A Study on the Improvement of KC Certification Scheme of Electrical Appliances for Global Competence (글로벌 경쟁력 강화를 위한 전기용품 안전인증제도(KC) 개선에 관한 연구)

  • Electrical product safety certification is for public safety. Korea electrical safety certification (KC) is being tested and certified on the base of Korean electrical appliance safety act and KC scheme. There are operating system and Electrical safety standards in the KC scheme. KC' operating system was adapted from japan operating system of Japan certification scheme. But KC certification' electrical safety standard was adapted from IEC standards of IECEE CB scheme. So There are many problems such as difference of version between KC standards and IEC standards, discrepancy between operating system and standards. Therefore, This paper analyzed the reason of discrepancy and proposed the improved KC certification operating system in order to reduce cost and to save time in the procedure of issuing KC approval for public safety in using electrical products and also for global competence.

  • KC Mark is one of the country's integrated legal force to the minimum mandatory certification mark system for safety. That is absolutely needed for manufacturing and sales of goods in Korea. This thesis intended to see what is prevalent for both imports and domestic products for illegal and defect and rebuild the ecosystem as soon as possible for the healthy development through public awareness. In this theses point out the seriousness of the problem based on the various kinds of press releases, data of KCA(Korea Consumer Agency), MOTIE(Ministry of Trade, Industry and Energy) and KCA(Korea Customs Service) to the problem of certification system of KC mark and propose a solution to that issue. This study is considered to make befit the nation's place in the world and sustainable development is possible about the system of certification KC. This study expect more research on this issue in order to make enhance the confidence of KC mark.

  • This study was to identify the effect of the satisfaction of certification, the educational use of the company offering certificate, the system of confirmation of the same model and the demographic aspect on the companies to see if compulsory certification(KC certificate) has negative effects on company management. First, the satisfaction of certification could reflect positive influences on company management. Second, there is no statistical significance in the education from the company offering certificate as a result of analyzing relationships but education is required and has an effect on improving quality according to the result of frequency analysis. Last, the system to declare by identifying the same model has a difference in significance in sales account, the development of products and warranty service for products.

  • This paper describes and analyzes the HIRF protection standards of the helicopter category focused on external RF environments. In addition, this paper presents an ideal process of airplane design to accomplish the successful certification. Furthermore, this paper proposes practical recommendations to reduce RF energy on aircraft using specific EMI/EMC techniques such as shielding, grounding and filtering methods. Most of the proposed methods in this paper were key issues during the certification process of KC-100 small airplane which is Korea's first trial aircraft for civil airplane certification.

  • Civil aircraft noise certification standard is based on the ICAO Annex 16 Vol. 1. And, the standard uses A-Weighted SPL, EPNL and SEL method depending on the aircraft category. Korean noise standards, KAS 36 and other nation's CS 36 and FAR 36 noise standards were developed and revised according to the international noise standards, ICAO Annex 16. And, the national noise requirements are equivalent each other. The small airplane noise certification requires only take-off noise level with A-Weighted SPL in dB(A) unit. The first Korean aircraft noise certification was performed for the KC-100 certification in August 2012 with Korean authority and U.S. FAA. The noise certification requires much knowledge and experience in flight tests and noise data processing. In this study, the noise test requirements, test conditions and data correcting methods are shown with the test examples.

  • This is a research on the method of how to improve stall characteristics for the small general aviation airplanes to meet the FAR part 23 requirements. This research is based on the experience of certification flight tests of KC-100 airplane for Korea type certification. KAS/FAR Part 23.201/203 are the stall characteristics requirements. 23.201 requires to show the stable stalling tendency of the wings level stall and 23.203 requires to show the stable stalling tendency of stall characteristics during turning flight. In this paper, the stall characteristics requirements, improvement methods and flight test experience of KC-100 airplane for type certification.

  • This is the study to introduce the Japanese Type Certification System for Domestic Aircraft and current status of Bilateral Aviation Safety Agreement. The study on the Japanese Type Certification System will contribute to understand our aircraft certification system and will be a reference in performing the Type Certification Project on KC-100 airplane in the Part 23 Normal Category.

  • The KC-100 has completed civil type certification with the Ministry of Land, Infrastructure, and Transport, and is currently under development as an unmanned aerial vehicle as part of the Ministry of Land, Infrastructure, and Transport. The Certification Technology of small Unmanned Airplane system (CTsUA system), which is an unmanned KC-100, is being developed to enable the installation of heavy-duty mission equipment and long-time flight missions. This study investigated the process and results of analyzing various parameters such as aircraft weight, airspeed, flight altitude, required horsepower, and fuel consumption at each stage to construct a mission profile based on the operational concept of the CTsUA system. To maintain a maximum take-off weight of 3,600 lbs (1,633 kg), the analysis determined that the weight of the application equipment for the unmanned system should be kept below 80 lbs (36 kg).

Investigation of Labeling Status and Toxicity Data of Environmentally Hazardous Substances in Children's Products (어린이용품의 환경유해인자 표시 현황과 독성자료에 대한 연구)

  • Objectives: Children are exposed to various environmental pollutants through contact with children's products. We investigated the KC mark, certification number, and contained substances labeled on children's products through market research and collected the toxicological data on these substances. Methods: The environmentally hazardous substances labeled on children's products (n=6576), including toys (n=2812), personal care products (n=2212), stationary/books (n=1333), and playground equipment (n=219) were examined. For the components that could be identified by CAS number, toxicological data on oral, inhalation, and dermal routes, cancer slope factor, and reference dose were collected. Results: Among the investigated products, KC marks or certification numbers were found for 4557 products (69.3%). Except for cosmetics and cleansers, the material information was labeled on most of the products. The frequency of labeling substance information in toys and stationary/books was low since this information could be omitted if KC certification was obtained. In the target products, 617 substances were identified by CAS number, and polypropylene, acrylonitrile butadiene styrene, and polyester were the most frequently displayed. Chronic toxicity data was found for only 32.4% of individual components, and information on toxicity through the dermal route was also highly limited. Conclusion: Our study suggested that labeling guidelines should be required to identify the environmentally hazardous substances contained in children's products. In addition, the toxicological data on many ingredients in children's products were insufficient. The data gap for toxicity data should be filled for future risk assessment.

Study on the lateral stability improvement and compliance verification (소형비행기 가로안정성 향상 및 적합성검증 방안 연구)

  • This is a research on the method of how to improve lateral stability for the small general aviation airplane to meet the FAR part 23 requirements. This research is based on the experience of certification flight tests of KC-100 airplane for Korea first type certification. KAS/FAR Part 23.177 is the static lateral and directional stability requirement. And, 23.177(b) requires to show the tendency to raise the low wing in steady heading side slip maneuver. However, it is very difficult for the low wing to be raised at the low speed during the steady heading side slip maneuver. So, the requirement allows not be negative at the $1.2V_{S1}$ speed and takeoff configuration. (static stability requirement requires low wing picked up at any speed except $1.2V_{S1}$ speed and takeoff configuration) In this paper, the static lateral stability requirements and the lessons & learned of KC-100 airplane certification flight test results are shown.
