Korea's basic research has been rapidly expended in both quantative and qualitative aspect since establishment of 'the Korea Science & Engineering Foundation' in 1977, proclaiming of 'the First Year of Basic Research Promotion' and enactment of 'the Basic Sciences Promotion Act' in 1989. Despite the continuous increment of government basic research funding, the problem of low perceptions of university researchers on the funding increment has been constantly raised. Based on an intrinsic review on the core issues are diagnosed based on Korean academics' basic research status analysis and future challenges are proposed based on the precedent diagnoses. The six key issues that need to take the next step in Korean academics' basic research are as follows: (1) basic research investment in universities, (2) appropriate research expenses for supporting individual researcher, (3) basic research funding allocation method, (4) maintaining the sustainable success rate of research projects, (5) systematic and strategic support for excellent researchers, (6) creating research-immersive environment. The five challenges to promote basic research in academics are as follows: (1) increasing in university research expenses, (2) diversification of basic research funding allocation method, (3) establishment of research field-specified support system and predictable principles, (4) stable and sufficient support for outstanding researchers, (5) reducing burden on research administration.
The information security disclosure system (ISDS) has been implemented since 2016 to ensure the protection of stakeholders and the right to know, and to promote voluntary investment in information protection by companies. Regarding the information security disclosure system, there have been studies that urge the implementation of the system, but studies that analyze the contents disclosed after the implementation of the system or suggest improvement directions are few. In this study, the contents of the information security disclosure system that had been announced on the information security industry promotion portal until 2019 were analyzed, the current status was summarized, and the direction of system improvement was suggested. In some cases, companies that disclosed information through the disclosure system increased the number of personnel in charge and obtained certifications related to information security, but did not find any effect on the increase/decrease in investment. The current disclosure system has not been activated because it has difficulty in giving individual companies incentives to disclose. Thus, this study suggests the inclusion of ISDS to information security management system (ISMS), which is currently mandatory for certain companies. In the current disclosure system, it is difficult for the company's stakeholders or customers to check the contents of the disclosure. As a way to do this, a method of including in the contents of the personal information processing policy or the notification of the use of personal information was suggested.
The size of the domestic art market has increased 21.9% over the past five years as of 2018 to KRW 448.2 billion and the number of transactions has also increased 31.6% to 39,367 points maintaining growth for the fifth consecutive year. Art distribution platforms are diversifying from galleries and auction-style offline to online auctions. The art market consists of three areas: production (creation), distribution (trade), and consumption (buying) of works and as the perception of artistic value as well as economic value spreads interest is also increasing as a means of investment. Consumers who purchase works and think of them as a means of investment technology have an increased need for objective information about their works, but there is a limit to collecting and analyzing objective and reliable statistics because information provision in the art market distribution area is closed and unbalanced. This paper identifies objective and reliable art distribution status and status through big data collection and structured and unstructured data analysis on art market distribution areas. Through this, we want to implement a system that can objectively provide analysis of authors in the current market. This study collected author information from art distribution sites and calculated the frequency of associated words by writer by collecting and analyzing the author's articles from Maeil Business, a daily newspaper. It aims to provide consumers with objective and reliable information.

China is a one of the largest agricultural countries in the world. China consumes around 12.5 billion kilograms of seeds each year. Suchhuge demand for seeds has made the Chinese seed market more and more attractive for investment. Through analysis on the present situation and existing problems of the seed industry in China and based on the current Chinese seed industry development, some future prospects for investments are indicated. This investigation was carried out to propose the appropriate strategies on the development of the Korea seed industry as it considers its entry into the China seed market as a new growth engine in the agricultural sector. The basic law regulating the Chinese seed industry is the PRC Seed Law that generally refers to the protection of germplasm resources, verification of varieties, seed quality issues, the import and export of seeds, seed administrative management, and various rights and obligations. The regulations were aimed at the protection of the rights concerning new varieties of plants. China has two main industry associations, the National Seed Association and the China Seed Industry IP Union, that are non-profit associations consisting of entities and people engaging in the seed scientific research, production, operation and management. The China National Seed Group Co., Ltd. ("Sino Seeds") is the market leader in China regarding the seed industry. The chinese government, however, encourages investment from multinational companies as well as importation of modern crop planting management technologies and equipment. It supports the entry of investors with proven experiences in breeding and germplasm resources expansion and R&D. There has never been a better time for multinational companies with proven seed industry experience to look at building relationships with the Chinese government and enterprises.
A coronavirus disease 2019 (COVID-19) is a new global health problem. The Korean government is pursuing to gain its future growth engines and promoting short-term economic stimulation by investing in research and development (R&D) to improve national technological capabilities that can respond to the spread of the global epidemic. It is required to need knowledge information to establish the direction of future national planning thru understanding the status quo of R&D investment in terms of research fields. Four corona-related R&D fields were drawn on the basis of analyzing major nations' R&D funding data (USA, EU etc.) and two differentiated R&D fields were added through comparative analysis with domestic R&D projects. Domestic and foreign research organization-the research title-the scale of the research funding-the project period were presented in terms of the suggested 6(7 details) R&D research fields. Meanwhile R&D projects that have featured in the convergence of interdisciplinary were provided. This study proved the excellence of coronavirus detection and on-site diagnostic capabilities that are currently globally highlighted by deriving differentiated research fields from the domestic competitive advantage fields related to corona viruses and also suggested intensive investment research fields.
The purpose of this study is to examine the efficiency of Korean companies' entry strategy in India through the DEA model and to review the current status and competitiveness of Korean companies in India. To analyze 112 companies that entered India in analyzing the common variables among the major variables related to Korean companies' entry strategy into India. To measure efficiency, 'DEAR 2.1' An output - oriented CCR model and BBC model were used for the analysis to minimize the input and maximize the output factor. The results of the study on the relative efficiency analysis of the investment strategy of the companies in India are as follows. First, six firm was analyzed efficiently in the CCR model and most firms showed inefficiency in management. Second, even with the BCC model, which represents pure technology efficiency, 103 companies were analyzed efficiently as well. Unlike the CCR, overall technology efficiency of firms was high. Third, as a result of analyzing the efficiency of the scale, it was found that six company showed efficient efficiency, and most of the companies showed inefficiency overall. Companies with inefficiencies should increase efficiency by expanding their scale. Based on the above analysis, it is expected that the companies that will enter India in the future should secure the human and material resources to realize economies of scale considering the number of employees, investment scale, investment type and industry.

The promotion of overseas projects by construction enterprises has appeared as a way to overcome the current business difficulties of the Korean construction industry, which largely caused by the slow growth of the domestic market and the intensified competition among construction companies. The government has also shown considerable interests in the strategic approach of promoting construction projects by private companies in natural resource-rich countries, which helps the internationalization of Korean companies and the acouisition of natural resources. In this regard, this research examines the status of the construction market in the Democratic Republic of the Congo(DRC) whose potential economic growth is considered as significant, while exploring the appropriate Investment strategies of Korean construction enterprise. Since little appears to be known about the construction market and economic conditions of the DRC, after a documented review of the development trajectory of the country, a field investigation was preformed in June 2008 for obtaining information on the subjects. This research finds that the road construction is the area to fulfill the several important criteria of implementing construction projects in developing regions, including the safety/reliability for gaining investment profits, the possibility of implementing construction projects on the gradual basis, the possibility of using the facilities after the project completion, and the linkage between payment and the construction stages. In regard to the current economic situation of the DRC and the policies of the DRC government, a package deal approach, which contains the exchange of the infrastructure construction by the Korean companies and the provision of natural resources by the DRC government, is the most feasible method for Korean companies to promote their businesses in the DRC's construction market.
