  • Globalization of the industry induces the internationalization of any given manufacturing company's supply chain. Development of e-Commerce and Information Technology (IT) changes the logistics structure, making logistics information systems essential. Web-based connectivity and supply chains based on new technologies are becoming essential in the logistics industry. Customers are driving the implementation of systems to ensure timely, thorough, and accurate information, often with immediate access; in response, the Internet has propagated tracking and tracing systems. Value-added services are the key to successful intermediary activities. The nationwide Integrated Logistics Information System (ILIS) aimed to utilize existing and future information infrastructure and knowledge bases to build an integrated logistics information network that would provide comprehensive logistics information services for shippers and carriers in order to improve the efficiency of both inventory and information flows in their supply chains. The ILIS, as one of the seven national information networks, has provided various services, particularly services related to import/export and clearance. Though a survey concerning logistics information services shows rather positive results, shippers and carriers still require better services and reductions in EDI prices. Therefore, the role of the ILIS needs to be re-defined. Short-term plans for the ILIS contain ICD services and XML/EDI services, which are described in detail.

  • As the economic volume and trade in North-East Asia have dramatically increased, the competition for dominance over the value of logistics among many developed countries has taken a new turn. The Korean government has been planning a strategy for a north-east asian logistics hub in order to increase the global competitiveness of manufacturing companies by promoting a logistics industry. However, the competitiveness of Korean logistics industry is still quite premature compared to global competitors. Taking these accounts into considerations, this study advocates that the structure of Korean logistics companies should be changed from the function of furnishing simple logistics to extending integrated logistics services. It should also shift its focus from executing domestic logistics to meeting international logistics demands and from an execution-focused service to a knowledge-intensive service. The purpose of this study is to explore effective methods for stimulating an integrated logistics industry. Some detailed guidelines and economic interpretations, based upon the results of this research, have been suggested for supporting the related legislation.

  • Companies make a great effort for saving costs because a rise in logistics costs weaken trade companies competitive position in the international market. Therefore it is important for companies and government to enhance logistics competitive. This article focus on the logistics laws and policies to improvement companies competitiveness and save logistics costs. It has researched from the point of view rather government basis than company basis. Korean Logistics policies have some fundamental problems that the law and policies are spreaded to several administrations such as, Ministry of Knowledge Economy, Ministry of Land, Transport and Maritime Affairs etc. We propose the solutions as follows; First of all, we review the laws and policies on logistics and point out the problems. Second, setting up the principle of Korean Logistics Policies according to the changes in international logistics paradigm and circumstances. Third, adjustment of systems and tasks of administrations related to logistics. Fourth, innovation plan for logistics policies. The plan can carry out two ways demonstration business and diffusion business in order.

The Effect of Contextual Factors on Resistance to Change in Lean Transformation

  • The purpose of this paper is to uncover whether and how contextual factors (information exchange, participation, trust in management, and training), relate to resistance to change. It also explores the mediating effect of perceived impact of change on the relations between contextual factors and resistance to change. This study is conducted in several manufacturing plants in food processing industry in Vietnam, which is implementing a top-down large-scale change - Lean transformation, adopting Total Productive Maintenance (TPM) program, to be specific. The findings suggest that all four contextual factors are negatively associated with resistance to change, in which training had the strongest impact. Also, the perceived change impact partially mediates the relationships between the four contextual factors and resistance to change. The practical implications of this paper are that employees who receive adequate, timely and useful information relating to change are less likely to show opposing behaviors towards change. Fostering trust in management among employees, and employee involvement in decision-making, also have a significant influence when addressing employee resistance to change. Employees who are well-trained, well-equipped with tools and knowledge about the change, are less likely to resist as they view the benefits of changes more significant than the risks.

Factors Influencing Life-Long Learning: An Empirical Study of Young People in Vietnam

  • This study, not only investigates the important role of lifelong learning in shaping young people's knowledge and in maximizing their potential, but also aims to shed light on the influencing factors of lifelong learning of young people in Vietnam. The author applied STATA and SPSS to analyze quantitative data collected from questionnaires with 332 respondents aged between 19 years old and 24 years old. Based on a holistic review of literature, this study concludes that four driver factors affect young people's lifelong learning ability, comprising: organizational culture, motivation, human resource development, and domestic private type of enterprise. The results emphasize the positivity of organizational culture, human resource development, and the nature of work, especially organizational culture and human resource development, which are dominant reasons for young people to maintain lifelong learning. The relationship between demographics and lifelong learning was tested and it indicated that male has a stronger interest in learning than female. The result of the study also shows the impact of different types of business sectors on employees' learning intentions. It points out that the domestic private type of enterprise is the most effective factor that has a positive relationship with the lifelong learning of the individual.

In this study, the performance of the company fairness affect whether any will be discussed. Organizational justice research on job satisfaction, organizational commitment influence. But that does not affect sales growth, respectively.

Fast Spectrum Sensing with Coordinate System in Cognitive Radio Networks

  • Spectrum sensing is an elementary function in cognitive radio designed to monitor the existence of a primary user (PU). To achieve a high rate of detection, most techniques rely on knowledge of prior spectrum patterns, with a trade-off between high computational complexity and long sensing time. On the other hand, blind techniques ignore pattern matching processes to reduce processing time, but their accuracy degrades greatly at low signal-to-noise ratios. To achieve both a high rate of detection and short sensing time, we propose fast spectrum sensing with coordinate system (FSC) - a novel technique that decomposes a spectrum with high complexity into a new coordinate system of salient features and that uses these features in its PU detection process. Not only is the space of a buffer that is used to store information about a PU reduced, but also the sensing process is fast. The performance of FSC is evaluated according to its accuracy and sensing time against six other well-known conventional techniques through a wireless microphone signal based on the IEEE 802.22 standard. FSC gives the best performance overall.

Performance of Two-User Two-Way Amplify-and-Forward Relaying Systems with Scheduling

  • In this paper, we study scheduling schemes for two-user two-way wireless relaying systems. Two transmission modes are considered: point-to-point direct transmission and two-way amplify-and-forward relaying. An optimal scheduling scheme that opportunistically selects the best transmission mode for each user is proposed to minimize the sum bit error rate (BER). The performance lower bound of the optimal scheduling scheme is analyzed, and closed-form expression of the lower-bound BER is derived. However, for optimal scheduling, the scheduler requires the knowledge of channel state information (CSI) of all links. To reduce the feedback information of CSI, we also propose a suboptimal scheduling scheme that selects the transmission mode using only the CSI of two direct links. Simulation results show that there are 4 dB to 8 dB gains for the proposed optimal and suboptimal schemes over the fixed direct transmission and fixed two-way relayed transmission scheme. The performance gap between the optimal and suboptimal scheduling schemes is small, which implies a good trade-off between implementation complexity and system performance.

Research Ethics of Plagiarism of Adult Learners

  • Purpose - Adult learners are easily exposed to the risk of plagiarizing others' writings when writing papers or reports. Therefore, this study investigates the research ethics of adult learners and suggests alternatives for research ethics standards in online lifelong education system. The purpose of this study is to investigate the causes of violation of research ethics and preventive measures (education program) for adult learners. Research design, data, methodology - Before establishing a research ethics education plan, it is confirmed through the empirical investigation of adult learners in undergraduate. In this study, 30 questionnaires of 5-point Likert scale were used to examine the level of consciousness of adult learners related to research ethics. Results - First, the experience of participating in ethics education and the presence of prior knowledge did not affect the prevention of research ethics violation. Second, adult learners did not learn about research ethics in the pre- college education environment and they frequently engaged in research ethics violation without guilt or consciousness. Third, the students who experienced the research ethics violation (plagiarism) were more willing to know and use the plagiarism search program. Fourth, Opinions differed according to age as to the need to enforce research ethics compliance. Conclusions - Universities should clearly and easily announce and monitor plagiarism criteria or guidelines. When adult learners are relieved of the anxiety about the possibility of violation of research ethics, a developmental and original research atmosphere will be created.

  • Agricultural extension services in Korea are faced with increasing demands for more efficient production and managerial technology according to globalization and free trade system. At the same time, three steps of organizational restructuring in 1998 and 1999 resulted in decreased number of organization and manpower, thus, resulting confusion in implementing extension services. To cope with the international and national challenges, Korean agricultural extension services should try paradigm shift including the followings; 1. To establish identity of agricultural extension services in Korea through making laws and regulations in terms of concept, roles, principles. implementation and methods. 2. To implement vitalizations plan through enhancement of national extension service such as food production. raising local specialty products for domestic consumption and producing strategic agricultural products for export. expanding capability of rural women, increasing opportunity for management consultation, supporting digital technology information, and promoting morale and capability of extension educators. 3. To reform agricultural extension system through adjusting the functions of extension service of the Rural Development Administration, regionalizing city and county extension center to provincial level, and changing the status of directors of extension centers from city /county to national government.
