My Humble Thoughts on Political Communication Research in Asia

  • Politics is defined as who gets what, when, and how. Communication is defined as the process, outcomes and effects of message transmission through a medium. Thus political communication in Asia, the most dynamic and uncertain region of the world, has been very dense, requiring rigorous scientific analysis and culturally sensitive reflection. Mass media brought about a revolution in political communication in the last century. In the 21st century, complex monitory devices from the state and international organizations and from the society and transnational groups have transformed the features of political communication. It has triggered another revolution in political communication. Illustrations are given focusing on Asia. A theoretical reflection from the angle of political science is attempted focusing on political communication medium and its effects. I compare no medium (face-to-face communication), mass media, and social media in relation to their effects.

  • Many studies have demonstrated that articles from international collaborations are more cited than articles from domestic collaborations. However, difference between the citation impact of international and domestic co-authored papers is supposed to be widened due to the collaboration strategy adopted by individual institute. In short, each institute will show the significantly different citation impact between international and domestic co-authored papers. In this paper, we applied the index of Incremental Ciation Impact(ICI) to identify the different value of citation impact between international and domestic co-authored papers for research institutes of KRCF, results of which will be understood under the strategy of international research collaboration.

  • Living in the Information Age, schools and teachers are expected to utilize new information technology in education to make teaching more effective. In Japan, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has been strongly implementing policies to promote information education (IE) in schools since 1988. According to a survey in 2005 (Japan MEXT, 2005), 100% of high schools in Japan at present have computers and the Internet connections. However, videoconferencing systems have only been introduced only in a small number of schools. This paper is the result of a pilot research to see the effects of using a videoconferencing system in a Japanese high school. The purpose of the research was to clarify the effects of introducing videoconferencing system in a Japanese high school and of utilizing it for conferences with other schools abroad on the studies of global issues. The target students were in the 12th Grade in the year 2006. The counterpart school was an Australian high school in Sydney and the conferences were held in English. International discussions on global warming were conducted between the Japanese and Australian students. Affective competence and cognitive competence were measured using questionnaires and worksheets given to students both before and after the videoconferences. The results showed that both cognitive and affective competences rose after each videoconference. Not only the students who actively participated in the conference but also those who were in the audience showed positive effects. In the field of international cooperation on global issues, especially, the effects were large. These results suggest that in order to teach global issues in which international effort and cooperation are needed, direct contacts with foreign students are effective in increasing student cognitive and affective competences. On the other hand, as English was the main communication tool in the conferences, Japanese students faced a certain difficulty in communication. Also, teachers, especially English teachers, were required to make great efforts to assist students in preparing for the conferences. The effectiveness of an international videoconference depends largely on students' English skills and teachers' efforts.

A Systems Engineering Approach to Real-Time Data Communication Network for the APR1400

  • Concept development of a real-time Field Programmable Gate Array (FPGA)-based switched Ethernet data communication network for the Man-Machine Interface System (MMIS) is presented in this paper. The proposed design discussed in this research is based on the systems engineering (SE) approach. The design methodology is effectively developed by defining the concept development stage of the life-cycle model consisting of three successive phases, which are developed and discussed: needs analysis; concept exploration; and concept definition. This life-cycle model is used to develop an FPGA-based time-triggered Ethernet (TTE) switched data communication network for the non-safety division of MMIS system to provide real-time data transfer from the safety control systems to the non-safety division of MMIS and between the non-safety systems including control, monitoring, and information display systems. The original IEEE standard 802.3 Ethernet networks were not typically designed or implemented for providing real-time data transmission, however implementing a network that provides both real-time and on-demand data transmission is achievable using the real-time Ethernet technology. To develop the design effectively, context diagrams are implied. Conformance to the stakeholders needs, system requirements, and relevant codes and standards together with utilizing the TTE technology are used to analyze, synthesize, and develop the MMIS non-safety data communication network of the APR1400 nuclear power plant.

Discussion on VR Storytelling Production

  • In this paper, we present that Virtual Reality (VR) is a type of media that has attracted interest in storytelling and media utilization. VR was first discussed as a specific narrative medium with traditional story medium. Via this discussion, The innate difference of VR is that the role of the media users in which the narrative is communicated were active in the development of the narrative unlike that of most classical narrative media. We also discussed specific features related to VR based on the theories of traditional literary criticism, movie reviews, and plays. Through these discussions, we aruged two directions of VR storytelling production as an narrative medium, its specificity, and its expressiveness for VR producers. First, story processing and characters can be introduced as part of continuing a new narrative by altering the interaction history that appears in VR stories to user interest ratings. Second, VR interaction responds intuitively to the idea that it represents a trajectory across the story surface of all possible interactions. More specific theories and controvercials are discussed.

Majorization-Minimization-Based Sparse Signal Recovery Method Using Prior Support and Amplitude Information for the Estimation of Time-varying Sparse Channels

  • In this paper, we study the sparse signal recovery that uses information of both support and amplitude of the sparse signal. A convergent iterative algorithm for sparse signal recovery is developed using Majorization-Minimization-based Non-convex Optimization (MM-NcO). Furthermore, it is shown that, typically, the sparse signals that are recovered using the proposed iterative algorithm are not globally optimal and the performance of the iterative algorithm depends on the initial point. Therefore, a modified MM-NcO-based iterative algorithm is developed that uses prior information of both support and amplitude of the sparse signal to enhance recovery performance. Finally, the modified MM-NcO-based iterative algorithm is used to estimate the time-varying sparse wireless channels with temporal correlation. The numerical results show that the new algorithm performs better than related algorithms.

  • In this study the comparative analysis of four nations' Delphi technological forecasts in information and communication industry was carried out. The nations were Korea, Japan, Germany and France. The reliability test of realization time forecast was also conducted. There were some technologies of which four nations forecast almost same realization time whereas other technologies which four nations showed large variance in forecasting realization time. This means that experts from different nations had different views and prospects on the same technology. It is expected that prospecting international technological trend from this study will contribute to formulating long-range plan for technological development in information and communication in Korea. The result of the comparative analysis of four nations' forecasts in information and communication technology can be summarized as follows. a)As for the realization time, most of the technologies were forecast by four nations to be similar, the differences ranging from one to three years. It was found that on the whole, the longer the time of the forecast, the bigger the variance. The German forecast showed the biggest variance. b)In reliability test Korean was found to be the most reliable and Japan, France and Germany were in descending order. The response of all panel members was found to be more reliable than that of the panel members with high expertise, which means that there were substantially different views among panel members with high expertise on the realization time of the same technology.

Development of field programmable gate array-based encryption module to mitigate man-in-the-middle attack for nuclear power plant data communication network

  • This article presents a security module based on a field programmable gate array (FPGA) to mitigate man-in-the-middle cyber attacks. Nowadays, the FPGA is considered to be the state of the art in nuclear power plants I&C systems due to its flexibility, reconfigurability, and maintainability of the FPGA technology; it also provides acceptable solutions for embedded computing applications that require cybersecurity. The proposed FPGA-based security module is developed to mitigate information-gathering attacks, which can be made by gaining physical access to the network, e.g., a man-in-the-middle attack, using a cryptographic process to ensure data confidentiality and integrity and prevent injecting malware or malicious data into the critical digital assets of a nuclear power plant data communication system. A model-based system engineering approach is applied. System requirements analysis and enhanced function flow block diagrams are created and simulated using CORE9 to compare the performance of the current and developed systems. Hardware description language code for encryption and serial communication is developed using Vivado Design Suite 2017.2 as a programming tool to run the system synthesis and implementation for performance simulation and design verification. Simple windows are developed using Java for physical testing and communication between a personal computer and the FPGA.

The Effects of Value Style on Stress Coping -Mediating Effect of Communication Ability-

  • The purpose of this study was to investigate the effect of type of values on coping stress through communication ability. The data for the study were collected from February 1 to 15, 2019, and the participants were collected through online questionnaires in the twenties who voluntarily participated in the study. The final data used in this study were 324. The research method was cross - sectional questionnaire survey. The analysis was done using SPSS 18.0, descriptive statistics, Pearson correlation, multiple regression and median effect analysis. A total of 324 people participated in the study, 38% of men and 62% of women were female. The results of this study showed that the collectivism values were positively correlated with individualism values (r = .224, p<0.01), emotional stress coping style (r = .266, p <), And emotion - centered stress coping was correlated with problem - oriented stress coping (r = .369, p <0.01). Those who had a collectivist value had a significant influence on the type of problem - centered stress coping(${\beta}=.271$, p<0.01), and the communication ability showed a perfect mediating effect($R^2=.310$,${\beta}=.113$, p>0.05). According to the results of this study, stress coping in the twenties suggests a program that fosters individualized communication ability.
