International Cooperation of Uzbekistan in Labor Migration

  • Uzbekistan has been gradually integrating into the world economy since gaining its independence back in 1991. The need to integrate stems from the desire to advance the national economy and social well-being of population through importing advanced technologies or stimulating exports. However, opening up the country also meant exposure to increase in the mobility of its human capital. As a result, Uzbekistan has witnessed labor migration in and out of the country in the past couple of decades, driven by various causes, which is having inevitable social and economic implications for the country. Intensifying processes in contemporary international labor market make migration as a mechanism, which has a back-to-back impact onto and from economic development of a country. From developing countries' perspective, international labor migration is an instrument for reducing tension in national labor markets, decreasing high rates of unemployment and expanding sources of income. From developed countries' perspective, international labor migration helps solve demographic problems like decreasing number of population, aging of population and shortage of labor force. Thus, this processes turned into a mechanism or a system, which is not possible to ignore. Uzbekistan, in particular, is increasing its participation in the international labor market due to its high rates of population growth and young population.

  • The main purpose of the study is to analyze the information aspects of the impact of COVID-19 on the labor market in the EU and Ukraine. In addition to studying the key parameters of changes in the labor market under the influence of COVID-19, i.e. the unemployment rate and the share of the employed population, a thorough study of gender equality, labor migration and the impact on youth made it possible to characterize the effectiveness of the policy of stabilization and restoration of the labor market in the EU and Ukraine. The results obtained form the necessary information basis for modeling labor market regulation in the event of possible subsequent disturbances, in particular under the influence of global pandemics.

  • The main purpose of the study is to analyze the features of state regulation of the labor market in a crisis. Structural shifts in the labor market are due to the transformation of public and economic relations in today's globalized world. Increasing competition, the development of the knowledge economy, information technology, changes in the content and forms of labor require updating the labor market regulation system. The research methodology implies the use of modern methods of analysis. The analysis of the features of state regulation of the labor market in crisis conditions is carried out.

  • The main purpose of the study is to analyze the main aspects of the impact of military actions on the EU labor market. The research methodology includes modern theoretical methods and methods for analyzing the state of the EU labor market. The war in Ukraine changed not only the economy of one country, but the whole continent. The European Union has very sensitively felt the changes brought about by the military actions on the territory of Ukraine. Military actions on the territory of Ukraine are a destructive factor in the labor market. Today, the main task of economic recovery is to minimize the consequences of humanitarian problems and preserve human potential, which is an important source of business activity. Based on the results of the study, we have identified key aspects of the impact of military actions on the EU labor market.

Estimating State-Level Matching Efficiencies in the Indian Labor Market

  • We analyze state-level matching efficiencies in the Indian labor market using stochastic frontier analysis. The key contribution of this research is the estimation of matching efficiencies at the state level because these can be used for a state-level measure of labor market conditions. Next, we explore the relationship between the estimated matching efficiencies and population density, labor market flexibility, and the Ease of Doing Business index, respectively. The results show that matching efficiency is heterogeneous across states with considerable variation in accordance with the regional diversity in India. However, we find that there is little relationship between the estimated matching efficiencies and the labor market conditions of interest, suggesting that other regional diversity affects matching efficiencies across states in India.

  • As a 4th industrial revolution technology, robots are changing the form of labor market and trade in Korea. In the future, changes in the international trade order are expected to move in the direction of shortening global supply chains and restricting trade between countries. Accordingly, reshoring of relocating overseas production facilities to Korea or near-shoring of relocating overseas production facilities to neighboring allies may expand. In this context, this study analyzed the impact of robot introduction on the domestic labor market and trade based on firm-level data. As a result of analysis based on the 'business activity data' accumulated from 2017 to 2019, the introduction of robot technology was analyzed to expand low-wage, low-skilled employment. Analysis on trade shows that the introduction of robots decreases exports and increases imports. In order to expand exports through the technology of the 4th industrial revolution, employment expansion and robot introduction should occur at the same time, rather than replacing the labor force with robots. In addition, it is thought that reshoring's goal of risk management can be achieved when a stable supply chain for imports of raw materials or essential goods, which are difficult to transfer to Korea, is established together.

  • The article defines the problems of forming the models of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and services market development. The clustering models based on the optimal partner network cooperation were proposed in order to ensure the strategic development of territories, to attract budget leading enterprises and to support small businesses. A descriptive model of government regulation of clustering, marketing management and labor market in the context of globalization, business bankruptcy risk and Covid-19 was determined.

  • 전형적인 경기변동모형의 경우 노동시간 선택 문제만을 고려하여 노동시장의 주요 거시 변수인 고용과 실업을 명시적으로 설명하지 못하는 어려움이 있다. 본 논문에서는 뉴 케인지안 유형의 가격 경직성 모형에 노동시장의 탐색 및 매칭 마찰을 도입하고 이를 베이지안 방법으로 추정하여 우리나라 고용 및 실업의 움직임을 전체 경기변동의 움직임에 비추어 살펴보았다. 추정 결과 우리나라 실업률은 노동공급 충격과 더불어 노동수요 측면인 기술충격에 의하여 많은 부분 설명되는 것으로 나타났다. 아울러 노동시장 변동에서 기업과 노동자 간의 임금 협상에서 기인하는 협상력 충격도 상당 부분 중요한 것으로 나타났는데 협상력 충격은 경기 및 고용에 부정적인 영향을 미치므로 이에 대하여 주의를 기울일 필요가 있다.

  • The authors of the article investigate the impact of digitalization on the forms change of employment and the labor market in the modern conditions. It is substantiated that digitalization processes directly affect the change of forms of employment and the range of occupations in the labor market, as well as the change of jobs. The positive and negative consequences of changing forms of employment for the economy in the process of digital transformation are analyzed, which include: reduction of personnel costs by employers; dissemination of non-standard, informal employment (electronic freelance, electronic outsourcing, start-employment); enabling employees to manage their working hours; increasing unemployment and imbalance of supply and demand in the labor market; reduction of productivity of enterprises, as a result of reduced productivity of workers with non-standard forms of employment, or with a negative indirect impact on productivity. A model for managing the process of digitalization in the labor market of Ukraine under different scenarios of their implementation, namely evolutionary and forced is devoted. To recognize the possible change in the level of employment in connection with the implementation of the forced scenario of digitalization in Ukraine, a model for estimating probable changes in the labor market is proposed. The directions of development of the state strategy of prevention of risks of reduction of number of workplaces in the course of digitalization are outlined.

The Influence of Human Capital on GDP Dynamics: Modeling in the COVID-19 Conditions

  • COVID-19 struck labor markets around the world, exposing and exacerbating the gender inequalities within the human capital structure. The last, in its turn, jeopardizes the return of the national economies to the growth trajectory undermined by pandemic impact. The authors assume that COVID-19 disproportionately affected the employment rates of women and men, which led to increased gender inequality in the labor market, which, in turn, affected GDP growth rates in the EU. To prove this hypothesis two research questions are discovered: 1) whether there was a different correlation between the number of COVID-19 cases in the EU and indicators of the labor market for women and men; and 2) whether there was a link between the growth of gender inequality in the EU labor market and the GDP dynamics in these countries. The analysis of the correlation between the number of cases of COVID-19 and indicators of the labor market in the EU revealed faster growth of women's unemployment rates compared to men's ones as the COVID-19 incidence unfolded. Multiple linear regression and factor analysis have been used to investigate the influence of gender inequality in the labor market on GDP dynamics. Despite the methodological limitations, the proposed model is both a sound argument and an analytical basis in favor of gender-responsive economic recovery backed by the systematic and consistent gender equality policy of a government.
