A Study on the Feasibility of 'Lone Wolf' Terrorists in Korea: Focusing on IS Defector Student Kim's On-Line Behavior (국내에서의 '외로운 늑대'(Lone Wolf) 테러리스트 발생 가능성에 관한 연구: IS 가담 '김 모'군의 사이버공간에서의 행적을 중심으로)

  • Since 9/11 attack, internet has become a major space for terrorist activities and also emerged as the most important spot of lone wolf terrorists for acquiring tools and radicalization. The accident of student Kim's defection to IS (Islamic state) in January 2015 told us that Korea is not any more "terrorism clearance area" and leaded us to look closely into the possibility of lone wolf terrorist. In this paper, I developed a "lone wolf cyber evolution model" using various materials collected by preceding papers and interviewing investigators and terrorism experts in Korea. I analyze Kim's radicalization process using this model. And I picked and closely looked over some facilitating factors of lone wolf such as multi-cultural socialization, increase of international migrants, expansion alienation hierarchy and ideological conflicts deepening and predicted the possibility of lone wolf. Finally, this paper presents some effective policy measurements against lone wolf terrorism in Korea.

A Comparative Study on the exclusions in 1982 and 2009 Institute Cargo Clauses (2009년 ICC와 1982년 ICC상의 면책위험 비교 연구)

  • After a long period of development and worldwide consultation, the London-based Joint Cargo Committee has revised the Institute Cargo Clauses (A), (B) & (C) and some ancillary Institute Clauses. The revision mainly include a clarification of the exclusions within the clauses, some modernization of the language of the clauses and new definitions of some terms. With these revisions, the coverage is widened to offer more protection to the assured. This may enable the widely used Institute Cargo Clauses to receive even greater worldwide acceptance. The following are the main changes in the new 2009 ICC compared with the 1982 ICC. 1. Insufficient or unsuitable Packing or Preparation(Clause 4.3): The revised clause is more favourable to the assured because under the revised clause this sub-clause is only applicable to (a) where packing or preparation is carried out by the assured or their employees or (b) packing or preparation takes place before the attachment of the risk. 2. Insolvency or Financial Default (Clause 4.6): The insolvency and financial default wording is incorporated in the revised clauses, making it more favourable to the assured. 3. Unseaworthiness (Clause 5): The revision is more favourable to the assured in that it limits the exclusion in relation to the unfitness of vehicles, vessels or containers to cases where the assured or their employees are privy to such unfitness. 4. Terrorism (Clause 7): A new definition of "terrorism" is introduced and the revised clause also widens the acts of an individual to encompass ideological and religious motives.

  • Recently, many countries around the world began to show interest in safety against terrorism, fire, and natural disasters. This study aimed to propose a quantitative measurement system for emergency evacuation and safety for various kinds of terrorism and fire within high-rise multi-purpose facilities, which can measure the pedestrians' ordinary walking patterns in the concourse with the highest pedestrian volume out of all the spaces within multi-story buildings, predict pedestrians' evacuation walking lines when a sudden disaster breaks out, and analyze the gait coefficient, occupant density, and evacuation behavior time.

  • Nowadays, Terrorism has become bloodier. Unlike the past, the recent terrorism has been indiscriminate in the purpose of mass- killing. Given this aspect, the threat of a CBRN attack is the biggest one to modern society. Notably, the possibility of terrorist attacks in Korea by international terrorist groups such as ISIL is higher than ever in consideration of its allusion; crusades and the devil's allied forces. To overcome these circumstances, various measures have been taken for counter terrorism at the state level including anti-terrorist legislation. Under the anti-terrorist act, police have to lead relevant inter agencies when it comes to the CBRN terror. At first glance, current countermeasures would work well. However, in order to respond quickly, the standing cooperations system of related departments need to be set up. In this sense, this article proposed a coagulatory body that could not only consider institutional-oriented organizational restructuring and response but also integrate and operate functions of various specialized institutions. It also stressed that the council should move toward a consultative body of information gathering, distribution and working- level consultation. With this cooperation system, counter-terrorism agencies can respond rapidly, stop wasting their effort and assets by about 30%. Also, they could design the atypical aspect of terrorism into standardized.

  • The limits in the use of force against a civil aircraft which intrudes into sovereign airspace have not been defined in the aspect of international law. Therefore, this paper intends to analyze international laws and practices about sovereign airspace intrusions by the civil aircraft, and to examine the legality in the use of force against the civil aircraft hijacked by means of political terrorism, in particular. In this paper, the sphere of study is restricted within the problems of interception against the civil aircraft which intrudes into sovereign airspace in times of peace, excluding the problems against a state aircraft, and the responsibilities for the civil or criminal affairs due to interceptions. Herein this paper analyzes the existing international laws and the cases of each nation's use of force against the civil aircraft which intrudes into sovereign airspace, and organizes the conditions in the use of force which have been accepted in international laws and practices, and then applies them to the special case of civil aircraft hijacked by political terrorism. Consequently, this paper suggests that the basic principles of necessity, ultimateness, and proportionality be taken into consideration in the use of force against civil aircraft which intrudes into sovereign airspace. This study finally suggests that the possibility in the use of force against civil aircraft hijacked by political terrorism might be higher than any type of civil aircraft intrusions into sovereign airspace due to the factor of necessity of national security concerned.

  • Financial Intelligence Unit Law doesn't include investigation on important cases that could influence the security and existence of the nation that are the core jobs of national intelligence agency. So the agency has a difficulty to investigate the international crime of North Korea and other security incidents. It is also difficult to catch an international crime organization working in Korea. It also produces problems such as difficulty in investigating the illegal leak of strategic materials and investigating people related to illegal funding to international terrorism. So it is urgently needed to revise Financial Intelligence Law as soon as possible. Foreign intelligence agencies use the information of financial intelligence unit in many different ways. National Security Agency of China and Australian Security Intelligence Organization freely use the information of financial intelligence unit based on their own laws and systems. Central Intelligence Agency and Federal Bureau of Investigation of USA and Secret Intelligence Service and Security Service of Britain request financial intelligence units to supply them with the information of financial intelligence unit. But the national intelligence agency of Korea isn't able to approach to FIU and can't share the FIU information with foreign intelligence agencies. To solve the problem, they should revise Financial Intelligence Unit Law so that national intelligence agency can receive or request information from Korean Financial Intelligence Unit.

  • The SBD systems have made it possible that all boarding procedures are completed by passengers. With the SBD, air tickets can be issued and baggage can be consigned without the help of airline officers. This way, the SBD can improve the passenger circulation speed as well as decrease the time for passengers to wait for check-in, which is connected to the reduction of airlines' operaitonal costs. However, given that the SBD is a new technology, it has potentials to be used as a tool for air terrorism. This study purposes to determine methods to enhance the security and operation of SBD systems. With the aim, this paper investigated the existing literature on SBDs, self-check-in, airport security, air terrorism, risk management, aviation accidents, and information security. In order to compile real-time information about the SBD operations, twelve airports in North America, Europe, and Asia were analyzed based on existing studies on international SBD trends.

  • Since the destruction of World Trade Center the attention of the United States and the wider international community has focussed upon the need to strengthen security and prevent terrorism This paper suggests an analysis prior to risk factor and structure for anti-terrorism in the korean maritime society. For this, in this paper, maritime terror risk factor was extracted by type and case of terror using brainstorming method. Also, risk factor is structured by FSM method and analyzed for ranking of each risk factor by AHP. At the result, the evaluation of risk factor is especially over maximum factor for related external impact.

  • This study aims to prevent the serious threat from dangerous person or group by responding or blocking or separating illegal activities by use of SNA: Social Network Analysis. SNA enables to identify the complex social relation of suspect and individuals in order to enhance the effectiveness and efficiency of investigation. SNS has rapidly developed and expanded without restriction of physical distance and geo-location for making new relation among people and sharing large amount of information. As rise of SNS(facebook and twitter) related crimes, terrorist group 'ISIS' has used their website for promotion of their activity and recruitment. The use of SNS costs relatively lower than other methods to achieve their goals so it has been widely used by terrorist groups. Since it has a significant ripple effect, it is imperative to stop their activity. Therefore, this study precisely describes criminal and terrorist activities on SNS and demonstrates how effectively detect, block and respond against their activities. Further study is also suggested.
