The Scope of Potential Duties for Environment Protection in the Regulation on the Exploitation for Polymetalic Nodules in the Area (심해저 망간단괴 생산규칙의 잠재적 환경보호 의무 범위에 관한 연구)

  • International Seabed Authority (ISA) is currently developing rules with regard to exploitation of manganese nodules which will be contained in its first regulations governing the exploitation of deep seabed mineral resources. A stakeholder survey was conducted in the early 2014 by ISA with the aim of facilitating participation of interested entities in the development process of the rules. The stakeholders who had replied to the survey included existing contractors, sponsoring States, environmentalists, academics, and nongovernmental organizations. Opinions given by them largely reflect their own interests. This paper aims to clarify the scope of the obligations regarding the environmental protection which may be imposed on contractors under the new regulations for the exploitation of manganese nodules. To do so, it first analyses the express provisions on environmental protection applicable to deep seabed mining included in the Law of the Sea Convention, its agreement on implementation of Part XI, and the regulations on exploration for manganese nodules. Secondly, it categorizes these obligations based on the categories of international obligations suggested by Combacau and Alland. Based on the categorizations this paper concludes that, in addition to the existing duties to protect deep seabed environment within the Law of the Sea Convention system, the following new obligations could be added: conservation of exploitation sites for a limited time after the contract is ceased; taking all necessary measures for rehabilitation of destroyed ecosystems that occurredas a result of mining activities; monitoring exploitation sites for a limited period time after the contract is ceased; observing rules and standards on safety of ships and environmental protection adopted under IMO instruments; regulation on the discharge of mine tailings from the facilities used for exploitation of deep sea minerals. Lastly, this paper attempts to provide ways of reflecting national interests in terms of potential obligations which may be included in the new regulations.

  • Background: Korea Atomic Energy Research Institute (KAERI) operates several nuclear research facilities licensed by Nuclear Safety and Security Commission (NSSC). The emergency preparedness requirements, GSR Part 7, by International Atomic Energy Agency (IAEA) request protection strategy based on the hazard assessment that is not applied in Korea. Materials and Methods: In developing the protection strategy, it is important to consider an accident scenario and its consequence. KAERI has tried the hazard assessment based on a hypothesis accident scenario for the major nuclear facilities. During the assessment, the safety analysis report of the related facilities was reviewed, the simulation using MELCOR, MACCS2 code was implemented based on a considered accident scenario of each facility, and the international guidance was considered. Results and Discussion: The results of the optimized protective actions were 300 m evacuation and 800 m sheltering for the High-Flux Advanced Neutron Application Reactor (HANARO), the evacuation to radius 50 m, the sheltering 400 m for post-irradiation examination facility (PIEF), 100 m evacuation or sheltering for HANARO fuel fabrication plant (HFFP) facility. Conclusion: The results of the optimized protective actions and its distances for the KAERI facilities for the maximum postulated accidents were considered in establishing the emergency plan and procedures and implementing an emergency exercise for the KAERI facilities.

The recently increasing awareness of environmental protection is gaining its momentum in trade. With the rapid scientific advancements and its social changes, we have faced a number of urgent issues in environment. As the regulation of chemicals have been reinforced, many countries are in situation of having to respond to environmental regulation. The environmental regulation affect many companies within the supply chain because of regulating the whole the process of products, particularly IT industries.

Effects of Ionizing Radiation on Plants and the Radiological Protection of the Environment

  • Differences between the principles for the radiological protection of man and the environment are compared. The derived levels of exposure for man and biota recommended by the international agencies with dose rates for chronic radiation producing effects at different levels of biological organization were given in terms of the biological effects. Cytogenetic effects on plants after an exposure to ionizing radiation at low doses alone and in combination with other factors are discussed. A wide range of experimental data were analysed and the general conclusions were extracted to cover the topics such as non-linearity of dose response, synergistic and antagonistic effects of the combined exposure of different factors, radiation-induced genomic instability, and the phenomena of radioadaptation.

Distribution of Cathodic Protection Potential for Concrete Slab Specimens at Diverse Environmental Conditions

  • This study represents the recent laboratory results from cathodic protection (CP) system with the use of sacrificial anodes at different environmental conditions (temperature of $10^{\circ}C$ and $40^{\circ}C$). Specimens were slab type with a dimension of $500mm{\times}50mm{\times}100mm$, and concrete cover thickness were 25mm. Zinc mesh and/or bulk type anodes were installed at the center of specimen to confirm the distance that CP system has influences on the specimen to distribute uniform CP current to rebar. Two different kinds of temperature condition were applied to verify the effect of temperature. Experiments were conducted for 60 days, and the distribution of potential and current that supplied from anode to rebar was measured. From the results, CP potential was varied with time, and temperature played an important role in CP potential variations. Current was also changed with time, and current distribution could be improved by installing additional bulk type anode.

  • Recently, Korea's interest in environment protection is increasingly growing, and Korea realizes the seriousness of environmental pollution and national movement to minimize the effect is arising. As part of the movement, the need of environmental education in elementary schools is on the rise. This study aims to develop integrated environmental experience programs allowing students to have experience activities in forests, rivers, and seas that they can approach easily around them and to have environmental education through various plays. In addition, the study purposes to compare general educational education programs in actual education in terms of the effect of the program on students' environment attitudes. This study was conducted to 50 fourth graders in two classes of S elementary school in Busan, and the 25-student comparative group had the normal educational education program that is mostly being performed in actual education while the 25-student treatment group had the survey on environmental attitude after a class using an integrated environmental experience program. The survey content is about environmental attitudes, and it consists of six subjects such as general environment, environmental pollution, energy, water resources, recycling, and animal protection and has 7 or 8 items by each subject which is divided into eight sub-items including sensibility, belief, values, spontaneity, criticism, patience, attention and interest. The findings are as follows. First, the integrated environmental experience program has a more positive effect on environmental attitudes than the general educational program. In particular, it is really effective about the topic of animal protection among students' environmental attitudes. Second, the integrated environmental experience program has a more positive effect on values and interests than the general environmental education program.

A Study on Effects of Hydraulic Structure on River Environment(II) : Water Quality and Ecological Characteristics (수공구조물이 하천환경에 미치는 영향에 관한 연구(II) : 수질 및 생태학적특성)

  • In this study, water protection reservoir is selected as the target which is located at the estuary of Taehwa river to analyze and examine the effects of hydraulic structure on river environment. This study examined the water quality variation characteristics among many effects of hydraulic structure on river environment before and after removal of the sediment protection reservoir when low flow is yielded. This study aims at the definition of factors which cause the change of ecological environment of river due to the effects of the sediment protection reservoir, and the proposal of the direction of environmental friendly river space development through the comparison of stream variation conditions(depth, velocity, and etc.) and riverbed variation characteristics with ecological depth condition of Taehwa-river's channel for each representative species of fish and examination those. Firstly, from the examination result of water quality when low flow is yielded before and after removal of the sediment protection reservoir for problems about water quality of river due to flow amount decrease in river, it is found that DO decreases about 0.78~0.86ppm at the lower stream of Myeongchon-gyo, and BOD decreases about 0.06~0.24ppm from right upper stream to the direction of estuary when the sediment protection reservoir is removed. It is known from the above that there is some improvement of water quality from the lower stream of Taehwa-gyo to the estuary in case of removal the sediment protection reservoir. Nextly, it is thought that the effects on ecosystem due to water depth and draw down in channel is not serious on the basis of the examination of water quality analysis result according to removal of sediment protection reservoir and hydraulic depths for reservation of ecosystem, these are 10~40cm for breeding season, 10~50cm for fry period, and 10~100cm for adult period of the representative species of fish in Korea.

  • The ecological expression of art in modern society takes the harmonious developmental relationship between man and nature as an element and combines it with the various manifestations of painting as an expression of ecological artistic development. The necessary relationship for the harmonious development of nature is accurately articulated, and the ecological changes in people are expressed in integrated materials that inspire human reflection. In the pursuit of material pleasures, mankind is neglectful and indifferent to the environment. The development of composite painting in art and ecology is a process that more reveres the harmony between man and nature as well as satisfying the creative value of the work. After systematic evaluation and research, people have engaged in various structural forms of composite art painting development in the long history of art development, focusing on the integration of environmental and ecological culture. In the process of nature education going through development, the comprehensive practical development of nature education is enhanced and efforts are made to feel new ecological art ideas and new ways of valuing environmental protection. In this paper, an observational study of eco-art will be carried out, starting from the theory of hierarchical division and analyzing the contradictory relationship between man and nature. Recognize nature, understand it and feel it through eco-art painting. The analysis of the contradictory relationship between man and nature is combined with the identification of various types of information that give value to the environmental protection public, and the combination of ecological painting and nature art to achieve an upgrade of the environmental protection idea of the value of painting. In the development of artistic ecological comprehensive painting, it is necessary to put forward technical requirements and standards that meet the development of modern industry according to the characteristics and methods of ecological painting. The author of this paper discusses the necessity and social value of artistic ecological painting creation from the artist's point of view, expounds the practical achievements of ecological painting from the perspective of the history and present situation of the development of ecological aesthetics at home and abroad, and gives the concept and creative method of contemporary art comprehensive material painting in combination with his own actual situation.

A Study on the local Environmental Impact Assessment in Germany (독일 지방자치단체환경영향평가제도 연구)

  • Environmental protection and precaution are the most frequently considered issues in the recent research fields for our present and future surroundings. However, it seems that these environmental issues were less reflected in local-level development plans, and caused several cases of environmental pollution, therefore it became a major concern of local governments and the communities. The role of a 'Local EIA(Environment Impact Assessment)' can be a core issue for the positive preferences of the local-level development plans. Cases of Local EIA in Germany which have been implied successfully are reviewed to generate a local EIA movement and to produce a guideline for Korean local governments. The local EIA in Germany was broadly commenced in the middle of 1980s, and a decade later it was carried out for over 200 of local governments. To produce a better suggestion for Korean local EIA, comparison and analysis of detail data of the German local EIA was carried out, and tested for fourteen cities in Korea based on five categories: i) assessment subject, ii) assessment procedure, iii) main office for assessment, iv) assessment factor and v) assessment standard. Prior suggestions for greater preference of local EIA in Korea are: it is necessary that I) launch of a support system in central government to help the movement of local government; Ⅱ) a knowledge-based expert group in local government which has by all means of exclusive responsibility far any action(new application or performance of local EIA) : 111) establishment of 'environmental protection measure' in local government level for environmental precaution based on individual environmental character and values in their communities.
