  • Environmental protection on the ocean has been interested and nowadays the International Maritime Organization(IMO) has advanced on the prevention of air pollution from ships. This study presents the performance and the emission characteristics of 4 stroke marine diesel engines for generation application in D2 cycle(IMO mode). The effects of important operating parameters, such as intake air pressure. intake air temperature and maximum combustion pressure on NOx emissions were also described. Emissions measurement and calculation are processed according to IMO Technical Code. The results show that the maximum combustion pressure by fuel injection timing control and intake air temperature has strong influence on NOx emission production. But NOx emission is not affected by intake air pressure and exhaust gas back pressure.

  • Since IMO(International Maritime Organization, hereafter IMO) has decided the Wing-In-Ground craft as one of the ships, A few regulations and recommendations have been revised and approved internationally and domestically. However, the navigation rules considering types and navigation characteristics to secure the safe navigation of Wing-In-Ground craft are not sufficient and especially, there are no navigation rule between Wing-In-Ground crafts. In this situation, it is judged that the navigation rules related to the Wing-In-Ground crafts in any condition of visibility should be moved to the section of the ones in sight of one another to define the responsibilities between WIG and other vessels, and the new regulation, which Type 'B' and 'C' WIGs should avoid Type 'A' WIG, has to be established to ensure the safe navigation between WIGs on the current laws.

  • Bans on TBT based antifouling paints have been drafted since 1998 by meetings 42, 43, 45 and 46 for the MEPC(Marine Environmental Protection Committee) of the international Maritime Organization, and decided finally at a Diplomatic Conference of the IMO in October 2001. It was a key issue that there should be a global prohibition on the presence of organo-tin compounds in ships by 1 Jan. 2008. TBT Paint Wastes from ship have been produced by vast quantity since 2003. This paper suggests a method to design Treatment System for TBT Paint Waste from Ship. The organotion compound was dissolved by heating, and the organic matters was oxidized and turned into inorganotins, then they were stabilized in the end. At 500^{\circ}C$, the organotin compound which heated for one hour was removed by 58%, and in 1000^{\circ}C$ the organotin compound was treated by 99.9% after and hour of heating treatment.

  • Approximately 250 marine pollution accidents involving oil and HNS spills are reported every year in the Republic of Korea. It is necessary that a strengthen of specialization of marine pollution response personnel on marine pollution response due to a diminution of damage when a major oil and HNS spill incident occurred, as in the case of the M/V Heibei Spirit and the M/V Maritime Maisie. In regard to this, the International Maritime Organization (IMO) has planned to revise the OPRC Model Training Course to strengthen expertise for oil spill incident responses. Through a comparison of curriculum with the Korea Coast Guard Academy (KCGA) program, a revised IMO Model Course and the OSRL training institute, this study recommends the following improvements for the education program of the KCGA in response to oil spills. This study suggests several options in line with this approach to revise the oil spill response education curriculum, exercise, discussions and making materials. Accreditation of the KCGA as an institute that provides an IMO Model training course developed according to the revised IMO Model Course material is proposed.

  • Seafarers are one of the main engines driving economic growth in the maritime sector. The International Maritime (IMO) Organization estimated that there were approximately 1.5 million seafarers around the world engaged in international trade in 2012. Data have shown that human casualties in maritime accidents around Japan have shown an increasing trend over the last ten years. One cause is human error, which is inseparable from the human element that influences mariner's decisions and actions. The Personal Identification (PIN) Safe method is one way to systematically identify substandard and unsafe actions by considering the error taxonomies associated with various scenarios for a maritime system. The results are based on analysis of the role of the human element in commonly reported unsafe actions when interacting with equipment and other systems. Furthermore, patterns of influencing shaping factors were observed on the basis of data processing; the aim of this study was to promote safety culture and provide an opportunity to improve safety at sea.

  • At the 80th session of the MEPC, the IMO presented an enhanced GHG reduction strategy. The strategy is more specific and robust than the initial strategy presented at the 72nd session. The IMO aims to achieve 'Net Zero' GHG emissions from international shipping by 2050. In this study, a risk assessment was conducted for representative green fuels, namely. LNG, hydrogen, methanol, and ammonia. The fuzzy method was used to resolve the subjective ambiguity of results from the survey of the experts, and the positive and negative ef ects of the fuzziness were derived through the TOPSIS method. Finally, the closeness coefficients of the considered alternative fuels were determined using the Vertex method. As a result, methanol, LNG, hydrogen, and ammonia were preferred. This study suggests that the proposed approach can be used as a collective decision-making tool for selecting alternative fuels.

  • The international maritime organization(IMO) has defined performance requirements for future maritime navigation through IMO resolution A.915(22) in 2001. Many DGPS systems currently providing DGPS services do not meet the performance requirements specified in IMO resolution A.915(22). The use of SBAS is considered as one of the DGPS replacement and supplementary system for coping with the increase in demand performance and providing safe positioning service. In particular, since a large amount of budget is required to rearrange the existing DGPS reference stations, a method which transmits differential corrections generated by using SBAS message has been proposed. In this paper, we compare and analyze the performance of NDGPS which is operated by the National Maritime PNT Office of the ministry of oceans and fisheries(MOF) in Korea and MSAS in Japan. Also, we verify that SBAS, as alternative and complementary system, meets the performance requirement specified in IMO resolution A.915(22).

  • The introduction of invasive marine species into new environments by ship's ballast water, attached to ships' hulls and via other vectors has been identified as one of the four greatest threats to the world's oceans by Global Environment Facility (GEF). EMO (International Maritime Organization) is carrying out the international restriction of the effluence suppression and treatment of Ship's ballast water by Ballast Water Management Convention. In this paper, to deal with this international restriction convention and to consider economic potential of ship's ballaster treatment market near future, the equipment and technology of ship's ballaster water treatment was studied.

  • The International Maritime Organization has conducted SEEMP for reducing $CO_2$ emission from ships. The study was carried out by comparing the real application of three shipping companies with IMO guideline about SEEMP on the same category. This paper suggests a method to improve implementation of SEEMP more efficiently through a grasp of the problem from its real application. Improvements are error correction of Company EEOI, unification of EEOI data acquisition period, compliance of measurements for fuel-efficient operation, suggestion of $CO_2$ mass conversion factors for various fuel and EEOI goal setting through formal standards of the International Maritime Organization.

  • There have been many accidents of passenger ships on the sea and they have caused a big loss of human lives. Maritime Safety Committee(MSC) of International Maritime Organization(IMO) made evacuation analysis of Ro-Ro passenger ships mandatory in order to save as many lives as possible at the time of accident. But this is a temporary regulation and HSC/IMO ties to introduce a performance-based regulation to improve the effect of regulation. Simulation-based evacuation analysis is the basis of performance-based regulation. In this paper, we performed a simulation-based evacuation analysis on a passenger ship, which is usually used in the plying between land and islands in Korea, with EXODUS system. Through inspecting the results from this analysis in more detail, we can make a proposal to improve the safety of passenger ship. Finally we describe the features of IMEX(Intelligent Model for Extrication Simulation), a new evacuation model being developed in KRISO.
