Market Power in the Korea Wholesale Electricity Market (우리나라 전력시장에서의 시장지배력 행사)

  • Although the generation market is competitive, the power market is easily exercised the market power by one generator due to its special futures such as a limited supplier, large investment cost, transmission constraints and loss. Specially, as Korea Electric industry restructuring is similar US competitive wholesale electricity market structure which discovered the several evidences of market power abuse, when restructuring is completed the possibility that market power will be exercised is big. Market power interferes with market competitions and efficiency of system. The goal of this study is to investigate the market price effects of the potential market power and the proposed market power mitigation strategy in Korean market using the forecasting wholesale electricity market model. This modeling is developed based on the system dynamics approach. it can analyze the dynamic behaviors of wholesale prices in Korean market. And then it is expanded to include the effect of market condition changed by 'strategic behavior' and 'real time pricing.' This model can generate the overall insights regarding the dynamic impact of output withholding by old gas fire power plant bon as a marginal plant in Korean market at the macro level. Also it will give the energy planner the opportunity to create different scenarios for the future for deregulated wholesales market in Korea.

Factors Affecting User´s Satisfaction in Development of Natural Recreation Forest (자휴양림의 개발요소가 이용만족도에 미치는 영향)

  • The purpose of this paper is to examine factors affecting user´s satisfaction in development of natural recreation forest(NRF) in order to answer the research question: What is the magnitude of factors affecting user´s satisfaction in development of NRF. After reviewing the literature, mechanism of outdoor recreation, and development factors in NRF, we constructed the conceptual framework and have formulated the hypothesis of this research. we have obtained data through a questionnaire, which surveyed 625 visitors at 10 of the 72 natural recreation forests in Korea in 1999, We have analyzed the data using the mean difference test, Pearson´s correlation analysis, and multiple linear regression method. We found that 1) all the development factors except recreational resources affecting user´s satisfaction have turned out to be statistically significant at one percent level. The direction of relationship between independent variable and dependent variable is the same as that of dependent variable. 2) in bivariate analysis, the relationships between user´s satisfaction and all the development factors are fairly high and statistically significant. The higher the value of development factors, the higher the degree of user´s satisfaction. 3 in multivariate analysis, such variables as the suitability of activities level of services, atmosphere, and facility have been statistically significant at one percent level, and 4) Their relative contribution of the suitability of various recreational activities, level of atmosphere, and service on dependent variable have been turned out to have 8.167, 4.889, 3.333, and 1.611 times more importance than that of the suitabity of recreational resources, respectively. The research results suggest that a guideline for the creation of marketable NFR and development of use-programs and recreational atmosphere be recommended in the planning and development process of NRF, and excessive investment on facilities is not desirable. The approach and analysis method adopted by this research is highly useful for an evaluation criterion of NRF and development of devices for increasing user´s satisfaction in NRF. It is recommended that more empirical study on individual factors affecting user´s satisfaction be performed in the future.

  • This study investigates key factors affecting the activity of defense technology transfer through the questionnaire survey in Korea. Defense R&D investment has played an important role in promoting the commercial technology development as well as the targeted defense sector through the spin-off mechanism as shown in many countries. Recognizing the importance of effective and efficient investment in defense technology development, the advanced countries in defense technology are trying to establish optimal technology transfer mechanism to maximize the effect of the invested R&D at the national level considering the idiosyncratic features of their own countries. Because the technology transfer mechanisms are very distinct from country to country, it is natural to question "what are the determinants of the effective and efficient technology transfer in Korea?" We tested 19 potential factors and identified 11 factors that are significantly important as the determinants of technology transfer. From the empirical findings, we discuss some policy implications to promote the technology transfer.

A Study on Social Finance Market in Korea ; Focused on Social Impact Bond (한국형 사회적금융시장 조성에 관한 연구 ; 사회성과연계채권(SIB)을 중심으로)

  • The Social Economy including social enterprise is solving various social problems of our society by innovative business Nevertheless, social economic companies have limited investment ingrowth due to insufficient capital. There are various attempts to solve the limit of capital investment by social finance. Social iImpact bonds that introduced performance-based compensation into financial system is recognized as a new means of procuring that capital lacks. 89 social impact bonds were issued in 19 countries around the world. )f the 22 social impact bonds reporting performance, 21 bonds report positive performance. The twelve bonds paid incentives to investors. It can be said that the government provides incentives to review the issuance of social impact bonds at the government level, which is difficult to expand the social welfare budget. This study confirmed the performance of the social impact bonds and confirmed the possibility of introducing it in korea. There is a limit to continuously increasing the government's social expenditure to meet demand. Therefore, in order to support the growth of social economy based on private investment, the issuing of social impact bonds should create a virtuous circle of social financial market.

  • There are growing interests for knowledge-based information to build up competitiveness both in public and in private. Construction industry compared to other industries, shows strong knowledge usages in products and process. R&D investment over the construction industry has been decreased since economic crisis (IMF), so technology status of domestic construction industry has gap of 4.6 years with developed countries. Information infra also lowers in use of information and investment than other industries. In case of knowledge management, usage of information technology and vision establishment show high status but knowledge sharing and evaluation stay in low level. For the administration of knowledge-based information, there are needs of continuous R&D investments, educations for inspiring employees to knowledge share, systems for knowledge estimation and evaluation, and organizational culture.

  • Globally, cancer research has been considered one of the most important field of biomedical researches. Recently, in Korea, there are increasing concerns about cancer research and the development of national cancer control programme. For the efficient investment in cancer research at the national level, strategic approach is needed based on the nationwide information about current status of research. However even the basic data on cancer research have not been systematically collected, and are not available when necessary. The aim of this study is to assess current status of cancer research. For this purpose, this study applied two round Delphi method in which fifteen experts in cancer research fields participated. They rated each items on the initial list at the first round, and modified their responses at the second round. Panels responded that pathogenesis of cancer, research & development of cancer drug, and oncogene, etc. are the most urgent and important research Holds. They assessed national level of cancer research as being 49.6% of the world highest level. Coefficient of variation tended to be lowered with the iteration. Predictive stability was evaluated to be lower in items of urgency than in items of importance and research level. Although this study shares the same limitations in the selection of the experts with many other Delphi studies, it provides a primary data that would be required to plan the national strategy of the cancer research.

  • Currently, advanced countries invest lots of efforts to develop improvement of electric power production and supply, confronting environmental problems and new energy development. They set up long term plan focusing on electric power transmission infrastructure construction technology, establishment of the customer care service network using electric technologies, improvement of economic productivity by innovative electric technology, prevention of global warming gas and clean and efficient energy use etc. Comparing to those countries, the level of technologies that we have are in behind and moreover, technological resources are limited. Therefore, Korea is required to reconsider efficient distribution of R&D investment by concentrating on limited R&D resources to important technologies which could be stepping stone to gain competitive advantage. It can be done through comparative analysis of electric technologies among advanced countries and analysis of electric technology development policy.

  • To establish the national railway safety system, the railway total safety technology development project has been promoted by Ministry of Construction and Transportation (MOCT) since August 2004. The project has producted successful results in many areas of railway safety, however, it is required that the research field should be re-examined to meet the aim of the project. To do that, the precedence of the investment of research resources should be reviewed and determined. The risk of serious railway accidents such as train collision, derailment and level crossing accidents are estimated. From the estimation result and the statistics on the railway accidents over fast few years, the risk factors of railway accidents can be calculated.

  • The larger and the more complicated the system size and configuration grow, the more serious the system loss problem becomes. Exessive system loss causes severs system voltage depression, which even may result in system voltage collapse. This paper proposes an effective tool for minimizing the system power loss by optimal re-location of the static condenser based on the system loss sensitivity index .lambda.$_{Q}$. It is possible to determine the optimal location and amount of VAR investment for minimizing the system loss by priority of .lambda.$_{Q}$ index given for each bus. Several computational techniques for avoiding divergency of the load flow solution are proposed. The loss sensitivity index .lambda.$_{Q}$ uses information of normal power flow equations and their Jacobians. Two case studies proved the effectiveness of the algorithm proposed.posed.

A Study the Recycling method and Safety of Ascon (아스콘 안전도와 효율적인 재활용 방안에 관한 연구)

  • A special double drier structure at a plant level is developed to recycle old ascon as well as an economic mixture rate of old with new is analyzed under safety consideration in this thesis. Based upon the experimentations performed throughout this research, 35% of old ascon mixture is found to be the best for flow test, stability, air void, density, and moisture susceptibility. It is also found that mixture does not meet the requirement in indirect tensile test, However, it is concluded that it is not critical at all since the experimental results present that the difference is too small to give any meaningful indication. A good return for the investment of this facility can be obtained if the mixture rate guideline suggested in this research is kept.
