Objectives: The study aimed at reviewing the organizational values, structures, and activities of the health promotion foundation model as a recently recommended by the World Health Organization, and exploring adequate suggestions to administer the funds in Korea. Methods: The study materials were collected from web-sites and visiting, the ThaiHealth, VicHealth, Healthway, and Health Promotion Switzerland were reviewed as the representative cases of health promotion foundation model. Results: According to the review, the health promotion foundation established based on relevant legal acts had the comprehensive and professional organizational structure with boards and committees as governing and supporting bodies. The foundations had clearly defined vision, mission, and purpose, and pursuit health promotion purpose, independent and professional decision making process, strategies and priorities to initiate broad health promotion activities, balanced funds distribution to various areas and sectors, and networking and collaborating with partners. Conclusions: Health promotion foundation is a recommendable model to lead more effective and efficient health promotion activities and to collaborate with other sectors or other countries. Expanded usages of health promotion fund into the diverse health promotion settings such as communities, work places and schools and health activities including sponsorships as well as health promotion programs need to be considered.
Objectives: Tobacco marketing encourages smoking initiation of non-smokers, especially adolescents, and it hinders quit intention of those who smoke or who attempt to quit smoking. Article 13 of the WHO Framework Convention on Tobacco Control(WHO FCTC) requests a comprehensive ban on tobacco advertising, promotion and sponsorship(TAPS). Ratified the Convention in 2005, Korea has partially implemented the provisions. However, online marketing regulations are still insufficient. Methods: Based on relevant national and international regulations, this research designed monitoring mechanism for online tobacco marketing and studied 1,404 websites to identify current situation of online sales and advertisement of tobacco in Korea. Results: This study found that online trade of tobacco products are overtly conducted, while tobacco advertising with flavoring and misleading descriptors are also prevalent. Also, online tobacco marketing facilitate adolescents' access to tobacco product and that advertising and promotion activities lead to tobacco purchase without difficulties. Conclusions: Fundamental solution to prevent online tobacco advertisement and promotion is banning online sales of tobacco and conducting a regular monitoring for compliance. Korean government should consider establishing an official surveillance system for online tobacco advertisement, followed by a comprehensive ban on TAPS to fulfill its obligation as a Party to the FCTC.
Objectives: This study aims at evaluating performance of the Healthy Cities in Korea during the period of 2008-2010. Furthermore, it will explore future direction for qualitative growth of the Healthy Cities in Korea. Methods: A survey has been conducted annually with current healthy cities; 46 in 2009, 56 in 2010 and 60 in 2011. Survey instrument consists of 13 questions to evaluate general status, implementation system and sub-programs, and the result of the survey was analyzed by using PASW Statistic 18.0 focusing on categorizing healthy cities and looking at sub-programs trends. Results: In 2010, there are 60 Healthy Cities in Korea, whose number grows continuously. The most noticeable characteristic is that administrative bodies in urban area strongly promote the Healthy Cities Project, while the projects are usually associated with other health promotion projects rather than independently carried out. Also, their sub-programs are concentrated on 'healthy-setting' and 'healthy lifestyle programs'. Conclusions: To improve the quality of the Healthy Cities in Korea, a number of requirements should be met. The most urgent requirement is sector-wide comprehensive policy fostering Healthy Cities development strategy. Moreover, it is expected that over-arching theme should be set up under the framework of National Healthy Cities Network.
Objective: This paper aims to describe health promotion (HP) research according to HP activities, strategies, target population, and settings, and to explore challenges for HP to reflect principles and values. Methods: A content analysis was employed for all research reports funded by the Korea Health Promotion Foundation from 2005 to 2011. Content analysis was conducted according to the HP activities and strategies as mentioned in the Ottawa Charter, and by target population and setting. Challenges for HP research were explored by priority actions suggested by the International Union for Health Promotion and Education. Results: The total number of research was 384. The most popular topic was on HP actions for reorienting health services, followed by developing personal skills, creating supportive environments, building healthy public policy, and strengthening community actions. Research focusing on enabling strategies was most dominant among the HP strategies, while both advocating and mediating strategies were unlikely to be studied. An even distribution was found across target populations. The most popular setting was communities, followed by workplaces and schools. Conclusion: HP research tends to be anchored on bio-medical, individualized, and behavioral perspectives. A discussion was made to overcome this tendency by employing HP in social sciences theory and methods.
Objectives: To investigate the current status and challenges of research methodology for health promotion research (HPR), this study analyzed HPR funded by the Korea Health Promotion Foundation (KHPF) from 2005 to 2011. Methods: All of the research reports funded by the KHPF for the period were included in this study. From the literature reviewed, a framework of this study was developed. Results: Quantitative research was 67.7%. The most common quantitative research design was cross-sectional survey (46.6%). Only 7.3% of quantitative research employed theoretical frameworks, and more than a half (53.4%) used primary data. For qualitative research (2.8%), most cases were conducted together with quantitative research. No qualitative research employed a philosophical underpinning. Only 7.0% of research received consent form, and 2.1% was approved by institutional review board. The results of this study indicate that there is a need to employ various research methods to study key concepts of HPR more in-depth. Efforts should be made to reduce statistical errors and also employ newly introduced statistical methods. Conclusions: Overall, a lack of scientific evidence from the HPR reports analyzed in this study was observed. Therefore, the KHPF and the academia should work together to solve the problems indicated from this study.
Objective : The aim of this study is to analyze the recent research of Korean Medicine(KM) public health promotion programs in Korea. Method : We searched the study using Korean Medicine Information System, Research Information Service System and Korean Studies Information Service. We analyzed studies by research content, publication year and type of journal. Results : Analysis by research contents, it was divided into survey research, policy research, development research and evaluation research. Analysis by publication year, little research had been conducted from 1990 until 2000 and most of the research was done since 2000. Analysis by type of journal, 53% of studies published by journals related with KM. Conclusion : Development and evaluation research of KM public health promotion programs should be actively conducted. It is also need to establish the foundation in which KM public health promotion programs would be expanded not only KM field but also in other fields.
This study reviews the amount and expenditures in national health promotion fund from 1997 to 2006, to analyse the problems and provide the future direction of health promotion fund programs. This study suggested the guide for future plans and the scope and contents of health promotion fund programs, priority and fund budgetary allocation, and operation organization. It is needed to revise health promotion law and enforcement decree of the health promotion act. The fund should be used in limited 9 areas related to healthy life activities: (1)Anti-smoking actions, (2)To support activities leading to a healthy life, (3)Public health education and development of materials, (4)Investigation and research regarding community health matters, (5)Public nutrition management activities, (6)Oral health management activities, (7)Physical exercises for health promotion, (8)Foundation related to supporting healthy life style practice society, (9)Expenses necessary for the management and operation of the fund. And also, in order to improve the performance of health promotion, it is considered to reform the operation system including organization.

First, there has been growing awareness of the impotance of health promotion through the establishment of Health Plan 2010 and the effort to actualize the Plan. Second, the importance of securing health equity and identifying health determinants have been recognized during the planning process of Health Plan 2010. Third, the health promotion program have mainly focused on improving healthy life style of the population. As a result, desirable health behavior change of the population could be expected from the result of 2005 National Health and Nutrition Survey. Fourth, public health centers began to play a crucial role in implementing health promotion programs, and began to build infrastructure for health promotion programs. Fifth, the outcomes of health promotion programs by public health centers and private health organizations have been increasing. Finally, training for health promotion personnel and their participation in the program could be the foundation for the higher level of outcome achievement from the health promotion programs. Important challenges for future health promotion would be identification of the determinants and risk factors of health in Korea, establishment of local health promotion plan, building infrastructure for health promotion, creation of specific action model by public health center, development of diverse health promotion programs and health promotion program for the elderly, conducting research for evidence concerning major factors reducing the need for health care through prevention disease activities, and establishment of evaluation and feed back system for health promotion programs.

Purposes: The purpose of this study is to investigate the factors which affect the promotion of the employees working at university hospitals in Korea. Methodology: The data of this study were obtained from personnel management database of 1,634 employees working at 4 university hospitals owned by an education foundation located in the City of Seoul and Kyoung-kee Province. The collected data were analyzed using frequency analysis, correlation analysis and probit regression analysis using SAS 9.4. Findings: The main findings of the study were as follows: First, appraisal score of the employees was the most important factors affect the possibility of the promotion and the following variables of tenure, higher degree, number of transfers, managers were also found to have significant effect on the possibility of the promotion. Second, Impact of those are varied among promotion ladders and the occupations like nurses, administrative staff, and technicians, which revealed that the important competency needed for the promotion was different. Practical Implications: The study results imply that, in order to motivate the employees through the promotion system at university hospitals, it is strongly recommended to use different criteria for evaluating the employees' performance and qualification for the promotion in terms of the promotion ladder and the characteristics of each occupation.
