are developing S-10X Standards. IMO is implementing the e-Navigation strategy for maritime safety and marine environment protection and has established the CMDS as information standard framework which will be developed from the S-100 standard. The development domain of e-Navigation can be divided into onboard, communication network, onshore and VTS is a core actor in onshore system. In this study, we analyzed the effects of S-100 standard development on VTS through e-Navigation strategy of IMO and suggested the cooperation between hydrographic fields and VTS fields under e-Navigation strategy.

  • To achieve software quality and human-centred design for electronic ship navigation called e-navigation, an international guideline of software quality assurance and human-centred design was approved in 2015. Usability is a common goal of both software quality assurance and human-centred design as developing e-navigation system and software developments. Therefore, research is needed to evaluate the usability of e-navigation systems and software such as metrics that can use usability testing. This paper derives effectiveness metrics for e-Navigation usability testing based on international standards. The research method is to analyses and compares the effectiveness measurement and metrics in ISO 9241-11 for human-centered design and ISO/IEC 25022 and 25023 for software quality to find out measurements and metrics being defined commonly. The derived metrics are applied to Electronic Chart Display and Information System as a case study based on performance standard.

  • The maritime industry has been developing e-Navigation strategy for safety navigation. The implementation of e-Navigation strategy will cause many needs for developing new software increasingly. For this reason, IMO referred to importance of software quality and endorsed the e-Navigation SQA/HCD guideline as an official IMO document. Accordingly, it is necessary to develop a practical guidance to apply the guideline. This paper describes the elicitation results about the detailed actions of requirement analysis stage based on quality standards. Also, the improvement measure is proposed in this paper.
