A Study on the Development of Information Strategic Planning for Green & Smart IT in Government-supported Research Institutes : Focused K Research Institute (정부출연 연구기관의 그린&스마트IT 정보전략계획 수립에 관한 연구: K연구원을 중심으로)

  • Typical areas of recent changes in IT field is the progress of the Green & Smart IT. The primary purpose of this study is to establish information strategic planning for Green & Smart IT of government-supported research institutes. To this purpose, we developed the information strategic planning for Green & Smart IT environment based on the comprehensive analysis about the status of the related policy trends and relevant organizations' business. In particular, the establishment of information strategic planning was to target K research institute, a representative institute in the field of information analysis and distribution in Korea. And we developed implementation projects and long-term road-map for its effective and efficient promotion. Through the evaluation of priority testing based on their importance and viability of business to targe derived implementation projects, 12 critical implementation projects were selected. Then the target system and concrete action plan for each critical implementation project were presented. Based on the results of this study, we provide government-supported research institutes with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.

Competencies Evaluation of the Government Funded Research Institute's Employee : Focused on the K-institute case (정부출연 연구기관 종사자의 역량수준 진단 : K연구원 사례를 중심으로)

  • As the result of this study, total 27 core competencies are developed and categorized into four competence groups; common competence group, teamwork formation competence group, data-processing and analysis group and resource management and application competence group. The result of diagnosing of competency level, the required level of competencies were more higher than possessed level. This result supports that it is essential to raise the competency level of employees entirely through the education programs. The data analysis with two independent variances, rank and type of occupation, shows the significant difference between the required and current competency level in terms of ranks, staff, senior and principle. Therefore, it is necessary to provide a differentiated educational programs considering ranks.

  • The BSC which was proposed by Kaplan and Norton, is being used as a general performance measurement tool in various firms and industries. BSC approach links strategic objectives with specific operation indices and it can efficiently evaluate the attainment of the goals of the firm. This study is a BSC based case of the government R&D institute which is staffed with knowledge experts in the research areas. In order to bring a major change to a public research organization and shape a strategy focused organization, it is essential to understand the proper methodology of the whole construction process of BSC from the mission of the institute through the establishment of vision and strategic direction, KPI building, and a strategy map set, to the implementation of the BSC monitoring system. By investigating the application process, in this research we intend to provides useful implications in the BSC construction process of public research agencies.

과학기술계 정부출연연구기관 연구개발 성과의 경제적 파급효과 추정에 관한 연구 - 기계분야 K연구원의 사례를 중심으로

  • 과학기술계 정부출연연구기관(이하 출연(연))은 과학기술의 연구개발을 통해 국가 및 산업계 발전에 기여하기 위해 정부가 설립하고 운영을 재정적으로 지원하는 기관으로 1966년 한국과학기술연구원 설립 이후 2017년 현재까지 50년에 걸쳐 총 25개의 기관이 설립되어 운영 중에 있다. 설립 목적에서도 확인할 수 있듯이 출연(연)은 연구개발 성과를 활용하여 기술이전 지원을 통한 기업체 경영 성과 달성, 전문 연구 인력 배출, 정부 정책 수립 및 지원을 통한 산업 경쟁력 강화 등의 다양한 경제적 파급효과를 창출해왔다.. 그러나 출연(연) 연구개발 성과의 경제적 파급효과를 종합적이고 체계적으로 파악하기 위한 논의는 비교적 미흡한 실정이다. 이에 따라 본고에서는 기계분야 K연구원의 사례를 중심으로 출연(연) 연구개발 성과의 경제적 파급효과 산출을 위한 분석 틀을 제시하였다. 경제적 파급효과 분석의 틀은 크게 출연(연)의 연구개발성과가 이전 확산되는 산업의 경제적 성장에 대한 기관의 기여도를 산출하는 '하향식 접근'과 기술이전 지원, 전문 연구 인력 배출 등 기관의 연구개발 활동의 경제적 파급효과를 개별적으로 산출하여 더하는 '상향식 접근 방법'을 제시하였다. 이러한 '하향식 접근'과 '상향식 접근'의 활용은 두 방식을 통해 산출한 경제적 파급효과를 상호 비교함으로써 출연(연) 연구개발성과의 경제적 파급효과를 종합적이고 체계적으로 분석할 수 있는 기반을 마련하는데 그 의의가 있다. 향후 본 연구결과가 다양한 출연(연) 연구개발 성과의 경제적 파급효과를 산출하는데 활용되기를 기대한다.

A Study on R&D Project Planning Selection Evaluation Indicators based on CIPP model (CIPP모형을 활용한 R&D과제기획 선정평가 도구 개발 연구 : K연구원 중심으로)

  • The purpose of this study was to develop an evaluation tool for selecting new projects for R&D project planning level of K Research Institute. For this purpose, items and questions for R&D project selection evaluation were developed based on the CIPP model and previous studies on selection evaluation and evaluation indicators for research project evaluation, and then two Delphi surveys were conducted. The developed evaluation tool was surveyed by 13 experts to verify contents validity ratio, convergence and consensus. The finally selected evaluation tool for R&D project planning consisted of 21 questions in 8 items, including 5 questions for context evaluation, 2 questions for input evaluation, 8 questions for process evaluation, and 6 questions for product evaluation. The evaluation tool developed will contribute to the solution of problems in the bottom-up planning process and to the improvement of the planning competence of the researchers. It will also contribute to improve the consistency and efficiency of evaluation during the selection process.

  • 급속한 IT 기술의 발전은 자원의 공유와 확산을 가속화 시켜, 정보의 활용에 있어서도 직접검색이 가능하고 최신성이 높은 우수한 전자저널을 단시간내 받아볼 수 있게 되었다. 이러한 전자저널은 고가의 자료로서 통계자료는 구독선정, 평가 갱신의 근거 자료가 된다. 본 논문에서는 2009년 K연구원에서 구독한 전자저널 패키지 AIP/APS, Wily-Blackwell STM, Nature, Science, ScienceDirect, Springer, IEEE의 통계 서비스를 살펴보고, 국제표준에 의한 이용통계의 효율적인 활용을 위하여 개선해야 할 점과 업무에 활용할 수 있는 서비스는 무엇인지 연구해 보고자 한다.

  • Many problems making the use and management of patents arduous is caused by the difficulty in knowing the proper value. This study has suggests the methods to evaluate the value of patents by using a quantitative assessment scale as an alternative or complementary measure instead of the existing subjective evaluation tools. This study is to find a method to determine the capability and level of research and establish the scheme of use and management of patents by using the citation index as a quantitative assessment measure. The data used in this paper has been obtained from a public-sector R&D institute, the K-Institute in Korea.

The Economic Benefit of the R&D Performance from Government-funded Research Institute for Science and Technology: Evidence from K Research Institute (과학기술계 정부출연연구기관 연구개발 성과의 경제적 편익 추정에 관한 연구 : K연구원의 사례를 중심으로)

  • Government-funded research institutes in the field of science and technology of Korea have contributed to the growth of the national economy and industrial development since the 1960s. However, those institutes recently have faced with criticism over the R&D performance on investment. Accordingly, we suggest two analytical approaches that estimate the economic benefit of the R&D performance of those institutes, (1) 'bottom-up' approach that aggregates the economic benefits of individual performances, e.g., technology transfer, technology support for small and medium enterprises, and the supply of researcher manpower and (2) 'top-down' one that estimates the contribution of those institutes on the economic growth of the industries that the R&D performance of those institutes is mainly utilized. In addition, by applying two approaches, we computed the economic benefit of the performance of the K institute in the 1996-2014 periods at 12.3 trillion won and 29.5 trillion won, respectively. Lastly, we suggest the feasibility of two approaches from the perspective of complementarity. Our study provides analytical approaches that estimate the economic benefit of the R&D performance from government funded research institutes in Korea. Lastly, our study contributes to the understanding of public on science and technology as well as the enhancement of legitimacy on those institutes among the public.

  • The purpose of this study is to provide users with satisfactory information services that are utilizing Voice of the Customers(VOC). Voice of the Customers(VOC) toward organizations that provide information services is important information for decision-making to improve customer satisfaction and information services. K institute manages customer requests and feedbacks for NDSL(National Digital Science Library) using the Voice of the Customer Management System(VCMS). In this study, we analyzed the total number of 1,738 VOCs and suggested improvement strategies for information services. The results can be utilized as basic information by libraries and information centers that provide information services through analysis of VOC.

Comparison of a Qualitative and a Quantitative Approach to Evaluate the Performance of R&D Projects: A Case Study (연구개발 프로젝트 정성·정량평가 비교 분석을 통한 성과평가 발전방향 연구 : K연구원 사례를 중심으로)

  • This study measures and compares the performance of research and development (R&D) programs in government-funded research institutes (GRIs) in terms of qualitative and quantitative approaches to find out strategic insights for improving performance evaluation policy. In particular, we adopt the evaluation results from the real data of K institute in 2015 for a qualitative evaluation and the results of data envelopment analysis (DEA) for a quantitative evaluation. Comparative analysis of the R&D performance of 14 programs finds that the difference between the evaluation results of qualitative and quantitative approaches is significant. From this finding, we suggest several strategic directions to complement two approaches each other.
