  • In today's rapidly changing business environment, corporations need to have flexibility in order to survive. This was especially true of Korean firms that were affected by the policies of the International Monetary Fund(IMF) since 1997. IMF requirements became a catalyst that helped Korean firms design their HR practices more rational and efficient. Although these changes increased the firms flexibility and global competitiveness, they also brought some harmful effects. Job insecurity is one of the most serious problems in Korean firms and in the greater Korean society, As today's organizations no longer lifelong employment, individuals put stress on psychological satisfaction with the need to manage one's career and employability in the open labor market rather than rapid promotion or high compensation in a organizations. Theoretically and empirically, the topics of career choice and career development were extensively developed. On the other hand, the issue of career commitment received little attention. The purpose of this study is to examine the preceding factors career commitment among public officials in Korea.

  • In this paper We measured average earnings differentials between the government and the private sector, the degree of earnings inequality within each sector, and estimated net earnings differentials between the public and private sector in 1982, 1985, 1990, 1995 and 1998, respectively. According to our estimation results, the public servants in Korea are being more paid than the private sector on the average, and have been enjoying higher net wage premium after controlling variables such as education level, job experience and occupation, etc. In terms of earning inequality within each sector, the public sector was proven to have very narrow earnings differentials between the top and the bottom, compared to quite large differentials in the private sector. Wide recognition that the public servants' compensation is lower in Korea seems quite wrong. The problem to be resolved is the earnings standardization in the public sector and the strong trend toward more equality in recent years. We recommend that the wage gap between the higher rank and the lower rank should be extended, and employment flexibility within the lower positions or ranks of the bureaucracy should be enhanced.

  • In this survey, we investigated the way of thinking about meal management of housewives including the sincerity to meal preparation, the eating practices and cronic degenerative diseases related dietary behaviors, and studied the effects of above factors on the real food intakes. We also investigated the trends of health-foods and nutrient supplements usage. The results obtained from 506 housewives in Seoul were summarized as follows. Although our subjects prepared their meals habitually without special concern, they did not prefer the use of convenient foods. The food prefrence of housewivess who had more child and refered higher life status was similar with other family members. The dietary attitudes were good in large family, the higher income and the more child group. The highly educated group skipped breakfast more frequently. The mealmanagers with better education career and good living status considered for the restriction of salty foods, sweet foods, animal fats and pungent foods, and for the nutritionally balanced diet. The high income group showed great concerns about weight gain at meal times. The nutritional qualities expressed by the frequency of food group intakes were high in the better educated and living status groups, and their eating frequencies of animal protein foods and calcium sources were significantly high. Mealmanagers who had no job intaked vegetable oils through frying foods frequently. The use of health-foods and nutrient supplements was influenced by age, educational and economic level and self-estimated living status, but the trends in prevalence of both were not consistent. Health-foods were prefered by the groups of high educational career, affluent income and advanced living status, and low educational career, low income and low living status groups favored the nutrient supplements. The restrictive intake of animal fat and the use of health-food were positively correlated, which seemed that the subjects used health-foods as supplements in compensation for nutritional unbalance caused by the avoidance of animal protein foods.

  • According to many customers' requests, optical measurement module (OMM) applications using automatic measuring devices to measure the machined part rapidly on a machine tool have increased steeply. Touch trigger probes are being used for job setup and feature inspection as automatic measuring devices, and this makes quality checking and machining compensation possible. Therefore, in this study, the use of touch trigger probes for accurate measurement of the machined part has been studied and a macro program for a hole measuring cycle has been developed. This hole is the most common feature to be measured, but conventional methods are still not free from measuring error. In addition, the eccentricity change of the least square circle was simulated according to the roundness error in a hole measurement. To evaluate the reliability of this study, the developed hole-measuring program was executed to measure the hole plate on the machine and verify the roundness error in the eccentricity simulation result.

  • Objective : Pain has long been regarded as a subjective symptom. Recently, however, some regard a type of intractable chronic pain as a disease. Furthermore, chronic persistent pain becomes a cause of permanent impairment (PI) In 6th edition, the American Medical Association (AMA) Guides has rated the pain as a PI. In Korea, pain has been already been rated as a PI. Here, we examined the present status and the prospect of disability evaluation for the pain in Korea. Methods : Pain can be rated as a PI by the Workmen's Compensation Insurance Act (WCIA) and Patriots and Veterans Welfare Corporation Act (PVWCA) in Korea. We examined the definition, diagnostic criteria and grades of the pain related disability (PRD) in these two acts. We also examined legal judgments, which were made in 2005 for patients with severe pain. We also compared the acts and the judgments to the criteria of the 6th AMA Guides. Results : The PRD can berated as one of the 4 grades according to the WCIA. The provisions of the law do not limit the pain only for the complex regional pain syndrome (CRPS). The PRD can berated as one of the 3 grades by the PVWCA. If there were objective signs such as osteoporosis, joint contracture and muscle atrophy corresponding to the CRPS, the grade is rated as 6. When the pain always interferes with one's job except easy work, the grade is rated as high as 5. In Korea, judicial precedents dealt the pain a sa permanent disability in 2005. Conclusion : Although there were no objective criteria for evaluation of the PRD, pain has been already rated as a PI by the laws or judicial precedents, in Korea. Thus, we should regulate the Korean criteria of PRD like the AMA 6th edition. We also should develop the objective tools for evaluation of the PRD near in future.

  • This study aims to investigate the wage gap between male and female workers at social welfare institutions and to determine its factors. For this purpose, a Blinder-Oaxaca decomposition and regression models are applied to analyze wage survey data. The results are as follows. Firstly, the gender wage gap of social workers is a bit smaller, compared to the average of wage earners. Secondly, about two-thirds of wage gap is due to differences in productivity(endowment) factors; the other part is due to discrimination. Thirdly, the most important cause of gender wage gap is career disruptions of female workers largely due to marriage and birth. Fourthly, other causes of gender wage gap include differences in education, in job grade, in employment status, and in the characteristics of institutions. Finally, among the discriminating factors worsening gender wage gap, a key factor is a gender discrimination in the compensation for age.

  • This study was to find the experiences of preceptor and preceptee nurses for attending the preceptorship program and to improve the preceptorship program. Nine participants were recruited using the purposive sampling method. A semi-structured questionnaire was designed to gather in-depth interview data from 4 preceptee nurses and 5 preceptor nurses in 4 hospitals from May 1, 2018 to June 20, 2018. The data were interpreted using a thematic analysis. The experiences of preceptee nurses for attending the preceptorship program consisted of 4 themes, the experiences of preceptor nurses for attending the preceptorship program consisted of 5 themes. In this study, the preceptorship program was effective not only in training preceptee nurses but also in enhancing job satisfaction and capacity of preceptor nurses. However, in order to operate the preceptor program more efficiently, active support of the hospital and systematic preparation of the nursing department are needed. In addition to developing curriculum for the preceptor nurses, the appropriate compensation for the preceptor nurses and working conditions should be provided for their efforts.

  • The purpose of this study is to assess respirable crystalline silica (RCS) exposure levels in workers who collect and dispose used coal briquette ash (CBA) in sanitation companies that are subcontracted by one medium-sized local government on the collection of municipal household waste (MHW), and to analyze the quartz content in CBA. When the CBA powder that undergone specialized pretreatment in several steps were subjected to mineral identification and quantitative analysis using X-ray diffraction (XRD), it was found that quartz represented 18%, and in addition, mullite, and plagioclase were included. For two CBA collectors, samples were collected by the personal sampling evaluation method. After respirable dust was collected in accordance with the National Institute for Occupational Safety and Health 7500 method, the concentration of quartz was analyzed using XRD. Meanwhile, a portable real-time dust monitor (Sidepak AM520, TSI Inc., USA) was also used to observe the dust exposure level for each time zone and job task. The RCS exposure level of one worker was as high as 0.024 mg/㎥, which was the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TLV) level. The other worker also exhibited a concentration of 0.013 mg/㎥, which was more than half of TLV. The Sidepak results revealed that the work of collecting CBA and loading it onto a vehicle was hardly exposed to the dust of a significant level. It was found, however, that the work of transferring the collected CBA to a container through a conveyor belt was exposed to a very high average respirable dust concentration of 2.238 mg/㎥. The results of this study confirmed that quartz, which is crystalline silica and a carcinogen, is contained in CBA, one of municipal household waste (MHW), in high concentration. It was also confirmed that workers are exposed to high RCS concentrations while transferring collected CBA into a container. Although each local government in South Korea handles CBA in different ways, it is imperative to investigate the CBA exposure level of sanitation workers and improve their working conditions.

  • This research empirically analyzes the effect of internal marketing in public libraries on the quality of work life of public library librarians. To this end, a 59-day survey of incumbent librarians working at public libraries in Seoul was conducted on Naver Form from July 25, 2020, and 120 respondents were conducted using IBM SPSS 25, a statistical program, to conduct factor analysis, reliability analysis, frequency analysis, correlation analysis, and multiple regression analysis. Research has shown that internal marketing of public libraries has a positive effect on the quality of librarians' work life. As a way to improve internal marketing in public libraries, it was suggested to prepare a systematic and sustainable internal marketing system, recognize experiences and compensate highly educated librarians, improve the compensation system of librarians, and promote an internal marketing system centered on supporting management and delegation.
