A Study on Practicality of R&D Outcomes from the Korean land Spatialization Program

  • This study investigates how Korean Land Spatialization Group (KLSG) has controlled and managed its own R&D effectively and what particular elements have made it practical. Korean Land Spatialization Program (KLSP) has produced large amounts of practical outcomes for the intelligent land by collaborative 5 core research projects. The well-harmonized cooperations between proving ground, practical business model, and services oriented integration and others have driven the KLSG to an succeedable management. The active role for practicality is prominent with its usefulness and competitiveness. KLSP is financially and administratively supported from Ministry of Land Transport and Maritime Affairs of Korea (MLTM). By investigating relationships between 5 core research projects involved in the R&D projects of KLSG, it has been found out that R&D projects of KLSG bring forth practicality and commercialization. The results of this study presents strategies of KLSP in conducting research for practicality and commercialization of GIS technology and integrated geospatial information.

  • Korean Land Spatialization Program (KLSP) is an R&D program of the National GIS Project for developing ubiquitous GIS technologies under the control of the M inistry of Land, Transport and Maritime Affairs (M LTM). The first program of the KLSP, which lasts from 2006 to 2012, initiated with $132 million of national funds and $42 million of private matching funds. Aiming to develop the 'Innovation of GIS technology for ubiquitous Korean land', the KLSP consists of five core research projects and one research coordination project to practically utilize and commercialize the results of core research projects. The Korean Land Spatialization Group (KLSG) is planning the KLSP Test-Bed for testing, integrating, and exhibiting the KLSP's outcomes. About 40% of the outcomes are related products to geo-sensor and wireless sensor network (W SN). Thus, interoperable, scalable and web accessible frameworks like an OGC SWE (Open Geospatial Consortium Sensor Web Enablement) are mandatory because some of the products must be connected to each other in a KLSG Test-Bed. The main objective of this paper is to introduce the KLSP Test-Bed and the SWE SOS (Sensor Observation Service) prototype, which is developed for interoperable geo-sensor networks of the KLSP.

  • Recently, convergence phenomena among industries are appeared with the rapid development of information and communication technology and technology convergence also is emerging as a key issue. Especially, geospatial information industry may be expected to conduct a role as a pioneer in this convergence era. In order to do this, all fields of geospatial information should be classified systematically and interoperability and compatibility among geospatial information systems should be acquired. In this paper, a technical reference model of intelligent geospatial information is proposed to show a hierarchical technical system in the field of geospatial information. The model is developed with five core research projects of Korean Land Spatialization Group (KLSG) and includes also the scope and importance of core technology in the system. The model would be helpful to manage and control all projects of KLSG.

  • The R&D of Geospatial Information Infrastructure, which is the one of the KLSG(Korean Land Spatialization Group) mian projects, is core project for promotion of digital korean land. It has been conducted during 4 years, and it will be tested and assessed via TestBed in the 5th & 6th years. The application of Testbed for R&D results will make contributions of stability, enhancement and external reliability for R&D results.

The coordination project's purpose is to practically utilize and commercialize the results of core research projects. Korean Land Spatialization Group (KLSG) is planning a test-bed for testing, integrating, and exhibit- ing the KLSP's outcomes. Integrations of the outcomes are mandatory for the successful KLSG Test-Bed. The main objective of this paper is to introduce KLSP test-bed and three methodologies for integration of the outcomes in KLSP. As a plan of integrations, especially, this paper proposes SWE SOS (Sensor Observation Service) prototype to achieve interoperability of the geo-sensor networks.

The first program of KLSP, from 2006 to 2012, initiated with $132 million (US dollars) of national fund and $42 million of matching fund. KLPS which aims 'Innovation of the GIS technology for the ubiquitous Korean land' consists of 5 core research projects and 1 research coordination project to practically utilize and commercialize the results of core research. Korean Land Spatialization Group(KLSG) is planning the KLSP proving ground for testing, integrating, exhibiting the KLSP's outcomes. In the near future, this proving ground would be utilized as a national ubiquitous GIS proving ground. The key objective of this paper is to present the conceptual designs and basic plans. In addition, this paper discusses characteristics of the outcomes which are applied to KLSP proving ground.

Design of Near Real-Time land Monitoring System over the Korean Peninsula

  • To provide technological foundation for periodic and real-time land monitoring over the Korean peninsula where the land cover changes are prevailing, the Land Monitoring Research project was initiated as one of five core projects within the Intelligent National Land Information Technology Innovation Project operated by the Korean Land Spatialization Group (KLSG). This four year project can be categorized into two research themes with nine sub-projects. The first research theme is dealing with the real-time data acquisition from aerial platform and in-situ measurements by ubiquitous sensor network (USN), ground video camera, and automobile-based data collection systems. The second research theme is mainly focused on the development of application systems that can be directly utilized in several public organizations dealing with land monitoring over the nation. The Moderate Resolution Imaging Spectroradiometer (MODIS)-based land monitoring system that is currently under development is one of such application systems designed to provide necessary information regarding the status and condition of land cover in near real-time.
