On March 19, 2021, the Korean Bioethics Association and related academic circles published a joint statement criticizing the partial revision of Infectious Disease Control And Prevention Act. However, according to the Bioethics And Safety Act of Korea, research conducted by the state or local governments for public welfare is excluded from human subjects research project. In addition, since the Korean legal system is not based on the dichotomy between research and surveillance, the discussion of the US Common Rule cannot be directly applied to Korea. For the harmonious operation of the state's duty to manage infectious diseases and the Institutional Review Boards, institutional alternatives should be prepared in consideration of the following issues. First, the related academic community should first pay attention to the problems of the current laws in Korea. Second, it should be understood that the state is carrying out many tasks without the consent of the parties in order to fulfill its duty to manage infectious diseases. Third, when presenting institutional alternatives, it is necessary to consider the feasibility of implementation in Korea. An in-depth discussion of the institutional alternatives by the Medical Law Society and other related academic circles is necessary.
Background: Various types of miniplates have been developed and used for the reduction of facial bone fractures. We introduced Yang's Keyhole (YK) plate, and reported on its short-term stability. The purpose of this study was to evaluate the long-term stability of the YK plate, as a follow-up study, by examining the patients who had used the YK plate among the patients with the reduction of mandible fractures and who visited for plate removal. Methods: We reviewed the medical records of 16 patients who underwent mandibular fracture fixation using a YK plate (group I) and 17 patients who underwent mandibular fracture fixation using a conventional plate (group II). Assessment was then made on malunion, occlusal stability, discomfort during the application, and clinical symptoms. Results: From January 2015 to December 2017, a total of 36 patients underwent mandibular fracture surgery using a YK plate. A total of 16 patients received plate removal. Among them, 15 were male and 1 female. The average age was 26 years. The applied surgical sites were the 12 on mandibular angle, 4 on mandibular symphysis, and 2 on subcondyle. The application period of YK plate was an average of 335 days. During the same period, 45 people underwent surgery on the conventional plate. A total of 17 patients received plate removal. Among them, 15 were male and 2 females. The average age was 36 years. The applied surgical sites were the 8 on mandibular angle, 4 on mandibular symphysis, and 2 on subcondyle. The application period of the conventional plate was an average of 349 days. No malocclusion occurred at the time of removal, and occlusion was stable. No patient complained of joint disease or discomfort. Conclusion: The YK plate system, in which the screw was first inserted and the plate was applied, for clinical convenience did not cause any particular problem and no significant difference from the conventional plate.

Meteorological drought originates from a precipitation deficiency and propagates to agricultural and hydrological droughts through the hydrological cycle. Comparing with the meteorological drought, agricultural and hydrological droughts have more direct impacts on human society. Thus, understanding how meteorological drought evolves to agricultural and hydrological droughts is necessary for efficient drought preparedness and response. In this study, meteorological and hydrological droughts were defined based on the observed precipitation and the synthesized streamflow by the land surface model. The Bayesian network model was applied for probabilistic analysis of the propagation relationship between meteorological and hydrological droughts. The copula function was used to estimate the joint probability in the Bayesian network. The results indicated that the propagation probabilities from the moderate and extreme meteorological droughts were ranged from 0.41 to 0.63 and from 0.83 to 0.98, respectively. In addition, the propagation probabilities were highest in autumn (0.71 ~ 0.89) and lowest in winter (0.41 ~ 0.62). The propagation probability increases as the meteorological drought evolved from summer to autumn, and the severe hydrological drought could be prevented by appropriate mitigation during that time.

Ship detection is widely used in areas such as maritime security, maritime traffic, fisheries management, illegal fishing, and border control, and ship detection is important for rapid response and damage minimization as ship accident rates increase due to recent increases in international maritime traffic. Currently, according to a number of global and national regulations, ships must be equipped with automatic identification system (AIS), which provide information such as the location and speed of the ship periodically at regular intervals. However, most small vessels (less than 300 tons) are not obligated to install the transponder and may not be transmitted intentionally or accidentally. There is even a case of misuse of the ship'slocation information. Therefore, in this study, ship detection was performed using high-resolution optical satellite images that can periodically remotely detect a wide range and detectsmallships. However, optical images can cause false-alarm due to noise on the surface of the sea, such as waves, or factors indicating ship-like brightness, such as clouds and wakes. So, it is important to remove these factors to improve the accuracy of ship detection. In this study, false alarm wasreduced, and the accuracy ofship detection wasimproved by removing wake.As a ship detection method, ship detection was performed using machine learning-based random forest (RF), and convolutional neural network (CNN) techniquesthat have been widely used in object detection fieldsrecently, and ship detection results by the model were compared and analyzed. In addition, in this study, the results of RF and CNN were combined to improve the phenomenon of ship disconnection and the phenomenon of small detection. The ship detection results of thisstudy are significant in that they improved the limitations of each model while maintaining accuracy. In addition, if satellite images with improved spatial resolution are utilized in the future, it is expected that ship and wake simultaneous detection with higher accuracy will be performed.
Changes have been taking place in North Korea, which has been pushing for selective informatization with a priority on a system safety. North Korea has been developing its own mobile communication industry over the past decade by expanding base stations, producing smartphones on its own, and developing applications useful in real life. Recently, the introduction of 5G technology has been elevated to the status of a national agenda to be fostered as a key industry for national economic development. The time has arrived when the needs of North Korea, which has to advance technology, are aligned with the capabilities of South Korean mobile communication companies, which are seeking to new markets to overcome stagnant growth. The purpose of this paper is to illustrate a cooperative scenario for mobile communications companies between the two Koreas in the early stages of the 4th Industrial Revolution and its core technology 5G, while also making a timely proposal to position North Korea in the GVC. Mobile communications is a large-scale industry that can create synergies from inter-Korean economic cooperation by facilitating exchanges and cooperation between the two Koreas, inducing numerous derivative industries and driving job creation. Joint mobile communications activities with North Korea would be an effective cooperative aspect that can contribute to the economic prosperity of the entire Korean Peninsula.

Medical device usability evaluation refers to the evaluation of medical devices through actual users before the final prototype production is completed. IEC 62366, one of the international safety standards for electronic medical devices, is a standard that must be applied to obtain medical device licenses in major advanced countries such as Europe and the United States. In Korea, through the Ministry of Food and Drug Safety's notice, from January 2021, sequential application by grade has been implemented. In this study, 15 participant specialists were recruited through the Incheon G University Hospital Medical Device Convergence Center for formative evaluation during user suitability evaluation of the focused ultrasound stimulation system being developed by Icleo Co., Ltd., and the test was conducted through joint scenario development. . In the result of task performance, the performance rate was 90.67%, and after the completion of the performance, 86.67% of 'Easy user interface' and 94% of 'Identification/Readability/Understanding of information' questions in the participant survey results analysis by question. The response rate was above average.
The Literature Museum Network aims to realize the legislative purpose of the Literature Promotion Act and achieve balanced development of local literature centers across the country. In the Literature Museum Network, the literature museum network support center will be established by region to take charge of cooperation projects between local literature centers, which will be the culmination of the National Literature Museum of Korea. It is intended to test-run various projects planned by the Munhakwan Network Support Center to create derivative contents, or to establish a regional hub literature center in charge of education and other affairs of the literature museum's workforce. If the existing metropolitan administrative districts are used to form zones, the entire country can be organized into four zones. They include the Seoul-Gyeonggi Literature Museum Network (23 local literature centers), the Gangwon Chungcheong Literature Museum Network (32 local literature centers), the Yeongnam Literature Museum Network (30 local literature centers), and the Honam Jeju Literature Museum Network (22 local literature centers). One literature museum network support center will be established for each region and one local literature center will be selected as the hub literature center. The Literature Hall Network Support Center is in charge of collecting and managing literary materials, developing contents and programs, promoting and foreign cooperation, etc. The hub literature museum will be in charge of pilot operation of content and programs, training and education of experts in the literature museum, and running joint storage facilities. This structural system and efficient operation of the literature museum network will ultimately provide an opportunity for the formation of cultural governance in which the power and public nature of the establishment of literary promotion infrastructure are secured.
Purpose: Pipes are widely used as applied devices in many industrial fields such as machinery, electronics, electricity, and plants, and are also widely used in safety-related fields such as firefighting and chemistry. With the diversification of products, the importance of technology in the piping field is also increasing. In particular, when changing the existing copper pipe to stainless steel, it is necessary to evaluate safety and flow characteristics through structural analysis or flow analysis. Method: This study investigated the safety by flow analysis of the 6.35 inch socket model, which are integrated insert type connectors developed by a company, using CFD analysis technique. For CDF analysis, RAN model and LES model are used. Result: As results of the analysis, amplitude of the pressure fluctuation acting on the wall of the piping system is formed at a level of 3,780 Pa or less, which is a very small level of pressure compared with the operating pressure or design stress of the refrigerant piping. Conclusion: These results mean that the effect of vibration caused by turbulence on the structural safety of the pipe is negligible.
For effective battlefield situation awareness and command resolution, information exchange without seams between systems is essential. However, since each system was developed independently for its own purposes, it is necessary to ensure interoperability between systems in order to effectively exchange information. In the case of our military, semantic interoperability is guaranteed by utilizing the common message format for data exchange. However, simply standardizing the data exchange format cannot sufficiently guarantee interoperability between systems. Currently, the U.S. and NATO are developing and utilizing information exchange models to achieve semantic interoperability further than guaranteeing a data exchange format. The information exchange models are the common vocabulary or reference model,which are used to ensure the exchange of information between systems at the content-meaning level. The information exchange models developed and utilized in the United States initially focused on exchanging information directly related to the battlefield situation, but it has developed into the universal form that can be used by whole government departments and related organizations. On the other hand, NATO focused on strictly expressing the concepts necessary to carry out joint military operations among the countries, and the scope of the models was also limited to the concepts related to command and control. In this paper, the background, purpose, and characteristics of the information exchange models developed and used in the United States and NATO were identified, and comparative analysis was performed. Through this, we intend to present implications when developing a Korean information exchange model in the future.
In 2021, the Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection (GESAMP), a U.N. advisory research institute, cited container loss as one of six sources of marine litters in shipping. The sinking of the X-P ress Pearl in May 2021 caused a catastrophic environmental pollution accident in which the loaded containers were moved to the shore, and the plastic pellets were loaded inside covered the coast of Sri Lanka. With this history, the International Maritime Organization (IMO) will discuss prevention and follow-up measures for container loss during ship voyages, as an agenda at the 8th Sub Committee on Carriage of Cargoes and Containers meeting in September 2022. To establish Korea's response direction at the IMO meeting, this study identified major causes of container loss accidents, and considered the response through analysis based on the accident investigation report and related professional data. As a result, it was found that the major cause of container loss during voyages was the enlargement of container ships, bad weather, and poor loading of containers. In particular, the need to prepare countermeasures for the deterioration of the operational safety of large container ships due to bad weather was identified. Additionally, integrated monitoring of the implementation of international conventions is required, for the safe sea transportation of container cargo. In particular, in terms of preservation of the marine environment, it is necessary to supplement the system for the recovery of lost containers. Finally, it was found that it is necessary to establish systems that can complement each other in the shipbuilding and shipping industries, in terms of shipbuilding as well as ship operation, to fundamentally prevent container loss accidents at sea. It is judged that it is difficult to resolve the various factors of container loss at sea during voyages, by responding from an individual perspective.
