Scoping for Environmental Impact and System Improvement of Marine Sand Mining in Korea (바다골재채취에 따른 환경영향 스코핑과 제도개선)

  • This paper assessed environmental impacts of marine sand mining on coastal areas and Exclusive Economic Zones (EEZs) of Korea, and diagnosed problems of the related assessment statements for suggesting key assessment items (scoping) and system improvement. To mitigate conflicts and environmental impacts caused by large-scale, concentrated sand mining, we suggest it is critical to promote sustainable and eco-friendly utilization of marine resources while listening opinions from various stakeholders and analyzing alternative plans. Especially, it should be mandatory as a scoping item to provide verifiable data on the amount of sand, potential and accumulative impacts by mining, and key assessment items (e.g. erosion and sedimentation by submarine topography, benthic change, spreading of suspended solids, water pollution, grain-size change, and impact on fisheries resources). We also suggest that postassessment and monitoring should be improved to enable tracking of environmental impacts caused by sand mining through seasonal monitoring together with intermittent short-term surveys. In addition, effective measures to mitigate the impacts is also essential. As repeated sand mining at large-scale can damage marine ecosystems by long-term accumulated impacts, we suggest that assessment systems and regulatory policies should be developed and established, especially for ensuring reliability of assessment and review on selected major sandmining projects.

Scoping for Marine Environmental Impact Assessment of Tidal Power Plant Construction (조력에너지 개발사업의 해양환경영향평가 스코핑 방안)

  • This paper assessed environmental impact of tidal power plant construction in the western sea of Korea, and diagnosed problems of the related assessment. We also proposed key assessment items (scoping) and system improvement for environmental impact assessment (EIA). The establishment of a broad consensus of the appropriateness and a clear purpose for business is an important aspect of the aptness of using the waters, and the aggressive collecting of opinions of the stakeholder and institutions will have to be fulfilled. In addition, we presented the following scoping plan in order to minimize the negative effects of the marine ecosystem and the conflict between the people who work in the fishing industry which result due to the construction of the tidal power plants. (1) the change in seawater exchange rates and the aspect of erosion/sedimentation which result from the change in the velocity of running fluid, (2) the destruction of spawns/habitats of fish due to the damage of tidal flats, (3) fishery resources, impacts of fishing grounds, and the spread of suspended sediments, etc. will have to be applied to the key assessment items(scoping). In addition, every citizen will have work hard for an establishment of an active plan which achieves the harmony and balance of environmental preservation and for the policy to be applied through changing their consciousness of environmental preservation.

Assessment and Improvement of Documentation Status on the Statements for the Sea Area Utilization Consultation according to the Project of Ports and Fishery Harbors (항만·어항개발사업의 해역이용협의서 작성실태 평가 및 개선방안)

  • This study analyzed the 91 cases of the statements for the Sea Area Utilization Consultation according to the developmental projects of ports and fishery harbors for 2012 2014 and the status of the record of document, and suggested the improvement way to go. The marine environmental timpact assessment items both marine chemistry such as water quality, sediment and marine biology such as benthic animal, plankton, and fisheries show highly rate of site survey. But, the utilization of those data through site survey is too low, and it is necessary to adopt the QA/QC for the reliability of survey data. The items of marine physics such as tide, tidal current analyzed based on references not a site survey. However, the simulation performed actively without calibration and verification compared to the result of site survey. When the projects of port and fishery harbor perform, it is necessary to monitor the physical parameter such as wave, tide and tidal current especially. Based on the scale and the type of project, we need introduce the system of scoping for prediagnosis the key assessment items and checklists.

Diagnosis of Scoping and Type of Review on the Marine Environmental Impact Assessment for Ocean Energy Development Project (해양에너지개발사업 환경영향평가 검토유형 및 중점평가사항 진단)

  • This study reviewed the type of the project and developmental plan related to ocean energy development in the coastal land boundaries and the ocean, and suggested the efficient scoping method through the diagnosis of the key items of environmental impact assessment (EIA) in the coastal area. The major projects are the construction of tidal power plant, tidal current power plant, and offshore wind power plant in the public water, and also those are the construction of solar power plants in the coastal land boundaries. While the project plans on a large scale such as the construction of tidal power plant, it is important to consider both property of usefulness of the designated areas and harmony analysis with marine space availability based on the adequacy of the site selection and relevance of plan with the master plan for reclamation and strategic environmental assessment (SEA). And also it needs to be considered the careful checkup on the EIA checklist referring to the type of project, effective post-monitoring, and suggestion of mitigating methods to minimize the environmental impacts during the stage of actual environmental impact assessment. Introduction of a system of integrated marine environmental impact assessment should be considered for reasonable and effective manage to developmental projects on the marine spatial area.

Telehealth implementation for children with attention deficit hyperactivity disorder: a scoping review

  • The objective of this research was to examine current telehealth practices in managing children with attention deficit hyperactivity disorder (ADHD) and to map existing implementations using the American Medical Association's Virtual Care Value Framework. A scoping review was conducted following the Arksey and O'Malley framework. The databases, CINAHL, PsycINFO, and PubMed, were searched with specific keywords related to telehealth and ADHD. The screening process followed the Preferred Reporting Items for Systematic reviews and Meta-Analyses guidelines. Inclusion criteria were restricted to articles published in English between January 2000 and July 2024, focusing on children with ADHD, their parents, caregivers, family members, teachers, healthcare professionals, and articles implementing telehealth interventions. As a result, out of 389 initially identified articles, 22 met the inclusion criteria. The studies were predominantly conducted in the United States. The most common telehealth methods included videoconferencing and telephone-based communications. Key areas of focus in these studies included clinical outcomes, access to care, patient and family experience, caregiver experience, clinician experience, and financial and operational impact. However, none of the studies addressed health equity. In conclusion, telehealth has shown effectiveness in improving ADHD assessment, treatment adherence, and parental education, leading to positive patient outcomes and experiences. However, the financial impact of telehealth remains uncertain. Further research is needed, particularly outside the United States, to explore emerging telehealth technologies and areas overlooked by the Virtual Care Value Framework, such as health equity.
