Very closely related to technologies, patents, standards, and licensing interact with them, cores of technology innovation, as the technology diffusion media for technology innovation. Todays it is usually impressed that no one can face to international technology competetion environment without the strategy of patent, standardization, and licensing. In this paper, the whole configuration of technology innovation is represented including the patent, standard, licensing as these media, their basic characteristics and how they roles as technology diffusion media interacting with the technology, core of the technology innovation configuration are analyzed, and some related practical cases to be understood as the applications of these three media for technology innovation are also explained : such as IMT-2000 and CDMA technology which have been international issues currently involved in patents and standardization together, the advent of Linux operating system being the new event in the field of computer technology. Finally this paper intends to have the implicated meanings needed for national policy improvement, through appreciating the importance and the mechanism of roles of three media factors for technology innovation.

This paper identifies GNSS education and training program under Geomatic field of study. GNSS education programs is evaluated $vis-{\grave{a}}-vis$ new-products. Data on Geomatic knowledge generation in the era of the GNSS derivatives over the 1975 - 2003 period are examined. The emerging trends and patterns; in particular for selected Asian nations will be dissected in detail. The knowledge indicator used in this study is the patent ownership against the background of emergence of new core technologies and innovations in the field of GNSS. Looking at the dismal performance of Geomatic professionals in terms of innovative activities in most part of Asian and Malaysia in particular, is it there is something that holding up these professionals from doing so? With our universities and numerous polytechnics offering Geomatic program, more is expected from them. Is it a problem of lack or inadequacy of skills? Or is it these professionals are too busy and being narrowly focused on doing something else?

미래의 기업 환경은 유형 자산으로서의 물질적인 자산보다는 지적재산권 등의 무형 자산에 대한 중요성이 더욱 강조될 것이다. 지적재산권 중 특허의 가치를 통하여 기업의 성과가 변화함을 보인 많은 선진국의 사례 연구-Machluo(1958)으로부터 시작하여 Mansfield(1965), Beck. R(1976), Parker. J(1978), Rosegger. G(1980), Scherer. F(1980) 등 1990년 이후는 무수히 많음-는 미래 기업 경쟁력이 질적 가치가 우수한 특허를 얼마나 보유하고 이를 얼마나 효율적으로 관리하는가에 달려있음을 보여주고 있다. 본 연구는 국내 화학기업의 특허관리 유형을 5가지 특허 지표들-국내특허출원건수(relative patent applications), 국내특허등록건수(patent granted), 유효특허건수 (valid patents), 집중도(concentration of patents in subclass), 국제특허출원건수(overall international patent applications)-을 통하여 구분하였으며, 이들 변수를 가지고 군집화 하였을 때 각각에 해당하는 클러스터에서 기업성과에 차이가 나타나는지 알아보았다. 본 연구에서 특허를 기업성과와 관련시켜 설명한 점은 기술혁신 능력 내지는 기술경쟁력을 측정하는 척도로서 특허를 바라본 것이며, 특허의 전략적 관리와 활용이 독점적 시장 우위의 확립과 경제적 성과 향상, 통합적인 경쟁력 강화 측면에서 기업의 성공을 가져올 것으로 보기 때문이다.

The rising pace of technological change in information and communications technology (ICT) has provoked technological convergence by providing a new mode of diversification. This paper investigates the nature of ICT-based converging technologies by examining comparative empirical evidence on converging versus nonconverging technologies in relation to the following issues: patent application trends, concentration across technologies, the concentration of patenting activity across firms, R&D efforts, and a technology impact index. For this study, a new operational definition of ICT-based converging technology is derived, and a massive quantity of patents, up to around 600,000, is analyzed. This study follows the International Patent Classification as well as the modified European Commission's industry classification system for the classification of technologies and industries, respectively.

Objective: The objective of this paper is to review the interests and limitations of ergonomics regarding intellectual property. Background: There have been less interests in intellectual property among the ergonomics professionals. However, the importance of intellectual property is increasing as competitions in industry are getting fierce. Method: Literatures on the relations of intellectual property with ergonomics were examined, and the international patent classification system was studied. Results: No profound studies were found in the area of the relations of intellectual property with ergonomics. Ergonomics was not considered in patent classification. Conclusion: It is important to induce more interests regarding intellectual property to the community of ergonomics. Further studies are expected on the relations of intellectual property with ergonomics. Application: The results from this paper would be of help to inducing ergonomists to more interests in intellectual property.

This paper analyzes the economic effects of the S&T Innovation, R&D, human resources and investment on the economic growth using 18 countries. We have obtained the somewhat mixed results on the existence of unit root roots in variables. While most of Pedroni cointegration tests show that there are no panel cointegration among the variables, Kao cointegration test shows that there is the panel cointegration among the variables such as GDP, human capital, R&D investment and patent. Kao cointegration test result shows that human capital, R&D investment, patent economic growth seem to have the panel cointegration or the long-run relationship among them as a whole. The estimation results of individual OLS and panel estimation show that the human capital, R&D investment and technology innovation or patent had positively significant effects on economic growth or GDP.

본 연구의 목적은 해외지식재산권 침해 현황을 분석하고 그 대응방안을 제시하는데 있다. $1990{\sim}2005$년 동안 출원된 특허를 대상으로 2005년까지 발생한 권리분쟁은 모두 3,508회 발생하였으며, 이 중 무효심판(전부 무효 포함)이 1,903회로 가장 많은 것으로 나타났다. 소극적 권리범위 확인 심판은 1,001회 발생하여 발생된 분쟁의 28.5%를 차지하고 있으며, 특허권자가 권리를 침해받은 경우에 제기하는 적극적 권리범위 확인심판은 366회 발생하였다. 일본은 권리분쟁이 모두 275회 발생하여 다른 국가의 특허권자에 비해 분쟁횟수가 가장 높고, 그 중 무효심판이 107회로 38.9% 정정심판이 두 번째로 많은 83회 발생하여 30.2%를 차지하고 있다. 미국은 일본에 이어 두 번째로 분쟁횟수가 많으며, 무효심판이 66회로 무려 64.7%에 달하며, 정정심판은 21회 발생하여, 20.6%를 차지하고 있다. 해외지식재산권 침해 대응방안은 다음과 같다. 첫째, 정부의 대응방향이다. 해외지식재산권보호센터 기능의 강화, 특허권 침해물품의 국경조치 강화, 국제특허분쟁연구회 활동 강화, 국제특허분쟁 전문가의 양성, 특허소송 관할법원의 집중과 심판제도의 마련, 사회적 자본으로서 신뢰 구축 등을 수행하여야 한다. 둘째, 기업의 대응방향이다. 지식재산중시 경영(No Patent No Future), 출원 및 분쟁대응의 전문화, 특허풀(Patent Pool) 형성 및 표준화에 적극 참여, 기술이전 및 라이센스 계약 관리의 전문화 등을 기하여야 한다.

It is becoming increasingly difficult to identify promising technologies due to the influx of new technologies and the high level of complexity involved in many of these technologies. Identifying promising information and communications technology (ICT)-based converging technologies holds the key to finding new sources of economic growth and forward momentum. The goal of this study is to identify cutting-edge ICT-based converging technologies by examining the latest trends in the US patent market. Analyzing the US patent market, the most competitive of such markets in the world, can yield certain clues about which of the ICT-based converging technologies may be the next revolutionary technologies. For a classification of these technologies, this study follows the International Patent Classification system. As for ICT, there are 58 related fields at the subclass level and 831 fields at the main-group level. For emerging and converging technologies, there are 75 at the main-group level. From these technologies, a final selection for cutting-edge ICT-based converging technologies is made using a composite index reflecting the converging coefficient, emerging coefficient, and technology impact index.

본 연구는 국제특허분류(IPC) 코드 기반의 특허 정보 분석을 통해 기술 트렌드를 파악하여 새로운 기술을 예측하는 기술예측에 관한 기초연구이다. 특허 분석 대상은 2011년 이후 국내에 특허 등록된 IPC 코드 분류 기준에서 전자상거래(G06Q)가 주분류인 특허이다. 2011년 이후 전자상거래 분야 중 가장 많이 특허 등록된 분야는 G06Q 50/10 (1,652건), G06Q 30/02 (816건), G06Q 50/30 (735건), G06Q 40/02 (713건), G06Q 50/22 (530건), G06Q 30/06 (489건) 순이다.

본 논문에서는 전기자동차를 주제로 SCIE 및 SSCI 저널에 게재한 논문데이터를 활용한 시계열 분석과 국제특허분류(International patent classification, 이하 IPC) 별 특허 데이터를 활용한 시계열 분석과 노드엑셀을 활용한 네트워크 분석을 통해 2001년에서 2014년까지의 전기자동차의 기술 동향을 파악하고 특허와 논문 데이터의 상관관계 분석을 통하여 기술 동향을 분석하였다. 또한 예측기법 중 하나인 가중이동평균법으로 전기자동차의 유망 요소기술을 예측하였다. 본 연구의 결과 전기자동차 요소기술 중 배터리 기술이 유망한 기술로 나타났다.
