A Study of Designing Semantic Web and Policy Directions for National Knowledge and Information Management (국가지식정보자원관리를 위한 시맨틱웹 설계 및 정책방향에 관한 연구)

  • The purpose of this study is to design semantic web and policy direction for national knowledge and information management. The paper describes all the components needed to accomplish the objective: 1) creating unchangeable and unique identifiers for metadata elements, resources, and ontology classes and properties; 2) recommending active use of XML namespaces; 3) establishing metadata and application profile standards for national integrated searching; 4)developing a metadata registry to promote semantic interoperability among metadata; 5) discussing the need of creating ontologies using W3C OWL and ISO Topic Maps; 6) providing intelligent search services based on metadata; and 7) presenting future directions and tasks of national knowledge and information management.

  • For the effective use of satellite communication transponder, tests for the payload system such as IOT(In-Orbit Test), RPM(Routine Payload Monitoring), CSM(Communicatios System Monitoring), and REV(Remote Earth-Station Verification) have to be conducted. Those tests are used in order to verify the condition and generic design of the satellite, to provide a database for operational calculations, and to maintain the quality of communication services. As the satellite communication system gets with wider expansion with higher complexity of operation, tests for the communication system also need more complex operation that usesophisticated computer-controlled measuring system. For and C language based measurement functions, which uses GPIB protocol and SCPI commands. But SICL requires knowledge of BASIC and C language as well as GPIB and SCPL system. This paper introduces a new language called CALSTEP-Control and Access Language for the Systems of Test Equipment and Payload. This language is designed for the operator to perform the tests for the satellite communication system without any special knowledge that is mentioned above. This language has very limited number of commands which are to be used to control the payload system and test equipments to perform IOT and CSM, and those commands are very readable and easy to understand, so an operator without any knowledge of BASIC and C programming language, or SICL and SCPI command can use it.

A Study on Influencing Factors on User's Adoption Resistance to Personal Cloud Computing Service (개인용 클라우드 컴퓨팅 서비스 수용저항에 영향을 미치는 요인에 관한 연구)

  • Recently, the personal cloud computing service has been being spotlighted as an individual tool of productivity enhancement. However, compared to the rosy forecast, its diffusion rate in the domestic (Korean) market is much slower than expected. In order to find the reason for the slow growth of personal cloud computing service, we attempt to identify influencing factors on user's adoption resistance, while most prior research has focused on the factors affecting its adoption. Based on both the person-technology fit model and the privacy calculus model, we propose technostress and perceived value as key antecedents of adoption resistance. In addition, we identify (1) technical (pace of change and complexity) and personal (self-efficacy) influencing factors on technostress, and (2) beneficial (perceived mobility and perceived availability) and harmful (perceived vulnerability) influencing factors on perceived value. To validate our research model, 133 individual samples were gathered from undergraduate and graduate students who had actual experience of using at least one of personal cloud computing services. The results of the structural equation modeling confirm that both technostress and perceived value have significant effects on adoption resistance, but they have different influencing mechanisms to different types of adoption resistance (indifference, postponement, and rejection). Theoretical and practical contributions are discussed in the conclusion.

Security Awareness among Students in Campus Environment: Case Study

  • In this era of globalization without limitation, many security issues occur, especially in a public network. Internet users significantly increased every single day. However, only some users are aware of security issues when they use Internet services. For the campus network environment, both staffs and students are susceptible to security threats such as data theft, unauthorized access and more due to different levels of awareness towards security threats. This paper is to study the level of awareness among students on security issues based on KSA model. As a case study, the survey was distributed among students in the UTeM campus network. A quantitative study was conducted, and a structured questionnaire has been designed and distributed among students. The variables were focused on three (3) aspects, which are Knowledge, Skill and Ability (KSA). The finding shows the relationship between KSA with the level of awareness among students has been revealed. From the result, Knowledge is the most significant aspect that contributes to high awareness. For the future, a study about increasing students' knowledge about security issues should be addressed.

Factors Influencing the Intention of Knowledge Sharing in Public Libraries: Based on Self-determination Theory (공공도서관 지식교류의도 영향 요인에 관한 연구 - 자기결정성 이론을 기반으로 -)

  • Recently, public libraries have increased in quantity, while various problems have arisen regarding the operation of public libraries, such as lack of librarian manpower and facilities. Additionally, an increase in the number of public libraries does not correlate to an increase in the utilization of public libraries, and thus developing various services is needed to maintain the continued use of public libraries. This study examined which types of use motivations affect the intention of knowledge exchange in public libraries when using public libraries based on the self-determination theory. It also looked at how the use motivations and the intention of knowledge exchange vary depending on the frequency of public library use. According to an online survey of 230 users of public libraries, extrinsic motivation, intrinsic motivation, autonomy, competence, and relatedness as independent variables had a positive impact on the level of knowledge exchange. In addition, the higher the frequency of public library use, the higher the needs for autonomy and relatedness were. Based on the results, it was suggested that the knowledge exchange needs to be established as a new service of public libraries by offsetting extrinsic motivation that emerged from by negative influences and promoting intrinsic motivation, autonomy and competence.

Knowledge Production Function in South Korea : An Empirical Analysis (우리나라 지식생산함수 : 실증분석)

  • In this paper we estimate knowledge production function for 15 South Korean industry sectors using panel data. To accommodate the influence of inter-sectoral interactions on the creation of knowledge, we estimate parameters for related knowledge production functions using the Dynamic Seemingly Unrelated Regression(DSUR) model proposed by Mark et al. (2005). We find the elasticity of knowledge production with respect to the size of research staff to be 0.25 and that with respect to the existing stock of knowledge to be 0.35. The fact that the elasticity of new knowledge creation with regard to the existing knowledge stock is below 1 in South Korea corroborates the view that the rate of long-term growth of her economy is chiefly determined by the elasticity related to production functions of goods and services and the rate of population growth, and that her government policy, to ensure a continued growth for the Korean economy, must shift the focus of R&D policies from the current direct intervention-centered model to one consisting of indirect measures, namely supporting knowledge management and diffusion and the creation of a knowledge sharing system. In terms of R&D policy implications it could be consider that the national knowledge production system should strengthen the cumulative process of knowledge accumulation and population for research and development. Our country R&D policy, also, need to adopt a global approach to increase knowledge stock at the highest levels of a country.

기술 및 수요속성에 따른 정보통신서비스 확산 패턴

  • Since technological innovation, adoption, and diffusion is a fundamental engine for a company's competitiveness and in turn a nation's industrial development, diffusion of technological innovation has been one of popular research themes to many researchers and scholars for decades. Especially, in today's knowledge-based economy, the IT technology became a fundamental infrastructure for a nation and thus their impact on a nation's economy has grown to be tremendous. This paper investigates the patterns of technological diffusion of 16 telecommunications services. Firstly, we identify the optimal diffusion model which represents the 15 IT innovation best in terms of goodness-of-fit. Secondly, based on the best model identified we cluster the 16 IT innovations according to their diffusion characteristics such as penetration rate and diffusion speed. Lastly, we categorize the innovations in terms of technology (voice-based innovation and data-based innovation) and demand (household-use and business-use) attributes, and compare their diffusion patterns and found some meaningful difference in diffusion patterns. We hope the result helpful to corporate managers as well as policy makers in relevant areas.

  • In this paper, we Provide context-aware services based on UPnP Device Module including sensor unit in existing PLC network without additional infrastructure. so existing PLC devices are controlled based on knowledge context and can be used in a ubiquitous environment. And efficient remote control and device management based on UPnP can also be provided.

  • Recently, human activities have expanded from outdoor spaces to indoor spaces since a lot of complex buildings were constructed over the world. Especially, visitors in a shopping mall would like to receive specific information of interest regarding various shopping-related activities as well as shopping itself. However, when it comes to providing the information, existing guide services have some drawbacks. Firstly, the existing services cannot provide visitors with the information of other stores simply and promptly on the current location. Secondly, the services have difficulties in representation and share of the shopping-related knowledge, and in providing inferred information. Thus, the purpose of this study is to develop a method that allows topological analysis utilizing ontology technique around the current position in such shopping mall in order to provide shopping-related information. For this, the shopping activity ontology model is designed, and based on the ontology model, inferencing rules are defined in order to extract the information of interest efficiently through semantic queries. Also, a geocoding method in indoor spaces is used regarding the current location, and optimal routing analysis, which is one of topological analysis, is applied with the result from the semantic queries. As a result, an Android application is developed for 3D visualization and user interface.

Analysis of the Library Service Satisfaction of College Students with Disabilities in Korea (장애 대학생의 도서관 서비스 만족도 분석)

  • Many students with disabilities at the university face difficulties in educational inequity, cultural isolation, information illiteracy, and discrimination in the broad range of campus activities. The biggest barrier is the lack or difficulty of access to knowledge and information needed for learning. Libraries, therefore, must not discriminate against students with disabilities and should ensure equal access to and use of information resources and services. This paper analyzed the satisfaction and requirements on facility and space services, direct and indirect services, total library service of students with disabilities based on the results of the survey and interview. This paper suggested ways to improve service satisfaction of students with disabilities in a university library.
