A Study on Unauthorized Anchoring of Foreign-flag Vessels in Internal Waters and Territorial Sea (외국선박의 내수 및 영해 무단정박에 관한 연구)

  • Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.

Effects of Internal Waves on Dynamics of Hypoxic Waters in Lake Biwa (일본 비와호의 빈산소 수체 거동에 미치는 내부파의 영향)

  • The effects of internal waves on dynamics of hypoxic waters were investigated by numerical simulation by means of a hydrostatic-ecosystem coupled numerical model for Lake Biwa. The numerical model consists of hydrostatic and ecosystem submodels. Numerical simulation was carried out for a period during April 2007 and March 2008, after preliminary numerical simulation for three years. As a result, the numerical model could capture the vertical profiles of the observed water quality. During September 30 and October 21 in 2007, the major internal waves were Kelvin and Poincare waves, the periods of which were 1.63 or 1.77 days and 0.48 days, respectively. Hypoxic waters appeared in bottom boundary layer around October and were still when thermocline locates in upper layer. During late autumn and winter seasons, differences in density between upper and lower layers were reduced and the amplitude of internal waves increased. Hypoxic waters began to move under the effects of internal waves. Movement of hypoxic waters will diminish the habitat for aquatic organisms in deeper waters.

The Characteristics of Internal Waves Observed by SAR and in-situ Measurement Data Near Ocheong-Do in the Yellow Sea (SAR와 현장관측에 의한 황해 어청도 주변 해역에서의 내부파 특성)

  • Observations of internal waves in the southwest coastal waters of Korea have been made using a mooring measurement and satellite SAR together. From May 28 to May 30 in 2002, thermistor chains with RCM and ADCP mooring measurements were carried out at 10 kin west of Ocheong-Do, together with a CTD field sur-vey on the surrounding waters. Also, a SAR image was acquired on May 29 at 06:53. The data from the in-situ measurement show several internal wave packets passing through the mooring point and the SAR image reveals numbers of internal wave packets distributed around the point. Temporal and spatial characteristics of internal waves in the southwest coastal waters were analyzed using the data from mooring measurement, SAR image, and the K-dv equation. The internal waves are important phenomena in terms of physical oceanography and military as well as marine biology. They should be considered as one of important features in the southwest coastal waters in summer.

A RADIOGRAPHIC STUDY OF THE EXPERIMENTAL LESIONS IN THE MAXILLARY SINUS (상악동의 실험병소에 관한 X선학적 연구)

  • The purpose of this study was to examine the differences in representation of a globular radiopaque mass on the pantomograms and Waters' views and to compare the efficacy of periapical radiograms, pantomograms and Waters' views in detection of defects on the internal walls of the maxillary sinus. This study was performed with dried human skull. For the study of difference of radiopaque mass shadow in the two views, rubber ball with a diameter of 10㎜ was used as the experimental lesion. It was placed successively on the internal wall of the anterior, posterior, medial, lateral walls and floor of the maxillary sinus. To examine the detectability of defects for radiographic techniques, defects were formed in the anterior, posterior, medial, lateral walls, and floor of the maxillary sinus. They were formed with 0.5㎜, 0.75㎜, 1.0㎜, 2.0㎜ and 3.0㎜ sized steel round burs with a slow speed dental handpiece. By subsequently plugging the holes with zinc oxide eugenol paste, radiopaque defects were produced. After that the periapical radiograms, the pantomograms and the Waters' views were taken each and every defect. The obtained results were as follows: 1. Rubber balls placed on each internal wall of the maxillary sinus were correctly depicted on the posterior wall and the floor in case of the pantomogram, and on the anterior wall and the medial wall in case of the Waters' view. 2. On the detectability of defects for each radiographic technique, radiolucent defects were detected in different places for each technique. Periapical radiogram could detect 1.0㎜ defect on the floor of the maxillary sinus, pantomogram could detect 2.0㎜ defect on every internal wall of the maxillary sinus, and Waters' view could detect 3.0㎜ defect on the anterior wall of the maxillary sinus. 3. On the detectability of defects for each radiographic technique, radiopaque defects were detected in different places for each technique. Periapical radiogram could clearly detect 0.5㎜ defect on the floor of the maxillary sinus, pantomogram could detect 0.5㎜ defect on every internal wall of the maxillary sinus, and finally Waters' view could detect 0.5㎜defect on the anterior wall of the maxillary sinus but 0.75㎜ defect on the anterior wall, lateral wall and floor of the maxillary sinus. As the result, the periapical radiogram is the most simple and satisfactory method for investigating in the maxillary sinus. The pantomogram is suitable method for screening of changes in the maxillary sinus. And the Waters' view is available for detect of lesion in the anterior wall of the maxillary sinus. For the purpose of accurate diagnosis and evaluation of lesion in the maxillary sinus, these techniques supplement each other.

Fishermen's Perception and Economic Feasibility of Inland Waters Ranching Project : Focusing on the Branches of Geum River (내수면목장화사업의 어업인 인식도 및 경제효과 : 금강 지천을 중심으로)

  • This study is aimed to analyze fishermen's perception and the economic feasibility of inland waters ranching project on the branches of Geum River. Analysis of fishermen's perception on the branches of Geum River showed that fishermen had an affirmative response on the inland freshwater ranching project related issues such as fisheries resources enhancement, necessity of project, economic achievement as so on. The model of inland waters ranching project on the branches of Geum River is designed to fisheries resources enhancement, habitat compositiom, ecology tours, use and management of resources. The results of the economic feasibility of inland waters ranching project on the branches of Geum River were internal rate of return (IRR) was 18.43%, a benefit-cost ratio was shown to be 1.54, net present value (NPV) was 4,929 thousand won, which indicates the economic feasibility of inland waters ranching project.

ERS SAR observations of the Korean coastal waters

  • The processes of regional scales in the East Korean coastal waters were investigated by analysis of the Synthetic Aperture Radar (SAR) images taken by the European Research Satellites ERS-1, ERS-2 and Envisat. More than 500 quick look frames taken in 1991-2003 were examined to detect the frames with clearly surface expressions of oceanic phenomena. 26 ERS-1/2 SAR and 11 Envisat wide swath Advanced SAR (ASAR) frames were selected and obtained from the European Space Agency in a form of the precision high-resolution images. The following oceanic phenomena and processes were evident in the radar imagery through the Korean costal waters: fronts, currents, eddies, internal waves, island and ship wakes, oil pollution, etc. They manifested themselves in the field of sea surface roughness, their scale ranged from several tens meters to about 100 km. The most common morphology of these phenomena was a series of contrast dark or light curvilinear lines and bands. The joint analysis of the discussed SAR images with other satellite and in situ data supported and enhanced our interpretation of SAR signatures.

Sequence Analysis of Cochlodinium polykrikoides Isolated from Korean Coastal Waters Using Sequences of Internal Transcribed Spacers and 5.8S rDNA

  • The relativity of four isolates of C. polykrikoides was determined by comparative sequence analysis based on direct sequencing of PCR amplified ribosomal DNA (the internal transcribed spacer region and the 5.8S rDNA). Sequence comparisons indicated that four isolates had the same nucleotide sites in the ITS regions, as well as a total of 585 nucleotide length and 100% homology. The molecular data revealed that C. polykrikoides in Korean coastal waters show no genetical difference.

A system for facial expression synthesis based on a dimensional model of internal states (내적상태 차원모형에 근거한 얼굴표정 합성 시스템)

  • Parke and Waters' model[1] of muscle-based face deformation was used to develop a system that can synthesize facial expressions when the pleasure-displeasure and arousal-sleep coordinate values of internal states are specified. Facial expressions sampled from a database developed by Chung, Oh, Lee and Byun [2] and its underlying model of internal states were used to find rules for face deformation. The internal - state model included dimensional and categorical values of the sampled facial expressions. To find out deformation rules for each of the expressions, changes in the lengths of 21 facial muscles were measured. Then, a set of multiple regression analyses was performed to find out the relationship between the muscle lengths and internal states. The deformation rules obtained from the process turned out to produce natural-looking expressions when the internal states were specified by the pleasure-displeasure and arousal-sleep coordinate values. Such a result implies that the rules derived from a large scale database and regression analyses capturing the variations of individual muscles can be served as a useful and powerful tool for synthesizing facial expressions.

An Example of Internal Wave Detection in North Coastal Waters of Cheju Island Using a SAR Image (SAR를 이용한 제주도 북부해역에서의 내부파 관측예)

  • The satellite image acquired by RADARSAT SAR on August 15, 1996 reveals internal waves in north coastal waters of Cheju Island. It is indicated from the image data, the tidal elevation data, and the bottom topography data, the internal waves seem to be generated by interaction between shallow bottom and tidal currents travelling in the stratified water in the summer time during the tidal changeovers from ebb to flood. The internal waves generated in such condition show patterns of trains of solitons. Probable amplitude of observed solitons is calculated using estimation of the soliton wave length from SAR image data and K-dV equation. Detection of the internal waves is very significant not only to military strategist for underwater maneuvers such as operation of submarines, but also to physical and biological oceanographers. Temporal and spatial variation of the internal waves are needed to be measured by simultaneous in-situ field study together with SAR to examine the nature of these internal waves.
