Perspective Diversity of Domestic Stakeholders on Medical Device Adverse Event Reporting (의료기기 이상사례 보고에 대한 국내 이해관계자의 관점 차이)

  • This study was conducted to observe the differences in perspective of medical device adverse events and report exchange for domestic stakeholders. The post-market surveillance of medical device not only improves the usability and functionality of the device but also identifies new or growing risks caused by the device. APEC (Asia-Pacific Economic Cooperation) have established and operated post-market surveillance systems for medical devices based on IMDRF (International Medical Device Regulators Forum) and GHTF (Global Harmonization Task Force) guidelines. However, there are significant gaps in many aspects. It is essential to apply harmonized guidelines internationally but also to interpret and apply the guidelines consistently to report and exchange medical device adverse event in domestic. This study retrospectively analyzed the results of surveys conducted by providing examples of the adverse events and guidelines for post-market surveillance. The results of the study showed that there was a considerable difference in the judgment on the phase of using medical device for patient. In the case of medical device adverse event, different opinions shown according to knowledge and experience. Education and training are needed to have a harmonized perspective on the reporting and exchanging international guidelines of the adverse event for domestic stakeholders.

Cooperation for Development of Commercial Dispute Settlement between Korea and China Arbitral Institutions (상사분쟁 해결촉진을 위한 한-중 중재기관간 협력의 과제)

  • It is well recognized that the availability of prompt, effective and economical means of dispute resolution is an important element in the orderly growth and encouragement of international trade and investment. Increasingly, ADR(Alternative Dispute Resolution) including arbitration and mediation, instead of litigation in national courts, has become the preferred means of resolving private international commercial disputes. Under the situation, efforts for settlement of trade and investment disputes by ADR have been made between Korea and China through trade and investment agreements and arbitration agreement. Judging from the importance of economic exchange between Korea and Qingdao including Shandong Province, The Korean Commercial Arbitration Board(KCAB) and The Qingdao Arbitration Commission(QAC) should strengthen mutual cooperation to develop efficient methods of resolving commercial disputes arising between the two countries and to assist parties in solving those disputes through conclusion of arbitral agreement. Recently, efforts for conclusion of a Korea-China-Japan Free Trade Agreement(FTA) received strong support at Korea-Japan and Korea-China Summit Meeting held on June and July, 2003 respectively. If the conclusion of FTA among the three countries would be realized, it would promote regional trade and investment, contributing to economic growth in the Northeast Asian region. Under the circumstances, the key arbitral institutions including KCAB and QAC should consider to take the initiative in setting up tentatively called ${\ulcorner}$Joint Arbitration Center for Northeast Asia${\lrcorner}$ for which the CAMCA of NAFTA will be the good example.

An Analysis of Educational Satisfaction on the Implementation of Educational Cooperation Systems in Vocational High Schools between CIS Countries and Korea, Focusing on Exchange Students from Kazakhstan and Kyrgyzstan (CIS 국가와 한국의 직업고등학교 교육협력체제 운영현황과 교육만족도 분석: 카자흐스탄과 키르기스스탄 교류학생을 중심으로)

  • This study was carried out to identify what elements affected the satisfaction of high school international students, who were invited for Vocational Education organized by Global Korea Scholarship (GKS) program. They are in vocational high school which located in Jeollanam-do province. The results of the analysis showed that the highest level of satisfaction is 'satisfaction of education level' (M = 4.19) and 'overall satisfaction' (M = 4.19). In general, the average satisfaction of international exchange students at vocational high school was 3.92 points. The High School Exchange Student Program through invitation and scholarship for vocational education is aimed at establishing an international network between Korea and CIS countries and cultivating global talent. This year 10 foreign students were selected and supported the second time. Considering the sustain ability of the program, this study will yield the following results and will be helpful in future mentoring in school or in the management of international students.

  • The purpose of this paper is to explore how the Confucius Institute Chinese international promotion could better promote the development of China's foreign trade, by analyzing the distribution of the Confucius Institute worldwide, based on the theory of language economics, using SWOT analysis to analyze the advantages and disadvantages of the internal environment, opportunities and challenges of the external environment of Chinese international promotion of Confucius Institute. The following findings were gathered: as a language teaching institution and information exchange platform, Confucius Institute has the ability to share trade information and increase trade opportunities; to improve cultural identity and reduce transaction costs; to promote cultural communication and integration, and drive the development of related industries. The internal disadvantages were mainly reflected in the mismatch between the global regional distribution structure of Confucius Institutes, and the economic and trade structure, such as, the asymmetry between language, culture output, and demand. In addition, the management mechanism was not perfect. External opportunities were mainly new opportunities brought by economic globalization, cultural diversity, and the development of the Belt and Road initiative. External challenges were mainly influenced by the China threat theory and the fierce cultural competition among countries. The corresponding countermeasures were put forward based on the advantages of the platform and grasping the external opportunities: improving the quality of operation and speeding up the localization process; respecting cultural differences and realizing cultural common learning; seeking multilateral cooperation and enhancing the capacity for independent development.

  • To look at Korea trade environment, as increasing the quantity of goods transported in North-East Asia and deepening national competitive, information-oriented logistics environment is needed. That means it is automated work process and can provide value-added service. To do this, logistics business can be efficiently handled through "Electronic Means for the Clearance of Ships" and electronically data processing. Also, by increasing the risk of international terrorism, regulation regarding to logistics security has strengthened around the advanced country, such as USA and EU, etc. or international organization, such as IMO, ISO, etc.. Furthermore, because trade and logistics environment is changing and security becomes more important in logistics area, movement or status information of goods within the port or in entry in/out becomes more and more be needed in real time. In case cross-border logistics activities, international cooperation or agreement between countries is very important. However, different opinions much happened on defining the interface. If to follow one format or type using at a specific country or organization, it was occurred to difficulty in respect of interoperability as well as additional costs or time. Therefore, this paper proposes common interface model to exchange information for the efficient global SCM for using by the output of Korea R&D project, "National Logistics Standardization System Development".

Assessing the Green Total Factor Productivity of Water Use in Mainland China

  • The significance of high-quality development and green total factor productivity has attracted widespread attention and research, while few studies on green total factor productivity that considers the use of water resources have been conducted in the context of water shortages and water stress. In this study, the green total factor productivity of water use from 2005 to 2015 in mainland China is evaluated based on the global Malmquist-Luenberger productivity index. Results show that: (1) China's green total factor productivity of water use has been improving since 2005 with an annual global Malmquist-Luenberger productivity index of 1.0104. (2) At the regional level, the eastern zone in mainland China owns the highest green total factor productivity of water use, while that in the intermediate zone ranks last. (3) The green total factor productivity of water use in the southern region (1.0113) significantly higher than that in the northern region (1.0095), and also higher than the national average level in the same period. BPC index has been the most important incluencing factor of green total factor productivity of water use at both national level and regional level since 2011.

  • In this article, potential problems in the exchanges and collaboration of South and North Korean performance programs were reviewed focusing on the articles related to performances in the North Korean copyright law. In the North Korean copyright law, there were significant differences from the ordinary rules in the international society or lack of the rules. They are the problems on the bases and principles of North Korean copyright law, unacceptance of copyrightable works against their political system, equal and mutual benefit on the copyright of the South Korean copyrightable works, neighboring copyright and economic right, unlimited protection for moral right, unpreparedness of right protection for online copyrightable works, and so on. On the other hand, the available performance programs to exchange mutually between South and North in the short run include national operas, dramas, musicals, festival events, and so on. However, legal and systematic improvement plans are required on the different copyright rules between South and North to facilitate the exchanges and cooperation. Externally, collaborations are required in the international copyright stage such as collaborative agreements on various international copyright usages, and we should consider the global entrance of performance programs that contain national sentiment and develop mutual trusts through these.

Prospects and Management Issues on the Fisheries Resources among Korea-China-Japan (한ㆍ중ㆍ일간 어업자원 관리 문제와 전망)

  • The sea of north-east Asia is biologically interrelated and one country's mishap in the management of fisheries could have a critical effect upon the other. Accordingly under the TAC system adopted by all the countries of Korea, Japan and China, the mismanagement o( trans-boundary fish stocks under the provisional fisheries agreement prior to the delimitation of EEZ could lead to the irrevocable depletion of fisheries resources in case of absence of close cooperation among the countries concerned. To tackle the problems above, it is necessary, from a short term perspective, to promote the combined efforts to do researches on fisheries resources, find ways to improve the transparency of fisheries management, adjust the fisheries management regulations of each country, standardize fishing gears and methods, and exchange fisheries-related statistics and data for socio-economic analysis and strengthen joint research activities for the mutual benefits. From a longer term prospective, regional fisheries organization need to be set up to oversee the whole area of north-east Asian sea. The organization as such could play a role in adjusting the conflicting interests of Korea, Japan and China, and efficiently manage the fisheries resources, which is complex and challenging in nature. In addition, unlike China, the historical fisheries relationship between Korea and Japan, spirit of reciprocity and the Article 62 of the United Nations Convention On the Law Of Sea need to be taken into account when seeking for fisheries cooperation between the two countries through the international specialization. In other words, the data obtained through the joint researches on the fisheries resources for the specific ocean along with such factors as capital, labor, fisheries technology and consumption of fish products could be used to assign the specific sector of fisheries to the country who has a comparative advantage, thus achieving the mutually benefiting results Up to the present, concerted efforts by Korea, Japan and China on the fisheries cooperation have been consistently made, but the results have yet to be materialized, It is also beyond doubt that governmental consultations among the countries should be made on a consistent basis, but non-governmental organizations' exchanges and related joint researches will more likely help bring about the desired fruition in a shorter time.

  • At present, under the background of "One Belt and One Road", great achievements have been made in cultural confidence, overseas communication, education, and modernization of Chinese medicine. However, the overseas dissemination of Chinese medicine culture has not yet fulfilled the requirements of the Cultural Power Strategy and the historical mission of Chinese medicine. Challenges are still faced in the cultural theory of traditional Chinese medicine, overseas communication mechanisms, and translation of Chinese medicine terms. Therefore, Chinese medicine practitioners must firm their faith in culture and traditional Chinese medicine, disseminate the cultural theory of traditional Chinese medicine, exert the advantages of the media and improve its mechanism, and speed up cross-cultural language exchange and research. These efforts will innovate Chinese medicine culture, strengthen overseas exchange and cooperation as well as flourish traditional Chinese medicine overseas.

The Activities of APEC to Reinforce the Cooperation and the Competence of Food Safety Management in Asia Pacific Region (아태지역 식품안전관리 협력과 역량강화를 위한 APEC의 활동)

  • Persistent accidents related to food safety and expanded international trades have urged the world to be aware of the gravity of the accidents. Accordingly many countries have tried to come up with various laws, regulations, measures, support networks and educational programs for the agenda, particularly focusing on harmonizing food safety technologies among nations and fostering professionals. Also, APEC newly organized Food Safety Cooperation Forum (FSCF) in 2007 to exert multi-dimensional efforts to improve food safety for Asia Pacific nations. Up to now, 35 activities have been promoted since 2007 and additional 20 activities are waiting for their turns for action on the list of APEC project agenda. FSCF has the objective that it helps the stakeholders in food supply chain develop their own competence in that area, thus increase international trade among nations and maintain the globe healthy by applying the highest standards and best practices for the management of food safety ranging from production to consumption. To achieve this strategic objective, APEC subsequently formed Partnership Training Institute Network (PTIN) to build up the multilateral networks of specialists from governmental agencies engaging in food safety management, industries, academia and international organizations in Asia-Pacific region. This attempt made it possible for the world to exchange their scientific and technological information concerning food safety and strengthen related education and training. Today, international cooperation is essential for food safety management. Therefore, we need to participate actively in the activities of APEC FSCF to contribute to improving food safety technologies for the member countries of APEC. We also need to connect the domestic support programs with theirs.
