  • Air pollution problem has been one of the most urgent global environmental problems since UN Framework Convention on Climate Change accepted in Rio Conference, 1992. International environmental regulations of global community to reduce the green house gases have Influenced the domestic environmental policies. Recently, various policy have been made to cope with foreign environment restrction and active supports for development of related technology have been carried out in our government confrontation strategy still leaves much to be desired. In this paper, government confrontation program to climate agreement, counter strategies in motor and also electrics, electronics industries are investigated and discussed.

  • The Purpose of this study is to research the problems of trade restriction for an environment protection. Environmental regulation relate to trade are Convention on International Trade in Endangered Species of Wild Fauna & Flora, Montreal Protocol on Substances that Deplete the Ozone Layer, Kyoto Protocol to the UN Framework Convention on Climate Change, Basel Convention on the Control of Transboundary Movements of Hazardous Wastes & Their Disposal, Cartagena Protocol on Biosafty and WTO Agreement. Regulatory action for environmental protection has economics instrument, command & control, liablity, damage compensation, voluntary agreement. In the case of our country, impact of regulatory action for environmental protection is low. Because is recognized position of developing country yet. For in the balance rules of trade and enviroment, First must satisfy WTO's basic principles and principle of quantitative restrictions prohibition, Second, operation of protection action must reasonable and objective standards Third, must satisfy GATT article 20 (b) clause and (g) protestation each essential factor To grow for environment advanced country, we should do i) using of FTA ii) international cooperation strengthening for developing country position iii) construction of environment information network

친환경 해양관광시설 조성을 위한 관련 제도에 대한 검토 - 도서지역 골프장입지의 지형, 지질 특수성을 중심으로 - (A Study of Relevant System for Developing Eco-friendly Maritime Resort - Focused on Geographical and Geological Characteristics of Golf Courses in Islands Region -)

  • A complex maritime resort combined marina and with course of Korea is required to improve international tourism competitiveness by taking advantage of her environmental favorable circumstances. The development of tourism, however, is focused on land-oriented that incurred lower tourism efficiency and international tourism competitiveness. In addition, the regulation of "Preliminary environmental assessment for golf courses" by the Ministry of Environment is emphasized on land geography and geology that can cause damage of tourist attractions in an island region. In particular, the development of 6th or 7th ridges in mountainous island region within 2km from the sea, that holds scenic and academic value, can go against environment-friendly by geographical and geological damage. According to the regulation for consultation for golf courses and forestry is to preserve regional ecosystem over 6th ridge, but it cannot be applicable to island region because that can form excessive slopes where marine ecosystem is required to be maintained. It, therefore, can be desirable that the development of over 6th ridge in an island region. It is suggested that continuous comparative studies of geographical and geological characteristics between land and island region will be carried on to establish feasible and reasonable development model so that balanced development of land and island, and versatile international environment-friendly maritime resort can be achieved and developed.

IMO 2020 황산화물 규제에 따른 항만지역 대기질 변화 특성 (Changes in the Air Quality of Port Areas Following the Implementation of the IMO 2020 Sulfur Limit)

  • From January 1, 2020, the International Maritime Organization has implemented a global regulation, known as IMO 2020, to reduce the sulfur content in fuel oil of ships from 3.5% to 0.5%. In this study, we used data from air monitoring stations to evaluate the change in air quality at New Port and North Port in Korea areas after the regulation was implemented. The concentration of SO2 and NO2 was higher in the port areas than in the surrounding areas due to exhaust gas from ships and vehicles. However, the SO2 concentration decreased by more than 50% in the port area, demonstrating the efficiency and positive effect of the IMO 2020 sulfur limit.

오염집약도와 국제경쟁력의 변화: 1993~98

  • The purpose of this paper is to perform empirical studies on the impact of pollution intensity on international competitiveness using 1993 and 1998 data, and to estimate the change in environmental regulation level faced by the firms during 1993~1998. Collecting relevant data and providing them for further studies in the area are another purposes of the paper. The first method is the regression of various indices of international competitiveness on factor costs, such as labor, capital, R&D and pollution abatement costs. Goal of the regression analysis is to estimate the scarcity and comparative advantage effect of each production factor, especially environmental resource. Regression results show that those industries which employ more environmental resource have higher comparative advantage in both years, which implies that Korean firms are endowed with abundant environmental resource compared to other countries. The second method is to compute the relative scarcity indices(HOVL indices) of production factors, proposed by Leamer based on Vanek's generalized Hecksher-Ohlin Theorem. This method estimates the relative scarcity of production factors by computing factor costs embodied in import and export of commodities. This method shows similar results as the regression method; i.e., trade pattern of production factors implies that the manufacturing sector in Korea is endowed with abundant environmental resource compared to other countries. Considering population density, water resource endowment, intensity of economic activity per unit area and current air and water pollution levels, it is evident that Korea is never endowed with abundant environmental resource compared to other countries. Then the abundance of environmental resource revealed by the trade patterns of commodities and production factors implies that Korea's environmental regulation level is excessively generous compared to environmental capacity, and that this increased the environmental resource endowment supplied to firms and thus distorted the inter-industry comparative advantages. Both regression and HOVL methods, on the other hand, show that overall environmental regulation level faced by the firms has been strengthened during 1993~1998.

  • The main purpose of the study is to analyze the key aspects of state regulation of the hotel and restaurant complex in the system of tourism development and the national economy. The effectiveness of the regulation of the hotel and restaurant complex in the system of development of tourism and the national economy largely depends on the presence of an effective central executive body that would take care of the problems of the development of the industry, the quality and perfection of legal support, a strategic view of programming the development of the industry within the state and regions, as well as administrative mechanisms of public administration, which fully ensure control over the activities of economic entities and the quality of the services they provide. Based on the results of the study, key aspects of state regulation of the hotel and restaurant complex in the system of tourism development and the national economy were identified.

환경규제와 한국의 무역 (Environmental Regulations and Korean Trades)

  • 본 논문은 중력모형을 이용해서 환경규제가 한국의 수출량, 총무역량 및 국제경쟁력에 어떤 영향을 미치는가를 규명해 보는 것이다. 고정효과 추정방법을 이용해서 전 산업, 비 환경오염산업, 16개 환경오염산업을 대상으로 추정하였으며, 자료는 한국과 교역량이 많은 120개 국가를 선정하여 2000년-2010년 사이의 산업패널자료와 환경성과지수(EPI)를 환경규제의 대리변수로 사용하였다. 분석 결과 한국과 교역상대국의 국내총생산량이 한국의 무역을 신장시키는데 큰 영향을 미친 변수라면, 교역상대국의 환경규제는 한국의 오염산업의 수출과 무역량을 감소시키고 국제경쟁력을 떨어뜨리는 무역장벽의 역할을 하는 것으로 나타났다. 그러나 분석기간 동안 비 오염산업에서는 이러한 환경규제효과가 극명하게 나타나지 않았다. 개별 산업에 대한 분석 결과 상당한 비중의 오염산업들이 교역상대국의 환경규제에 영향을 받는 것으로 나타났다. 이런 관점에서 동기간 사이에 한국의 무역에 있어서는 포터가설은 성립하지 않는 것으로 보인다.

Biocides의 국제적 규제동향 (International Movement of Biocides Regulation)

  • Biocides, or non-agricultural pesticides, are a broad class of chemical. They are including biological agents used to disinfect/sanitize, pesticides for non-agricultural use, wood preservatives, antifoulants, etc. Since the early 1980s, many adverse effects of biocides to human health and ecosystem have been found in the world. Especially, antifouling biocide like TBT caused serious toxic effects on the marine organisms. Therefore, OECD began to work on biocides in mid 1996 to help Member countries co-operate in the assessment and registration of these products. EU also announced the Biocidal Products Directive (BPD, 98/8/EC) in 1998 to harmonize regulatory approaches to allow EU countries to conduct evaluations of biocides more efficiently. Korea just start to consider of biocides regulation. Some biocides products are regulated, but not all the biocides which are using in Korea. Therefore, we need to make a appropriate regulation for the all biocides categories. In addition, there are necessary to develop risk assessment tools, to survey the use pattern and amount, to research on the ecosystem contamination by the biocides .

복잡계 패러다임에서 환경규제의 출현에 대한 연구 (A Study on the Emergence of Environmental Regulation in Complex System Paradigm)

  • 본 연구는 20세기 이후 급속한 과학기술의 발달로 산업의 공업화 및 인구의 도시화 등으로 인류의 생활터전인 환경이 위협받는 현 시점에, 이슈가 되고 있는 환경문제의 해결방안인 환경규제를 복잡계적 사고로 해석을 한 것이다. 산업혁명이후 출현한 산업의 고도화 과정에서 발생하고 있는 다양한 문제점들을 해결하기 위하여 오래전부터 많은 노력들이 시도되었다. 하지만 이러한 현상을 이해하기 위해서는 단순한 무역수준이나 경제 기술적 수준에서 해석할 수 없는 문제가 제기 되고 있다. 이러한 이슈들에 대해 복잡계적 사고를 통해 기술의 진화에 대한 우발성이 아니라 그들이 만들어낸 차이를 인식하고 혼돈의 가장자리에서 새로운 질서를 창발하는 현상에서 복잡계 시스템을 이해하고 선제적 대응 및 관리에 대한 기술적 혁신을 예측할 수 있는 기반을 제공하고자 한다. 복잡계적 사고로 분석해보면 지구가 처한 환경문제는 혼돈의 가장자리에 자리잡고 있다. 이러한 부분은 공공적인 부분에서 주도를 하고 있지만 이들만의 노력만으로는 해결이 되지 않는 다양한 구성요소들 간의 상호작용을 통한 인과관계를 형성하고 있다. 본 연구는 이러한 상호작용으로 환경규제에 대한 새로운 질서의 창발현상을 설명하고 있으며 환경규제를 공공적인 부분만의 질서가 아니라 민간 혹은 기업에서의 의지와 행동이 임계점에 도달하여 새로운 질서를 창발하는 노력이 필요함을 제시하고자 한다. 따라서 불확실성에 대한 환경규제의 새로운 질서를 이해하려는 기반을 제공하고자 한다.
