Purpose: Purpose: The National Safety Experience Center Establishment and Reinforcement Project Management Guidelines, established to build a national safety experience center that is central to practicing education on disasters and safety accidents, requires that appropriate experience training programs be in place. However, due to the lack of classification grounds for the six areas of disaster•safety accidents presented by the Ministry of Public Administration and Security, and the mortality statistics necessary for establishing sectors have accumulated for over a decade, they are based on this. Our purpose is to standardize classification of sectors belonging to each area. Methods: We will divide disaster•safety accidents into 6 areas by three steps, and the grounds for 6 areas of accidents are presented. The 15 external causes other than the disease since 2009 has been proposed by The National Statistical Office. Therefore on the basis of these causes, various sectors belonging to each area are classified. Results: We will divide all disaster•safety accidents into six areas through three logical separation stages, and the areas were systematically classified based on the 15 factors of death. In conclusion, we present the grounds for the classification criteria in the six areas, the transportation accident disaster area in three areas, the social infrastructure system area in four areas, the crime accident disaster area in four areas, the life safety accident area in four areas, we set up all disaster•safety accidents in six areas and finally standardize total 25 areas.

The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.

In this paper, I tried to pursue health and social welfare together through medical convergence based on the main subject of a culture of convergence. Artists' drug accidents are never ending. Now Korea is also out of the drug cleansing country. it is impossible to get rid of them with the national public power. It is time for a treatment plan for these. They need a certain period of time and regular periods of rest and control over sports. Our humanities are researching to understand the changing human images of today. In parallel, medical convergence will also have to be transformed in various ways for human healing. Recently, we can see the case of healing with the combination of oriental medicine, natural healing and western medicine. Furthermore, the structure of medical convergence for the fight against disease can be analyzed as an example. South Korea is also preparing for various convergence programs focusing on natural sciences such as engineering, medical care, and the environment. In order to prevent drug addiction it is important to determine the department responsible for handling the problem of substance abuse. we need to improve the environment that they can be combined with Ondol therapy and natural healing therapies. Furthermore, I expect that fusion medicine will contribute to improving the quality of life of drug addicts and become a successful model to revitalize local economies in particular.

Recently emphasizing the importance of security such as national major institutions' facilities or major industrial facilities for the maintenance of security/crime prevention due to specialization of the Green Information Technology(G-IT) and Green Ubiquitous Technology(G-UT) industry fields, The Security System Building linked high technology within the government-related organization, enterprise and army the military is urgently required. This paper is about the green USN intelligent an unmanned guard MUX system that receive the signals, from alarm device within surveillance area, with various ways of communication techniques and then transmit to local control center and remote control server trough TCP/IP network. This study enables the mutual senergy effect by realizing a total solution of an unmanned guard system and also significantly contributes to the global/domestic market expansion. That can be applied to the crime prevention/security fields in the Green Ubiquitous Environment Implemented Business(survalance-Home, Gu-City, Gu-Health, etc.), and will contribute to expand companies with international competitiveness that can provide the Green Ubiquitous Vision(Gu-Vision).

The problem of corruption and the spread of corruption crime today is not only one of the main social problems, but also an obstacle to the implementation of reforms in Ukraine. Given the complexity, scale and diversity of the impact of corruption, it is an undisputed threat to national security. At the state level, corruption threatens, firstly, state security as a result of its spread in public authorities and the combination of political and business spheres; secondly, in the domestic political sphere as a result of non-compliance and violation by officials of public authorities and local governments of the laws of Ukraine; thirdly, in the economic sphere as a result of the dominance of personal interests of civil servants over national ones; fourthly, in other spheres, namely, military, social, ecological, informational, foreign policy, etc. The origins of corruption are diverse and are formed not only in the country but also abroad. The current corruption threat is the result of the country's ineffective domestic and foreign anticorruption policies. Acceleration of the spread and manifestation of external corruption threats is associated with a number of unresolved foreign policy issues against the background of the development of globalization and integration processes, in particular: economic and financial dependence of the country on international financial institutions and organizations; as well as from foreign countries that pose a potential threat due to their ambitious plans to expand our country; unresolved issues regarding the international legal consolidation of borders, etc. It is noted that the current conditions for the development of state security, due to new challenges and threats, need to improve and implement new measures to prevent corruption as a negative impact of the main threats to national economic security. As a result of the study, the main measures to counter the main threats to the economic security of the state were identified.

Every country finds a way to respond a lot of terrors to keep her safe in many ways. Our country, before a terror outbreaks, makes various countermeasures such as strengthening international cooperative systems, strengthening informational ability to countermeasure terror, restricting for terrorists to enter or exit from our country, restricting other countries to input weapons in our country to prevent from terror in the aspect of precaution. A terror is more grave than any other one in behavior, and the criminals have to be punished so much and be discriminated from other ones, too. So, a concept of general crime and terror has to be defined. It is finished in the academic area to some extent, but, it is not sufficient in lawful area so much. Afterwards, it is necessary to establish counter-terror protection laws regulating terror crimes directly. In addition, it is necessary to define concretely and clearly the terror activity and deduce the definition of terrorism.

Biometrics systems are used in a wide range of areas, including the area of crime prevention, due to their unique characteristics. However, serious problems can occur if biometric information is disclosed to an unauthorized user. To address these issues, this paper proposes a real valued fuzzy vault method, which adopts a real number error correction code to implement a fuzzy vault scheme for protecting fingerprint temples. The proposed method provides the benefit of allowing the private key value to be changed at any time, unlike biometric template such as a fingerprint, which is not easily renewable even if its security has been breached. The validity of the proposed method is verified for fingerprint verification.

Machine learning is a field of artificial intelligence (AI), and a technology that collects, forecasts, and analyzes securities data is developed upon machine learning. The difference between using machine learning and not using machine learning is that machine learning-seems similar to big data-studies and collects data by itself which big data cannot do. Machine learning can be utilized, for example, to recognize a certain pattern of an object and find a criminal or a vehicle used in a crime. To achieve similar intelligent tasks, data must be more effectively collected than before. In this paper, we propose a method of effectively collecting data.

The various video recording device, like car black box and cctv, are used currently and video contents are used as evidence of traffic accidents and scenes of crime. To verify integrity of video content, there are various study on manipulated video content analysis. Among these studies, a study based on analysis of video file structure and its variables needs a tool which can be used to analyze file structure and extract interested attributes. In this paper, we proposed design and implementation of an analyzing tool which visualizes video file structure and its attributes. The proposed tool use a model which reflects commonality of various video container format, so it is available to analyze video structure with regardless of the video file types. And the tool specifies interested file structure properties in XML and therefore we can change target properties easily without modification of the tool.

Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.
