Technology Level Evaluation Based On Technology Growth Model and Its Implication - In Case of 'Biochip and Biosensor Technology' (기술성장모형에 기반을 둔 기술수준평가 결과 및 시사점 - 바이오칩.센서기술을 중심으로)

  • In this paper, we analyze the result of the Technology Level Evaluation of 'Biochip and biosensor (BB) Technology' consisted of 3 sub-categorized technologies; biochip sensing (BS), lab on a chip and high-efficient customized health care technology. As an analysis tool, authors used a delphi (a repeated survey) and dynamic methodology with technology growth model to overcome limits of previous evaluations. As a result, levels of BB were evaluated 51.5% (Korea) and 75.1% (US), and the technology gap between two countries was 6.1 yrs. In 2013, these levels were expected to change to 60.1% (Korea), 78.4% (US) and 4.3 yrs, respectively. In comparison with other biotechnology, the gap of BB was smaller and expected to catch up with US faster. In the case of sub-categorized technologies, they showed the smallest gap and would have faster catch-up speed than other sub-categorized technologies in the Biotechnology field. Based on the result of the survey, relative superiority of BB in Korea was originated from competent researchers and research fund, but weak basic science would be weak points. We think that BB's characteristic as an emerging technology and concentrated research activities on BB are additional strong points. This research proposes the supporting and supplemented points to promote the BB in Korea.

  • 한국과학기술기획평가원(KISTEP)은 '미래 성장을 견인할 수 있는 국가존망 기술의 발굴'에 대한 보고서에서 국민건강을 지켜주는 14개의 기술을 선정하고, 이들에 대한 기술적인 실현뿐 아니라 실용화, 산업화까지 이어져 진정한 국가 성장에 이바지할 수 있도록 공격적인 R&D 투자지원방식과 실천전략이 절실하다고 제안했다.

  • The purpose of this study is to suggest the framework for innovation policy that the approach to popularization, diffusion, and S&T culture through the science and technology(S&T) fair. The innovation policy has a role which suggests direction to do behavior and concerns to social members. According to, this point of the diffusion of the S&T culture emerges the reasonable and adoptable innovation policy. Korean S&T fair have many problems, for example, a short historical background, lack of the fund and special human resource, so on. In this aspect, this study provides theoretical reviews and several issues for publicity of the innovation policy and S&T popularization and culture through the representative case-Future Tech Korea2006. Also, this study argues that "How to build and improve S&T fair", and "What the figure of S&T is that communicate and approach to people". Finally, the research for the S&T fair gives detailed and realized strategies for improving them.

  • In this study, we pick graphene research as a case study to demonstrate the importance of follow-up monitoring the emerging technology items. Graphene was selected as an emerging technology from MIT(2008) and KISTEP(2009). We analyze the growth, transition, and differentiation of graphene research by keyword mapping techniques. Specifically, we investigate the changing aspects of biosensor area within graphene field to predict that it will be highly promising.

  • University spinoff is a type of high-quality tech-startup that has high level of growth potential and ripple effects. Thus, the Korean government has been making continuous efforts to vitalize university spinoffs. However, existing legislation does not take into account clear definition of university spinoff as well as conflict of interests among its main agents (university, professor, graduate student, etc.). As a result, there exist various types of conflict of interests related to the university spinoff in Korea and that hinder activating university spinoffs. In this study, therefore, we reviewed studies of university spinoff and clarified types of conflict of interests related to university spinoff. Taken together, we diagnosed problems of university spinoff in Korea and proposed plans to vitalize it.

A Study on Improving the Public Technology Procurement Policy for Reinforcing the Efficiency of R&D in SMEs : In Consideration of Joining the Green Growth Plan (중소기업의 녹색성장 참여촉진을 위한 기술개발제품 공공구매제도 개선방안 연구)

  • Recently, US, EU and major development countries, including Korea, have set green growth strategy the for national robust economic growth. Green growth strategy was also adopted as economic stimulus policy. Korea also have established some policies for green growth such as Green Growth National Strategy and 5-years Plan. Thought the SMEs play an important role as the innovative driver that can supply material and components for final products, there are few policies for joining green growth strategy. So, the purpose of this paper is to explore the current extent of public procurement for technology-development products and propose the betterment of it. Firstly, we analyzed the public procurement-policies of major countries to kinds of policy-purposes and types including Korea. and then we deducted the needs to policy utilizing the public procurement for joining the SMEs to green growth strategy. Second, we proposed that the objects of purchase conditional public procurement policy be extent to the pre-commercial technologies. The pre-commercial technologies could be performed further R&D by some other compaines or pubic institutes. Considering the natures of green technology-such as quasi-public-, this improvement would be helpful for SMEs which could create initial-marketplace and sales-references.

The Current Status and Tasks of Technology Assessment in Korea (한국의 기술영향평가, 현황과 과제)

  • As the impact of S&T on daily life increases, efforts to predict and anticipate the adverse effects of S&T development on human society and the natural environments are reinforced. In addition, public character of S&T demands wider participation of various stakeholders in R&D process. In response to these demands, Technology Assessment (TA) was introduced in the process of S&T policy formation. The Korean TA exercises were carried out 5 times since 2003 through 2008 by Korea Institute of S&T Evaluation and Planning (KISTEP), the necessity of which was incorporated in the S&T basic law. TA in Korea has been continuously upgraded in terms of organizational structure and procedure, but still in progress to take into account of problems exposed so far. In this paper, problems of TA in Korea are examined in terms of law, sponsor, management, and utilization. Suggestions for its improvement such as sophistication of methods and linking to national S&T planning are proposed.
